Typical of so much of what is written about the World Health Organization and its role in the pandemic, this podcast in the WSJ fails to quickly convey the critical function of the WHO as an early warning system the world has depended on, including China. The H1N1 epidemic originated in Mexico. Asian countries including China and India depended on very quick response from the country where the epidemic originated  in allowing entry into the affected area for experts from advanced countries such as the U.S. The global response was then coordinated across countries quickly with complete transparency. The head of China's CDC himself faced a problem with transparency with the provincial authorites in Wuhan. 1.    Fundamentally this quick entry was denied the U.S. Request by U.S. to China was made on Jan. 6 for U.S. team to go to Wuhan, quick permission was denied and given only about 6 weeks later on Feb 16. This delay is the crux of the problem for the U.S.. Taiwan confirmed human to human transmission on Jan. 1, the WHO was saying this was not clear as late as Jan. 14. These costly delays are what the U.S.  letter is about.  The head of the CDC China Gao Fu called Dr. Redfield head of CDC in the U.S. on the next day after he suspected Wuhan provincial authorites were vague about what was happening. Gao Fu was alarmed when scanning the internet on December 30, 2019, about rumors of a vaguely worded lung disease in internal memos of Wuhan. He called Wuhan authorites and was not getting clear answers on that day, then deciding on December 31 to send his own team to Wuhan, as reported in German magazine Der Spiegel- Hackenbroch, Zand, 05/20/2020.  Der Spiegel says in its special report on the early period in Wuhan that Gao Fu was so alarmed about what was happening enough to be in tears in his series of calls with Dr. Redfield in the immediate days that followed. The date was shortly after the GAO Fu sent the team to Wuhan, December 31 and New Years Day 2020, as reported in Der Spiegel. See the link to Lyrarc gist of Der Spiegel's "A Failed Deception: The Early Days of the Coronavirus in Wuhan."  2.  President Trump points out the standards of the WHO- in the concluding point of his letter to WHO- when a three time prime minister of Norway, Gro Brundtland was head of the WHO during the SARS crisis of 2003. She acted quickly and decisively and no time was lost. It is this failure of the early warning system under the new president of the WHO after 2017 Dr. Tedros that alarms the U.S.  with about 100,000 deaths.  3.  This failure it can now be said was partly a result of a election in 2017 for the position of WHO president which was flawed. This was the first time a WHO head, an important position was put up for an election. The Executive Board was responsible for this appointment since the founding of the WHO as part of the UN, based in Geneva, Switzerland, after World War II. This system worked. The election was clearly a bad process for appointing the president of the WHO which should be done entirely on the capabilities of the person holding this position not on a flawed voting process. It is flawed because India and Bangladesh hit by a cyclone during the coronavirus have suffered greatly, as have other countries, but had only 2 votes for 1.5 billion people, when Barbados (385,000 population) and Laos (7 million) which had less than one  hundredth the population had the same number of votes. The U.S. had one vote. The election resulted in lobbying and a process in which many candidates stayed away because they simply would not go through such a process. The position was too important to the world- most of the advanced countries had forgotten about the danger of epidemics to let this happen by 2017, as shown in the way the austerity years led to cancellation of the preparations for pandemic in France and Britain. The austerity years and neglect of public health during these tech boom years in the western world made it possible for this to happen. 3.   Along with the 1 month ultimatum action is already being taken to restore the effectiveness of the importance of the Executive Board. The head of the health ministry in India, Dr. Harsh Vardhan, has been appointed the new chairman of the Executive Board on May 22. This restores the voice of billions of people in Asia in the process, and brings the major countries with the greatest risk in a pandemic into the decision process for tackling the pandemic, this includes the rest of the world.     ...

