For energy saving conservation technology investors the drop in incentive through a return to cheap oil or expectations of prices that are below $100 for instance can be the worst of both worlds high prices and low investment says Vinod Khosla. He advocates a floor on the price of oil. Stanford Professor Hillard Huntington, executive director of the Energy Modeling Forum, a group of energy experts, says energy saving initiatives could easily take 4 million to 5 million barrels a day of demand off the market in 10 years from the 20 million barrels a day that the USA uses to heat homes, power industry, and fuel cars, trucks and planes. It would be a huge loss for that not to happen. And this has happened before as the oil crisis in the 1980's became a dim memory once oil prices hit a low of $11 in the mid 1980's after conservation kicked in at the time. The idea then is to have some sort of gasoline tax that would keep a floor on the price of oil that Europe already has. Alas, economists and intellectuals such as Gita Gopinath of the IMF, just don't get it when they say the EU can increase growth by half percent meeting labor shortages using immigrants. As WSJ reports 50-60% of asylum seekers in Netherlands since 1999 are less skilled /less educated immigrants, are unemployed or on benefits.The new view across all parties is lets stop the immigration surges, its too overwhelming for the people to deal with, so that we can focus on cost of living and low wages for workers. Across Starmer's Labour in Britain, across Biden/Harris Democrats lined up with Republican Lankford in the US pledging to sign the legislation to close the southern Border, and in France Macron's premier Michel Barnier wants to do the same.   Mette Frederiksen of Denmark was a pioneer in the EU in showing that immigration acts as a distraction that hurts the working class as it distracts people from the key issues facing workers of cost of living and low wages, poor benefits. She was elected as a Socialist party leader in Denmark in 2015 and as prime minister in 2019. Sahra Wagenknecht, follows Mette Frederiksen, herself a daughter of immigrant, has formed her own party out of Socialist Die Linke in Germany which is now getting about 15% German voter support, 25% in the east, along similar lines to pause and stop immigration because it hurts the working class. In other parts of EU- France's Macron coalition has a prime minister who has called for a pause on immigration. US president Harris and Candidate Harris have pledged to sign bipartisan legislation drafted by Republican Senator Lankford to close the southern Border. The European Asylum Agency has the numbers at just over one million asylum seekers in EU in 2023 and agains in 2024 split by country- Germany 127,000 24% France 77,000 15%, and Italy and Spain 87,000 each 17% each Belgium, Netherlands and Austria 17,000 each at 3% each, Greece a bit higher. Some like the US and Germany with stronger economic base and industries can absorb the educated immigrants from middle class fleeing wars and strife, and less educated immigrants in construction and hospitality. The bigger danger is in creating support for parties that will use the issue to take whole economies and countries backwards by further depressing workers wages, benefits and rights, exacerbating social divisions around race and income that they say they will solve but have no economic policy to do this. All socialist and socialist democratic parties have grasped this in 2023-2024, some earlier by 2019. ...

