I It is only now taking place in India. What Mohandas Gandhi, Nehru and Sardar Patel failed to grasp in the 30's, 40's and 50's is that it was possible to have an independent India and still remain a backward undeveloped nation for a staggering period of 75 years or almost half of the period the British ruled India. What Mao failed to grasp in China and which was corrected by other leaders to make China an advanced economy able to fulfill the aspirations of the Chinese people, is also the situation that prevailed in India. Post independence leaders in China and India both isolated their economies, both limited human potential, both let institutions fail in good governance.  It is only now moving India into the process of developing an advanced developed economy by 2040, able to fulfill the aspirations of a youthful population of 1.2 billion people. ...

He says Mr Modi is hard for even his colleagues to understand in terms of his passion and endless capacity for hard work for bringing essential services to every Indian, and the last Indian is a concept that not the BJP or any party had, it was entirely Mr. Modi's idea for New India. Mr. Modi he says is not the BJP or himself even, he is always thinking how could the lives of ordinary Indian be better in every way, and every rupee going to that last man in line in a nation of 1.4 billion. It can best be understood through Vivekananda's writings some 125 years ago. France was exceptionally well prepared says France 24, citing a report in Le Monde, for the SARS crisis in 2002 and the H1N1 influenza in 2009. A billion masks were stockpiled by 2009. Following the H1N1 influenza not appearing in any significant way the media, political parties and the public shifted their attention away from public health crises preparation. For H1N1 the government spent 1 billion dollars some of it going to pharmaceutical labs. The eurozone financial crisis that followed the global financial crisis shifted policy to austerity measures. The entire preparation effort for influenza type health crises was abandoned as too costly.  The same pattern repeated in Britain which was also well prepared before 2010. Austerity budgets after 2010 had little room for public health investment.  One could say a similar pattern was seen in the U.S. Today the worst hit countries are U.S., Britain, France and other European countries. France which had 1 billion masks in 2009 to tackle a possible H1N1 epidemic finds itself with 150 million masks in March 2020 and scrambling to find masks. Some masks which were usable were even destroyed as expired, ministers and experts who had built up the prevention effort in 2009 were even demoted and forgotten, as was much of the preparation in these years. It wasn't just medical supplies pubic awareness had practically disappeared. In the U.S., in Europe, the same situation of a lack of public awareness so that experts, government, and the public could work together quickly, was clear to see. In countries such as Taiwan the preparation led to speedy response at all levels, making contact tracing, isolation of clusters effective. In the U.S. and Europe this early, early, period was lost leading to makeup mitigation measures and the growing sense of a loss of control over the virus. ...

