Tensions continue between Nissan and Renault after the prosecution of Carlos Ghosn. Renault asks a Japanese investment bank to approach Nissan to setup a plan for a holding company. The imbalance in management control and shareholding structure is a major complaint of Japanese executives. Zapotosky of the Washington Post explains what the Supreme Court's partial approval of the Trump travel ban means for visitors to the U.S. He points out that the Supreme Court's version is limited because it only applies it to persons without any bonafide relationship with a person or entity in the U.S.. In addition the Court urged the administration to complete its vetting procedures review. The travel ban was for 6  countries Iran, Sudan, Somalia, Libya, Yemen and Syria. There are conflicts and wars in most of the countries on the list. At some future date the Venezuelans absorbed into the US can fill worker shortages, in the present it is creating some chaos for many nations including Mexico and the US and other latin American nations, and neither party Democrat or Republican has easy answers. Car buying has changed permanently in 5 ways, says this report in WSJ. There are fewer cars made and fewer cars on manufacturer's and dealer's lots, cars are more expensive these days. Car sales have dropped from 17 million before the pandemic to 13 million and up only to 15 million in 2023 as more cars were made. Carmakers have learned to make money by selling fewer cars concentrating on the pricier cars and reducing cars available in the lower end of price range. Used car prices are up on average to $30,000. New car prices have surged to an average of $47,000 in 2022 and 46,000 in 2023.  New car loans are up from average $562 to $733. The share of leased light vehicles has dropped from 30% to 20% of cars sold and carmakers are offering fewer lease deals as demand is easily fulfilled. With fewer leased cars coming in the dealers have to actually go out and buy them.

The DW.com's Christoph Strack says its a good sign that chancellor Merkel of Germany is opening up and showing emotions. She was decisive in the way she presented herself and what she has learned in the past 12 months since the refugee crisis erupted in summer 2015. She expressed her sense that she had "an absolutely sure feeling" that Germany will emerge out of all this better "than when we went into it." The remarks at Konrad-Adenauer-Haus for thirteen minutes were unusual and open in sharing how she felt. She said she is "fully committed" to making sure that the situation of 2015 never happens again. Don't count Merkel out, says Strack, she is down but not out, because she is going through the weaknesses in her policy, weakness in communication, and reflecting on her mistakes. France and Italy are imposing strict rules for their lockdown and tougher enforcement to control spread of coronavirus. India has imposed a quarantine, a total ban on leaving the home with a televised address by prime minister Modi that set a 21 day lockdown period. Modi said "if the pandemic cannot be managed in 21 days it would set India back by 21 years." 

Fines of $3000 euros are imposed in Italy and cars seized by the police. A special form has to filled out in Italy showing where one is going and checked by police if leaving the home. In France one needs an Affidavit of Movement by Special Dispensation is a filled form required for everyone outside the home. All open air markets are closed in France and drones are used to warn people outside.

All domestic and international flights in India are stopped. All domestic passenger trains and bus services in India are also stopped.

He repeatedly calls for Japanese to be humble about the past. The step by step process Mr. Obama used to arrive at his decision to send 30,000 troops to Afghanistan. The use of charts showing the buildup at one of the last meetings, and how President Obama expressed frustration at the length of time the troops would be there, and then says "I want this curve pushed to the left," pointing to the bell curve showing buildup and withdrawal after some years. This says Baker may be the pivotal moment for the expansion of the war. What he meant was something like a fast buildup and rapid draw down. He asks Petraeus how fast the Iraq buildup for the surge took place, and Petraeus says 6 months. The option being discussed was Option 2A carefully prepared to get a30,000 troop addition approved by Defense Secretary Gates and presented to Mr Obama on November 11, 2009. What Obama said at that point was according to NYT reporter Baker's sources is - "What I'm looking for is a surge, this has to be a surge." Gates was the seasoned person in saying the right things at just the right time and not sooner in these negotiations. The process had seen alot of back and forth swings, leaks including the McChrystal report leak and the Ambassador Eikenberry report leak, and the President preferring to keep his thoughts to himself and using University of Chicago law school style analytical thinking to wade through the swamp of issues in this place called Afghanistan. With that Gates shows how that curve can be moved up and gets the President to allow for conditions at the time to be the factor for withdrawal conditions. In effect the President's analytical thinking an approaches good for a law class in the University of Chicago and potentially very unlikely to allow for agrasp of the muddied details and complexities of social, political and historical type in Afghanistan, were being applied to a crucial mind decision that would have a mind boggling impact. Had Gates served the country well? Had Mr Obama served the country well with these analytics, when a more intuitive decision based on understanding of all the conditions on the ground by talking to different people who had first hand experience in Afghnistan and Pakistan- see the links here to first hand reports- would have accomodated the peculiarities of the Afghan situation better than some charts and numbers? Speaker Pelosi and Congressman Obey had indicated lack of support among Democrats. The Budget Office had provided a cost estimate of 1 trillion dollars for 10 years. None of this appeared to matter in the final decision. NATO would supply the additional troops to get the number closer to 40,000. Gates had been the most seasoned player through years of negotiating with Congress, and he helped formulate Option 2A for 30,000. The President makes one final Professorial comment at the final meeting on November 29, 2009, after announcing his decision to support Option 2A, -"but if you don't agree with me say so now" and repeats saying "tell me now." Gates signals to Vice President Biden who inquires whether this is a Presidential order that it is one. Mullen and Petraeus say "fully support." America had by using charts numbers and law school analytical processes turned the complexities of Afghnistan into something else, but these analytics had still to be played out in the vast mountainous spaces of Afghanistan and in the homes and workplaces of America in 2010 and beyond. Wong started the group Scholarism as an internet based movement to fight the 2012 "patriotic classes" plan of the Communist Party and Hong Kong Chief Executive Leung Chun-ying. That movement took hold in Hong Kong and the government had to shelve the plan. This time he is fighting for universal suffrage in Hong Kong in 2017 with the right to elect its own leaders without prescreening by the Communist Party. This is in the spirit of the Basic Law, former Hong Kong Governor Chris Patten tells the BBC. Patten helped negotiate the transfer agreement for Hong Kong and handled the transfer in 1997. In August 2014 China changed this intent leading to protest demonstrations. Wong is of Protestant parents who helped stir in him a sense of opposing social injustice. Beyond Hong Kong there is something else at work- a sense that the new leaders in Beijing are choosing the Putin Way that sees these demonstrations as inspired by foreign forces and treating all NGO's as foreign agents. In a larger sense the old leaders are living in a past world of territorial gains and keeping tight grip on power, when the world is now interdependent economically and politically, with change requiring new approaches to problems. The presence of 15 year old high school students and very young generation suggests no such foreign interference, as most of these students are very young....