Some of the roots of the Alawite role in Syria go back to the colonial period. Alawites are a Muslim sect living in the coastal mountainous region of Syria in towns such as Tartus, Latakia and in the mountains. The French setup a Alawite state in 1924-1936 before it was merged with the rest of Syria. The Russians have set up a small naval base in Tartus. As the Free Syrian Army reaches Damascus and suburbs the Assad regime is expected to move to Tartus and the coastal region and mountains. This account by NYT reporters from the area reveal the unreal nature of the conflict and the Assad regime. The seaside town of Tartus swells with people fleeing Damascus and other cities, with people from the Assad regime or allied to it, and the real estate market booms. During the same week other accounts in the NYT reported accounts of cluster bombs being used against civilians by the Assad regime. The civil war brought artillery attacks and air raids by the predominantly Alawite Assad military regime on mostly Sunni civilian populations thorough most of 2012. The Russians, the Assad military and public officials, living what may be the last weeks of this civil war as it takes on a sectarian nature, in some kind of bubble. From the international community only France, Turkey, Britain, and Egypt may retain credibility in Syria after the passive role of the U.S. under president Obama to the struggle for freedom in Syria. The U.S. Democratic administration's distaste for engagements overseas may have carried it to the point of standing by as artillery was turned against a civilian population. France and Britain's role in the Libyan people's struggle, and its lower profile assistance to the freedom struggle in Syria compared to the earlier effort under president Sarkozy, still creates a measure of respect. A no fly zone by the U.S. would have prevented the destruction to civilian population that occurred and salvaged U.S. respect, at very little cost relative to the one trillion dollars spent in Iraq and Afghanistan....

Following the Nuclear Security Summit in March 2016, U.S. president Obama says world leaders had expressed concern about Mr. Trump's comments in private conversations with him. Obama said- "even those countries that are used to a carnival atmosphere in their own politics want sobriety and clarity when it comes to U.S. elections because they understand that the president of the United States needs to know what's going on around the world." Obama said that comments by Mr. Trump showed a person "who doesn't know much about foreign policy or nuclear policy or the Korean Peninsula or the world generally. Mr. Trump said in a NYT interview that "Now, wouldn't you in a certain sense have Japan have nuclear weapons when North Korea has nuclear weapons?" Trump has defended these comments in a televised townhall meeting held by CNN in Milwaukee. Obama was critical of these comments as upsetting the situation in Asia where the U.S. has made great sacrifices in World War II, and today "underwrites the peace and prosperity of that region." S. Africa's slow progress in getting opportunites for black farmers and President Zuma's efforts to jump start this with a mentorship program. The program benefits S. Africa and white farmers as fewer young people want to stay on the land and farm. About 80% of farmland is white controlled, yet the number of white commercial farmers is declining rapidly, from 60,000 in 1994 to 37,000 in 2012, according to Theo de Jager, deputy president of Agri SA, a commercial farmer association. Jager says a new generaion of farmers from the black community has to fill the gap left by fewer white farmers. One of the problems is the high cost of the program and seed money for new black farmers. Since 2009 the government spent $122 million a year to support only about 1 in 10 farmers on redistributed land. The government has spent $730 million to buy white owned farmland since 1994. New farmers receive about $500,000 for equipment, seed and livestock. A mentor gets $600 per month.

Brazil's unemployment rate dropped slightly in 2013 to 5.4% from 5.5% in 2012, according to Brazil's Institute for Geography and Statistics. Fewer people are entering the workforce as Brazil's population ages, which has helped keep labor markets tight even with a low rate of job creation. Industrial jobs have declined as a share of overall employment after the recent consumer boom in Brazil. More service jobs are being created than industrial jobs as a result of a stronger currency. GDP growth was less than 3%, according to the statistics agency. Higher inflation constrains growth and the central bank increased the interest rate by 0.5% to 10.5%. Wages have kept up with inflation as the average monthly wage increased by 1.8% after inflation to 1,929 reais ($798) for the ninth year. President Rousseff's Worker's party has governed Brazil since Luiz Inacio Lula Da Silva became president in 2003. She is likely to be reelcted in this year's elections as polls show her support at 47%. The lower middle classes which benefitted as the middle class expanded in Brazil supports Rousseff. ...

The new government of prime minister Enrico Letta takes office in Italy in April 2013 following the reelection of president Giorgio Napolitano. Letta is 46 years old and represents a new generation in Italian politics. He is a former Christian Democrat and member of the European parliament. Letta studied at the University of Pisa, and did graduate work in international affairs. In the 1990's he was president of the European Young Christian Democrats. He was associated with Beniamino Andreatta, a Christian Democrat economist and founder of research group Arel. Letta was his chief of staff when he became foreign minister in 1993. In 1998 Letta was minister for European Affairs, and the following year Industry minister. In 2009 Letta became deputy secretary of the Democratic party. The firm European connections, a good sense of how Italians feel about the economic changes, a connection with young people, and his grasp of the needs of business and labor in improving Italian competitiveness, make him an excellent choice after the inconclusive parliamentary elections in Italy. ...