NITI Aayog does much of the development planning for India. It's CEO Parmeswaran Iyer, says about one third of the population of 1.2 billion people has reached the middle class. The poverty level has dropped to about 16% of the population. He describes the steps taken to achieve this. First inflation control by keeping inflation below 6%- it was 5.7% in December 2022. The decline of loan rates for education, buying home and appliances to about 8%. Second the pioneering action of One Nation One Tax under GST that has saved Rs 18,000 lakh crore or Rs 12000 per household annual saving. To create small micro business in a country the size of India with a large informal economy action was taken. 120 million of 380 million beneficiaries are from the  middle class for PM Mudra Yojana who received Rs 7 trillion in collateral free loans. This is designed to provide non farm small loans of 10 lakh rupees (about $8000) to micro unit enterprises at the bottom of the development pyramid to encourage an entrepreneurial culture and micro enterprises. Non Performing assets (bad loans) or NPA were reduced from 11.1% of the banking system to 5.8% in 2022. This is critical to support future growth as banks that well capitalized can make the loans needed to support growth. In health and education  a large network of new universities and medical colleges, hospitals is being built. The Ayushman Yojana provides health screening to millions of people and aid is channeled to people for low cost generic medicines. It is the size of these efforts that is making the difference in the lives of ordinary people. People in China with 800 yuan or $114 can now invest in low cost mutual funds. They can invest in 5700 domestic mutual funds offered by Vanguard's partner in China Ant Financial Services Group. Vanguard offers investment advice in assembling mutual funds. The investment advice will depend on algorithms not people to provide investment advice.  Ant owns 51% Vanguard 49%. Chinese investors are known for speculative approach to investing and making risky investments. By contrast Vanguard's approach in the U.S. is more careful and makes a serious effort to reduce risk with its index based mutual funds which it pioneered. China is making an effort to bring American companies into its financial  markets as part of the opening up sought by the U.S. Vanguard CEO Tim Buckley says his goal is "to fundamentally change for the better how individuals in China invest." Vanguard says it has taken the long view having worked for a long time on getting regulatory approval and its own approach for investing to introduce in China. It studied the market since 2018 talking to industry peers, regulators and clients. It says Chinese regulators appreciate Vanguard taking the long view. Today Vanguard's office in China has only 20 employees, and it has stayed away from setting up private investment funds for wealthy individuals and institutions which is permitted for western firms in China such as Fidelity International.  Vanguard's Mr.Bogle pioneered low cost index mutual funds that follow and index as opposed to having mutual fund managers determine investments. This takes the guesswork and individual bias out of the equation as experience has proven that over the long run this approach works best. Vanguard now has $6 trillion in funds under management, and is by far the largest mutual funds company in the world. The inspiring story of Joan Poh, only the second rower to compete for Singapore in an Olympics. She rises at 5 am to workout as she also works as a nurse in a 10 hour shift at Tan Tock Seng Hospital. She has missed meals as she does her training in the midst of work as a nurse. She returned to working in nursing after a call from Singapore government for frontline medical workers in April of 2020. She sees sport as a dream, a luxury that one has to work for. Puts in 100% as a nurse and when rowing 100% as a rower.  At 5 foot 5 inches, 30 years old,  she is much smaller than other rowers, and uses her technique and training to compete. She is the oldest of 3 children who grew up in a 1 room apartment in Singapore. Without resources she learned to row on a long boat by joining a dragon boat rowing team when she was 17, then learned to scull in 2015 at age 25. In 2019 she took extended leave from her hospital to train for the Olympics in Australia. A Canadian who won Olympic Bronze in 1996 and 2000 coaches her free from Vancouver Island in Canada, using videos and workout programs, and went to Singapore when Poh qualified for the Olympics to train her in person. She looks at competing not just as medal winning, and sees this as one step in building a team in the right direction. She sees creating opportunities for others, and overcoming her childhood situation growing up struggling for resources. She says early on it was for her not wanting her lack of resources to decide what she could do. As she puts it - to always aim for a strong start even though one started with not such a good start. ...

Increasing college enrollment for women in the US shows no sign of changing. Women now make up 60% of college students for the 2020-21 college year, men 40%., according to National Student Clearinghouse. Another alarming piece of information is that there are 1.5 million fewer students at colleges and universities in the US, and men make up 71% of the decline. 3.8 million women filled college applications compared to 2.8 million men for 2021-2022 college year in the US, according to Common Application. The enrollment rates of poor and working class whites show alarming decline with rates of enrollment less than people from Black, Latino or Asian income backgrounds. Decline in male enrollment is highest for community colleges with family finances the main cause. The pandemic has accelerated this negative trend that is bad for America. 700,000 fewer students were enrolled in college in 2021 spring than 2019 spring, according to a WSJ analysis.  During the pandemic millions of women left jobs to stay at home with children. Many turned to sons for help, with some young men quitting school to work. Some examples shown in this report show parents having gone to college and sons deciding the skyrocketing costs of education make it too risky to take out loans that cannot be repaid. Many just feel lost, doing work landscaping for $500 a week or packing boxes at Amazon warehouses at $15.50 an hour. With so much going wrong in the way America is investing in its future generation, issues like wars in distant lands fade into insignificance, and president Biden's decision is surely "a wise decision." As is his effort to make community college at no cost given to young Americans. The $3.5 trillion investment in workers and families that Biden plans could not have been developed at a time of greater need than today. ...