Mario Monti says he had to do things quickly after his financial emergency government took office in 2011. There was less consultation and most of the initial reforms were done under pressure from the EU and a crisis situation in financial markets. Change takes some time to accomplish, says Monti, his period in offfice was too brief to tackle the entrenched interests and bureucracy. He and many of the cabinet had never been part of any government, yet had to act quickly. The oath of office on Nov. 16, "Save Italy" decree on Dec. 4. His government simply told the unions this is the pernsion reform, did not consult with them. As the crisis receded the pressure receded, and with 2013 elections approaching the political parties were back to electoral politics. Monti's view is that for decades the interest and corporatist groups have taken over government. Under the right, the inital mood of change gave way to takeover by entrenched interests leading to no changes under Berlusconi. The left feared pension reform would hurt them politically. If he had five years, Monti says, he would have tackled the bureaucracy the first day. In the end, Monti views his coming to Rome as landing from Mars, someone from the outside tackling deepseated problems in a short time frame. An assessment of Monti's contribution should take this into account. He was unpopular for the austerity measures which may have deepened the recession. Yet his contribution was in bringing a new seriousness to Italy's problems after decades of neglect by both the right and the left in Italian politics and government, and by corporatist interests in government. The beginning made by Monti, now gives Matteo Renzi a chance to make the tougher changes needed for Italy to return to growth....

German industry says a complete shutoff of Russian gas to Germany would be catastrophic. Paul Krugman, an expert on international economics, looks at it in this NYT report. He says estimates show a worst case scenario drop of 2.1% in GDP for Germany to shutoff Russian supplies of energy. This estimate is from ECONtribute a thinktank from the Universities of Bonn and Cologne. This reluctance says Krugman to take the tough decisions such as turning off Russian energy supplies prolongs the war in Ukraine and its painful consequences in food scarcity and inflation all over Africa, Asia and Latin America. By comparison Greece, Ireland, Spain and Portugal went through severe downturns as a result of debt crises and economies that were mismanaged, with 27% loss of GDP in Greece, says Krugman.  Merkel's government argued for strict austerity policy during the eurozone financial crisis. By comparison says Krugman the shutoff of Russian energy supplies only imposes 2.1% loss in GDP that the German economy could handle.This estimate is also similar to estimates by Bruegel Institute and International Energy Agency, says Krugman. It would also speed up climate change action in Germany and set an example for Europe. German Economy minister Habeck's plan on alternative sources of renewable energy goes part of the way to accomplish this yet more needs to be done to correct the errors of policies from the Merkel administration that allowed German dependence on Russian energy to reach 55%. It is hard to comprehend why the Merkel administration could not be uneasy with something that would give Russia a huge leverage over the German economy and limit its voice in world affairs. It is now left to chancellor Scholz to correct the errors of the Merkel administration and of past members of his party the SPD, such as Mr. Steinmeier and the Schroeder SPD administration that preceded Merkel. Difficult questions have to be shouldered by the Christian Democrats and the Social Democrats. It is only through the courage shown by Annalena Baerbock of the Greens Party, in laying bare what these German policies were leading to, that Germany is recovering her voice in the world. In his speech to parliament making a U turn from the old policies Scholz credited Annalena Baerbock for the hard work in convincing Germans of the need for action.  ...

