There is much criticism of a $900 billion stimulus bill that only provides $600 direct payment checks to families suffering lost income during the pandemic. About $200 billion goes to business in the Paycheck Protection Program of which $120 billion goes to the most affluent 1% of Americans.

President Trump was critical and called for $2000 in direct checks saying it was scandalous that families would only get $600 in direct payment while lobbying interests and other interests were getting significant sums of money. Part of the Democratic Party has also favored a decent check to families.

It is not enough to think highly about work life balance of people around us, one has to free oneself from the constraints that make it hard to achieve that balance. As shown by studies in Finland about entrepreneurs, 40% of people in one study crossed the line from workaholic to work addict. Worse making the addict a role model is damaging to the younger generation. Tesla CEO Musk is not a role model for a young generation that values work life balance. It is also essential for healthy living.

Disagreements on how much to fund an education recovery effort in the Toy government of Mr. Johnson. Sir Kevan Collins resigns after his program designed to help students recover from the loss of study time from coronavirus at a cost of 15 billion pounds is rejected. The government plans to put 1.4 billion pounds, which Sir Collins calls too narrow, and not doing enough, delivering too slowly. Sir Collins had hoped to give 6th Formers and extra 100 hours of schooling and help prepare students for GCSE exams. He would have extended school time by 30 minutes in 2022 and setup a 35 hour week for students.

Netherlands plans to spend 2500 pounds per student, the US 1600 pounds per student, the UK 50 pounds per student.

Kristina Johnson is the new chancellor of the SUNY education system in New York state. About 440,000 students are enrolled in the SUNY system. Johnson is an engineer who studied at Stanford for her masters and doctoral degrees. She headed the engineering school at Duke and set up the new interdisciplinary engineering  center for applied sciences and medicine at Duke in 2007-2009. She is also an inventor with 42 patents, some are being used in technology to take pictures of cancerous cells. In 2009 she was made undersecretary of energy in the Obama administration. SUNY is expanding access to lower income students with Governor Cuomo's Excelsior scheme to fund tution for students whose parents make less than $125,000.

Can Britain take it, more Tory austerity cuts? Mark Landler in the NYT calls it one of the most austere budgets ever imposed on Britain, a country already in recession. Prime minister Sunak and finance minister Jeremy Hunt introduce a budget that will cut government programs saving 30 billion pounds and higher taxes of 25 billion pounds or $29.7 billion. This will mean a drop of 7% in disposable incomes of people in Britain over 2 years. After a series of missteps first under Boris Johnson and then briefly under Liz Truss, the Tory government of Rishi Sunak concentrates on budgetary constraints ignoring the promises made for growth and improving infrastructure, leveling up of regions, that were made by a series of Conservative governments. It lacks broad support as this government was not elected with this mandate. Boris Johnson won the election with traditional Labour support for leveling up, growth and infrastructure. None of this is happening. Also cut are budgets for the defense ministry, foreign aid and aid to cultural institutions in London. ...

India's lunar probe released from the orbiter circling the moon is diverted from its expected path in the last 20 minutes before a landing on the lunar surface. As it reached 2.1 kilometers from the moon's surface communication with the ISRO satellite center in Bengaluru was lost. Landing on the moon is a difficult task because it lacks atmosphere, the distance preventing landing control in real time, and landers depending on thrusters to set down at the lowest speed in the right place away from craters and rocks. As a result a lander module is programmed to scan the surface and make the landing on its own. A similar Israeli mission recently failed for the same reasons. China landed a rover on the far side of the moon in January, and plans a Mars mission in 2020. The plans to build a space station orbiting the moon in 2023, and make a moon landing that year, land a person on Mars in 2033. In a decline in living standards for 9 months since March 2016, the longest stretch since 1975, UK household disposable income declined again in 2017. UK household's disposable income fell 1.4% on the quarter in the first 3 months of 2017, according to the Office of National Statistics. This decline for the third quarter in succession comes from weak wage growth, rising prices, and higher taxes. This also shows that Brexit has certainly not helped the British economy, and provides further evidence that it is hurting the British economy. With increasing uncertainty after the parliamentary elections, a weak government, serious questions about Brexit, further weakening of the annualized growth of 0.9% at this point is not ruled out by experts. The NYT's look at the televised debate between Macron and Le Pen for the presidential election. Macron has this to say in closing about Le Pen's shelving her plans for exit from the European Union compared to her position in the last election. "It's a project that doesn't say its name but entails leaving the European Union. I'm not lying about the goods, you are lying about the goods." Macron says Le Pen is being disingenuous about this, arguing that by reducing French contributions to the Eu budget and by ignoring fundamental rules of the EU such as freedom of movement and the single market, that would lead to a de facto exit from the European Union for France. One of the key questions is what would she or some other candidate such as Mr. Melenchon done differently than Mr. Macron- For the once in a century pandemic? Macron is not faulted by any one for the work done by two prime ministers he appointed for the task. What would she or some other candidate done differently for today's surging inflation, considering that it is happening worldwide? Are their aspects of France's welfare state, and her economy and the currency that are better protected under the European Union than in a situation of de facto exit. The absolute power in the French presidency is something that happened after a weak system of prime ministers and coalition governments in the period between the two wars, and that power used wisely enabled De Gaulle to take decisive steps  over a decade for France in the post war modernization of France. This was a problem for Melenchon with his calls for a new Republic and a new constitution. Yet many of todays problems of decaying communities and once prosperous industrial towns in decay in the north, northeast and the south require a next generation industrial revolution to bring manufacturing back to France and back to the European Union, and large scale investment in France, as is happening today in the US which is confronting the same problem.    ...

