Scotland joined with England and Wales to form Great Britain in 1707, at a time of increasing opportunities for Scottish people in the expanding British Empire. Britain's shipbuilding industry had a major base in Glasgow. During the Thatcher Conservative government Scotland suffered, and decades of globalization led to gradual deindustrialization for Scotland, the demise of the shipbuilding and other industries. The Labor Party under prime minister Blair pursued a "devolution of powers" policy, creating the first Scottish parliament following a referendum in 1999. Ironically this has changed the fortunes of the Scottish Nationalist Party led by Jack Salmond, a economist first elected to the British parliament in 1987. Salmond became head of the party in 1990 and led it to second place in 1999 elections, followed by a win in 2007 and 2011 elections. Salmond is seen as a vigorous campaigner, who can speak above others and not seen as a good listener. The party gained the confidence of Scottish voters by running a competent administration led by businessmen who were well aware of problems in local communities. Programs such as free prescriptions for medicines were popular with voters. The Labor Party stands to lose its voter base in Scotland (former Labor prime minister Gordon Brown is from Scotland), and the Conservative Party will also suffer a blow with a yes vote to independence. Polls show voters don't fully trust Salmond, but a majority 39% support an yes vote to 38% no vote, with 23% undecided. Britain just emerging from a deep recession would lose Scottish oil revenues of about 6 billion pounds, and the economy would suffer as business waited to see how things would turn out before making investments. Scotland now manages health, education and transport. Even without independence Scotland now stands to gain more powers and control, and control a higher percentage than the 60% of Scotland's budget that the Scottish government manages today. Scotland represents about 148 billion pounds or 9.2% of the UK GDP....

German banks have the largest exposure in Europe to Spain- $139.9 billion in 2012. Of this $45.9 billion is exposure to Spanish banks, according to the Bank for International Settlements. The Landesbanks in Germany have a large exposure in covered bonds to Spain, which are covered by collateral in the form of residential mortgages that have lost value and could lead to losses. At the same time they are not likely to default says Leef Dierks of Morgan Stanley, because they are used as collateral to borrow from the ECB. Some of these cedulas or jumbo covered bonds are trading at 52 cents on the dollar, according to Mr. Dierks. Geman banks have limited loss absorption capacity says Moody's. Moody's has reduced Germany's outlook to "negative" from "stable" for this reason, and warned Germany could lose its triple A credit rating.

What makes Egypt significant? The Suez Canal is ony a 1000 feet wide at the narrowest point. Supertankers carrying oil do not pass through the canal but rely on smaller vessels and on the Sumed pipeline. About 2.9 million barrels of oil a day, 2.6% of global oil production passed though the Suez Canal and the pipeline according to the US Energy Department. Because prices are determined at the margin this is a lot of oil, especially considering the global spare production capacity is only 2.5 millon barrels a day. The immediate impact would be on Europe which gets much of the oil refined in the Middle East and shipped using the canal and pipeline. Egypt is also a major importer of wheat, importing more wheat than any other country. Any increase in imports to placate consumers would increase wheat prices. Already wheat prices are impacted by floods in Australia, a long drought in Argentina, and forest fires in Russia. Critics say China uses debt trap diplomacy in Africa through its infrastructure investment projects. Silja Frohlich of DW.com speaks to Eric Olander of the non-partisan China Africa Project to make an assessment of what is happening. Olander says Africa is facing a demographic change of immense proportions with about a billion people that are being added by 2025. For African leaders what are their options- do they build the infrastructure that would lead to the industrialization that creates jobs for all these people, even as they use their children's future to borrow vast sums of money. Global and private markets would charge 7 times the interest that the Chinese are charging, says Olander. China has built roads, railways, bridges, hospitals, and other infrastructure for which there was not enough financing from other countries. Since the Belt and Road Initiative was launched 5 years ago it has built four new railways- the Mombasa-Nairobi railway, Addis Ababa-Djibouti (759 kms), Abuja- Kaduna (186 kms) and Angola's Benguela railway (1866 kms). China has also helped Africa to develop its options with alternative sources of investment helping it negotiate new investments from different sources as Kenya and Uganda are doing today.  At the conference in 2019 in Beijing President Xi offered cancellation of interest till 2018 for loans to Ethiopia. A new effort to introduce transparency and improve terms and offer debt forgiveness is underway to change China's image for investment in Africa. He told Lou Dobbs of Fox News he would reduce the funding to 10% of what the U.S. was paying, to bring it to the level China was paying. In a video interview the Indian army chief says the tensions at the India China border in the mountainous Himalayan region arise from different perceptions of where the border is, with each side patrolling the area based on its perception of the border. In random situations both sides are patrolling the same area leading to tensions. This has happened before and is likely to happen again. Cross border discussion mechanisms between the two sides have been setup to tackle the situation of patrols.

