To accomplish this the ECB has to buy the sovereign bonds of all the countries in the eurozone. A conflict is developing between Britain and the European Union over vaccine supplies as both sides try to get access to limited supplies. Britain and the US have moved ahead with their vaccination drives, causing alarm in Europe as Germany, France, member states of the EU lag behind. The problem comes from the delay in approving the vaccine by Astra Zeneca and Oxford University by the European Union. European Union prestige is at stake because its slower process of approving vaccine has led to a delay of 1 month in approving the Astra Zeneca vaccine. The Oxford vaccine is only now approved in Europe. Other problems have emerged. Astra Zeneca has announced that its vaccines made in Britain are now running short of supply and it can only provide 39 million doses to the EU instead of the 80 million originally arranged by EU. Soon after this announcement Pfizer said its factory in Puurs, Belgium, near Antwerp, is running into production issues. This would reduce supplies to the EU.  The EU has responded to this situation by saying it was being treated unfairly by Astra Zeneca. In response it has introduced new paperwork that would limit supply of Pfizer vaccines to Britain from the Belgian plant. Other countries are watching this situation with dismay as richer countries are fighting for the vaccine supplies. ...

India's GST tax collections - which finance infrastructure -reach the 1.40 lakh crore mark  (about $20 billion) for 3 months in a row in 2022. Increase in tax compliance culture, audit analytics, and actions against tax evaders, helped increase GST revenue collections. Revenues from import of goods and revenues from domestic transactions were 44% higher than the same month in the prior year. The increased economic activity and creating tax compliance culture are good indicators for economic growth in addition to the GDP numbers showing about 8% growth in 2021, the highest in the world surpassing China by a wide margin.  The growth slowed to about 4% increase in GDP in the 1st quarter yet the events of the first quarter such as the war in Ukraine increasing food and oil prices, depressing economic activity, have some other indicators unique to India that are entirely positive and hold promise for a surge in economic growth in this decade to 2030. With the pandemic years 2020-2021 pointing to shift in supply chains of US and Germany away from China towards India and other Asian nations, the Russian invasion of Ukraine with support of China will only make this shift move faster. Italy is investing the $225 billion of EU funds to modernize its economy under Mario Draghi. Draghi has shown in his first year that he can spend the funds wisely and invest in areas of the economy that need investments most. In the past year he has tackled problems including the slowness of the judicial system, modernizing an inefficient bureaucracy, and liberalizing wide parts of of the services sector. Draghi plans to invest EU grants in digital and physical infrastructure, education, environmental protection, and other needs for the long term. Before being chosen to lead the government Draghi was head of the Italian Treasury and central bank. He then headed the European Central Bank helping southern European countries tackle the debt crisis at a difficult time when Germany under Merkel pursued strict austerity policies and insisted on these policies for all eurozone countries. This report in WSJ shows the prevailing opinion in Italy is strongly in favor of Draghi staying on as prime minister till 2023 because of the confidence people inside Italy and in the European Union have in his leadership and discipline for making the investments to modernize Italy. Laurent Berger is the likely candidate for bringing together all social democratic and socialist parties in France.  French Socialist parties and leaders Melenchon, Glucksmann, and others in Greens party join together to contest the Assembly elections June 30, July 7. This means the socialist parties have finally made the decision to come up with ways to tackle the cost of living crisis, loss of manufacturing, lack of investment in infrastructure that can make a difference in the daily lives of working people. The years of the presidential first and second terms did not work from a plan to tackle the issues facing working class families and benefitted as much from the alienation that had driven working class votes in different directions from the failures of Socialist or Social Democratic leaders. This happened in Germany with Scroeder, in Britain with Gordon Brown, and in France with Hollande, in the US with Clinton and Obama. This Editorial in Le Monde says the French president faced a contradictory challenge he did not quite resolve and which gets worse in his second term. He has called for dissolution of the National Assembly as a result. That challenge was to reduce he far right vote but he had done little to implement a policy that would remove the causes of people supporting the far right. It is not only immigration. Immigration has also been tackled across Europe by agreement across all parties to keep out migrants. The lingering issues of worker discontent stem from struggles to make a living during cost of living crisis, and this is true across Europe and also in the US, even in India in the last elections. The other issue is loss of manufacturing that has led to deindustrialization and affected standards of living across Europe and the US. Small and midsized towns in France and in Europe have suffered from the stress of loss of manufacturing and public services without the local revenues to build better living spaces and communities. The policy to reverse this has started in the US, and requires more investment across Europe in infrastructure and public services, timely delivery, so that people across France and Europe can see the results in their daily lives. This then is the challenge for France, and for Germany, and for Europe. It is also the challenge in the US and in India. ...

