Pier Luigi Bersani from the northern Emilio Romagna region, head of the centre-left Democratic party, is the leading candidate for prime minister in Italy's 2013 elections. His party has 37.8% support in a recent poll. The Democratic party has an electoral alliance with the SEL Left, Ecology and Freedom party, which has 5.1% in the poll. Berlusconi's People of Freedom party has 18.2% support and the antiestablishment party of Beppe Grillo, the Five Star Movement has 20% support. Prime minister Mario Monti is being encouraged to run by business and centrist parties. Bersani said in an interview, he will continue Monti's policies if elected. He says he supports greater flexibility so that policies do not focus only on austerity, at the same time he will respect the committments Italy has gven to the EU and move forward with pro-competition actions.

The two incidents in July 2016 of shootings of police officers on July 7 with five killed in Dallas, and July 17 with 3 killed, have led to deep anguish among the 900,000 state and local law enforcement officers in the U.S. Videos showing shootings of African-American young men have led to protests in cities, and attacks by persons on the fringe. Police officers say they are now worried about their safety because of the ambushes in Dallas and Baton Rouge, and are taking extra precautions.

Italy's political scene is fragmented with two far right parties one the League under Matteo Salvini with a base in the north and the other called Brothers of Italy, under Giorgia Meloni with a base in the south. In Italian politics of the last decade popularity of a party lasts on the right or the left remains for 3-4 years before fading. In sequence after the fading away of Berluconi's party, voters swung to the socialist party, then the party of Beppe Grillo a comedian called Five Star Movement, followed by the League and Salvini on the far right, and now Brothers of Italy. At no time is any such party having at the height of its popularity having more than 20-25% support. Brothers of Italy under Meloni is the newcomer with 23% support mostly in the south, Rome, Palermo, Sardinia.    Brothers of Italy is different from Salvini's party as Meloni is staunchly pro-EU and supports Italy taking a strong stand on Ukraine. The withdrawal of Salvini from the national unity government led by Mr. Draghi, former head of the European Central Bank, and formed during the pandemic, led to its collapse last week. Meloni benefited by being the main party in the opposition during that time, so that it is not clear that if she forms a government after the September election whether Italy will still have a stable government. The difference between Salvini's League with connections to Russia and Meloni's EU positions means far right politics is itself fragmented and the socialist parties are within a point of the Brothers of Italy. Mr. Berluconi's Forza remains a fringe player with 8%. With 200 million euros of EU assistance Italy decided to form a government under Mr. Draghi in a kind of national unity government during the pandemic so that these funds could be managed effectively, and to tackle pandemic related problems. Some of Meloni's appeal may come from broadening her appeal by policies that support nurseries and mothers, the family, and from her working class background in Rome at a time when the pandemic has created serious economic problems for families. Like France Italy is divided with Meloni playing the kind of role Le Pen has in France of being for working class yet facing competition for working class votes from the socialist parties that are close rivals for support. The Five Star and League parties in northern Italy have their own local support base. ...

The Republican House Health Care pLan in 2017 relies on tax credits of between $2000 and $4000 based on age. Under the Affordable Health Care Act the elderly poor in high cost insurance areas received additional help. These people would lose over $2000 per person and may forgo full coverage or coverage entirely under the Republican House Health Care Plan. A report by Standard & Poor's estimates about 2 to 4 million people who are in 50's and 60's not yet qualifying for Medicare might lose their coverage they now have under ACA. The Republican plan also gives incentives through tax credits higher for older people, $4000 for a 60 year ol and $2000 for a 25 year old. Under the ACA the insurers are not allowed to charge more than three times what is charged for younger people, under the Republican plan this goes up to five times.