Here is a state by state account of the measures taken by each state to limit movement outside the home to essential activity such as getting groceries from stores and medicine from pharmacies. In German states there is a fine of 2500 euros for violations and similar fines in other countries. Most American states have not resorted to specific fines for the lockdowns. Britain also has not specified a fine, but police enforcement will take place with possible fines and jail time for violations. Unemployment in the U.S. will be hard to bring down with the mismatch in skills for new jobs created. The National Skills Coalition, which works to promote job training, says in a report that 46% of the jobs in New York state in 2009 were in the middle skills category, and only 39% of New York workers had the skills for these jobs. Mid-skilled workers are workers with a high school diploma and training, an associates degree or vocational training. The problem is that students from public schools and community colleges who are not prepared with mid-skills and training, or lack a two year degree, are not prepared for these mid-skilled jobs in health care, transportation and other fields. This report says 40% of new jobs created in New York state will be for mid-skilled workers. In the low skilled workers category there is downward pressure on wages because there are more workers than jobs- 21% of new jobs are low-skilled and 23% of New York workers are low-skilled, according to the report. The problem is serious because funding for training programs has been cut over the years, and at the same time government policy- including that of the Obama administration- has focussed on getting people to college. Less attention has gone to training programs and vocational education. This at a time when a college education has become costly and difficult for families....

Eric Cantor is the senior Republican leader in the House of Representatives. He is a key figure in the negotiations with the Obama White House over the budget, deficit reduction, and raising the debt ceiling. Cantor and House Speaker Boehner are leading the negotiations on the Republican side. Cantor rejects any compromise on tax increases. He told reporters: "I think behind this notion of 'We want shared sacrifice' that they continue to say means 'We want to raise taxes,' and we don't accept that we raise taxes in an economy like this." Cantor is a lawyer and a former state legislator from a district that covers the Richmond, Virginia, suburbs. He was elected in 2000. Through his "Young Guns" program Cantor recruited many of the 87 new Republicans who were elected in 2010. It is this support from rank and file Congressman that has propelled Cantor into a leadership position for the deficit talks. Responding to critics that say a compromise is needed from both sides in the talks, Cantor says- "I don't think the White House understands how difficult it is for fiscal conservatives to say they are going to vote for a debt-ceiling increase." On June 23, Cantor pulled out of talks with the White House. In the current round of negotiations Boehner pulled back from "a grand bargain" which included tax increases, after consulting with Cantor....

The CDC Africa says Africa has recorded over 100,000 confirmed cases for a continent of 1.3 billion people, but as the WSJ reports on May 23 there is a high degree of underreporting. The number of cases the CDC says is about the same this week on May 22, as the cases were last week.The most cases are in South Africa at 19,000. 

Three countries have an increase of 100%, making it a situation that will need vigilance. So far 1.3 million tests were conducted. This report in DW.com contrasts with the WSJ report on May 23 which sees major problems developing in hotspots in Africa from Tanzania to Cameroon, in South Sudan to the Cape town area in South Africa. Cape Town hospitals are expected to be overwhelmed in weeks.

