Indian finance minister Sitharaman announces a new stimulus package "Atman Nirbhar Bharat." This includes an effort to incentivize creation of employment opportunities for people making less than Rs. 15,000 a month ($215 a month), called "Atman Nirbhar Rozghar Yojana, for a period of 2 years. Sitharaman cited stock market rebound and foreign reserves reaching $560 billion to show that along with the government efforts and planned infrastructure the economy would make a robust recovery. Because of India's large informal economy help to street vendors and other small retail is critical in the Indian economy. The finance minister cited the "One Nation, One Ration Card" which allows street vendors and other retail merchants to access foodgrains from FPS of choice in 28 states and union territories in India. This is part of the effort to build demand and upward mobility in the economy. The names given for these efforts or yojanas are unique- PM SVANidhi stands for PM's Street Vendors Atmannirbhar Nidhi. Atmannirbhar is the overall plan for self reliance in the economy and the prime minister Modi has pushed for buying Made in India, to promote jobs and technology + capital accumulation in Indian manufacturing. India took a blow from the coronavirus with close to 9 million infected by the virus and lockdown in March. By September 20 the daily cases reached 100,000, and by November 10 the daily cases have dropped to 44,000. Social distancing and mask wearing are widely accepted in India. India has other advantages in the large pharmaceutical industry and access to drugs at government regulated and low prices as part of the planned effort after independence in 1947. Other aspects of Indian life are cultural preference for vegetables and fruits in the diet, and spices, herbs in cooking, yoga practice, which are anti-inflammatory and promote healthy living.  With the largest population in the world the region in the Indian ocean comprising the countries of India, Bangladesh, Pakistan, Burma and Indonesia, former parts of the British and Dutch empires, is a region where the coronavirus posed a great threat to human life. An early carefully orchestrated lockdown by prime minister Modi  helped with the message in March that India faced a singular choice - between going back 21 years in development or controlling the coronavirus in 21 crucial days. The setting up of the direct transfer of money to bank accounts  of farmers, urban street vendors and lower income people in rural areas by giving everyone a bank account under a government plan early in the first term of the current administration enabled it to send aid directly when coronavirus hit the country. Other schemes included cooking gas for women in rural areas who depended on firewood for cooking. These schemes and sanitation infrastructure setup under the Clean India campaign, helped India build an element of resilience when coronavirus hit.  The government plan to remove interstate barriers to commerce and integrate tax system collection at the federal level, bringing parts of the informal economy into the formal economy, have increased revenues that now finance an infrastructure plan that hopes to match the one in China over the next decade.   ...

This cooperation and a need for Latin America to diversify from concentration of trade with China, increasing potential with India, can lead to a doubling or tripling of trade with India in a few years.

This report does not say that Lt. Keith Kellogg has said clearly and many times the main reason- it is a senseless war that is costing an entire generation of young men from Russia and Ukraine with loss of about 1 million young people in war zones including civilians. All coming after a pandemic has taken away millions of people of an older generation from China, India, US and Russia. PM Modi has also described it in this way.

The Adani Group's public offering of $2.5 billion was slightly oversubscribed says the WSJ after a short seller in New York City Nathan Anderson issued a report critical of the company. Adani Group is a set of companies in India that have taken  up the ambitious goals of electrifying India with its population of 1.3 billion so that no home lacks an electric bulb light for children to read. It is under criticism because this means coal mines in Australia provide the coal that provides this electricity when coal is used in China and India to provide much needed electricity. Adani Group is unique in that it is making the rapid transition into renewable energy in line with PM Modi's goal of generating 50% of electricity from renewable energy by 2030.  Adani Total Gas Limited fell by 10%, Adani Green Energy and Adani Transmission made low percentage gains.   Thirty anchor investors provided $734 million including American banks.  This includes Abu Dhabi Investment Authority and Life Insurance Corporation of India. Abu Dhabi based International Holding Company said it would buy $400 million in shares in a public show of support for the Adani Group. Adani Group will use the proceeds to fund capital expenditures on green energy projects, expressway construction and airport improvements and repay some debt. The building of India's Uttar Pradesh Expressway is being done by Adani Group which is similar to what happened under US president Eisenhower in the 1950's in building the first Interstate Highway system in the US. In 1953 after Dwight Eisenhower became president he developed the plan for a national Interstate Highway system that led to the passing of the Federal Aid Highway Act of 1956. This is happening today in India. Airport and port improvements taken up by Adani Group help build India's woefully inadequate freight logistics to make it a part of the US new supply chain after the errors of overconcentration in one country China. Green energy projects help fight climate change where investments are badly needed and governments in the US and India are giving much needed direction and support. It is in this context that the huge growth of the Adani Group can be seen. It is not similar to the Tech company valuations simply because it is like China's effort under state owned companies to match the growing demand for electricity for industrialization. During the British Empire after 1800 capital from India financed the Napoleonic wars, industrialization of Britain, and indirectly industrialization of the United States through British capital invested in the US in the period before 1860. Capital that was diverted from India, and through British trade that impoverished China. As a result the growth in China after 1990, Korea after 1980 and India after 2014 comes in a catchup mode to meet the growing aspirations of hundreds of millions of young people with some companies state or private owned picking up the pace in an unprecedented way. This is the raison d'etre of the Adani Group. China's total installed capacity of electricity has increased from about 500 GW in 2005 to 2500 GW in 2021. This is the story repeating itself in India with Adani Group and other companies such as NTPC, State Grid and Tata Power setting over five fold increase. ...