France's 3300 Total Energies gas stations cap gas pries at $8.50 a gallon comapred to $4.22 at market rates in the US. Total Energies CEO Pouyanne says the cap is possible so long as the French government does not impose awindfall profits tax on the company. Profits at the company rose to 5.8 billion for hte last quarter up 51%. The cost of the cap is about $580 million so the company is still way ahead and this preempts the possible windfall profits tax which might go even further. At the same time the company gains public respect.

XI Jinping tells China's National People's Congress that "western nations- including the US- have implemented all round containment, encirclement and suppression against us, bringing unprecedentedly severe challenges to development." Addressing the private sector Chamber of Commerce representatives which create significant number of jobs in China he said the Communist Party "has always regarded private enterprises and private entrepreneurs as our own people, and will always support them whenever they run into difficulties." Job creation in China is a challenge with high youth unemployment estimated at about 20%. The pandemic worsened the situation for state finances and for unemployment for migrants, the construction slowdown has added to this. The burden of trillions of dollars of local government debt increased during the pandemic with the central government lacking the resources to help, creating problems in the local economies.  This WSJ report says Xi's speech seeks to present his government's performance in the light of these challenges and future challenges as growth slows in China. The trading relationship with US-EU added to employment and income problems for China's economy and people, yet it had one weakness an over concentration in manufacturing in one country that European and US business placed in one country. The building of a  new supply chain that creates manufacturing in other countries to reduce this concentration, and the limits placed on access to western technologies by China to protect US-EU in competition, places new development challenges for China, which Xi alludes to. In the past China was able to use huge stimulus to tackle its debt by creating more growth that supported this debt creation. The pandemic may finally have reversed this as trillions of dollars of debt have built up, and construction of homes and infrastructure has reached a saturation point. This is the kind of situation that Japan entered in the 1990's after three decades of torrid growth and development rates. History is being repeated as China like Japan is entering a new phase of an aging society. In this sense the challenges China is facing are very different from that of Russia. Creating jobs is a perennial problem in India and China with their large populations and rising aspirations of people after centuries of underdevelopment, something that Europe including Russia does not face in anywhere to a similar degree. in this sense there is more in common between the EU and Russia even when they are in a war, than Russia and China, and China has more in common with India. The struggle in Europe as Cambridge historian Brendan Simms has pointed out in his History of Europe, is more about the balance of power which is the story of European history since the 1450's where no one country has been allowed to act with impunity in invading its neighbors and other countries formed a concerted group to prevent this. Be it France, Austria, Britain or Russia that acted seemingly with impunity. China has little to do with it or Europe's history. President Biden is right to say that the US only competes with China in the economic and business fields, and seeks to find common ground on climate change and food insecurity. The US has supported China throughout the twentieth century since the time of Woodrow Wilson in 1913, around the period when Tsinghua University was established with US help. The US helped China during the Japanese invasion and the Cold War period ended with renewed relations.  ...

The incomprehensible situation that the UK Tory governments have not asked Shell and other oil companies to pay a properly implemented windfall tax on record profits. Shell made over $30 billion in profits in 2022 so far says this report in The Guardian and paid no windfall tax, because Mr. Sunak as finance minister put a huge offset to taxable profits by giving back 91p for every  1 pound as tax breaks to oil companies for investing in extraction in North sea fields when he imposed the windfall tax. Shell made large investments in North Sea fields that nullify the windfall tax so no such tax is paid. Mr. Sunak thus completely negated the very positive effect of the windfall tax. This tax if paid would help the UK with its fiscal situation during the pandemic and reduce borrowing costs, provide credibility in financial markets, fund assistance to vulnerable segments during a cost of living crisis, at a time of crisis in UK finances in October 2022.  ...

The FBI arrests a 21 year old member of the Massachusetts National Air Guard for the US Department of Defense documents leak. He was trained as a cyber transport systems specialist. He was assigned to the 102nd Intelligence Wing at Otis Air National Guard Base, part of Joint Base Cape Cod. There are units at the base that process intelligence collected from drones. Yet there is no explanation of the airman needing to have access to daily slides of the Ukraine war, much less the daily deluge of briefings at the highest level of CIA, NSA, and the Office of the Director of National Intelligence. This remains a question on which there are no answers.