Of the Budget of $6.75 trillion in 2024 Social Security $1.46 trillion   22% Medicare            $874 billion   13% Interest on Debt  $880 billion    13% Trump plans to remove tax on Social Security which would take this from 48% to over 50% meaning half of the Budget is off limits. If defense spending goes up not down then $874 and $325 for Veterans benefits are $1.2 trillion also off limits.  This means cuts of $2 trillion on $2.17 trillion or 92%. About 12 million Chinese viewers on Weibo look at new VP pick Tim Walz hoping for better relations with the US, reports BBC. Walz was teaching English and American history at Foshan No. 1 High School as part of a Harvard University volunteer program. Walz says it is one of the best things he has ever done, and gives him a unique insight into China and the Chinese people. Tim Walz was fresh out of college when he joined the Harvard volunteer program to teach in China in 1989. One Weibo user reflected the sentiment on Weibo- Walz's "unique background gives him a real perspective on China", and he could "promote cultural exchanges between China and the United States at a time when... relations are extremely difficult". China was different back then somewhat where India was in 2014, a largely agricultural economy beginning its transformation into an industrialized nation like the US, Germany or Britain. Walz told a local newspaper inthe US when he returned-  there are "no limits" on what the Chinese could accomplish "if they had proper leadership". "They are such kind, generous, capable people," Walz said. Walz encouraged cultural contacts and educational trips after he returned. Germany's DW.com looks at the influence of money in US elections. The Supreme Court decision in 2010 for Citizens United said First Amendment rights of free speech enshrined in the US Constitution were not based on the identity of the speaker as an individual or other entity. Corporations and unions were allowed the same rights of free speech. No limit was placed on contributions of companies. This has increased the influence of companies and corporate interests in US elections. This undermines public confidence in the election process. In one instance a billionaire said he would contribute $45 million a month to the former president's campaign. In one talk show the former president offered a position in his administration to that billionaire. In another instance a large Silicon Valley contributor offered large contributions to Harris-Walz and yet remained critical of Biden's choice of regulator Lina Khan at the Federal Trade Commission.  This shows the influence of companies in financing after 2010 is becoming more direct and blatant. Yet US has never had the kind of strict laws existing in Europe on election financing and not setup a public financing mechanism as in Europe. The EU summit under the presidency of Germany completes its task for setting up the European Recovery Fund and providing nonrepayable aid to countries hardest hit by the pandemic that would otherwise have to spiral their already high debt levels to unsustainable levels or provide little assistance to their suffering public. These countries include Italy, Spain, Greece mostly in southern Europe. Also needing aid are eastern European countries Hungary and Poland. For the first time the European Union is jointly taking on this debt of nonrepayable aid to member states most in need. This is a historic step. The Dutch prime minister, almost ruined the solidarity of Europe with his continual effort to cut the amount of funds and place conditions. The Dutch have favored austerity in Europe but at what cost and at what does it say about the Dutch in Europe. Reports show the Netherlands have gained back billions of dollars that would have gone in taxes to the governments of France, Spain and Italy by setting up tax haven. The Netherlands population 17 million, Sweden population 10 million, Denmark population 7 million, together make up less than half the population of any one of the major countries of Europe, Spain and Portugal, France, Germany, Italy. The combined population of about 350 million people in southern, eastern, and western Europe was arrayed against these 34 million northern countries in the long negotiations, that show solidarity but are also a sign of the changes in Europe as these countries in northern Europe were always guided by their own personal or country interest. Rutte fought hard because of elections he faces a second time against the far right wing parties, for a second time since the 2017 election. It could not get more personal than that. Even Britain if it was still in the European Union is likely under Boris Johnson to have reversed policies of Cameron to support solidarity in Europe and aid for recovery, considering how the government has tackled the pandemic in Britain. Setting conditions would only go part of the way is the reality today. The bigger part of preventing mismanaging of funds