"This is a very, very, very, big deal," says Chuck Schumer about the Climate Change bill that is expected to pass in the Senate of the US this weekend August 6-7, 2022. This is the biggest climate bill in history, and may also be called the Schumer-Manchin bill after the compromise reached to give oil and gas some support with big moves for climate change action between now and 2030. It gets Biden and the US to within 40% reduction of carbon emissions over 2005 emissions by 2030, when the commitment by the US at COP26 Glasgow is for 50% reduction over 2005 emissions by 2030.

He says only America can offer the vision for climate change action, and make it happen. Gates says he has talked to corporate leaders in America and most of them say they are ready to act once the climate change bill is passed. The US has 124,000 charging stations for electric vehicles. The Biden administration wants to see that go up to 500,000 by 2030. For this to happen $7.5 billion is already going to states under the $1 trillion infrastructure bill of 2021. The Biden $369 Climate bill that passed the Senate last week will give companies that build each charging station 30% tax credit for maximum of $100,000, up from $30,000 earlier, to build one charging station. It costs about $100,000 to tear up pavement and build a conduit for a charging station.

Supply chain issues will linger for 2022 and 2023 with shortage of chips after which it will move much faster says this report in WSJ. For EV's to go mainstream charging stations are a priority.

At the signing event Mr. Biden tells Senator Manchin  "Joe, I never had a doubt." In addition to the work remaining for children, women and families, he mentions the Civilian Climate Corps with financing for $10 billion that is patterned on the Civilian Conservation Corps set up during the Depression by FDR, which is still to be passed. International Atomic Energy Agency (IAEA) chief, Yukiya Amano, answers questions in a closed door 90 minute meeting with the U.S. Senate Foreign Relations Committee. The IAEA chief says he cannot disclose details of his investigation into Iran's earlier weapons activities, or the agency's agreement with Iran for the inspection of nuclear facilities. Senator Corker who heads the committee said most senators left the meeting with greater concerns about the inspection process. The IAEA chief cited as reasons for the secrecy, independence of the agency, and what he called "a legal obligation" to protect confidential information. Senator Barroso described the process as one in which an NFL player or athlete is asked to mail in his own urine sample. Of particular concern to senators is the Parchin site where testing ocurred in the early 2000's, which Amano has said Iran is trying to sanitize, and which is not part of this agreement. Iran has not agreed to IAEA requests to interview a Iranian scientist Mr. Fakhrizadeh or other top Iranian military officers and nuclear scientists as part of its probe into past Iranian nuclear activities, Yukiya Amano told the WSJ in an intervew. ...

The head of the Chinese Communist Party's rural policy office, Chen Xiwen, says about 20 million migrant workers or one sixth of a total of about 120 million migrant workers have lost their jobs in the 2008 global financial crisis. About 5-7 million migrants join the workforce each year, and this brings the total to about 25 million migrant workers looking for jobs. This presents a major problem in job losses for China. The government is making every effort to ease the problems of migrants, to retain jobs, talk to migrants to explain the situation, and provide asistance. Ian Johnson and Andrew Batson of the WSJ visit the village of Shuangyao in rural China and talk to migrants there.

Mr Wolfson and Ms. Gibbs are deputy mayors of New York City. Here they list all the efforts made by Mayor Bloomberg to fight poverty in New York City and help the homeless during his years in office. They cite a 28% reduction in street homelessness since 2005, a 22% drop in school suspensions, a drop in welfare rolls by 25% with 900,000 New Yorkers moved from welfare to work, and a poverty rate that is flat over the last 12 years while the poverty rate in the U.S. is up 28%. They point to the last Bloomberg budget allocation of $9.2 billion for services to the poor and homeless- 83% higher than Bloomberg's first year in office. Of this $981 million was for services to the homeless, double that in 2002. 175,000 units of affordable housing were built.

Parmeswaran Iyer's unique background in water and sanitation at the World Bank led to his work as Secretary of Water and Sanitation in the Government of India. At that point he was chosen to head prime minister Modi's campaign for Clean India called Swachh Bharat Abhiyan. It was an effort to provide clean neighborhoods and tackle a problem that had eluded earlier efforts including Gandhiji- open defecation. Iyer was instrumental in making it work by having 90 million toilets built in India.

From that mission he was selected to head India's overall development plan as CEO, NITI Aayog. In a piece in the Times of India Feb 14, Iyer puts forward the  mulltipronged effort for development in India based on ensuring financial strength, controlling inflation, supporting microenterprises, housing, health and education efforts, and technology advancement through digitalization including 5G.

