Washington Post calls a Netherlands unrealized capital gains tax of 36% unfair. The legislation was passed in lower house of parliament. Unrealized capital losses could be used to offset gains in future years under this legislation. The US only taxes capital gains after they are realized and at 15% or 20% for long term gains and a 4% added tax for high income persons. The 36% tax would apply to all who own stocks or bonds not just the wealthy.

In Netherlands the average take of the ogvernment is 3%% compared to 30% in US. Healthcare costs are split 65% 45% between the government and average worker, and mostly all (84% of workers) get additional coverage. The value added tax rate VAT is 21% in Netherlands about 3 times the US sales tax of 6-7%. And the Netherlands is in the EU a relatively moderate tax country compared to France and UK.

Daniel Henninger of the WSJ Editorial Board says even if a Republican is elected president it would be a question of 4 more years of what? The big problem today he says is the small number of legislators in the US House of Representatives, about 20 in the Freedom Caucus, that are opposed to the government operating unless they get their way. The result is that independent Speakers of the Republican controlled House, with Republicans having a slim majority, are unable to get elected, and the Speaker elected is a relative newcomer Mike Johnson of Louisiana, who entered Congress as recently as 2017. The new Speaker has said the legislation passed by a bipartisan group of Senators in the US Senate 70-30 for aid to Ukraine is "dead on arrival." Result an impasse with some saying this is the most ineffective Congress ever. In this situation if a Republican is elected president says Henninger he can do little because a loss of even one legislative branch to Democrats the House or the Senate would leave America where it started- in an impasse for 2024-2028. For this reason he says even though Mr. Trump said he would do great things there was little he could point to in his vision for the future, and little he could do just by signing executive orders that would later be reversed.  ...

He served under president Chirac in the 1990's, was foreign minister, twice European Commissioner in Brussels, and EU's negotiator for Brexit. He tried for the nomination of the Les Republicains to run against Macron for president. Macron chose Barnier because of his negotiating skills which will be needed as no party has a majority and the 126 parliamentary votes of the National Front of Marie Le Pen are needed for the government to be stable. Barnier also share Le Pen's concern about migrants having called for ceasing migrant entry for 4 years and quotas for lawful migrants set by the government and a referendum on migration.

The president tells a Wisconsin rally that he is not going to let one 60 minute debate obscure three and a half years of hard work. In the ABC interview tonight he says he was sick and feeling terrible that night of the debate, that it was a bad cold not a serious condition. That he should have listened to his instincts while preparing. The other senior leaders of Republicains say Ciotti will be ousted from the party. Republicains is the party of General Charles De Gaulle and this is seen as sullying the reputation of De Gaulle who fought the Nazis and built post war France from the ruins of the Occupation. Allan Meltzer says a Fed QE III woud be bad monetary policy. He puts several questions to Bernanke- how the Fed and Ben Bernanke can know now what is the right interest rate policy in mid 2013, and what reason can the Fed give for adding excess reserves when U.S. banks have $1.6 trillion in idle reserves at the Fed. Meltzer cautions the Fed and other policymakers not to pay attention only to short term forecasts, which can be susceptible to large errors. And calls for attention to the long term consequences of their actions. One point he emphasizes is that the unemployment problem cannot be resolved with short term policy actions nor can it be resolved in a short time. It will take population growth, falling housing prices and rising rents to create opportunities for new construction. Another change is the transition to a less consumption driven and more export oriented economy. This transition which has started will also take time. He urges the Congress and the administration to focus on: reducing corporate tax rates by closing loopholes, long-term reductions in entitlement spending, a 5 year moratatorium on new regulations, and the Fed adopting an explicit inflation target between 0% and 2%....

David Stockman, Director of the Office of Management and Budget under President Reagan tells Tom Keene that the first step to deficit reduction is to means test the 2 milllion to 5 million or 10 million people who are very affluent, and have the benefits of some part of this population eliminated entirely. The next step he suggests is for spending much less on defense. A defense budget at $800 billion he says does not make sense today, because it is 35% larger in real terms than the budget when Reagan was President and the U.S. faced the Soviet Union. The U.S. does not need to be the world's policeman.

In Germany the mood is changing in favor of vaccination as people are try to cut into the line for vaccinations based on age groups. Younger people even say they are caring for older parents to get vaccinated in this report from Hamburg and other cities.

This may be an encouraging sign even though it may not be following the rules because Germany's vaccine skeptics are giving way to vaccine envy. The word "Impfneid" refers to the feeling vaccinated people get with vaccine documents enabling them to travel freely. German took 52 million vacations in 2019, and only half that in 2020. In New York city people do not answer or say they do not want to get vaccinated in a door to door drive reported in NYT.

He says Mr Modi is hard for even his colleagues to understand in terms of his passion and endless capacity for hard work for bringing essential services to every Indian, and the last Indian is a concept that not the BJP or any party had, it was entirely Mr. Modi's idea for New India. Mr. Modi he says is not the BJP or himself even, he is always thinking how could the lives of ordinary Indian be better in every way, and every rupee going to that last man in line in a nation of 1.4 billion. It can best be understood through Vivekananda's writings some 125 years ago. The passion for India and the Indian people of Vivekananda in his writings is a huge reservoir of energy for someone like Modi, that Modi has tapped into from his beginnings in Gujarat government and more so when he left Gujarat for Delhi.