The low number of confirmed cases and small number of deaths in India and Pakistan is being analyzed for what to expect in the coming months from June to August. Some experts see this as just the beginning that the peak will come later on. India has about 75,000 cases and Pakistan 35,000. Testing has lagged behind with only 1.5 tests per thousand people compared to 26 per thousand in the U.S.  one reason the confirmed case count is lower. Some confidence is being drawn from the deaths- 2415 in India and 737 in Pakistan. This is because only 2.2% of cases in India and 3.3% in Pakistan led to deaths, compared to 14.3% in UK and 5.5% in China, 6% in U.S., using John Hopkins database. One reason given is that only 6.4% of India's population and 4.3% of Pakistan's is over 65 years age. Compare mean age in Italy 46 years to 27 in India and 23 in Pakistan. And there is plenty of sunlight which appear to destroy the virus. Other factors that may influence the virus- taking of the tuberculosis vaccine and routine exposure to more pathogens in both countries. The Oxford vaccine is shown to be effective for older adults over 70 years in age. One of the key features of the Oxford vaccine is that it is designed to be accessible in cost for not just high income countries but across all parts of the world including the countries in Asia, Africa and Latin America where some of the poorest people live. From now on the vaccination program in India will be run nationally by the federal government. This will ensure fair access to vaccines to all parts of the Indian population. Earlier vaccine costs were bid up as states and private hospitals bid up prices. Under the new national program 75% of vaccines will be given out by the federal government and 25%  by private hospitals and other private health institutions. The government in New Delhi under prime minister Modi will offer adults free vaccinations. Modi said "We will increase the speed of procuring vaccines and also increase the pace of the vaccination program." Even in private hospitals the cost of vaccine will be kept at Rupees 150 or $2.06. Experts say this is the right policy and the government has learned from errors in letting states and other private institutions run vaccine policy, which made it too fragmented and subject to too many variables, resulting in inequity, and slowing vaccination drives. The Supreme Court stepped in asking for clarity, leading to the clear policy from the federal government announced today.  Advantage of the new policy is that the responsibility lies in one place, and the federal government also has the clout to make things happen, to negotiate with companies and other parties involved effectively. India has vaccinated 222 million people but because of the population being so large at 1.2 billion this comes out to be a small fraction of the population. This puts the task of getting vaccine supplies and getting the vaccination drives to work in the only place that has the determination and the resources to deliver results by vaccinating 1.2 billion people by December 2021. It has never been done before in history says Mr. Modi, and it is a challenge that India is now taking up for itself and for the global community. Increasing college enrollment for women in the US shows no sign of changing. Women now make up 60% of college students for the 2020-21 college year, men 40%., according to National Student Clearinghouse. Another alarming piece of information is that there are 1.5 million fewer students at colleges and universities in the US, and men make up 71% of the decline. 3.8 million women filled college applications compared to 2.8 million men for 2021-2022 college year in the US, according to Common Application. The enrollment rates of poor and working class whites show alarming decline with rates of enrollment less than people from Black, Latino or Asian income backgrounds. Decline in male enrollment is highest for community colleges with family finances the main cause. The pandemic has accelerated this negative trend that is bad for America. 700,000 fewer students were enrolled in college in 2021 spring than 2019 spring, according to a WSJ analysis.  During the pandemic millions of women left jobs to stay at home with children. Many turned to sons for help, with some young men quitting school to work. Some examples shown in this report show parents having gone to college and sons deciding the skyrocketing costs of education make it too risky to take out loans that cannot be repaid. Many just feel lost, doing work landscaping for $500 a week or packing boxes at Amazon warehouses at $15.50 an hour. With so much going wrong in the way America is investing in its future generation, issues like wars in distant lands fade into insignificance, and president Biden's decision is surely "a wise decision." As is his effort to make community college at no cost given to young Americans. Which dilapidated or broken road and bridge infrastructure will be rebuilt first under president Biden's plan? The WSJ looks at the $110 billion in new funding over 5 years to do this. In addition $66 billion for rail, and $39 billion for public transit. So much needs to be done. The list goes on and on. The head of the American Association of State Highway and Transportation, Mr. Tymon, says projects that were not going to get done in 6 years will now get done in 2 years. This is the big difference today, compared to the period under president Obama when little got done. After president Trump put a big spotlight on broken American infrastructure enough of a consensus exists to get on with the work in a big way. Normally the federal government provides about 50% of the funding for state highway and bridge projects. Take Rhode Island, Biden's bill would provide $300 million a year over 5 years, over $60 million over previous yearly levels. Of Rhode Island's 777 bridges 19% are deficient or dilapidated. The longer the bridge is deficient the costlier it becomes to fix. Bad infrastructure affects industry in multiple ways, a problem ignored for too long. Some of them date back to 1903, some to 1958.  In Woonsocket Rhode Island, 5 older bridges are deficient that are vital for local companies, including textile mill, and plastics manufacturer.  One deficient bridge at Naval Station, Newport, to Quonset Business Park with 200 companies is handling steady truck traffic. These are critical bridges for manufacturing says the city's Mayor.  Another state Missouri shows how the Biden investment will change infrastructure in the states. Annual capital funding of $1 billion will go to $1.5 billion over 5 years, says the Director of Missouri's Department of Transportation. That puts within reach all $3 billion of wish list projects that were considered high priorities. ...

