Railways. The Council of Ministers goes up to 78, three short of a statutory limit of 81. By bringing in new and younger faces as well as some experienced IAS and other persons in certain states, this new group. An experienced IAS officer was put in charge of the important Railways ministry, as the railways take on modernization and technological progress. Where ministers were lacking in performance the prime minister has made the needed changes. 

The large number of new faces gives the government an opportunity to train new people before the next parliamentary elections three years from now.

Iran has collected 60% enriched uranium for 2 years by 2023, enough for 2 nuclear weapons, says this report in the WSJ. Israeli premier Netanyahu says this would invite a strike if weapons grade uranium is converted into a weapon. In this situation after Iran provided drones to Russia, president Biden has renewed efforts to reduce the level of escalation in the relations with Iran, opening up talks in New York and through Oman. Iran wants money that is held in other countries for oil and gas deliveries after US economic sanctions on Iran, to be released in exchange for limits on nuclear work and prisoner release. The Biden administration has approved 2.5 billion euros in payments by Iraq. Another $7 billion could be released from South Korea if diplomatic talks lead to Iran taking steps the US seeks from Iran.

Apoorva Mandavilli of the NYT looks at the huge task of renovating the aging infrastructure of America's schools, like this one East High in Denver. The average school building in America is over 50 years old. Having clean air in the schools would have reduced the incidence of Covid by 50%, say studies. The General Accountability Office GAO says 41% of school districts in the US have at least half of their buildings, a total of 36,000 buildings, that need to completely replace their heating cooling and air ventilation systems. The money is there, secured by president Biden with $200 billion from programs like the American Rescue Plan, but much of it remains unspent because of a lack of clear administration guidance on clean air and an official to oversee this effort, and expert guidance, securing equipment in the supply chain.

Americans in retirement are able to rebuild their savings with interest on money market funds of over 5%. This is the result of 5% percentage points of consecutive rate increases by Jay Powell's Fed. In addition about $121 billion went to savers as they faced $151 billion in higher interest rate costs on mortgages and loans. Difficulties faced in winning the farm vote in Gujarat made it harder for Modi's BJP party to win Modi's home state in recent elections. This could lead to a more cautious approach from the BJP government. Price supports and subsidies were an issue for cotton farmers in Gujarat, leading to the loss of seats for the BJP party in Saurashtra region of Gujarat. In the first 6 months of 2020 about 21 million jobs were lost in the U.S., followed by a recovery following reopening with a third of the jobs regained by July 2020. Why are New York City hotel rooms costing $300 a night? This NYT report says there is a shortage of tourist lodging pushing prices up when 20% of hotel rooms go to asylum seekers and migrants. During 2022 hotels found the program of the city of New York at $185 a night to convert hotels to shelters for asylum seekers as away to remain in business during the pandemic. Since then 130 of 680 hotels in New York City have entered the shelter program. This presented a loss of 16,000 rooms leaving 121,000 rooms inventory for tourists, a shortage of about 3000 rooms as demand picked up after the pandemic.65,000 migrants are housed in hotels, tents and dormitories in New York City, as the city is obligated to find housing for people who need it, costing $10 billion over 3 years.

PM Modi opens the new campus of an ancient university named Nalanda University which is dated from the 5th century AD to 12th century AD in Buddhist India. Since 2007 real wages in UK have fallen by 3.5%. Between 1970 and 2008 wages grew by 33% every 10 years.

The poorest 10% in Britain have 22% lower purchasing power than the poorest 10% in France, says Torsten Bell of Resolution Foundation, author of report "Stagnation Nation."

The reason for this is that startups need extensive experience, some of that experience comes from industry and companies the founders have worked with. Even in government this is the case. Another characteristic that comes with experience is the energy and aptitude for the job that they can bring.

Brazil's new president Jair Bolsonaro issued presidential decrees for a money saving cut in the number of ministries, moves to help the agricultural sector, and announced the government would not spend more than it takes in to cut the budget deficit after years of rampant state spending. Paulo Guedes, who takes charge of the combined planning, finance, and industry ministries, said that the biggest challenge remains in pension reform. Brazil has lax pension rules allowing for early retirement, generating a deficit projected at $57 billion in 2019.

Presidential elections will be held with a caretaker who is Senate president in charge till then. He juggled the competing interests of China and Russia to attract investment in the energy industry. China has invested $30 billion in the country as a link in the Belt and Road Initiative in infrastructure, mining and financial sectors.  Russia is the largest trading partner. Prime minister Passos Coelho of Portugal makes the decision not to ask for a precautionary credit line from lenders, as Portugal exits the EU bailout program in April 2014. Portugal received bailout funds of $78 billion euros from the EU, IMF and the ECB in 2011. Portugal's economy is expected to see growth of 1% in the next 2 years. Unemployment declined from 17.7% in the beginning of 2013 to 15.2% in 1st quarter of 2014. Portugal returned to bond markets in April 2014 with 750 million euros of 10 year government bonds at 3.575%. Still Portugal will take a long time to fully recover and the EU will continue to monitor its financial position. The last loan to the IMF is scheduled for repayment in 2024 and to the EU in 2042. Exports and a return to bond markets are the two bright areas, but the government debt continued to climb from 94% in 2010 to 129% in 2014. A 15% unemployment rate and mere 1% growth through 2015 suggests a slow recovery similiar to Spain.