comes from the individual experience and hardship of people in southern European nations of Italy, Greece, Spain and other countries after the missteps in the eurozone finances in the last two decades. This provides the necessary dose of internal financial discipline. Not acting quickly in solidarity today would have been a serious mistake for Europe. Still Mr. Rutte and the Dutch have cut the European Recovery Fund's nonrepayable aid by 110 billion euros from the initail target set by Macron and Merkel of 500 billion euros. A call to U.S. and European leaders to uphold civilized values after the repeated use of chemical weapons and poison gases in Syria by Bashir Assad. Roberts quotes the poet Wilfrid Owen who fought on the Western Front in World War I and witnessed the horror of gas attacks at the time. The poem is "Dulce et Decorum Est." It describes a chlorine gas attack at that time. The Geneva Protocol for the Prohibition of the Use in War of Aphyxiating, Poisonous and other Gases, banned their use in 1925. The hesitant response of president Obama to the use of chemical weapons in Syria by Assad compares very unfavorably with the Sarkozy-Cameron action in Libya and president Clinton's response in Kosovo after attacks on civilian populations. It also fails to uphold civilization values. This is true also of the government of Hollande in France, Merkel in Germany, which have failed to respond. The focus on domestic issues and the eurozone crisis does not make any less the responsibility of western leaders on this issue. Russia under Putin and China under Jinping have not grasped the importance of standing up for civilization and values to be credible in world affairs....

This view from Udo Bauer of DW.com about the Berlin elections says the result with the CDU and the SPD each losing about 6-7% of the votes cast is more about the unpopularity of the CDU candidate Henkel and the SPD candidate Muller. He says Muller had about the charisma and appeal of a paper clip compared to the previous Berlin Mayor Klaus Wowereit who showed vision and assertive action. Other local issues were important in the election including crumbling infrastructure and dissatisfaction with services. The AfD won about 14% of the votes with its appeal to voters opposed to the refugee policy of chancellor Merkel. Yet Bauer thinks, like the Republican party in the past this could be a passing phenomenon, after voters have expressed their grievances about chancellor Merkel's "we can manage it" on the refugees. Something Merkel now says people read too much into. The SPD too has a lot to reflect on for handling local issues, says Bauer.

Ireland went off the cliff by taking enormous unregulated loans. The banks lent money freely and the regulators simply ignored the bubble that was developing through the last decade. The speculators, developers, bankers and regulators all let the bubble reach astounding proportions. One developer got a $6.3 million loan on a personal guarantee without meeting his banker. One 1000 square foot Dublin carraige house went for 3 million euros in an auction. One of the developers, Simon Kelly, says that everything was funded by the Germans through the European Central Bank. The sale of the Jury's hotel in 2005 resulted in the amazing price of 60 to 70 million euros per acre. Ireland's GDP which was $25 billion in the 1980's, reached $267 billion in 2008. The boom that was initially based on export competitiveness and the low corporate tax rate combined with an educated English speaking workforce, was followed by a speculative boom in real estate financed by Irish banks, where regulators simply looked aside and placed no controls on lending. To get an idea how the government looked at anyone who raised a red flag, look at this quote from Bertie Ahern, prime minister of Ireland from 1997 to 2008, who said at a trade union conference: "sitting on the sidelines cribbing and moaning is a lost opportunity. I don't know how people who engage in that don't commit sucide." And this coming from an Irish politician who helped in arranging the Irish peace accords with the help of Bill Clinton and Tony Blair. The risks of such uncontrolled speculation in real estate was lost on regulators, the government, and politicians. And the bankers stopped paying attention to their loans, with everyone wanting to lend money to 10-15 deveopers who were able to drive the market. The regulator at the central bank simply didn't pay much attention to the reports he received every quarter about the lending. Now the average household in Ireland owes 132,000 to the banks, according to David McWilliams of the Central Bank of Ireland, and unemployment is at 14%. If the Irish had completely lost track of the picture, what about the German and British banks that loaned money to Ireland? Why was money being made so freely available to Ireland. One Irishman says getting a mortgage in those days was like getting cupcakes. With prices haveing