As deflation takes hold in China, the lessons of US relations with China that were handled by business to maximize profits that caused climate change and destroyed the environment, and caused deindustrialization in the US show the need for a wiser approach on both sides. Consumer prices in China declined 0.8 of percentage point in January over previous year. People in Hong Kong cross the border to shop in city of Shenzen for lower priced goods. These are the first signs of deflation in China. This is the beginning of a repeat of Japan's experience of the last three decades. Rapid growth followed by unsustainable growth after 2000 in China created problems for the environment and climate change because the growth was compressed into a few years and China's size. The experience of Japan's growth in the 1980's was repeated but this time on a scale that reflects China's population of 1.4 billion people compared to 125 million for Japan. The result many American factories unable to compete with lower costs in China closed in 2000-2015 leading to a general decline in towns and communities across the US destroying livelihoods.The effect is magnified as the support services jobs and wages that go with factory jobs magnifies the effect on jobs by a factor of three or four. The result is a situation that did not have to happen this way hurting both the climate and supply chains, hurting both America and China as business interests in both countries made short sighted decisions. As America diversifies from concentration of supply chain in China, into India and Vietnam, the process needs to be such that it benefits both the American and Indian people not be allowed to be left to business alone to determine as happened with China. This editorial in Der Spiegel magazine sees something positive emerging from the current state of politics in Germany with the fragmentation in political parties. It says this situation is something that is happening for some time now. In the Netherlands there are a number of parties working together in a coalition government. And in France the Macron movement swept away the old parties. Something similar is also happening in Italy with the Five Star Movement as elections approach in March 2018. This may be a positive development in that the days of 100 percent convention votes, and of career politicians who move up the ranks from one political committee to another, are over. Voters are acting in individualistic way, don't trust the elites and old big tent parties with career politicians who may not be responsive to people's needs.  Young people are eager for more participation, and this may be a good thing, says Der Spiegel. It points out that not just parties like AfD are gaining as a result. SPD support dropped to 16 percent in one poll same as AfD. The Christian Lindner's Free Democrats in Germany also are benefitting,Macron in France is benefitting, Sebastian Kurz in Austria is benefitting. Their parties they prefer to call as "movements" with some marketing and political platforms that appeal to young people. Macron's movement moved aside the old political system and brought in younger people, revitalizing the decaying political system. The conclusion for Der Spiegel is that this change is not entirely good or bad, its a challenge. Our focus should not be on propping up obsolete structures, breathing new life into old political structures could be a good thing with new younger voters looking for participation. Casemiro says he plays strong and even aggressive, but it is always about using your head in the game, the key was thinking ahead, being better positioned, seeing the move before it takes place. It cost 3 euros per week to practice at a club 6 mile walk away which he could not afford once he came to Sao Paulo. Mr. Moreira who ran the club paid for his boots, food and the fees. When he says he gives 200% Casemiro is speaking with authenticity because it was hard in Brazil for kids from poor families aspiring to make it in club football. He loves to learn, listens well, and he says he watches the errors, thinks like a coach, always trying to read the game, the other team's mind, their coach, what they were trying to get get done. He sees it as his work and does this in a disciplined manner. Casemiro may now be the top player in world soccer today as Real Madrid head to Manchester City under coach Zinedin Zidane. Much of the inflation reduction actions were taken by the US Federal Reserve as the central bank of the Nation and by president Biden in passing the Inflation Reduction Act and investing in growing the economy. All this may be jeopardized by the action of a Trump administration limiting the independence of the central bank. The support for crypto currency by Trump creates more risks to the economy. Additional risks are posed by the views expressed in Project 2025 on the US central bank. It is stated that the financial stability mandate be removed, that employment stability be removed and its regulatory role be effectively taken out. A commission to be appointed to look at alternatives to the central banking role of the US Fed. There are inflationary episodes and banking crises yet they stem from poor behaviour of banks as private players (2009 financial crisis) and price gouging by companies and firms and are not because of the central bank. There are also episodes of poor management  which reflected the culture of that period such as Libertarian culture under Greenspan. As in management in private industry firms good or poor managers make adifference. The institution created of the central bank around 1910 comes from the crises that happened in the period before that  and how it evolved into its postwar role. This includes the Great Depression when it did not have its regulatory, financial stability and employment role. Tampering with the basic structure that has evolved over 100 years of experience would cause lasting damage to the US economy and expose it to hidden risks. This would put a severe burden on the Nation after the loss of one million lives in the pandemic that just happened, the cost of living crisis, and the severe impact that decades of loss of local manufacturing have placed on communities across America- which both the US Federal Reserve under Jerome Powell and president Biden have fought so hard to tackle. ...

