JP Morgan Chase Treasurer, Joseph Bonocore, left the bank in October 2011, and his replacement took office in March 2012. Bonocore had served as chief risk officer of the Chief Investment Office for 11 years and was intimately familiar with its operations. The executive in charge of risk management at the Chief Investment Office had little risk management experience. Mr. Goldman was named chief risk officer in February 2012. His brother in law Barry Zubrow had previously served as chief risk officer of the bank for many years. In January 2012, Zubrow took the position of head of corporate regulatory affairs. Goldman had spent most of his years as a trader starting at Salomon Brothers in 1980's He later worked at Credit Suisse and Cantor Fitzgerald. He left Cantor after his unit incurred trading losses. In February 2012, Goldman, Zubrow and Ms Drew met with officers of the Federal Reserve arguing in favor of less regulation on proprietary trading, including the Volcker Rule, according to Fed documents....

The Republican party (GOP) chances with Trump as the candidate in 2024 are seen with much skepticism by Karl Rove in the WSJ. Republicans need to keep the presidential field of candidates not too crowded for too long, as pluralities in primaries led to Trump winning a large share of delegates even with about one third of the vote in the early primaries for the 2020 election. Another challenge is the work of Trump supporting leaders in states such as Michigan who want to select delegates by convention and not through primaries. Ron de Santis, Governor of Florida, is seeking the Republican nomination, and faces a strong challenge from the former president. De Santis, 44 years, is from Dunedin, Florida, His mother was a nurse and his father installed Nielsen TV rating boxes, with great-great grandparents immigrating from Italy Benevento, Avellino) in 1904. He studied history at Yale and went to Harvard Law School, Navy Justice School after joining the Navy. De Santis was elected to the US Congress in 2014 and 2016 where he served as the chariman of the sub committee on National Security. He founded the Freedom Caucus in these years. In 2018 he ran for Governor of Florida winning by 0.4%, running again in 2022 he won by about 20 percentage points. ...

A 5 month investigation by Adam Tolley KC into bullying claims from the British Civil Service led to his resignation. The bullying claims came from three departments- the Brexit Department, the Foreign Office, and the Ministry of Justice. Raab's contention was that he was not aware that it was bullying, that behaviour should count as bullying if he knew it was bullying. Tolley disagrees. He says it is the victim's experience that matters more than Raab's intention. Raab says he was faced with "cultural resistance" at the Ministry of Justice on developing a British Bill of Rights to replace the European Convention of Human Rights. Tolley stays out of this but does say there was "an adverse impact of the health" of civil servants and that their complaints were "acting in good faith in raising concerns that they genuinely held." It could be said that this is part of the role of the civil service to share their genuine thoughts on a matter pertaining that could lead to wise decisions or changes in decisions. The Guardian reports that the style of cutting people off because he did not want his time to be wasted, had the effect of being intimidating and abrasive. ...

Mark Sanford, Republican Governor of South Carolina, cites Donald Trump in May 2014 on releasing tax returns. At the time Trump is quoted as saying: "If I run for office, I will release my tax returns, absolutely, I would love that." Sanford says he released his tax returns, and Mike Spence, the Republican vice presidential candidate has released his tax returns, and calls on Trump to release his returns as promised. Hillary Clinton has released her tax returns, which show she paid 34% of income in taxes. Sanford says it is important information both for transparency in the political process and in giving voters an opportunity to evaluate those who want to govern the country. He also says that this is the reason a banker asks for tax returns before making a loan, that talking is'nt enough tax returns tell the real story,  and the reason why this is a precedent too important to be broken in 2016. This has become increasingly important in this election year with the public expecting corporations and wealthy individuals to pay their fair share of taxes, so that programs to aid workers left behind during the recession, provide job retraining, finance the infrastructure that will create new jobs, provide access to college for working class and poor, require adequate government revenues. ...

