Now Palin is a drawback on the McCain experience argument but gives him a respite on the age (he is 72) argument and having been around so long whereas his opponent stood for Change, because Palin is bringing Change to Alaskan politics and has shown courage in facing the Republican older politicians like Murkowski. So who knows how this thing will work out as McCain himself is forthright and acts like an outsider who uses his independent judgement on matters.

About $18 billion will be spent in the 4th quarter of 2008 by the government in China out of the $586 billion stimulus package. So the initial impact will not be great for the next few months and unlikely to make up for the rapid slowdown in exports. By the time the stimulus package kicks in with a larger impact in 2009 the economy may well be at 4-5 % growth rates. The stimulus announcement is also a signal to government owned banks to increase lending. The stimulus package covers 10 areas, including low income housing, electricity, water,rural infrastructure, and projects aimed at environmental protection and technological innovation. After the Asian financial crisis in 1997 a similiar but smaller package was announced, with money spent to build the country's highway and tollroad system, projects to keep the economy growing.

The meetings were especially useful for coordinating policy and addressing issues arising in the global economy after the 2008 financial crisis. Here Li Baodong, China's vice minister for international organizations and conferences, international economic affairs, describes the path ahead: IMF reforms implementation, better coordination of macroeconomic policies, pursuing the anti-protectionist and free trade policies with further support to the WTO and ministerial MC9 meeting in Bali in Dec. 2013, and infrastructure financing proposals for developing countries on the agenda at the St Petersburg, Russia, G-2- meeting in Sept. 2013. Baodong says the mechanism called the Framework for Strong, Sustainable and Balanced Growth as part of the G-20 meetings is a major achievement. Each G-20 economy submits it macroeconomic policy plan for a Mutual Assessment Process under this arrangement. The progress from the Bretton Woods financial architecture to the new arrangement- from the G-6 to the G-20 to include developing countries from India to Mexico and Brazil- is another major achievement, not fully recognized by the public, says Baodong. Interestingly Baodong makes particular mention to global rebalancing, rather than pushing what he calls the impossible task of increasing demand to get growth. This is a realization coming to China's economic policymakers under the new Jinping-Keqiang administration after the overly aggressive effort to stimulate demand in the 2009-2011 Stimulus, and the ensuing financial problems in the banking and credit system. It is indicative of the policy shift and its implementation underway in China in 2013-2015....

It seems the whole nation was out on the streets,on crowded rooftops, packing balconies, leaning out of windows, to get a glimpse of Obama. Particularly emotional is the moment when he stood at the Door of No Return at Cape Coast Castle, a notorious slave port perched on the ocean. He spoke about the existence of "evil" that he had seen at Buchenwald, and here again. He spoke up against the poverty of Africa that is compounded by the greed, corruption and the lack of responsibility of the elites in African countries. Obama said "Africa doesn't need strong men, it needs strong institutions." He talked about his personal experience: "I have the blood of Africa within me, and my family's story encompasses both the tragedies and triumphs of the larger African story. Some of you know my grandfather was a cook for the British in Kenya, and though he was a respected elder in his village, his employers called him boy for much of his life." And where because of the corruption and lack of responsible government, influential Nigerian voices themselves feel this was the right thing to do. This is one area in which Obama picks up from a strong effort by President Bush. Bush tried to frame policy by rewarding good government and building institutions through programs like the Millenium CHallenge Corporation, an antipoverty effort that gave Ghana $547 million in 2006.
