European Union elections are the largest elections after India. 450 million people elect 720 members of the EU parliament based in Strasbourg, France near the border with Germany. The elections are happening just as India completes its voting with results out by June 5 for 1.4 billion people. The EU and Indian elections have similarities. India has 28 states with different languages in most states. This is similar to the 27 independent countries in the EU and 27 national elections for EU parliament, 28 state elections for 543 members of the Lok Sabha, the Indian parliament. EU parliament does not run a government, it approves members of the European Commission that conducts affairs of the EU. Parties are from the Socialists, the Greens, the Right win parties and Centrist parties. Germany has 96 seats based on its population.

Laurent Berger is the likely candidate for bringing together all social democratic and socialist parties in France.  French Socialist parties and leaders Melenchon, Glucksmann, and others in Greens party join together to contest the Assembly elections June 30, July 7. This means the socialist parties have finally made the decision to come up with ways to tackle the cost of living crisis, loss of manufacturing, lack of investment in infrastructure that can make a difference in the daily lives of working people. This was missing in Macron's plan as En Marche was built by Macron based on his detecting an opportunity during the last year of Socialist Hollande's term in 2017, not with a well thought out plan for renewal in France. The years of the presidential first and second terms did not work from a plan to tackle the issues facing working class families and benefitted as much from the alienation that had driven working class votes in different directions from the failures of Socialist or Social Democratic leaders. This happened in Germany with Scroeder, in Britain with Gordon Brown, and in France with Hollande, in the US with Clinton and Obama. The path that president Biden has taken to invest in infrastructure with bipartisan support, to invest in manufacturing with bipartisan support is what the Social Democratic and Socialist parties in France with bipartisan help now need to take up. ...

The White House site shows the Memorandum of Understanding on the India Middle East Europe Economic Corridor or IMEC that will build rail, internet, telecommunication, supply chain connections from hubs in India through the UAE, Saudi Arabia, Jordan and Israel to ports and commercial hubs in Europe. The signatories are the US, Germany, France, Italy, India, Saudi Arabia, UAE, and the European Union. The Saudis have committed $15 billion to the plan and other countries will add funding. An Action Plan will be made in 60 days.

France and Germany are standing together on the European Union Recovery Fund with $500 billion in direct nonrepayable aid to needy countries hit by the pandemic. Netherlands is the lone holdout and it is coming under heavy criticism for being "misers", not showing any solidarity. Macron and Merkel walked out together at the end of a late night session. Germany's kurzabeit or short work system avoids layoffs in a crisis. The Bundestag parliament in Germany quickly reintroduced it following the coronavirus. It provides subsidy to employers so that wages of upto 2500 euros can be paid to employees. The German parliament changed the requirement that makes it law fro a 30% of workers of a company being impacted by a crisis to 10%. About 2.3 million workers will benefit at a cost of 10 billion euros says this report in The Financial Times. The Federal labor office has a fund of $26 billion to which workers and employers contributed just for this purpose of safety net.  Workers get about 60% of their wages under this scheme while the crisis lasts. The last time it was used during the financial crisis of 2008-2009 1.3 million workers benefited from this scheme to prevent layoffs.  Germany with its strong vocational training system invests in worker training. The logical next step was to preserve this knowledge component of workers and avoid its loss through layoffs due to some crisis that is temporary and beyond the control of the company. Britain is adopting this idea this time with the British Treasury supporting  80% of lost wages upto 2500 pounds a month in the new economic aid package announced by the British government. Spain has a scheme under ERTE for 70% of wages to be paid as safety net. France has set aside 8.5 billion euros aid for assistance to workers in a similar scheme as safety net. ...

Public health experts warn that it is essential that countries reopening their economy have a reproduction ratio of much less than 1.0 so that the rate of increase is under control. Germany's Robert Koch Institute which advises the German government says the reproduction ratio which was 0.70 in mid April is now up to 0.96 after creeping back up. This is based on a mathematical model and extrapolated from infection numbers several weeks back.  It doesn't reflect the change by recent easing of lockdown measures starting with reopening smaller stores. This validates the careful approach adopted by France which was put forward by prime minister Edouard Philippe in his address to the National Assembly. The Assembly approved the plan 368 to 100. More legislation will back up the French government's authority to ban non essential travel between French departments and the creation of a large brigade to perform contract tracing. That involves finding testing and isolating everyone potentially infected, using dedicated locations. Detailed restrictions on travel, work and gatherings will take effect when France reopens partially on May 11.  France is also putting resources behind its testing program to test every person having coronavirus symptoms, and all they are in contact with. That means about 700,000 tests a week. Officials will generate a color coded map from this with red areas facing more restrictions than green areas. Student size is capped at 115 per class. Cafes, restaurants, movie theatres and large museums will remain closed. Gatherings of more than 10 banned. Those who can work from home asked to do so. Public transit users will be required to use masks, and marks on platforms will indicate the social distance required. Only essential travel is allowed more than 62 miles from home. These rules remain till June 2, when new ones will be set. Large music festivals and sporting events are canceled till the fall. Mr. Philippe says "these efforts will not be in vain and should allow us to arrange for a better summer season." ...

The intelligence community in the U.S. and the defense department supported strong action on the Russia spy issue, overcoming president Trump's early reluctance to take action. Three options were presented to the president and he chose the middle option, which offered flexibility yet also sent a strong message. The action taken expelled 60 Russian spies and closed the Russian consulate in Seattle. Russia responded by closing the U.S. consulate in St Petersburg. This is the first time that the U.S. and its allies Germay and Britain, France have acted decisively and in coordination in response to Russian moves. Germany is also moving towards stronger action.