The mass transit system in Dar es Salaam, capital of Tanzania, cost $150 million and provides transport connections cutting commutes by 2 hours for 400,000 people. 
Dar es Salaam has population 6 million and has grown eightfold since 1980. Four of five people live on the sprawling fringes in informal settlements that take a commute of over 2 hours to city centre. Dar es Salaam has chosen a bus system with dedicated lanes and areas instead of a metro which is costlier to build. The city has only four arterial roads with 2 lanes each way. Most of the growth is on the periphery and unplanned. The Dart System now in place separates the bus lanes from other traffic to reduce stoppages. The average journey from the centre to the terminus at Kimara is now down from 2 hours each way to 45 minutes.saving 50 hours each week for the average bus passenger.

Global update on the pandemic April 7, 2020. The U.S. has 368,000 confirmed infections, and over 10,000 deaths, as of April 6, based on John Hopkins University data.

Japanese prime minister Shinzo Abe issued an order for a month long state of emergency covering Tokyo, Osaka and five other prefectures.

Philippine president Duterte extended the quarantine for Luzon island to April 30.

The lockdown was placed on Wuhan, China, epicenter of the pandemic on January 23. On March 25 about 2 months later some travel restrictions were lifted. On April 6 trains were allowed to leave for several cities in China. 

Countries in Europe that stepped in early with restrictions such as Denmark and Czech Republic moved to ease them a bit. Czech Republic and Austria will require people to wear masks outside.

This happens as scientists on the WHO investigation team in Wuhan say they did not have unrestricted access to conduct their investigation. The Biden administration has restored ties to the World Health Organization after the Trump administration cut ties on this issue of transparency. The Biden administration says transparency is an essential condition for the US as it seeks to continue US participation in WHO. Recent flawed election processes at WHO and the lack of effective leadership from western foundations have led to the lack of effective leadership of WHO that prevailed in post war world for the first five decades of the organization. How quickly things can change - Italy is now growing faster than Germany or France. The construction industry is booming with energy efficient home renovation. The superbonus 110 is a payment by the Italian government for energy efficient housing improvements. The government pays 65% of the cost to homeowners making better energy efficient renovations plus 10%. As introduced by the Five Star movement government it was 100% plus additional 10%. Giorgia Meloni's government lowered it to 65% from 75% in 2023. This has boosted the construction industry in Italy and revived Italy's growth where it is growing faster than France and Germany. Germany is seeing about 0.3% growth compared to 0.7% predicted by OECD for Italy in 2024. Giorgia Meloni the new Italian prime minister, after Mario Draghi a central banking official, has continued Draghi's policies and provided a measure of stability and leadership to the government.  Much of the capital comes from the $216 billion or $200 billion euros that will be given to Italy from the COVID Recovery Fund. Five of eight unions in the German Confederation of Trade Unions DGB have increased membership. There is a shift to younger members as older workers retire. Membership is more engaged than ever before. More unions are taking up the issue of wage increases after workers were accomodative during the pandemic and Ukraine war. DW.com shows graphs of German workers having lost 18 days due to strikes coming ninth in the developed economies compared to 92 days in France, Canada 78, and the US 9 days. Cost of living action is seen as needed by workers for fair wages. There are 1.8 million open jobs and workers are now getting more confident to ask for better working conditions and higher pay, say experts. This is also happening in the US with president Biden's support. The problem is that only 50% of jobs in Germany are covered by collective bargaining agreements designed to ensure that companies pay decent wages. The EU directive in 2022 set a target of 80% for collective bargaining agreements. This makes it harder for unions yet the unions and workers are taking up the work with enthusiasm.   ...

Prime minister Theresa May of Britain announces her plan to spend an additional 20 billion pounds a year on the National Health Service. Over five years the commitment is for an additional 70 billion pounds. By 2023 this will bring the UK to the point where it is spending the same proportion on health care as France. This also fulfills a promise made by the pro Brexit campaign. May says some of this would come from higher taxes, and 9 billion pounds that the UK contributes to the European Union each year would go to pay for the additional funds to the NHS. The 2017 British election with Labor winning 40% of the vote has affirmed the shift in public sentiment to greater commitment of funds for health and education. Poorer communities in Britain that were left behind tended to vote for Brexit, with a large gap widening between London and the rest of the country. Higher commitment to NHS is part of the shift in perception that the needs of health, education and underserved communities are the new priorities. ...