Ranil Wickremesinghe of Sri Lanka, both Finance Minister and Prime Minister during this economic crisis, says to The HIndu in this interview- "It's hectic, this is a new experience. I am working eight days a week." He says he will firm up the staff level agreement with the IMF by June. Then he says comes the debt restructuring plan that gives a clear indication of what Sri Lanka has to do. By July there will be also the interim Budget.  He said "I must say that Indian assistance has helped us get through these difficult times." He says in addition to the $3.5 billion he is hoping to get another $500 million assistance for fuel. On austerity path Sri Lanka faces he says we have agreed with the IMF that vulnerable groups will have to be supported. He said if we look at what are called tough conditions, even if the IMF were not there, we would have to do it. The advantage of going with the IMF, you get something or everything. If you were to do it on your own you get nothing. On austerity he said yes there has to be austerity but we want it to be for the short term, so that even if 2023 will be a difficult year, in 2024 we can start moving. On the Adani investment of $500 million and Mr. Modi, he says  that he emphatically welcomes it. We need it at this moment and it is a good sign that investors are coming in, said Wickremesinghe. Indian prime minister's speech in the Rajya Sabha, India's upper house of parliament presented the government's ideas behind the reforms in the agricultural farm laws. He made the point that the mandis for minimum support price or MSP will always be there, so that farmers looking for MSP would always be covered. "MSP tha, MSP hai, MSP rahega,"  his words in Hindi. Some of the main points are covered here in The Times of India. Many governments in India in the past have talked about reforming Indian agriculture. During the administration of Lyndon Johnson after famines and food shortages in India effort was made for the Green Revolution. Lal Bahadu Shastri, prime minister took up the work of the first development phase in 1965 to benefit Indian agriculture. The speech cited the work of Shastri for the Green Revolution that made India self sufficient in food grain production. India benefitted from American scientists mainly agronomist researcher Norman Borlaug. The prime minister cited the words of Manmohan Singh, Congress party prime minister preceding him, who had emphasized how important it was to bring changes to Indian agriculture. "Modi implemented what Manmohan said, You should be proud."   Manmohan Singh had said- "There are several rigidities in the whole market since the 1930's which prevent our farmers from selling their produce where they get the highest rate of return. It is our intention to remove all the handicaps that come in the way of India to become one large common market."  Other parts of the speech said about the new agriculture laws- "There are many laws. every law is amended in a few years. We are not static. Change is tradition. We should talk to the protesters, implement the changes. I will take the abuses. You take the benefit from the new laws. We can move ahead together... There are old people sitting in the cold, it is not right." The government has stated it will hold the new agriculture laws for 18 months and the Supreme Court has appointed a committee on the laws. In his speech Mr. Modi said that there was nobody to look after the small and marginal farmers, and asked who will speak for the 12 crores or 120 million marginal farmers who own less than 2 hectares of land.  In fact it was a call from these small and marginal farmers that led to Jawaharlal Nehru, son of a British trained lawyer Motilal Nehru, to join the struggle for Indian independence. This is shown in his autobiography written from jail in 1934-35.  At the time the British simply used the Indian police trained and run by the British Army to silence farm or agrarian unrest from small farmers. Nehru was asked in a phone call to come to one of the locations of the unrest during the early years. The bedrock of Gandhi's movement for independence was villages in which marginal farmers lived lives without making enough. When Vivekandanda talked about India's hundreds of millions living in poverty he was speaking of small farmers who then were a majority of the population of the country. Charan Singh, a former prime minister in 1970-80,  said that 68% of farmers were small and marginal farmers who owned less than 2 hectares of land. The government crop insurance scheme was changed to make it farmer friendly, PM Kisan scheme to empower the farmer. The Indian Rails initiative is intended to speed agricultural produce to locations throughout India taking produce from locations in southern India to places as far Kolkata. This is opening up new opportunities for farmers to increase incomes.   ...