Polls on Deutchland opinion trends show Merkel has gained support with her careful handling of Brexit, and the AfD has lost support. Only a month ago media reports covering the immigration issues had put AfD in the light of gaining using this issue. The infighting in the Conservative Party and the lack of any plans of ministers in the British government favoring Brexit for leaving the EU have Germans questioning this kind of politics compared to Merkel's promise of a "calm and composed manner" in dealing with issues of people's lives and the future of Europe. The extensive coverage in Germany of the vote for Brexit, the EU referendum in Britain, increased awareness in Germany of the benefits of the European Union. Merkel and other leaders offered their assessment of how the European Union has brought peace to Europe and improved the lives of the people during the pre Brexit media coverage. Now Infratest Dimap polls show the popularity of Merkel has increased to 59%. Compared to a June poll before Brexit things look better for Merkel-  the AfD Alternative for Germany has lost 3 percent of support dropping to 12 percent, the Christian Democrat party of Merkel is up by 2 percentage points to 34 percent in popular support, the Social Democrats also increasing support by 1 percent to 22 percent.The vast majority of people said the European Union provides security (74 percent) and prosperity (79 percent). Germans are skeptical about the value of referendums on such major decisions as EU membership because of swings in popular opinion such as that on immigration that swayed British voters- 49 percent saying parliament does better in these situations than a referendum, 42% saying referendums are better. For voters who said Germany was hindered by membership only 11% supported that proposition and 52% said the EU is beneficial for Germany. Over 75% actually favor more cooperation on refugees, data policies and energy, setting the prospect for a stronger European Union. Also proving the importance of responsible politics, and honest, flexible leadership, responding to people's concerns yet not pandering to swings in opinion for temporary advantage. A separate piece in the Guardian by Yonge points out that Cameron actually won only 23 percent of the eligible voters for Conservatives in the 2015 elections in Britain, reflecting a two decade slide. Brexit only made this failure widely visible, and did not escape the attention of the German people.   ...

The UK NHS is urgently tracking down parents of 35,000 children in London who are not fully vaccinated against polio, says this report in The Times. Health officials have detected the first outbreak since 1984. They are trying to trace it back to a "single household or street." London has lower rates of polio vaccination than the rest of England, dropping to levels that are seen as risky for the health of children. Vaccination rates are low in north and east London says this report in The Times. In London as a whole the vaccination rate for one year olds in 2021 is at 87%,  5 percentage points lower than that of the UK as a whole of 92%.  

Lack of investment in public health and services has weakened the public health system even as hundreds of billions of dollars were misallocated by capital markets gone astray. The pandemic exacerbated a bad situation in public health lowering vaccination rates even further.

German authorites are looking into the possibility that higher up management knew about the emissions cheating and whether management had permitted it to take place. A search warrant was issued by a judge in Munich in March 2017 that makes it possible for investigators to take documents and other evidence on mobile phones of senior management, including Mr. Muller and Mr. Stadler, two very senior executives who head VW and Audi. Almost 2 years after the story first came to light the investigation continues and the probe deepens into who knew what at the highest levels of management.

Tabuchi provides an exceptional account of the difficulties overcome by Rieko Fukushima as she returned from maternity leave to setup the 3-D TV team at Toshiba to commercialize the technology. Her inventive skills, networking and collaboration with other parts of Toshiba, hard work and perseverance paid off when her team solved the problem of being able to view the 3-D television without glasses. The solution was a new algorithm based on Toshiba processer Cell that sent different images to the left and right eyes. Here she describes the astonishment with which her team received the news that a woman was in charge of the team, just returning from maternity leave, and only 39! Was it tough as a woman? Yes, she says! Rieko was exceptional in many ways. Japan's challenge is to get more women with even a fraction of Rieko's talent to make a huge difference in a country where women play a minor role in positions of responsibility and initiative at all levels. It would make a large difference in Japan's prospects in the global economy- about 8.2 million more workers, and an estimated 15% increase in GNP....

The French British collaboration effort will bring a new vaccine to the global effort against coronavirus. This vaccine was expected in February 21. It will be ready by the third quarter of 2021 just as vaccine supplies are being ramped up. The Sanofi Pasteur unit and GSK Glaxo SmithKline are the two companies in this vaccine venture. This vaccine will address the problem of new mutations of the virus in the British and South African versions and can be stored at normal temperatures. 
 

The new vaccines will boost supplies just when the situation is bleak for vaccine supplies in Latin America and Africa, South East Asia, places left out in the vaccine race in advanced countries and in India. Britain has ordered 60 million doses.