There is confidence about the economy in this base as small business and workers see conditions improving.

An exceptional account by Melissa Eddy of how Germans are reacting to the German government's underinvestment in childcare centers. Germany's cabinet approved a bill that provides $190 monthly child care allowance for mothers who opt not to use day care centers provided by the government. This is supported by the Bavarian party, Christian Social Union, on the grounds that it gives an alternative to mothers to use private day care or nanny care. In practice many of the mothers using the allowance are expected to be lower paid workers who may decide not to work. The government has budgeted $500 million for the allowance for 2013. This is opposed by all opposition parties , and in a rare show of unity by business employer associations and unions, both say it "creates a false incentive to quit work." Axel Plunnecke of the Cologne Institute for Economic Research, says studies show low income families are among those who benefit most from early childhood education. About 100,000 lower qualified and lower paid workers could see this as attractive and quit working. The western part of Germany lacks enough child day care slots, so this is seen as not investing enough where its most needed, and Germany lags behind other countries like France in day care centers. The government is investing $15 million over five years to expand the number of child care centers. The goal is to have 750,000 child care slots by 2013, according to Ms. Kristina Schroeder, the family minister, herself a mother giving birth while in office. The measure was vigorously debated and controversial from the beginning because most many Germans see the $15 million years over 5 years as underinvestment in vital educational infrastructure. The $500 million is better invested in building modern day care facilities, they believe, especially because the children from lower income mothers not benefitting from daycare facilities will still need educational help, and German industry needs more women in the labor force to be competitive. Five years ago under reforms of parental support the 3 years of help to mothers was reduced to 1 year, resulting in an increase in the numbers of women working from 32% in 2002 to 40% by 2011, according to the Ministry of Family Affairs, Senior Citizens, Women and Youth....

Focus on billionaires and remote parts of the world distract from the vital issues of infrastructure renewal, cost of living and incomes growth that affect everyday lives of Americans. In an economy the size of the US the $5 trillion of billionaires out of a $31 trillion US GDP, is about 15% of the nation's wealth. Many of the billionaires such as at Amazon lead product and service companies that generated new products and services. Five of the top 25 in the US are from Walmart a large retailer in the US, 2 from Amazon, three from Microsoft in personal computers, 3 from chemical industries.This accounts for 13 of 25 or half. Removing these billionaires would take out $2.5 trillion leaving the billionaires controlling 7-8% of the country's wealth. The focus by Bernie Sanders in the US and Jeremy Corbyn in the UK on remote spots in the world and on billionaires distracts from the real issues of cost of living, of incomes of ordinary families, of everyday issues of health and quality of life faced by all. It also does not help in the discussion because of the need to move away from the poor leadership of the Blair-Brown, Cameron- Johnson years and the Bush-Obama years in the UK and the US. Here no ideologies are needed just common sense solutions to common problems that affect lives of all the people, with the cooperation of all the people. ...

As a new architectural aspect takes shape in New Delhi the Indian Express describes what cam before it and over which the new layer takes place. Sir Anthony Hopkins talks about his new movie "The Father" about a man descending into dementia and his daughter who struggles with his disoriented behavior. Hopkins says the role has helped him become aware of human fragility and frailty. He says he realizes that we are all fragile, all broken in some way. He first watched his grandmother descend into dementia when he was 15. He remembers his father, a baker,  declining too, and he says in the end we are all alone. 

At this time of covid he talks about people in lockdowns and how many turn to increased use of alcohol. His own experience was to seek help in giving up alcohol in 1975 when he found himself in an Arizona hotel room not knowing where he was, and since then forty five years have passed without it. 

He finds contentment these days and is serene about the future. Some of this he gets out of believing in his own insignificance is this vast world.