reached the stratosphere at 60 million euros an acre, were the European banks also pushing money into Ireland beyond the ability of a small country like Ireland to repay? According to the Bank for International Settlements based in Basel, Switzerland, Ireland owes $139 billion to German banks and $132 billion to British banks. Easy money was also available from US banks for countries such as Argentina which suffered similar crisis in prior decades. Banking crises ocurred in Asian countries in the 1980's. Much of this experience was lost in the manner German, British and other European banks loaned money to countries such as Iceland, Greece, Ireland and Portugal. Rachel Reeves plan to cut disability benefits was very unpopular with Labor voters. You.Gov poll showing Reform UK Nigel Farage party winning more seats than Labor was the last straw. As a public defender Keir Starmer was a lawyer for the Crown, and lacked the confidence to try to understand macroeconomics delegating it to Rachel Reeves. Starmer made the kind of decision that Scholz made that led to disaster for Scholz in Germany. He promised the voters to invest in the economy yet gave the finance minister post to Christian Lindner of the Free Democrats who was openly blocking every move to invest in Germany. Starmer was making the same mistake in UK having Rachel Reeves block every effort for commonsense and honest decisionmaking. DJT in the US is not the old conservative Republican he is commonsense and straightforward. Starmer could not simply cut disability and other benefits after 15 years of Consevatives austerity budget. DJT's cuts come after liberal some could say overspending by 4 years of Biden, so that Labor had to think carefully.  Nigel Farage of UK was simply going to use Reeves cuts to appeal to Labor voters, and to move to show he would support working class voters in different ways, which is why You-gov showed him beating Labor last week. Reeves would prove a disaster waiting to happen for Labor that it did not need particularly as Farage does not have the grasp of the economy that DJT with Bessent at Treasury and Powell at Fed has. ...

The Ukraine war could go on for months in a prolonged war of attrition now that Russian strategy is to withdraw its forces near Kviv and concentrate its forces in the east - on Donbas and Luhansk- says this report in the WSJ. US, Britain and other allied nations in Europe are increasing assistance to Ukraine in the conflict which could result in a long conflict. The result could be lasting changes in how the world was perceived pre covid and pre Ukraine. As in past conflicts in Europe there may be no winners in this war, just lasting changes in economic structures, more refugees integrated into the Eastern European economies, and accelerated changes in supply chains, renewable energy investment. Russia's people are not fully engaged, with use of younger less motivated and trained soldiers, leading to a conflict similar to that of the earlier period in European history where kings in Europe fought wars for geopolitical advantage, small territorial gains, and wars ended in small shifts in the balance of power between England, France, Netherlands, Denmark, Sweden, Russia. German chancellor Scholz is said to be reading Cambridge historian Brendan Simms account of this in a book titled- "Europe." The book is appropriately subtitled "Europe- The Struggle for Supremacy 1453 to the Present." Simms sees Germany as critical to what happens in Europe.  One of the key changes is the reintegration of Germany and European Union with the US as happened during the years after world War II. The policies pursued by former chancellor Merkel in relation to China and Russia and the integration of the German and European economies with China and Russia is likely to be reversed for stronger US-EU ties under the Scholz and Biden leadership of the alliance, and stronger economic ties with Japan and India in Asia.     ...

Russia's spokesman Dmitry Peskov told British channel Sky News "the casualties in Ukraine were a huge tragedy for us." He said Russia "suffered significant losses of troops" in the Ukraine invasion. He said he hoped Russia would achieve its goals in the coming days. The US Senate has voted unanimously to remove Russia's most favored nation status in trade. This opens the door to new tariffs and import controls on platinum, chemicals, iron and steel. Speaking to parliament the Russian prime minister Mikhail Mishustin said the cumulative impact of the sanctions means Russia is facing the worst economic outlook in decades. Mishustin said " No doubt, the current situation could be called the most difficult in three decades for Russia. Such sanctions were not used in the darkest times of the Cold War."  A new wave of sanctions is taking place from the US and Germany after Russia was removed from the UN Human Rights Council in a vote of the General Assembly with 93 votes out of 193 in favor of expulsion.