The use of fast track procedures under 510 K, for approval of Ren-Gen's Menaflex product to treat knee injuries. Under 510K rules for fast track no clinical trials are required, because the product is similiar to already existing products. Menaflex does not have asimiliar product, yet the FDA allowed Menaflex to be treated as fast track. The closest is orthopedic surgical operation, which is quite different. Menaflex is a C shaped pad used to repair a torn meniscus, a rubbery substance made from cow collagen that that acts like ashock absorber between the knee bones. Their is a booming market for meniscus repair among sports athletes. In fact originally Ren-Gen did not even apply as fast track, but only afte its clinical trials ran into trouble, did it try for fast track, which was turned down several times. At which point Ren-Gen got Democrats Senator Robert Menendez, Rep Frank Pallone, Chairman of the Health Subcommittee of the House Energy and Commerce Committee, Rep Rothman of Hackensack where Ren-Gen is based, and Senator Frank Lautenberg to intervene. At this point Senator Menendez and the others wrote to the FDA Commisssioner Dr Von Eschenbach, and Menendez spoke to the Commisssioner personally on the phone. After this intervention things started moving in Ren-Gen's dirtection, bypassing the FDA staffers who had reservations, and a special panel was appointed that again excluded anyone that had reservations, in an unusual procedure, which approved Menaflex. Now Congress and the Obama administration are being asked to review the whole process the FDA uses for medical devices because of the controversy this has caused about what is seen as unfair influence of companies in FDA approval process. Menaflex say those who had reservatoions faces alot of pounding and wear and tear between the knee bones and its safety and effectiveness needs to be proven before approval. It has been approved in Europe for afew years, but only 2800 patients have used it in Europe, only a small proportion of patients, and not enough is known about its effectiveness and any issues. ...

A music enthusiast who played in a rock band, before studying political science at the University of Hanover, and running for parliament, Lars Klingbeil comes from humble roots in Saxony. He led the campaign which brought the SPD Social Democrats to power in 2020 federal elections, and also into an election where the SPD secured only 16% of the vote a new low in 2025. Klingbeil comes as much of a surprise in the way his amiable manner and personality convinced the CDU leader Merz to give him the Finance Ministry as well as the support for major investments in the German economy. This was a goal the SPD failed to accomplish under Scholz with his Finance Minister from the FDP Christian Lindner blocking investment plans for 4 years. The frustration in the SPD is intense and Klingbeil and Merz coming together on borrowing and massive investments in infrastructure and defense is something of a miracle after the Merkel years and the constitutional brake she put in place on spending.  Right from the start the SPD and the CDU realized that this was their last chance as Merz put it to get things right before the far right or some other party took over. Problems that require investment- in crumbling infrastructure and obsolete transportation, lack of investment in IT, problems in childcare and in cost of living could not be postponed. Risks had to be taken, and the 28% of the vote CDU had needed the 17% of the vote of the SPD with the Greens 12%, total 57% of the 2025 vote, to act fast and decisively. ...

Having popular support is critical, and providing security is critical, which calls for more feet on the ground, more aid workers on the ground, and more to show for these efforts in reduced casualties and better lives of the people in each area. ...

Pakistan has seen governments toppled and military rule for half of its 70 years since independence. The rivalry with India and the role of the military has affected political institutions and democracy in Pakistan making peace with India difficult to achieve for any elected government.

The mayors of Istanbul and Ankara the two main cities in Turkey are from the Opposition Republican party of Mustafa Kemal who founded the modern Turkey we know today in 1923 with the victory over the Entente western powers and Greece ratified by the Treaty of Lausanne. The future looks to be set by one of these two leaders as change is likely so that it has a chance to live up to the aspirations that surrounded its founding in 1919-1923. The transformation of a society at the dividing line between Europe and Asia into a modern state with the best that Europe had to offer from 1923 to 1938 including a new language that would promote the literacy of its people. Mustafa Kemal stated clearly in a speech at Nutuk in 1923 that lasted for several days the process that he had to trust would create a modern state that would compare with the best in Europe- the Turkish people and the National Assembly of the people of Anatolia and Rumelia. Mustafa Kemal did not see the six centuries of Ottoman rule as an example for Turkey in what Ismet who led the struggle for independence on the Greek front and as leading negotiator at Lausanne in 1923 called stemming from "the fire of his soul." Of Kemal it could truly be said he fought for the four momentous years 1919 to 1923 both the Entente Powers as well as the remaining elements of six centuries of Ottoman rule. ...