Bharat Jagdeo, vice president of Guyana tells the WSJ it wants to produce as much oil as it can quickly before renewble energy takes over. Guyana has $40 billion of Mobil projects that can add 1 million barrels a day by 2030. Non-OPEC producers US, Brazil and Guyana can boost output by 5.1 million barrels a day, OPEC+ can only increase production by 800,000 barrels a day. This means the US can help keep oil prices at levels that help India/Indonesia, Europe and the US grow.  Brazil and Guyana do not want OPEC mandated production cuts.

US president Biden's $2 trillion Families and Workers plan, for early childhood education, paid leave, healthcare and climate change investment, is coming up for a vote in Congress. Paid leave that also includes maternity leave and leave that would help women return to the workforce, has been added back to the bill. Community college aid was earlier removed from the package with resistance from private colleges that expect to lose tuition paying students, even though male students are falling dangerously behind in attending college without government support. The Biden administration is facing resistance from just a couple of Democratic Congressmen- about five led by a Congressman from New Jersey, and 2 Senators from Arizona and West Virginia- on community college government aid that helps young American men and women from the working class and on paid leave that helps women. Many Republicans have supported taking this action for renewal of America on serious issues that face the country, making it likely that these issues will only become more pressing in the next three years. Sometimes as is happening today some isolated or eccentric situations can block major legislation for the good of the country such as the makeup of a Congressional seat in New Jersey with large pockets of conservative Republicans who oppose spending, and conservative instincts of two Democratic senators from Arizona and West Virginia. This WSJ report looks at Biden's position that deterrence when filing tax returns will generate close to $400 billion and not $150 billion that the Congressional Budget Office says is its estimate. To accomplish this Biden plans to spend $80 billon in large investments to increase the resources of America's tax collecting agency. Much of this was never done and policies geared to where large corporations never paid their fair share of taxes. The first step was to prevent outshoring of headquarters to reduce taxes- and this was achieved in the first year of the Biden Administration with over 100 countries agreeing on a corporate minimium tax. In the same way president Biden now seeks to correct other flaws in the tax system so that much needed investments can be made by generating new revenue not just in infrastructure, but for renewal of America through renewal of support for women, children, and America's working classes. Much of that was badly neglected by different  administrations over the last three decades.     ...

This article by General James Jones is the second from the highest ranks of the Obama administration, saying the entire Middle East policy of U.S. president Obama was flawed and could lead to dangerous consequences. Gen. Jones, former National Security Advisor to Obama 2009-2010, says the situation today is worse than in 1991 when the U.S. launched Operation Provide Comfort to protect Kurdish refugees in Northern Iraq from Saddam Hussein, with an engagement of about 5 years and 25,000 Allied troops. Jones says the crisis in Iraq and Syria is of an order several times worse than 1991 and at any time since the 2003 invasion, as it involves the setup of a terrorist ISIS state in the heart of the Middle East. What went wrong? Jones says all the warnings from other Middle East nations about Maliki's corrupt policy and sectarianism used to stay in power turned to be true. Even Maliki's own advisors and colleagues say in a separate report by Matt Bradley that Maliki battled not for the Iraqi state but only to preserve his own power. Jones calls the U.S. president's decision not to act in Syria when the "red line" of use of chemical weapons was crossed, the failure to maintain a limited military training presence in Iraq after 2011, and not insisting that Mr. Maliki arm the Kurds, as having gravely aggravated the problem in 2014. Jones calls for arming the Kurds directly with sufficient weaponry for defending their region and providing immediate expanded aid to the Abadi government, appointment of a special envoy to ensure direct and immediate communications with Baghdad and with Kurdish, Sunni and Shiite leaders. He calls also for close air support of Iraqi and Kurdish operations, and an aggressive diplomatic effort to unify the Middle Eastern nations to remove ISIS from the region. Jones says this is the right thing to do in the name of all the Iraqi people yearning for peace, for the U.S. service personnel who made sacrifices in Iraq for 23 years, and for U.S. national security....

US president Biden says it is taking time, that he has a plan to build new silos and use existing silos to store grain that is shipped by rail and truck from Ukraine to its borders with Poland and other eastern European countries. The reason for this is that Ukraine Rail uses a different rail system so that trains that reach the border at Poland have to have the cargo transferred to Polish trains. This creates a major bottleneck for flows limiting shipment of grain. The plan for grain silos would mean large storage facilities at Ukraine's borders that can then be transferred to eastern European rail systems that can carry the grain to ports in Northern Europe and ship to Africa and other parts of the world. This is an important step that is needed to avert hunger in Africa and other parts of the Arab world which depend on such supplies of imported grain. Action is needed now as the situation is getting worse by the day and week in June 2022.  Ukraine normally ships out of the port of Odessa on the Black Sea but with the area mined heavily by Ukraine to keep the Russians out, putting grain on ships in the waters off Odessa would lead to ships blowing up. ...