The P1 coronavirus variant from Brazil is seen in 200 of 877 cases in ski resort in Whistler, British Columbia. Helath officials have little knowledge of how this variant entered Canada's western province. This report says the housing shortage for hospitality workers is worsening the pandemic with 6-8 hospitality workers living together and no chance to limit the spread.   The decision by the state health officials not to screen with testing for which variant is responsible for an infection of covid is coming under criticism, as reported in The Guardian. This allows the variant to spread with no knowledge about where it is happening so that countermeasures can be taken. In the absence of this type of screening and testing one is flying blind, says this report. Recent steps to contain the spread in India advocated by prime minister Modi in India give micro-containment a big role, with screening and testing and detection of incidence of mutation becoming critical. To do this the health system has to be well prepared and have full support and direction from a unified authority bringing together every arm of government at the federal, state and local levels. Michio Suzuki of Hammamatsu, Shizuoka, Japan, comes across as a rare figure in Japan's industrial history as one who spanned the entire period of Japan's rise as industrial power running a major textile and automobile company from 1909 when he founded Suzuki to 1978. Starting with manufacture of textile looms Suzuki saw the potential of motorized transportation in the 1920's. After the war it shifted from wartime production to introduce the first e-bike Power Free in 1952. He was succeeded by his son in law Osamu Suzuki who became another icon in automobiles by running Suzuki from 1978 to 2021 for 43 years. Between the two Michio and Osamu it spans a period 1909-2022 of 113 years, the period of the Industrial Revolution in Europe and Asia. In 1979 Osamu introduced the car for small spaces, the Alto, that is one of the most sold cars. In 1980 Osamu started the partnership of Suzuki with Maruti of India, that brought the Alto to Indian streets changing the industrial landscape of India. All three countries in the South Asian neighborhood now face economic crisis of large proportions - Sri Lanka, Pakistan, and Bangladesh, all turning to the IMF for help. In the case of Sri Lanka there was help from the beginning from India. It was lack of jobs and not enough jobs generated even with a decade of 7% economic growth. It was in protests over job quotas reserved for independence soldiers that led to the ouster of Sheik Hasina's government. This report in NYT shows overdependence on garment exports which generated growth for decades under PM Hasina as having a drawback during Covid. The disruptions in the supply chain during Covid hurt Bangladesh when garment earnings dropped. At one point the industry was closed for months. India provided assistance including vaccines during Covid and India is the largest destination for Bangladesh exports with economic ties to 5 Indian states. The recovery from Covid has not been strong and has led to reduction in foreign exchange reserves. In 2022 Bangladesh turned to the IMF for assistance. Not enough jobs were being created for a large population. In 2000 the population was 129 million, in 2019 before pandemic 165 million. Today in 2024 it is 171 million, increasing by 33% from 2000. By contrast in a communist state Vietnam population increased by 22 million to 99 million or 29% in 2024 from 2000   Foreign exchange reserves dropped during the pandemic to $23 billion in July 2023, in the last 11 months it dropped by $4 billion to $19 billion. By comparison Pakistan's are at $13 billion, up $4 billion in 11 months. Foreign remittances from Bangladeshis overseas are another source of foreign exchange. The major problem of getting tax revenues with people and business not paying taxes due is a problem for Bangladesh and for Pakistan. India has made huge gains through GST and digitization of economy to get tax revenues to support economic growth and infrastructure. And under the leadership of prime minister Modi there is discipline, girt, a strategic focus, with good governance, that is similar to what helped transform Japan and China into industrialized nations. This is missing in Sri Lanka, Pakistan and Bangladesh and in Burma. This gives some idea why in the present budget north and eastern Indian states of Bihar, Orissa, Andhra Pradesh, with a combined population of 230 million people are in a specially designated region for development. It is a gathering momentum against centuries of foreign occupation and neglect similar to that seen in China. ...