The discussion on whether it is feasible to achieve any significant cost savings as long as middle class consumers are not cost conscious about their employer provided health insurance. This would be so as long as their health insurance benefits are not taxed as income. America suffers from a particularly strong case of not minding the price increases imposed by the health care industry as long as its not out of pocket cost. But Obama seems stuck on his insistence that the middle class not take on any burden, that there be no middle class tax in the form of this tax on health care benefits. Critics say even FDR did this by having the middle class pay with payroll contributions for Medicare and Social Security. And even if the 5% of Americans who make more than $280,000 are taxed it will not generate by itself the money to pay for the $1 trillion cost of the plan, as the prospects of cost reduction are uncertain- especially when the basic nature of America's health care system are not changed, like the lack of cost consciousness of consumers of health care when its perceived to be free and employer provided....

Turkey's elections for parliament and for president are on May 14, 2023. President Erdogan is running again after two decades in power. Turkey faces high inflation of over 57% which has created a serious cost of living crisis in Turkey. Erdogan has issued a wide range of stimulus measures- energy subsidies, a doubling of the minimum wage, pension increases, and a chance for 2 million retirees to retire immediately. A kilogram of tomatoes used to cost 8-10 liras and now costs 25 liras. Rents are going up with steep increases. Turkey has been hit hard by the war in Ukraine as it depends on Ukraine for grain supplies. A popular mayor of Istabul Ekrem Imamoglu from the Opposition is shown here as an alternative for president. Erdogan started his political career as Mayor of Istanbul with the military opposing him. His management of the economy helped him win two terms as president, which is now in a severe crisis.

Extreme mismanagement of the economy led to the situation of currency notes of 100 trillion in Zimbabwe being issued by the central bank of this African country, unbelievable as it may sound. The situation has deteriorated over two decades. Before independence this country was called Southern Rhodesia run by a small community of white British settlers from the nineteenth century. After a independence war by a liberation front organization this country entered a new phase in which the mismanagement of the country's economy became a serious problem for all communities, in a nation of 15 million people which could attract tourists with diverse African habitats and Victoria Falls. It is an example of how the hopes of a generation  that experienced independence in 1980 in these parts of British East Africa have been waylaid by autocratic leaders and mismanagement. This region includes Uganda, Malawi, Zambia, Tanzania and Kenya.

London has Ultra low Emission Zone which encourages people to switch to low emission vehicles.  Paris is creating 650 kilometres of cycling paths and plans to open up the whole city to bicycles by 2026. Buildings have a large carbon footprint - producing 38% of global carbon emissions. Of this 11% are in the construction materials of steel and concrete, Wood is an alternative material that is being tried in buildings. Passive heating is a way to heat or cool buildings by building underground canals around a building and using the natural temperatures of the earth to cool or heat the air above. This is seen in the Energon building in Ulm, Germany.

This report in the Indian Express looks at the details behind India's successful effort at bringing down the cases that was done over a period of 30 days with a combination of effort from the central government, state governments and healthcare workers. The turnaround was achieved effectively in Uttar Pradesh a state of 210 million people so that per thousand population had dropped to below that in the US state of Michigan about 2 weeks before that was achieved in Michigan. This was the result of an extraordinary effort at all levels in India.

Risks of the new variant exist in all countries that are reopening aggressively. Talk about huge open air concerts and filled sports stadiums in the US show that complacency can happen as countries reopen.

Gas supplies are so tightly balanced that minor glitches can create a jump in gas prices and electricity bills, says this report in WSJ. There is no backup supply with about 2 million barrels of oil gas equivalent knocked out because of Ukraine war. Supply is 4080 billion cubic metres of gas worldwide and demand 4070, so tight. By comparison oil supplies have backup and are more stable gpoing up only 6% for Brent crude this week of Israeli conflict. Even the stoppage such as at the Tamar offshore gas field west of Haifa, Israel or a Baltic sea gas pipeline explosion in Finland can have an effect. Gas prices benchmark was up 40% during the Israel Gaza war, by comparison oil is relatively stable with Brent crude rising 6%. Iran exports 3.1 million barrels a day, the US to keep prices stable has not strictly imposed sanctions on Iranian oil.

Mexico's antipoverty agency says 10 million, Peru 2.5 million says the central bank will be pushed into poverty. A entire generation of gains on poverty could be wiped out in 2020.

Goverments not just in Brazil, but also Mexico have not played an active role. Contrast this with India where the Indian prime minister said around March 21 that in stark terms India could be set back 21 years in the next 21 days or do the lockdown completely and be able to withstand it. And Merkel in Germany when she said back by the end of March that the virus could take the lives of millions of people in Germany if the country did not lockdown effectively.