This NYT report cites safety experts saying that Norfolk Southern's excessive focus on profits may be partly to blame for derailments and accidents like the one in Ohio. Norfolk Southern made $3 billion in 2022, invested $2 billion in its railways and operations, up a third from 2021. But says the NYT Norfolk invested only half of the $18 billion it put into stock buybacks and dividends for its railways and  operations over a five year period. One environmental group says the railways have fought all kinds of basic safety regulations- modern braking systems, stronger tank cars for explosive, even information on what's on trains from passing to communities. Senator Maria Cantwell of Washington now leads an investigation from the Senate Commerce Committee. She said- Over the past five years the 7 railroads "have cut their workforce by nearly one third, shuttered rail yards where rail cars are traditionally inspected, and are running longer and heavier trains." Concerns about staffing shortages and rail road scheduling policies led to workers not being able to take medical leave leading to workers deciding to go on strike. This was averted by president Biden on December 2, 2022 by imposing a contract for pay raises and better terms for workers on the railroad companies only about 3 months before this train disaster. ...

Michael Barr was appointed in July 2022 to the Federal Reserve Board of Governors by president Biden, and made the vice chair of financial supervision. As a legal scholar at the University of Michigan with a number of books published on the plight of black Americans after the financial crisis of 2008, he is familiar with the problems created by banks from a laissez fairre approach to regulation.  Barr helped write the rules for the legislation on supervision of banks after the financial crisis of 2008 that hurt worker and families, and minorities particularly in places like Detroit. He is now responsible for correcting the problems created by the Trump legislation that exempted banks under $250 billion from this regulation. Barr will bring this down to $100 billion, the original 2008 legislation has a threshold of $50 billion for banks to be subject to oversight by the central bank and stress testing. In 2018 Barr said about Trump's legislation to limit regulatory oversight in an op-ed in American Banker- "The rules (after 2008) were not meant to apply only to the largest handful of systemically important firms. It is the very antithesis of macro-prudential supervision to focus only on the largest handful of financial firms and to ignore risks elsewhere in the system." ...

Chinese president Xi Jinping is learning from the country's Covid experience in the way Biden and Democrats learned from their initial push for tighter restrictions in 2020-2021. Most covid restrictions, quarantines, testing is being lifted in China and efforts are being made to stabilize the economy hurt by frequent lockdowns, and a new path is being taken that responds to the Covid lockdown fatigue of the people.  This will lower Chinese growth below the central bank forecast of 3.3% for 2023, yet it also offers a learning curve for the Chinese leadership and new government that was put in place after the CCP party congress in 2022. This may be experimental in the short run but offer benefits for China and the world in the long term. For the first time it means China's trade tensions with the US are turning the corner in a way no number of tariffs and rhetoric could do between the two countries. The evidence- China's exports to the US have declined by 25% already in the last few months. Exports to the EU have declined as well by 11%. China's trade surplus in November 2022 showed a drop to $70 billion from $85 billion in October. ...

The two contrasts between Eintracht Frankfurt a soccer club with a local presence and modern management with Germany's 50+1 rule, and Barcelona with Catalan support but an international club in which the president runs the club independent of members, could not be larger. 30,000 Eintracht Frankfurt fans make their way to a game with Barcelona at Camp Nou in the Catalan city. Barcelona did not make it to the final stages of the Champions League and struggled to pay the large amount of money owed to Messi during the pandemic. Because of its old ownership structure Barcelona is not able to raise financing by selling shares and in capital markets in the way Frankfurt can. Under the 50+1 rule, a German Football League regulation, club members retain majority voting rights in an outsourced company that runs its football team. This gives it a genuine local presence and is why German clubs have opposed the Super League of just a few star teams playing each other. This DW.com report shows messages on Twitter by Eintracht Frankfurt saying that the whole Super League idea "is completely absurd." And that "every decent club must distance itself from it." German fans have a different culture, come early and watch the game standing. ...