The German response to the Russian invasion of Ukraine is to increase its spending on defense to over 2% of GDP.  An emotional Scholz told an extraordinary session of the German parliament - We have to ask ourselves: "What capacities does Putin's Russia have? And which capacities do we need to counter his threats?" "Putin wants to establish a Russian Empire... the question is... whether we can summon the strength to set boundaries to warmongers like Putin," said Scholz. Scholz said he would immediately invest 100 billion euros or $113 billion in weaponry. Mr. Scholz also announced concrete arms procurements including the decision to buy state-of-the art drones from Israel and F-35 warplanes from the US, which he said would be used to amplify NATO's nuclear deterrent against Russia.

Fed Governor Waller, a research director of the St Louis Fed argued that in the post pandemic situation fighting inflation would not increase unemployment. The actual decisions were made by Fed chairman Jerome Powell who also grasped the situation and gave priority to winning the fight against inflation. In his arguments Powell pointed out the disturbing effects of inflation on workers. Powell's determined effort and careful policy management also made it possible to bring inflation down- the manner and way this was achieved and Powell showing a sensitivity to workers and their interests. Powell also communicated this effectively and the Biden administration made this possible through its efforts to rebuild American manufacturing, its investments in infrastructure and getting bipartisan deals through Congress. Without this combined effort by Biden and Powell this may not have worked out the way it did.

Mr. Boris Johnson resigns as member of parliament on June 8, 2023, with criticism of the Rishi Sunak Tory government. The Guardian shows the years in office 2019- 2022 of the man who took Britain out of the European Union, and his years in office during the pandemic. From 2016 to 2018 he was Foreign Secretary.  He was preceded by David Cameron of the Conservatives who setup a coalition government in 2010 with austerity policies till 2016, much of whose latter years as prime minister were overshadowed by Mr. Johnson leading the Brexit faction in the party and as Mayor of London. In 2023 with Britain under a cost of living crisis and in financial stress after the austerity years, this period looks like a lost decade for Britain- with the failure of its leaders under the Tories.

If there was a presidential center for Lincoln one would think it would have also made the call that Mr. Biden has made. Would a generic Democrat do better? Mr. Biden's weakness is with less engaged voters says this analysis of a Times Siena poll showing less support in battleground states. One queer aspect of this poll is that Kamala Harris does slightly better because she does better with non white voters. Mr. Biden does well with white voters retaining all of his support achieved in the 2020 election with white voters. Another queer aspect of this poll is that a so called generic Democrat would win by large margins of over 5% in most of the battleground states over Mr. Trump, in Arizona, Georgia, Nevada, Wisconsin, Michigan and Pennsylvania. Another queer aspect of the poll is that Michigan has all three- the Governor's position, the State Assembly and other positions in the hands of Democrats who have performed well in the state.

Biden and Xi meet at an estate outside of San Francisco in the most important meeting of 2023.  Biden says his government would continue "to preserve and pursue" high level diplomacy after the two leaders talks. President Xi said about this period of global transformations that are taking place in this century that it was important that the two countries act in a way that "benefits the two peoples and fulfills their responsibilities for human progress." The two leaders came to an agreement on fentanyl, and on AI, and setting up high level communications including direct conversation between Biden and Xi Jinping. Coming during the conflict in the Middle East and in Eastern Europe this is a really important accomplishment of Biden and Xi for the people of the two countries, setting aside differences and looking for shared interests.

Kendall and Bravin of the WSJ give an insightful report about how  Neil Gorsuch, Trump's nominee for the seat vacated by Judge Scalia, could be different when he sits with the other members of the court. Personality, style and interactions could determine how Gorsuch acts, as much as his beliefs that resemble that of Judge Scalia. Anthony Kennedy is seen as someone who mentored Gorsuch in 1993-1994, when Gorsuch clerked for Judge Anthony. Their is mutual respect for a mentor even when opinions differ. Then there is the personality and style of Chief Justice Roberts who has stood for judicial restraint. If there is some excessive effort to turn the Court into a political body as opposed to being neutral, would Gorsuch prefer a level of judicial restraint as a preferred alternative, is a question posed in this report.

PM Modi opens the new campus of an ancient university named Nalanda University which is dated from the 5th century AD to 12th century AD in Buddhist India. The president tells a Wisconsin rally that he is not going to let one 60 minute debate obscure three and a half years of hard work. In the ABC interview tonight he says he was sick and feeling terrible that night of the debate, that it was a bad cold not a serious condition. That he should have listened to his instincts while preparing. The average for tens of thousands of companies in the US is not in the 30's, it is 42 years. Taiwan Semiconductor was started by Morris Chang in his 50's. The reason for this is that startups need extensive experience, some of that experience comes from industry and companies the founders have worked with. With a deep knowledge of the field thay are in these founders can apply this knowledge to create new companies and discover new opportunities.

Even in government this is the case. In the recent appointments nominees selected by the incoming Republican DJT administration for Health and Human Services, Interior Secretary, Department of Energy, Homeland Security, had decades of experience in their field, some were governors of energy rich states. Another characteristic that comes with experience is the energy and aptitude for the job that they can bring.