Rural America has the same percentage of Americans that are prone to fringe views as urban America about 27%, the rest are simply trying to find ways to meet severe health, educational, lack of investment in rural areas by government, and cost of living challenges, that other communities have, says Nicholas Jacobs, professor of Colby College. He knows rural America as he shows in his new book -The Politics of Place and the Disuniting of America. Jacobs lives in rural Maine and has both studied reams of data and himself lives in a rural area. Here is the truth he says- Rural America is suffering from chronic health conditions, health worker and hospital shortages, limited employment opportunities and infrastructure deficits, rural schools suffering from funding gaps and teacher shortages. Similar to urban, yes, yet even worse, and need understanding not recrimination. What JFK rightly called, a policy "to lift all boats," from his speech in Arkansas, saying rural Arkansas was as much the Nation, as Massachusetts. He warns Americans to be careful what they listen to about rural America in talk shows or in books written to get audiences from one segment of the population or the other, with gross mischaracterizations of Rural America and its so called rage, with condescending views about people simply struggling to make sense of all the change some of it for the worse going on around them- in this period of Beaverbrook television or internet media. Beaverbook television is after a press baron in the last century in Britain who saw it fit to take advantage of crises of any sort to sell tons of newspapers for a profit, along the way promoting any bias that he had regardless of whether it was proven right or wrong. At one point UK press barons including Beaverbrook, controlled 13 million circulation the most in the world in 1947. Today instead of newsprint it is in book, television, social media or the internet video formats. This can concoct narratives of people that do not exist by using polls that are inadequate, and superficial understanding, with no effort to look for credible answers to difficult questions, and no effort to look for solutions that "lifts all boats," in America and in the World. ...

As the deadline of July 22 approaches for the 160,000 members of the UK Conservative Party to elect a leader, former Foreign Secretary Boris Johnson and the current Foreign Secretary Jeremy Hunt are running for the leadership position. Boris Johnson has 68% member support with Hunt at 23%, according to YouGov survey. Both candidates are in favor of Britain leaving the European Union without an agreement. Hunt has stated he would cancel leave for Britain's 16,000 civil servants in August to prepare for the departure of Britain from the EU by October 31.  Only 27% of Conservative Party members believe Mr. Hunt can do the preparation needed for an abrupt exit after 45 years of economic integration with the European Union. By contrast 90% of members think Johnson would do the preparation needed. Preparation is needed because of food and medical supplies trucks and in flights awaiting customs at border points. The result could be chaotic without adequate preparation. Under a Johnson government many ministers would leave the government including Mr. Hammond who runs the finance ministry. He is expected to join rebel ranks in the Conservative Party that does not think an abrupt exit like this is good for Britain. If these members in the House of Commons join Labour party members they could vote to block this from happening. Britain's opposition Labour Party led by Jeremy Corbyn has finally decided to call for a second referendum if Johnson pushes to leave the EU abruptly, and to campaign wholeheartedly this time for staying inside the EU. During the last referendum Labour leaders did not push hard for Remain, and David Cameron as prime minister and head of the Conservatives proved to be a weak and ineffective leader using the promise of a referendum as a ploy to win votes for the Conservatives in an earlier election and then finding himself stuck with promises made in the election with his party's right wing led by Johnson. Years of austerity policies promoted by Germany in the EU after a flawed entry of southern European countries with faulty not transparent finances such as Greece too early  into the eurozone had soured Britons on the EU. The friendly migration policies of German leader Merkel for economic as well as war torn country migrants from North Africa finally not just soured Germans on Merkel policies but also soured British working class families struggling to make ends meet and seeing migration as taking British resources that were needed at home. This has split most of Europe including Britain along lines of the major cities and the rural areas plus smaller towns, and in Eastern Europe, East Germany region along the lines of the old Soviet bloc countries which with deeply conservative thinking do not favor such migration policies. These divisive changes have taken place over along period of decades and will take time to heal through economic recovery and a fairer distribution of wealth, better investment in infrastructure, health, education, public services, neglected during the Tech driven flawed investment diversion of economic resources. Yet the hope of this type of change if grasped by Britons as well as Europeans could bring new life and revive the vision of a Europe with shared benefits for all Europeans, not just a French-German project. For this to happen new leaders have to rise to the challenge inside Britain and the rest of Europe.      ...