A "Best Countries" ranking was announced in Davos forum by U.S. News and World Report and its editor-in-chief, Mortimer B. Zuckerman, in Jan. 2016. This is the first time this rating is being done. It gives top spots to countries based on surveys of 16,000 people, 8000 from informed elites of better educated people, the rest from the public. The rankings are in many categories including quality of life, cultural influence, heritage, entrepreneurship, citizenship, raising kids, green living. Canada takes the top spot for quality of life, followed by Sweden, Denmark, Australia and Netherlands. France takes top spot for cultural influence, Italy for heritage, Germany for entrepreneurship, and second spot for forward looking, Sweden takes top spot for citizenship, raising kids and green living. Japan takes the second spot for green living, Canada takes the fourth spot, with Germany in the third spot, the U.S. and the UK in the top ten for green living. India takes top spot for movers with its rising economy. The U.S. suffers because of its obesity levels in some groups. Overall Germany comes first, Canada second, UK third and U.S. fourth. Landon Thomas looks at the European Financial Stability Facility, the organization that was formed in May 2010 to be the mechanism for raising and channeling funds to troubled eurozone economies Ireland, Greece and Portugal. He describes its evolution, its new responsibilities under the July 2011 eurozone agreement, and the difficulties it might face. The credibility of the EFSF is critical to the solution being worked out by eurozone leaders. The EFSF is based in Luxembourg and is headed by Klaus Regling, a German economist and a top official in the European Commisson's financial division. The EFSF raises funds in the financial markets. With Germany as the largest backer the EFSF is able to raise funds at low interest rates such as 3.3% for 10 years at one recent offering. The fund has a triple-A rating. In June and July the stability fund raised 8 billion euros in two auctions. It plans to come to the market four times during the rest of 2011 for funds to support Ireland and Portugal. The EFSF will need new powers and structure to meet its new role as the principal mechanism for solving the crisis. It is now given the role of the buyer of last resort for the bonds of troubled eurozone economies. This means national parliaments in the eurozone will have to approve these new powers and resources. One concern in financial markets is how the EFSF would deal with the needs of Italy or Spain if one of the two economies runs into trouble. Italy and Spain consitute 30% of the EFSF's backing, if they were to run into problems, would the burden fall disproportionately on France and Germany? And because France may have public finance problems of its own with declining competitiveness, does this mean Germany would be the real backer in that situation....

Lagging growth in GDP per capita, productivity growth, in Italy, with small family business unwilling to take risks for growth, and bureaucratic hurdles for business. To get an idea how Italy has lagged severely behind other countries in Europe, consider that GDP per capita increased by 28% in Spain, and 22% in France, compared to only 8% in Italy during the 20 year period 1993-2013, according to the Conference Board. Productivity growth measured by GDP per hour worked for Italy showed growth of only 13% in that 20 year period, compared to 30% in France and 23% in Spain. Since the 2008 global financial crisis the Italian economy has shrunk by 9% and growth is barely 1% in 2014. During 1993-2003 top performers Germany showed 31% increase in GDP per capita and 32% increase in productivity growth, the UK showed 44% increase in GDP per capita and 38% in productivity growth. Because of slowing population growth GDP growth has to come from productivity increases in Europe. France is the strongest in terms of productivity with $59 of GDP per hour worked, UK $51, and Germany $57. Italy at $45 has fallen behind Spain at $50. Conference Board statistics show GDP per capita in inflation adjusted, purchasing power adjusted 2013 dollars at $35,847 for France, $40,868 for Germany, $30,145 for Spain, $39,904 for Britain, and Italy lagging behind at $31,386. Most of the gains were made before 1993 for Italy, whereas Spain surged in the period after 1993 only slowing after 2008. The struggles in the U.S. auto industry showed how well meaning changes for labor in the early postwar period if not adapted to changes in the global economy decades later can lead to sharp decline before adjustment is made. Germany faces serious problems in its vaccination drive and efforts to control the pandemic in November 2021. The rate at which people are getting vaccinated has slowed to 150,000 a day and the percentage of the population that is vaccinated is stuck at 67%. This percentage of 67% fully vaccinated in Germany as of November 3 is much lower than that in Spain, France and Italy.  Spain is at 78%, France at 69% and Italy at 72%. (Data from NYT) This report in the Guardian points out that most of the remaining one third of the population is not eager to get vaccinated as surveys show that the those who have refused to get a jab are unlikely to change their minds.There is also the problem of booster shots. Germany's 16 regions conduct the vaccination drives and with many of the vaccination centers not active since September staff has to be retrained or rehired. This makes it harder to give booster shots to everyone that was vaccinated early by the start of winter. Why is it that Germany lags behind Spain in vaccination? There is a great deal of trust in Spain and Portugal in the health service and people are 100% behind their health system. The other countries that have a low rate of fully vaccinated are the US at 58%, Brazil 57%, Russia at 33%. Even the UK with its well respected National Health Service remains at 68% fully vaccinated. Today the US, Russia, Brazil, European Union countries and India have many of the 5 million deaths from coronavirus. India's vaccination drive is approaching 1100 million vaccinated, yet there is along way to go in getting most of the population fully vaccinated because of the large population of 1.3 billion. This is why the Indian prime minister on the first day of returning from the COP26 climate summit devoted his time to meeting with leaders of different states and heads of districts with low vaccination rates to press home the idea that the effort had to be taken up vigorously in the coming months. ...

A report on the Status of German Unity from the German cabinet, says the eastern part of Germany, formerly the German Democratic Republic, suffers from a declining population and could have benefitted from the addition of young people as immigrants. As it stands the area with the lowest number of refugees or immigrants is where most of the xenophobia anti-immigrant sentiment exists.  It says the eastern part of the country including cities like Dresden need to develop a more receptive culture to attract young people for economic progress.
