Wilber and Tau of the WSJ report that Special Counsel Mueller in the Russia investigation has impaneled a grand jury to further strengthen his investigation. Mr. Mueller has put together a team of 16 attorneys with long experience as prosecutors. By working with a grand jury Mueller and his team are working only a few blocks from the U.S. federal courthouse where grand juries meet, which helps the team to conduct its investigation. A number of experts consulted by WSJ say this means a vigorous investigation is now being put together.  The U.S. Congress is also acting independently to support Mueller. Legislation being sponsored by Sens. Thom Tillis and Chris Coons on August 3, 2017, make it possible to reinstate Mr. Mueller in a situation where he is fired by the president. Under the legislation a special counsel can challenge his removal and a three judge panel could reinstate him. Separately Sens. Graham and Cory Booker are also putting forward legislation for the same purpose. All Senators are from both parties, the two Republicans are from North and South Carolina. In a rare show of unanimous bipartisan support for Russia sanctions following the involvement in the 2016 U.S. election, the entire U.S. Congress over 500 members voted in favor- except for 5 members. The vote in the House 419 to 3, and in the Senate 98 to 2. Such a level of unanimous support is rarely seen, suggesting how the U.S. Congress views this matter as of the highest importance. ...

This report in The Times gives an extraordinary look at the man who is prime minister Boris Johnson's key adviser, as chief executive, to get Brexit done or take Britain into a general election. Dominic Cummings, 47 years, was the key strategist for Leave in the first Brexit referendum. He is somewhat of an individual who breaks all conventions and relishes the prospect of doing so. The Times says he has thrown bombs at the establishment including Blair and Cameron for 20 years. He has contempt for the Cabinet Office, Downing Street, the Treasury, and in his view the officials have a misplaced confidence and are not competent. Mr. Cummings is played by Cumberbatch in British Television Channel 4's Brexit: The Uncivil War, which is how Britons know him. In his view one needs to dismantle the existing physical infrastructure of government as a reform priority, says The Times. He has his own reasons having had his confrontations with British ministry officials who repeatedly and often incorrectly cited EU regulations as obstruction for much of what Dominic Cummings wanted to do as Adviser to Michael Gove in the Education ministry. His early beginnings at University mentored by a professor who was a serious opponent of Britain joining the European Union also influenced Cummings.  ...

Italian immigrants like Mr. Bonato on his 4200 acre farm in Brazil's central savannah are trying to change the way Brazil looks at wheat. Once a wheat importer from Argentina, Brazil is trying to change this by growing tropical wheat. Italian immigrants in the cooler southern states such as Rio Grande do Sul were wheat producers. Now Brazil's agricultural agencies are getting these farmers to produce wheat in the more tropical central region of Brazil. Higher wheat prices are changing the way farmers look at wheat. Rotating wheat and beans is a good agricultural practice and the Brazilian agricultural agency is encouraging this. Brazil's agricultural agency Embrapa launched the wheat variety BRS 264 as a highly successful one for tropical wheat growing. In 2021 Brazil imported 40% of 12 million tons consumed mostly from Argentina. The idea is that with central Brazil meeting Brazil's wheat needs this would free up wheat from the cooler southern part of Brazil to replace the lost production from Eastern Europe. Mr. Bonato says his work is helping feed more people, and his interest in his work comes from holding wheat growing on the ground as a child on the family farm. After all he says, what is more important than bread?   ...

Greens and SPD Social Democrat parties in Germany favor social spending, infrastructure spending, and climate change investments. Free Democrats party holding the Finance ministry supports  a brake on spending. There is no agreement on the budget in this coalition, says DW.com. SPD and FDP are not increasing in popularity and SPD could lose the chancellorship if there is a new election. The Greens and the CDU are increasing in popularity. Chinese president Xi Jinping is learning from the country's Covid experience in the way Biden and Democrats learned from their initial push for tighter restrictions in 2020-2021. Most covid restrictions, quarantines, testing is being lifted in China and efforts are being made to stabilize the economy hurt by frequent lockdowns, and a new path is being taken that responds to the Covid lockdown fatigue of the people.  This will lower Chinese growth below the central bank forecast of 3.3% for 2023, yet it also offers a learning curve for the Chinese leadership and new government that was put in place after the CCP party congress in 2022. This may be experimental in the short run but offer benefits for China and the world in the long term. For the first time it means China's trade tensions with the US are turning the corner in a way no number of tariffs and rhetoric could do between the two countries. The evidence- China's exports to the US have declined by 25% already in the last few months. Exports to the EU have declined as well by 11%. China's trade surplus in November 2022 showed a drop to $70 billion from $85 billion in October. ...

Officials of the federal government in New Delhi say Washington DC, Berlin, Ottawa, Canberra are national capitals like New Delhi with special needs unique to the capital city in each situation. These needs require the administration of the national capital to be under the federal government. This is so in each city for this reason. What are these needs? They are prioritizing the national interest, better coordination, comprehensive planning and decision making taking into account the diverse needs and interests of the people of the capital. It is for this reason that the federal government has set up an administrative authority for this purpose. As in other foreign capitals the federal government has a broader perspective on governance and policy making considering the needs of the entire country not just of an individual state or state which can be narrow and limited in scope. And it is for this reason that capitals around the world have made this their model for administering the national capital. ...
