Considering the 15 comments on the Penn Station Rebuild the public has lost interest in forever building project for the dinghy building that is the home of transportation in New York City. The latest is that the federal government has taken over at the urging of NY Governor Kathy Hochul who persuaded DJT to do it. This means state funds of $1.3 billion will be saved and DJT asserted federal authority over the project with Amtrak as owner of the Penn Station planning this out. Construction will begin in 18 months at a cost of $7 billion. The previous estimate was $6 billion. A similar situation is seen for the dilapidated bridge in Baltimore that took years to get the project off the ground as one plan was ditched for another 3 years after the bridge disaster. At this rate the bullet train projects between Ahmedabad and Mumbai will be repeated across many Indian cities before Penn Station is rebuilt, before Baltimore Bridge is rebuilt.

When one looks at the immigrant communities of Indians in the UK at one time in the 1880's only one MP Dadabhai Naoroji was in the British parliament. Today there are several ministers but mostly in a collapsing Conservative party administration of Boris Johnson. By comparison most of the Indian community migration in America has developed deeper roots and merged with the consciousness of the American society and public. Sunak and Patel are seen by most of the Labour grassroots as elitist, a kind of Macaulay class that Mira Patel describes. Macaulay a Britisher of the period of the British East India Company described the need in 1800's for a class of Indians "Indian in blood and color, but English in taste, in opinion, in morals, and in intellect." This Indian diaspora is a distinct Indian entity which is why it is a class of Indians that Macaulay coveted says Mira Patel, but one that she says forms leaders in Britain not leaders in India. In some ways the US is different with less of the class society that the Empire and the Tory party represent. And in this way formed under a country that fought this very same Empire the Indian community in the US seems to have integrated into the vision of Washington, Jefferson and Lincoln in ways that cannot be imagined in Britain or in Europe. ...

As China shifts away from construction to support the economy no government support is given to real estate company Evergrande to reorganize it operations. Evergrande has $300 billion in debt and its sprawling operations all over China will now be dismantled. The decision is made in an Hong Kong courtroom on the 12th floor of the Hong Kong Court Building as reported by Alexandra Stevenson of the NYT. China is now moving away from the economic support of internet companies such as Tencent and Alibaba and construction firms such as Evergrande. More investment is going into renewable energy and companies that are leading in technologies such as BYD in electric cars worldwide. Investment is also being made in funding improvement in standards of living in the rural interior of the country that was neglected during the boom years and in tackling climate change. This is a very different China as president Jinping looks for other ways for economic development that fulfill the Sustainable Development Goals of the UN and the goals of building a better China for all its people in less developed rural areas and in urban areas.  ...

Close all asylum hotels in orderly way, says former Justice Secretary under Blair, Charlie Falconer Home Office minister Angela Eagle says: “We inherited a chaotic asylum accommodation system costing billions. This government will close all hotels by the end of this parliament and we appealed this judgment so hotels like the Bell can be exited in a controlled and orderly way that avoids the chaos of recent years that saw 400 hotels open at a cost of £9m a day.”

Labour has to act decisively to meet the shift in the views of people in the UK and because it is plain common sense- UK citizens have no place being in asylum hotels in China or India paid for by the government, it is not even thought of as an idea that makes any sense, and the reverse is also true. Asia has pulled itself up by its bootstraps, Japan Korea, China and India after centuries of colonialism for billions of people only by building up at home.

Sanofi will use its manufacturing plant in Ridgefield, New Jersey, in the US to fill vials and finish packaging of 200 million doses of Moderna vaccine, under a new agreement. New regulations permit foreign investors to invest at least $100 million to setup multibrand retail operations in cities with populations of more than 1 millon people. Foreign multibrand retailers are at this time not permitted to directly invest in domestic retailers selling to consumers. A government panel "the Committee of Secretaries," proposed the change, which now goes to the federal cabinet for approval. The change means international retailers like Wal-Mart can sell to Indian consumers through partnerships with Indian retailers, and can own upto 51% of such local joint ventures. Of the investment at least half must go to setting up back-end infrastructure such as cold storage and laboratories. India has a huge retail market of an estimated $450 billion but much of the retail sector has fragmented smaller operations and mom and pop stores. Tata, Reliance, Bharti, Godrej and other local companies have made an effort to change this and formed alliances with Tesco, Wal-Mart, and other international retailers. One of the pressing needs is the building of back up infrastructure- cold storage, retail facilities, etc. This change means Wal-Mart, Carrefour, Metro AG can now enter the retail market. The prior efforts of these companies were restricted to wholesale stores such as Metro Cash & Carry India Pvt. Ltd, Wal-Mart's technical support for Bharti's retail brand of Easyday stores, and UK based Tesco's back-end support to Trent Ltd's Star Bazaar stores....