This is a major step toward fulfilling Uttar Pradesh’s energy needs. With these power plants, electricity availability in UP will increase significantly, giving a boost to industries here. Today, development projects worth over $6.7 billion (Rs 47,000 crore) have also been inaugurated or had their foundation stones laid.” ...

Indian Finance Minister Sitharaman gives the following remarks in parliament on the White Paper presented to the 18th Lok Sabha in January 2024, describing the dire condition of the Indian economy by 2013 with mismanagement and "big ticket" corruption. India's Finance Minister Sitharaman describes the situation in three key areas by 2013 that left the economy of India in a fragile state, with projects stalled, development delayed, and capital investment not taking place. She gives as 3 main points of focus- the state of affairs at Defense Ministry, at the Environment Ministry, and for Energy supplies. At the outset she says PM Modi had suggested the need for such White Paper by 2015 so that future generations would know what had happened in India that failed the country at a time when China had already joined the community of developed nations. The issues go back to the coal scandal when coal auctions had to be cancelled by the Supreme Court for irregularities, the misuse of state owned banks leading to a large increase in non performing loans, and the mismanaged Commonwealth Games under government before 2014.  Sitharaman told parliament this had the effect of national security being compromised, Environment as a Ministry becoming a bottleneck, and the leadership failing the country. In the military there was a critical shortage of ammunition and equipment. She cites the Defense Minister at the time having the attitude that independent India has had a policy for many years not to develop the border areas, as an undeveloped border was better than a developed border. She also says Ministry stated that 92% of the Defense Budget was used up and major acquisitions have to wait for the military. Following this Sitharaman cited the scandals of that period and leakages of funds that weakend the country and failed its people. She compared capital expenditures today of 6.22 lakh crores in 2024 thre times the number in 2013 of 2.53 crores. HAL now makes Tejas jets and helicopters in Made in India production. At the Environment Ministry the delays that were 86 days reached a high of 316 days by 2013 for approval of development projects, with 355 projects pending, the nation brought to a standstill with the effects of the coal supplies to thermal power plants being wholly inadequate and Coal India in poor shape. The Washington Post does not deny this as false, and this is the crux of the point DJT has made what everyone with eyes to see has seen for 40 years. DJT sometimes exaggerates to make his point. False should mean the meaning is false not that a particular number 70% vs 50% for India's tariff on Harley Davidson motorcycles. It should also consider PM Modi's stand for India- to support the US position when it comes to American factories closing by the thousands and destroying not just it's manufacturing but also it's middle class, just as Gandhi would have done. That close is India's sentiment for the American people and the Republic, and the defense of its recovery as a manufacturing nation for its workers and families. DJT did not say that it is a poor country as the Washington Post says is "Trump's telling." As Greg Ip of the WSJ pointed out in 2024, it is that the US simply cannot sustain the blows to its workers and its manufacturing base from a $1 trillion deficit year after year with China. Before bringing economist's into the picture one has facts of what the devastation to American workers has done to communities across America. DJT said and most workers will stand by his words- "For decades, our country has been looted, pillaged, raped, and plundered by nations near and far, both friend and foe alike. American steelworkers, auto workers, farmers, and skilled craftsmen. They really suffered gravely. Take Irwin's point that the US would have to monitor rates on 13000 tariff line items. This is ridiculous because the US simply needs to monitor the key products such as semiconductors, oil and gas, LNG. In just one negotiation with India the US having a trade deficit DJT states of $100 billion with India- terrible trade. By opening up supply of LNG and oil US can fill India's needs for Oil and LNG and cut the deficit to zero. Who came up with this idea. Indian PM Modi and his trade team. Once it was known that the status quo was unacceptable India came up with its own ideas lets import what we get from Russia from the US. Yes we had discounts from Russia but that was when oil prices were high. DJT's effort to get oil prices down by increasing US production will make it possible for India to get this oil at similar prices. India is a much bigger economy now than during Covid 5 years back India can do this. US and India win-win by doing joint aviation production deals and US gains with sale of F-35 stealth fighters. It is just common sense. Sadly, much of this is common sense that is beyond Ivy League Economics departments at American universities.  Reciprocal Tariffs make a lot of sense because this is how fairness is done- for China, for India. In the case of Mexico, Canada, China, on stopping flow of fentanyl- this reciprocal tariff is not a tariff it is as Commerce Secretarty Luttnick pointed out domestic policy of the United States. Which country would tolerate 490,000 deaths from fentanyl over 12 years and not take domesti policy action.