Which dilapidated or broken road and bridge infrastructure will be rebuilt first under president Biden's plan? The WSJ looks at the $110 billion in new funding over 5 years to do this. In addition $66 billion for rail, and $39 billion for public transit. So much needs to be done. The list goes on and on. The head of the American Association of State Highway and Transportation, Mr. Tymon, says projects that were not going to get done in 6 years will now get done in 2 years. This is the big difference today, compared to the period under president Obama when little got done. After president Trump put a big spotlight on broken American infrastructure enough of a consensus exists to get on with the work in a big way. Normally the federal government provides about 50% of the funding for state highway and bridge projects. Take Rhode Island, Biden's bill would provide $300 million a year over 5 years, over $60 million over previous yearly levels. Of Rhode Island's 777 bridges 19% are deficient or dilapidated. The longer the bridge is deficient the costlier it becomes to fix. Bad infrastructure affects industry in multiple ways, a problem ignored for too long. Some of them date back to 1903, some to 1958.  In Woonsocket Rhode Island, 5 older bridges are deficient that are vital for local companies, including textile mill, and plastics manufacturer.  One deficient bridge at Naval Station, Newport, to Quonset Business Park with 200 companies is handling steady truck traffic. These are critical bridges for manufacturing says the city's Mayor.  Another state Missouri shows how the Biden investment will change infrastructure in the states. Annual capital funding of $1 billion will go to $1.5 billion over 5 years, says the Director of Missouri's Department of Transportation. That puts within reach all $3 billion of wish list projects that were considered high priorities. ...

After winning the Nation's League final over Netherlands next we will see her playing soccer in the Olympics. Aitana Bonmati talks about her life and experiences. Bonmati has given a boost to women's soccer with her talents, hard work and resilience, and by reaching out to fans all over Europe and the world. Alex Ibaceta interviews Spain's Bonmati in The Guardian. She started out playing with the boys because there were no girls to play with. She signs up for the town's football team Club Depotiu Ribes and Club de Football Cubelles playing with boys. As a cadete (14-15 years) she had to switch to playing on women's teams. This was a change at first as she had to learn to interact with girls. She says we had worse general conditions in life simply for being girls and even more in football. These were years when there was no professional women's soccer. She thought she wold play for a few years and then go to the US for studies, considering the University of Oregon. This is when she gets called to the women's first team. Bonmati talks about her mentality, not just the talent and hard work, but the mentality of sacrifice, resilience, fight and want to be better every day. To every young girl trying out a new sport, she describes this- it is a journey that is not pretty at times, there are bad moments, but these bad moments are what make you better as you learn to keep improving and know how to keep getting better. And to take on difficulties as opportunities. When she was goinghome from training with her father, they would use public transport and get home at 1 am. Looking back to where she is now idolized by young girls , what she has been able to accomplish she says it was not down to luck but all the hard work throughout the years. ...

A 50 foot marble statue was placed at the canopy near India Gate of King George V in 1936, by Edwin Lutyens, in an irony of history only 11 years before independent India emerged out of the British Empire in India. It was not removed till 1968 and no decision was made on what should replace it until 2022. Today the statue of Netaji Subhas Chandra Bose now stands at that place, Bose led the Indian Army's fight for independence from territory freed by the Japanese after Gandhi adopted Quit India in 1942 and most of the Indian leaders were arrested and Netaji escaped to East Asia. Part of the reason Netaji and patriots who fought to free India through means other than non violent protest were not seen as having made significant contribution was the sense that the Japanese invasion of China had shown it was another colonial power. However without the Japanese weakening British rule in Asian countries the British may have continued their rule in India. After the Japanese had proved the British, Dutch and French empires could be removed from Asia, the process that began with Naoroji, Tilak and Gokhale, and continued by Gandhi, Bose, Nehru and  Patel working together  seemed inevitably headed for success. Seen in this way a genuine understanding of Hind Swaraj can be gained. Mohandas Gandhi points this out in Hind Swaraj by saying that Gokhale was the true leader of independent India. In the true sense of genuine struggle the leaders and unknown soldiers who were jailed in the Andaman islands made significant contributions including Tilak. The struggle for Hind Swaraj was done by people who took the largest risks, and who weighed the future carefully. And this includes Gandhi and Bose,Tilak and Gokhale, and most of all the unknown people who were at the Salt March and Quit India movements.   ...