The changes needed in 2008 for money market funds to provide stability in a crisis situation were not made resulting in the Federal Reserve having to step in again to support money market funds. The Fed setup a new lending facility to support these funds that are offered to retail investors at $1 a share without price fluctuations, and are used as an alternative to savings accounts by individual investors. Former FDIC head Sheila Bair says it is frustrating that we never really fixed this stuff and industry lobbyists did'nt let this happen. These funds are a key short term financing source for many companies including banks. The funds buy the short term commercial paper that company issuers use to finance day to day needs.  One of the changes made in 2008 was that money market funds could charge a redemption fee if there was a huge surge in withdrawals in a market panic leading to their holdings of cash or market equivalents falling below 30% of their portfolio. The SEC also let the funds suspend redemptions in that situation. The result of this is that there were large withdrawals from prime money market funds this week after the coronavirus impact on the economy increased, resulting in 11% drop in assets of prime funds to $546 billion. ...

Anton Harder in this Wilson Center publication of research uses correspondence between Jawaharlal Nehru and his sister Vijaylakshmi Pandit ambassador to the US in 1950, to show that the US made an offer for India to take a permanent seat at the UN Security Council. India had supported two resolutions on June 25, and June 27, first condemning the invasion by North Korea and second the organizing of a UN force of 29 countries to push back the North Korean invasion. Even though the US is not seen as actively engaging with India during that period and seeing through British eyes the colonial policies of encouraging  different powers in South Asia, that may not be true.  Who was India's foreign minister in 1950? Jawaharlal Nehru was both prime minister and foreign minister till 1964, which means there was less discussion of foreign policy than happens today during the Ukraine invasion with Jaishankar a career diplomat with 30 years experience, Rajnath Singh, and Mr. Modi, in talks with president Biden recently, and in further discussions Modi had with EU's Von der Leyen and UK's Boris Johnson, Kishida of Japan. Who was India's defense minister in 1950? Baldev Singh, a Sikh independence struggle leader was Minister of Defense for 1947-52 and tackled partition of Punjab and Kashmir issues. The rest of the years to 1957 when India faced the Chinese invasion of Tibet India's defense minister was also for most of the period Mr. Nehru, except Ayynagar in 1953, and Kailash Katju in 1955 and 1956. The controversial V.K. Krishna Menon was Defense Minister from 1957 to 1962, when Indian defenses were further neglected leading to the Chinese invasion of India in 1962, and his replacement by Yashwantrao Chavan. The purpose of this is to look back at what happened in earlier periods to understand where India stands today- and what choices it makes today. Clearly the US was looking for allies then and now. Nehru saw things from his own reading of history seeing China and India as both suffering from western invasion, not realizing that China's experience under Mao was different- that of Japanese invasion and bombing of China's major cities not just colonization of Hong Kong and other ports for trade under British trade based policies in 1850-1900. Thus a Communist Chinese version of China's defense involved taking over border regions such as Tibet putting China in direct and open opposition to India. Nehru never really grasped what was happening in Tibet and the war China fought against the Nationalists. American general Stilwell loved China deeply and had an understanding of its people as shown in Tuchman's account in her book Stilwell and the American Experience in China 1911-1945. Stilwell during that war had a better understanding of China, the strengths and weaknesses of Mao's China and of the Nationalists under Chiang, than Nehru. Some of these errors post 1950's and a concentration of foreign, defense and embassy positions in the person of Mr. Nehru and of Nehru family member such as Mrs. Pandit led to the Indian failure to act on Tibet and see it as see it for what it was -facing a Communist Mao led China that had fought the Japanese invasion as different from Bodhidharma's China of the history books. Bodhidharma's China will outlast Mao's China, yet it is Mao's China that India faces today. This also tells us that India has to think in new ways- as Lincoln said during a period when America was also making its own progress as an industrial nation in the 1860's. "The dogmas of the quiet past are not adequate to the stormy present. The occasion is piled high with difficulty, and we must rise to the occasion. As our case is new, we must think anew, we must act anew. We must disenthrall ourselves, and we shall save our country." India's values are values of democracy heightened not just by Mohandas Gandhi's ideas with Hind Swaraj written in 1910 just as powerful in 2022, but also by the heights of Ladakh where elections are held in remote regions of the Himalayas. India's values are values that are also shared in the best that America has in its values and culture and in the defense of freedom.    ...