Jair Bolsonaro, a former army officer, is expected to win by a large margin in the runoff election in Brazil against Fernando Haddad of the Brazil Workers Party. Crime, corruption including the Car Wash scandal involving the state oil company and politicians, a deep recession with the fall of commodity prices, have led to a shift in Brazil away from the Workers Party. Polls from Datafolha show about 60% of the vote in runoff going to Bolsanaro. About 30% of supporters say they are voting for something new after the deep recession and failure in providing government services with no money in the budget for adequate spending on infrastructure and services, education and health.  Both the centrist PSDB and the Workers Party that came in following the shift to civilian rule from military dictatorship in the mid-80's failed to win a significant part of the vote. The conservative PSL party only had 5 seats in the outgoing 313 seat house showing the deep dissatisfaction with the existing Congress and politicians in Brazil. Crime is a big issue with 64,000 deaths in Brazil in the last year, with failures in government services, including a failure to tackle a yellow fever epidemic over 2 years, are other issues that have led to the change in the mood of the voters in Brazil. ...

India now leads developing countries with one billion digital payments a month. The stage is set now one billion digital payments a day. The digital payments have moved rapidly compared to the slow progress before 2011. The spread of internet, digital infrastructure, the Modi government digital projects including bank accounts for all citizens, demonetisation accelerating digital progress, GST, and the joint efforts of the government, the central bank, and the private sector have helped accomplish this shift to digital transactions. 

What is remarkable about this is also that India developed its own system without copying the U.S. or China digital payments, avoiding the defects of the other existing systems.

Health authorites in Italy, France, Britain India and the U.S, have hesitated in reopening schools. Germany and Denmark have reopened schools with no increase in infections with schools following specific policy including mandatory masks, air circulation rules, and careful preparation of schools to ensure social distancing rules are respected. Other countries reopening schools are Austria, Norway, Finland, Australia, New Zealand.

Schools in German states are reopen for about 1 month now, with a positive experience after careful preparation. Italy faces difficulty reopening its economy as people going back to work find it difficult, particularly women,with childcare provided by grandparents no longer an option, and lack of daycare. Opening of schools in Italy would help in reopening the economy, as well as provide relief to parents and children, when done carefully.

There can be some comfort with the loss of the usual social contact during the period of lockdown and working from home. There are is the opportunity to slow down, pause and reflect in prayer or meditation. There is also time to spend in gardens or parks, a patio or balcony to be outside. As Adrian Higgins of the Washington Post- who has two books on gardening and covered it since the 1980's- points out here we are not apart from nature or above it, we are nature, and plants and birds outside are fellow beings of a sort. Most of us live in tight urban environments and this is a great opportunity to break away from all the noise and bustle and experience some time with nature and with ourselves. A time for renewal and listening to our inner voices, as the gods may be reminding us about living a better and slower life. Higgins reminds us that sometimes it is an experience that is alive in memory as there is a word for it in Japanese and in German, and in other languages. In Japan shinrin-yoku is about forest bathing, by finding a woodland or park and experiencing the stillness. Germans call it a forest walk or waldspaziergang. Plant gardens or parks will do, even landscaped areas in urban settings. The shades in a garden with sunlight falling in different ways on leaves and plants. We develop a capacity to notice things we stopped noticing as we grew up. Just walk or sit quietly and look. Plants and trees also take away some of the isolation and loneliness as they are fellow travelers of a sort. As anyone who has planted will know we can look forward to the new flowering, and the growth into next year, and the next. We have got too intertwined with the short term and the immediate fulfillment, and this draws us out of this in ways that enrich and nourish our lives.     ...