The Independence Hall Philadelphia, speech by Joe Biden was in retrospect a turning point in America from the chaotic politics of the last 5 years, following a decades long fracturing of the social fabric of America. That fracturing had many causes, all of which have been identified by president Biden and leaders in Congress such as Mr. Schumer and Senators Coon, Hickenlooper, and others, who are working nonstop on legislation and funding of America's new priorities. These are priorities of protecting working class families, building their savings, supporting education and healthcare for working class families, building back better America's crumbling infrastructure, tackling climate change, financing renewable energy, rebuilding America as a manufacturing leader for the world. It is because of this effort that candidates who support this effort prevailed in Pennsylvania, Nevada, and Arizona for Democrats to retain the Senate and be competitive in the House of Representatives. Only complacency led to unexpected losses in New York state for the House of Representatives leading to loss of the House by a small margin. This NYT report looks at what happened in 2022 and what this means for securing the country's key priorities to build hope for the future of America and of the free world.  ...

She is from a tribal community in the state and brings a new face for development through "sab ka vikas sab ke sath" new India's slogan today of development for all Indians through their own efforts, as it brings to the forefront the tribal communities all over India. The tribal communities in India have a population of 106 million or about 9% of India's population. In Orissa percentage of tribal is over 25%, in most of the northeast it is at least 25%, and in borders areas with China Arunachal 70%, Sikkim 34%, Jammu & Kashmir 12%. In key states of Madhya Pradesh 20%, Gujarat 25%, Rajasthan 13%. The strategic nature of the decision for the unity of India can be seen on how the tribal communities are critical parts of the northeast, the border areas,  and even of the central, eastern and western regions of India which most people are not aware of. Bringing in the tribal communities through respected leaders is part of the unfinished work of Mohandas Gandhi in getting the delivery of services to the last man in the line, and the tribal communities are a forgotten part of this.   ...

Pope Francis makes atonement for the treatment of 150,000 tribal children from Canada's Indian tribes in Quebec and Ontario. These children were separated from their families in a program of forced assimilation that failed. Indian tribal people and the regions of Quebec and Ontario are only now coming to terms with the treatment of tribal people who inhabited this land for centuries before the first European settlers from Britain and France arrived in North America through the Atlantic ocean voyages. This scene is relevant as India's leaders including Mr. Modi select a tribal woman from Odisha (Orissa) Ms Murmu a school teacher in India's northeast to the position of president of the Republic of India. It was never thought of this way yet tribal people exist in Indonesia, Philippines and many parts of Asia. In India tribe population is 106 million and makes up anywhere between 8 to 30% of population mostly in the northeast and tribes are the dominant population in the border regions facing China in its occupation of Tibetan region. This shows there is a lot to learn in how to respect the dignity of the people in these regions especially now when with climate change  sustainable living is the first priority.  ...

On the 80th Anniversary of the Quit India Movement launched by Mohandas Gandhi on August 8, 1942, Vice President Venkaiah Naidu offers this message to Bharat. Exxon is looking for a big oil dealer in the shale patch in the US. It is considering the acquisition of shale company Pioneer Natural Resources with a market cap of $49 billion. Exxon wants to make use of its windfall profits of the last year to good use. An acquisition of Dallas based Pioneer would give Exxon a dominant position in the West Permian basin of Texas and New Mexico. Exxon made windfall profits of $56 billion in 2022 after the jump in oil prices following the Russian invasion of Ukraine. Based in Irving, Texas, it is heavily invested in fossil fuel assets and its thinking is that fossil fuels are here for a long time as it has not made a significant shift to renewable energy. During the cutoff of Russian oil supplies Europe has depended on LNG supplies from the US and Qatar, and on Norway for increased oil and gas supplies. President Biden included drilling concessions in some of the legislation passed in Congress and Conoco plans to drill in Alaska. The transitional period has gained support in places like the US and Norway following the need to support the European Union and Germany in the crisis. This gives oil companies some time to sort out their future plans for renewable investments. ...

Russian president Putin may have exacerbated the very thing he feared- a deepening demographic crisis in Russia. This report in the Financial Times says excess mortality was already one of the highest from the coronavirus- about 1 million compared to official figures of 360,000. During the 1990's Russia had gone through a demographic decline with fewer births after the fall of the Soviet Union and unstable conditions in the economy.  During the pandemic there was outward migration from Russia as a result of people wanting access to vaccines other than the local vaccine, says FT.  In an interview last November Mr. Putin talked about the dangers to Russian statehood and to the economy from a drop in births and falling population. The war has worsened this situation as the FT says about 70,000 highly educated people left the country in March and another 70,000 are expected to leave in April. The response of Europe and the US to the Ukraine invasion with moves that affect the Russian economy could lead to drop in jobs and living standards that lead to a further drop in births, says FT. This may be a more serious way in which Mr. Putin may have neglected to consider Russia's own long term interests in invading its neighbor.   ...