Schools, shops, restaurants, cafes and offices are reopening and people are getting back to work and outdoors. What are the ways to reduce chances of getting the coronavirus and what is the latest advice from public health experts.  More attention is now being given by CDC and other experts to the aerosols, the smaller particles that are airborne that can spread the virus to people unawares in breathing, talking and singing activities. larger droplets come down to the ground, smaller droplets can be airborne for hours. This makes masks wearing very important, call it essential protection. Air filtration and proper ventilation is also important. What about social distancing? Experts now say 6 feet is good, 10 feet is better. This is from Joseph Allen director of the Healthy Buildings program at Harvard School of Public Health. No magic number but 6-10 feet or more is good for safety. Can one start expanding one's social circle? The fewer contacts the better says Dr. Allen. You can he says expand the circle but this depends a lot on how serious the other family is in taking precautions. Are elevators risky? If one can one should take stairs but do not board a crowded elevator unless the lobby is more crowded. Do not touch buttons, if you do use elbow or use sanitizer from your shirt pocket after pressing. This is where mask is essential. Here a tip is useful. Talking does not help as talking emits 10 times the particles than when you are quiet and this is true for small spaces such as elevators. Continual talk is not a good idea such as a long time spent talking, here watch that habit of getting into long conversations face to face.  Is it good to take a summer vacation. Here the answer is yes, as no one really knows how the winter will be. And remember outdoors is good for renewal of health, and one can look for places that are not crowded where the 10-12 feet or more can be easily done. One tip here is to take your own food and supplies from home so there is no need to go to crowded restaurants. Swimming in a lake or ocean is fine. Camping outdoors is fine and actually a good idea if you are with your own family. Try to use an empty restroom and one that is clean and wear the mask. While camping keep the 6-10 foot rule with people outside your immediate family, do not share food and drinks and try not to touch each other's supplies, and sanitize your hands or wash if you do. When hiking keep the mask in your pocket so you can wear it when you see others passing on trails. In hotels skip the cleaning service, in a rented property ask the owner to keep the windows open before you arrive, and put a day or two between your coming and the last person who rented the place. Renting a car is tricky allow a couple of hours to elapse between you and the last rental, open windows. Public restrooms. Always wear a mask many are poorly ventilated. Open the door without use of hands if possible,or use a paper towel to open and discard. Do not use air dryers. Is it safe for your house cleaning person to return. Keep the windows open to let in fresh air. Make sure your cleaner wears gloves. And all should wear masks. How to visit grandparents? Experts advise keeping visits outside and wearing masks when not 6-10 feet apart. Anyone not feeling healthy should avoid the visit. And bathrooms should be sanitized after people leave even wait a day if there is another bathroom. Experts advise against sharing food and buffet type meals. Ten feet distance is better than six feet. Can one use a gym? Here the advice is to exercize outdoors or at home if one can. It says be cautious unless your gym is limiting the number of people or spacing the equipment adequately. Ask about open windows, air filtration systems, ventilation.  This is excellent advice from experts with the latest information. Over the last few months from March to May most of the information was during lockdown, and a lot can be forgotten or seen as not necessary as things return to normal, as shops schools and cafes, office reopen, and cases remain steady and under control. Being vigilant is good for safely navigating this period through the summer and into winter till a vaccine is found. It is also about being a good civic minded person aware of one's own responsibilities, as when all take safety seriously and practice it everyday, it builds another layer of protection for everybody- because it creates a safer environment for all.     ...