This BBC report shows how contact tracing works in Singapore to control the spread of coronavirus. On 4 February 20 Chinese tourists visited a traditional Chinese medicine shop in Singapore. Only 18 coronavirus cases had been recorded in Singapore on that date. That visit to the medicine shop created a new cluster for the disease to spread. Singapore's contact tracing units traced such locations through its well developed and extensive contact tracing programme, which follows the chain of the virus, identifying and isolating people before they can spread the virus further. For about 40% of the 243 cases so far on March 19 the first indication they had was a call from the Singapore Health Ministry.      About 6000 people have been contact traced so far, using a combination of CCTV footage, labor intensive detective work with phone calling. This includes an incident of a taxi ride of 6 minutes in which the person a yoga teacher was identified and contacted by the Health Ministry. Enforcement is done as the person was contacted at her home by three people who showed her a quarantine order, which said you could not go out or its fine time and jail time. With about 8000 people per square kilometre, Singapore is small and densely crowded. It could easily be overwhelmed with hospitals not able to cope and the health system collapsing if this was not done. Wuhan could have happened here, says infectious diseases specialist Dr. Leong at Mont Elizabeth Novena hospital, who advises the government.  Because the crime rate is low the police were given this task of tracing as a priority in addition to hospital units working on tracing. It also included the armed forces personnel helping with tracing so that it could be done quickly without delay. This provides a lesson on how countries that have faced the health crisis have used innovative methods to tackle it with good results. ...