Simon Jenkins of The Guardian says it is time to clear some of the myths around migrants, tariffs, and NATO and in this way action by the current Republican administration can be a positive step. Jenkins says DJT is moving quickly in the first 100 Days because most presidents get only 2 years to make changes before losing the House or the Senate making legislation difficult to pass. If it appears that things are happening on many fronts too quickly that is just the nature of things under a democratic process where checks and balances mean all three parts of government- executive powers of the president are balanced by powers of Congress and of the Supreme Court. Jenkins points out that action on migrants with the unease about millions of migrants coming in illegally, putting tariff barriers to bring manufacturing back and rebuilding America's forgotten middle class, cutting the bureaucracy and misuse of funds, sending education back to the states, and rethinking NATO bringing Russia back into the community of nations, will have long term positive effects long after the chaotic nature that they appear in the news cycle and the media presentation has passed. He cites China being invited back into the community of nations under Nixon. And today disarmament possible only by working with Russia, when China is moving in the direction of increasing nuclear missiles with trouble spots in Taiwan. He does not mention the sending back of about 1 million people back to Mexico under President Eisenhower in Operation Wetback in 1954, Harry Truman a senator from Missouri who led the effort to cut waste and fraud in government spending in the Second World War, the ED Hirsch graph showing reading comprehension scores of American K-12 headed one way - straight down since the 1960's showing education is failing in the US and needs parents and states to come up with new solutions.   ...

Krauthammer cites Congressional Budget Office numbers that show the Obama U.S. health care law continues the spiralling costs of health care with new government mandates at a time of severe budget cuts in education and other areas- for 2013-2022 the costs come to $1.76 trillion. The initial Obama administration figures of 10 year costs of $938 billion announced in 2010 reflected the fact that the new U.S. health care law would take 4 years to fully go into effect. Costs after 2021 are shown to be $250 billion each year in the CBO figures. The law is now before the Supreme Court in 2012, which has to decide on the basis of the limits of the Commerce Clause.

What Krugman makes of the $1.089 trillion dollar U.S. deficit for fiscal year ending in Sept. 2012. He points out that the U.S. can have a stable to declining debt to GDP ratio with $400 billion debt. He cites the Clinton years (1992-2000) when the debt to GDP ratio declined from 49% to 33% with steady growth. What about the remaining $600 billion. He attributes this mostly to temporary factors which are reversible as growth picks up. Of this remaining excess deficit he says $400 billion is from lower tax payments to Treasury because of the 2008 economic crisis and the recession that followed. This includes the payroll tax cut which is also temporary to keep up consumer spending in the recession. The $150 billion is from unemployment insurance, food stamps, and other aid which is also reversed once growth picks up. He places emphasis on restoring economic growth as early as possible and reducing unemployment and using the recession for business to continue to invest in R&D, productivity, and government to preserve the social fabric, invest in education, and provide incentives for growth. S&P Nov. 8 report says the net government debt to GDP ratio is estimated to be over 80% in 2013. It will have to stabilize at current levels for S&P to preserve the U.S. credit rating, says S&P executive Chambers. The higher debt to GDP ratio in 2013 and lower growth rates expected makes the situation different from the lower debt to GDP ratios during the Clinton period. Britain, France and other major industrialized nations with political parties at either end of the political specrum have also chosen to stabilize or reduce debt to GDP ratios rather than take on the risks of them going much higher. The U.S. has the added problem of health care costs out of control with an aging population and about 17.9% of GDP going to healthcare costs in 2010 expected to increase significantly, as Medicare actuaries estimate enrollee numbers jump to 80 million in 2030 from 50 million in 2012. Democrats and Republicans have largely sidestepped this underlying problem in fiscal cliff negotiations....

Already the Court has found it is against the law to prevent athletic coaches from praying on a school field. It found in 2024 that Washington State infringed on freedom of expression when it allowed a coach to be disciplined for making such a prayer. There is a sense in America that prayer is part of the fundamental fabric of the Nation. In the deepest hour of crisis in the 20th century Chuchill and FDR met on a battleship near Newfoundland, August 10, 1941, when a prayer service was conducted to restore freedom and democracy to the world at war, it sustained America and Britain and Europe through these years, why should it not be in everyday life today is a question the Supreme Court has to ask itself when confronted with the new challenges of the 21st Century. As Justice Potter Stewart says to use metaphors such as "the wall of separation" that is nowhere in our Constitution, and to reject prayer in schools is to reject the deeply entrenched and widely cherished spiritual traditions of our Nation."
