S&P's faulty ratings on U.S. mortgage securities was a critical factor leading to the financial crisis of 2008-2009, and the deep recession that followed in the U.S. Recovery was only made possible by large government stimulus and central bank intervention with monetary easing on a massive scale. The effects are still evident after millions of people lost their homes in foreclosures and widening income inequality. Yet it took about 7 years before S&P accepted responsibility and settled with the Justice Department. Earlier S&P accused the Justice Department of suing the company in retaliation for a downgrade of U.S. government debt in 2011. In the convoluted upside down nature of such lawsuits and protests by defendents, McGraw Hill said that the settlement "contains no findings of violations of law." Yet the government produced 290 million documents in response to discovery requested by S&P. Associate U.S. Attorney General, Stuart Delery, the top negotiator for the government, says "put simply, the department brought this case because S&P committed fraud." Delery says no case in Justice Department history has produced this many documents. The Justice Department cited several instances of breach of duty in a statement signed by both parties. In 2007 an internal group's downgrade recommendation for a large number of mortgage securities was rejected by upper management because of concern S&P would lose business. In another cited instance S&P alters its ratings model for grading complex risky securities in 2004 with the goal of being able to issue grades for "2-3 notch improvements" and resulting "improving of S&P market share." S&P had about $1.9 billion in cash balances in third quarter 2014, say analysts, and the settlement was designed to set the right course but not hurt S&P in carrying out its role of issuing about 95% of ratings globally along with counterparts Moody's and Fitch. Mississippi Attorney General Jim Hood says S&P's responsibility lies in that banks might be expected to do something shady, but credit ratings agencies were the ones the country looked up to to do the right thing and flag this....

Denmark's central bank sells $16.3 billion in Kroner in January 2015 alone to protect the peg to the euro at 7.46 Kroner. The move is designed to avoid deflation and preserve export competitiveness. Similiar moves were made by the Swiss central bank till it sold Swiss francs for about 80% of GDP, finally abandoning a peg setup in 2011. Denmark has sold Kroner for about 30% of GDP in comparison to the Swiss. The Danish situation is different from the Swiss, say analysts, as the Danish Krona may be slightly overvalued and should be closer to 8 to the euro, as the Swedish Krona is about 9.4 to the dollar.

This op-ed in the WSJ calls for increased trade and investment and closer U.S. ties with Sri Lanka, an Indian Ocean island nation of 21 million people at the southernmost tip of India. This follows the election of Maithripala Sirisena as the new president in the recent election. Formerly called Ceylon, this nation and India share a long tradition of democratic processes and free press since independence for almost 7 decades. These are the only 6 nations with British influence that have preserved democratic processes and mutiparty systems, including a vibrant free press, gradually established during the period of British rule- the U.S., Canada, Australia, New Zealand, India, and Ceylon or Sri Lanka as it is now called. These institutions were transferred to 2 nations during a short period of American rule- Japan and Germany. Western Europe, and Eastern European countries since the fall of the Berlin Wall have joined this core group of countries. All these countries have a common bond and interest in building and strengthening democratic institutions and shared prosperity in a larger global neighborhood. Other countries in the British Commonwealth have struggled to develop multiparty systems and free press such as Malaysia, Ghana and Kenya, or had periods of military rule as Nigeria. Indonesia and South Korea have emerged from periods of military rule and are developing effective democratic processes to join what is now a large community of nations with a common interest in democratic process, truly functioning democracy, respect for the opposition, and freedom of people to express their views to participate in the working of government....

The WSJ's Troianovski and Benoit's interview with German foreign minister Frank-Walter Steinmeier. Steinmeier served as foreign minister eight years ago in a prior four year term. Steinmeier says he does not know whether he would have taken such an active role 8 years ago in diplomacy and talks with other countries, given the German public's reluctance to take an active role in world affairs. He and chancellor Merkel are much more active and the chancellor has been vocal about Germany's position in a way that Germans are not accustomed to. This has led to criticism inside Germany about Germany's role. A poll by TNS Infratest Policy Research in spring 2014 shows that only 37% of Germans say they want to see Germany more engaged in international crises. The same poll conducted recently showed the results were still the same, little change in how Germans see their post World War II role. Steinmeier says this is the difficulty he faces, to do what is needed as crises happen and call for a German role, presenting no real alternatives. He has on his desk at the foreign ministry a color lithograph of Social Democratic Chancellor, and Mayor of Berlin during the Cold War, Willy Brandt, with Brandt's words from 1969- "We want to be and to become a nation of good neighbors, internally and outwardly." Steinmeier expresses disappointment with the recurring crises in Ukraine, and says he can only guess Russian intentions, that Russia is looking for international respect and recognition. German business critics point to lower exports to Russia. And most Germans prefer that Germany maintain a peaceful role without foreign engagements. Sanctions that hurt the Russian economy are not seen as part of the German role, but Steinmeier who headed the chancellery during Gerhard Schroeder's term as chancellor from 1998-2005, says in the long term Germany has to support a world with rules. It should be mentioned that Willy Brandt as Mayor of Berlin 1957-1966 during the Eisenhower and Kennedy administrations was internationally engaged in a way that goes even beyond Steinmeier's engagement today....

The fiscal 2016 U.S. budget of president Obama proposes government spending at 7% or $74 billion above the caps set in a bipartisan deficit reduction deal reached in 2011. It proposes $561 billion in defense spending with an increase of $38 billion, and $530 billion in non defense spending with an increase of $37 billion. Across the board cuts known as the sequester were set in 2013 following a 2011 bipartisan budget deal plan to take $2 trillion out of the federal budget deficit over 10 years. Spending caps were set at the time and a supercommitte was setup to look for ways to trim $1.2 trillion from the federal budget. With the failure of the supercommittee the sequester went into effect until Sen. Murray (Democrat) and Sen Paul Ryan (Republican ) agreed to ease cuts through fiscal year 2015 ending in September. The Democratic president's effort is to remove the caps in 2016 to invest more in infrastructure, medical research, other strategic priorities and defense.