PM Modi's win in Maharashtra, India's second largest state, and commercial center Mumbai with Ahmedabad, puts Vikshit Bharat plan to modernize India like China and Japan, on a firm footing. Some observers such as this one were of the view that the Chief Minister during Covid had done a good job, and that splitting his party with defections was not the right thing to do. Yet this view does not look at the infrastructure needs of the state and the nation which require effective government and government that can concentrate on delivery. It overlooks India's need to do what China and Japan have done to modernize their country in the last century. Vikshit Bharat is real, it is within reach, and Maharashtra senses this like the rest of the Indian nation. It is similar to Bumrah like Modi telling the Indian team that it had prepared well, now one should trust the process- which leads to Vikshit Bharat modernizing the nation - and give one's best. This led to Jasprit Bumrah taking the Indian team to a 297 run win over Australia at Perth after losing 3 Tests in New Zealand. A 14% vote margin for the NDA alliance called Mahayuti that is PM Modi's effort in Maharashtra, one of India's largest states which includes the city of Mumbai. This report says waves such as 2019 or ones in which Rajiv Gandhi won in 1985 were felt on the ground. This one was not anticipated. Yadav says in just 5 months after PM Modi's party lost in the Maharashtra Lok Sabha elections by 1-2% the shift is 15-16%. He says there is an additional 5 % deficit when a party contests a state election after a national election, widening the vote margin to 20 percent.  Of this he says the welfare schemes for women account for only 2-3%. To get a right grasp of the situation as a whole from the bigger picture than the headlines, is to know that even in the current chaotic immigration handling of both parties, the US comes out a winner in long term by 2034. That it gives for the younger generation a better future. Congress's Budget Office economic report shows GDP higher by 2% from the higher immigration of 5.2 million added to the US workforce by 2034. US productivity higher by 0.2% and residential investment including construction up by a whopping 10%. The younger profile of immigrants will help the US compete with India's younger population, and as China ages to have what it and Europe is aspiring to have- a younger population. The best way to look at the immigration issue is for the short term- manage it better by organized method of immigration without chaotic border crossings by allowing potential immigrants to apply from their home country, a step taken by the Biden administration. What it or any Republican administration could not control is the immigration that happens from countries the US is at war with or in conflict with. It is important to recognize that this is what happened with Venezuela the largest component of the immigration border crossings in 2023. It was made worse by actions of both parties Democrats and Republicans and made worse in 2017 by more severe sanctions on Venezuela under the Trump administration.  Also part of the problem is Venezuelan mismanagement- providing oil at pennies a gallon, hurting imports and spiralling inflation that only worsened under US sanctions after 2017. Long term- To reflect that US sanctions on top of mismanagement by Venezuela is a warning for all developing countries in Latin America, Africa, Asia and for the US. It meant 7 million refugees a staggering quarter of Venezuela's population fleeing the country, that burdened neighbors Columbia, Ecuador, Peru, Chile. By 2022-2023 many of these refugees were making their way up the Darien Gap to the US. Yet within this tragic situation for Venezuelan people how could the US best respond is to close the border as president Biden has proposed with McConnell and the Lankford effort in the Senate, which was blocked by the House under Mike Johnson. This gives time to assess the situation, correct US laws on asylum and parole that allowed this chaotic way to proceed under actions of both parties.And not let this destabilize the US by understanding that while Venezuela has suffered for its role in the crisis the US will ultimately have come out a winner, as pointed out by the Congressional Budget Office projections. CBO projections of this immigration impact by 2034 of increasing the workforce population by 5.2 million will provide higher GDP, more tax revenues, and higher productivity than without this group of Venezuelan and other immigrants in this special situation of 2022-2023. Arvind Subramanium, outgoing Chief Economic Adviser to the prime minister in an interview with the Hindu newspaper, shares some of the knowledge he gained from failures and successes. The key lesson he gained is that it is important to have independent advisers in government who can speak their mind. Finance minister Jaitley has embraced this point, that such an adviser is not just one more part in the technocratic machinery of government. The success in getting GST he says shows that cooperative federalism is needed going forward as a kind of technology for many changes, including agriculture, DBT.  Subramanium calls the Economic Survey a success with 350,000 unique visitors. He likes the independence and distance of the CEA job to propagate the big ideas combined with closeness to decisionmakers. He counts as a failure not being able to create an office of CEA to the states, a request from 7 chief ministers and state finance ministers. Subramanium sees the need for more people in government with specific expertise in different areas as opposed to generalists as the work of government is becoming much more sophisticated. There is much need for talent and the flow of lateral talent into government.  Responding to economic issues such as the impact of oil prices on the economy Subramanium sees CAD at 2%, inflation at 4.5% much better compared to 2013 levels of double digits and not in unhealthy territory and very manageable. He sees risks in the impact of a combination of oil prices, dollar appreciation, and currency trade wars that are happening. On Iranian oil imports and strict U.S. sanctions on importers Subramanium sees the cost of not complying as stiff once you are in the dollar trading system. On demonetisation he sees there are short term costs and potential long term gains that requires an assessment every 2-3 years provisionally, what happened to tax and formalization, and the costs. Including costs in inconvenience and hardship for informal cash intensive sectors noted in the Economic Survey. For GST he says the revenue growth rate is 16-17% in aggregate for next year, growing 12% in the first year after a difficult implementation. The poorer states have seen an expansion of tax base and revenue performance is unprecedented.    ...

Filled Bundesliga stadiums are a big problem, says DW.com Sports Editor, Sarah Wiertz. Germany faces a crisis with hospitalizations and in ICU's in November 2021. Borussia Dortmund stadium has lowest permitted capacity rate of all of 82%- this is still 67,000 spectators. She says this is not normality at last, it is absurd. Union Berlin applied for full capacity if it only admitted vaccinated and recovered spectators in the game against Hertha Berlin this week and got it approved. It is not good enough to say German Football League Association has 94% of its players, coaches and staff vaccinated.  With the alarming situation at German hospitals, many breakthrough infections, crowding in the stadiums is not responsible behaviour of Bundesliga clubs and fans. This is how the first wave hit Italy hard in 2020 March when soccer stadiums were filled to capacity, not a situation to be forgotten so quickly. ...

A German man 3 days short of his 60th birthday is turned away from a vaccination center because Astra Zeneca vaccine can only be given to persons above 60 years. The man is sent away starting a heated discussion at the vaccination center whether this was the right thing to do. He is ironically sent way because he is too young. Common sense has not prevailed.

Elsewhere local rules that are set down to the streets and house numbers where masks must be worn have been written down and followed. And deniers seem to think they have gone through enough hardships, when Italy and other countries have gone through much worse. German angst, he asks?
