Steinbeck describes a universal truth in the way human beings respond to long periods of agricultural plenty in wet years followed by the dry years and drought. In this exceptional piece Galston says institutions such as Johns Hopkins University in the Baltimore area have to do more to integrate their activities with the city in the way Carnegie Melon University and other institutions helped revive Pittsburgh. Pittsbugh suffered a hollowing out of manufacturing with foreign competition, population decline and unemployment reaching 17%. It suffered economic decline in a way that happened in Detroit over the last decade. A concerted effort by the city's political, economic and nonprofit leaders is credited with making Pittsburgh one of the most livable cities, and reviving industry around new innovation. The unemployment rate in Pittsburgh is 5.4%. Galston acknowledges that Baltimore is 63% black, and Pittsburgh 26%, yet race is not the only factor, and Galston points out the need for Baltimore to work diligently to build on its educational and medical technology assets to build a new future for the city.

The U.S. trade deficit widened sharply in March from February 2015, increasing by 43.1%, after the ending of a labor dispute at West coast ports. The deficit widened to $51.37 billion. This is more than expected from a strong dollar. This could make 1st quarter GDP figures show a contraction for the U.S. economy. Products imported from China were up 32%, compared with March 2014. Exports were up only 0.9%. Experts estimate GDP contraction of 0.4%- 0.5% for the 1st quarter 2015. In 2014 a similiar situation happened but growth was up for the rest of the year and experts see this happening again in 2015.

Gen. Martin Dempsey took a cautious approach to U.S. involvement in Afghanistan and Syria. He did not approve of the way Gen. McChrystal expanded U.S. involvement in Afghanistan, and the hasty manner in which the Iraqi army was trained under his predecessors leading to some commanders being appointed who later became members of sectarian death squads. Under his command the U.S. limited its role in Afghanistan and Iraq and handed more responsibility to local forces. Gen. Dunford who succeeded Dempsey as chairman Joint Chiefs of Staff for the U.S. follows the cautious approach set by Dempsey. Dempsey's approach extends to what he believes is an Heisenberg effect in physics where when you you observe or touch something it changes the way it functions and operates. For critics such as Senator McCain, who served in Vietnam as a pilot, if Dempsey did not want to intervene in some country, he could invent the reasons not to get involved. President Obama exceeded the caution exercized by Dempsey, leading to a situation where the U.S. after hasty action under a Republican president seemed to lurch in the opposite direction under his Democratic successor by not taking action where U.S. presence was needed, followed by a corrective course to make up for this....

Immigration, welfare and membership in the E.U. emerge as issues in Britain's 2015 election, making it harder for the Conservative party under Cameron to get a majority. Polls show Labor running neck and neck with the Conservative party at 36%, and UKIP at 12%, the Greens at 5%.
