Attacks from Iran on Saudi oil infrastructure leading to a loss of half of Saudi oil production is likely to be a problem for countries such as China, South Korea and Japan that have reduced oil imports from Iran and increased dependence on Saudi supplies. This was a result of tighter U.S. oil sanctions on Iran. India is also affected. About 30% of the lost production will be restored say Saudis.  The U.S. is less dependent on Saudi supplies and as Gerald Seib points out in a video in WSJ the U.S. has 3 reasons not to intervene on behalf of Saudis. The U.S. has increased its oil production from shale oil and is less dependent on Saudi oil. It is also becoming reluctant to engage in Saudi Arabia's wars such as the one in Yemen against Houthi rebels. There is also less support in Congress and in the country for supporting endless wars that originate from Saudi actions. A Trump tweet before his election campaign shown in WSJ makes this point about endless wars and the U.S. needing to be paid trillions of dollars for these wars. The conflicts in the region affect China and India where growth is close to 5% before any impact from oil price increases. Together Asian countries take in 72% of Saudi oil exports and China now imports more Saudi oil than Russian oil by a wide margin- in June 1.88 million barrels a day. Saudi oil makes about 19% of imported oil in India and 33% for Japan. Imports into India of Saudi oil are up 8% this year to 847,000 barrels a day in 2019. China is better situated than Japan with reserve supplies of 644 days of imports compared to 230 days for Japan. This why Japan has played a constructive role in reducing tensions between the U.S. and Iran and urged both sides to negotiate. China and India also have interests that converge in reducing tensions between the U.S. and Iran. As a first step president Trump removed his National Security Adviser John Bolton in preference for reduced tensions.  ...

FR24 points out that it is not that unusual to see prosecution of French former presidents and prime ministers for campaign financing irregularities or putting political party officials on public payrolls. It shows that this happened to president Chirac, president Sarkozy, and prime minister Fillon. In fact former prime minister Fillon was doing well in the elections after the presidency of Socialist president Hollande. The revelation that he had put his wife on public payroll as parliamentary assistant with little work led to Mr. Macron taking his place as the leading candidate. No jail terms were served for these charges under French law. Here it is important to note that French law limits spending on election campaigns to 22 million euros and Sarkozy exceeded that number. In the US and India there are no such strict limits. So are France's leaders that much worse than the American leaders who spend and collect money lavishly? Or in India where the campaign financing has the result of making it hard to build the infrastructure desperately needed by a young aspiring population. Framers of the Indian constitution including Gandhi and Nehru intent on getting the British out never realized that political parties would look to public funds as ways to finance their campaigns, leaving less for the intended purpose of building roads and bridges making the country a poor place to invest in and entrenching underdevelopment and poverty.  In the US tech companies in Silicon Valley or banks in New York and Silicon Valley, pharmaceutical companies and companies in other sectors, are able to gain monopoly positions or favored regulatory setups for their industries by funding election campaigns for Congress. When this results in egregious behaviour such as the 2009 financial crisis or the current banking crisis this behaviour causes severe damage to ordinary Americans much worse than what Mr Chirac or Sarkozy were prosecuted for.  South Korea has a long history of prosecuting former presidents. Three presidents have been prosecuted so far. One president served as much as five years for a jail term. ...

The Oxford vaccine is shown to be effective for older adults over 70 years in age. One of the key features of the Oxford vaccine is that it is designed to be accessible in cost for not just high income countries but across all parts of the world including the countries in Asia, Africa and Latin America where some of the poorest people live. The cost will be a fraction of the cost of the Moderna and Pfizer vaccine. Results for regulatory approval are expected by Christmas. This vaccine is expected to cost about $4 a dose compared to $25 for the Pfizer or Moderna vaccines. Oxford also uses a technology for the vaccine that has already been proved effective with least side effects fr other virus such as Ebola virus. Oxford researchers took the existing vaccine technology and modified it to tackle coronavirus in a way that proves effective for this virus also. Countries such as South Korea say they will not rush into the first vaccine that is available and have not responded to requests for sale from Moderna or Pfizer. India's Serum Institute is the leading manufacturer of vaccines in the world. It is preparing for production of the Oxford vaccine. India's vaccine effort includes other vaccines developed by its research institutes. The focus of India is for a vaccine that is effective as well as meet cost so that it can be used to vaccinate over 1.3 billion people. Because India has strong already established manufacturing capabilities for vaccines and is collaborating with Oxford and Astra Zeneca for a low cost vaccine it is in a position to drive the campaign for an effective plus low cost 100% accessible vaccine for people around the world. Another aspect of the Astra Zeneca partnership with Oxford is that it has committed not to make a profit from the vaccine. This is important for Oxford researchers and its organizational goals. ...

During this trip she spent time at the Pasteur Institute where her mother Shyamala Gopalan once worked. From Mexico and South Korea one has another side of Harris where she has used official trips to hold discussions with women's groups to take notes and ask questions to understand women's issues around the world. This makes her exceptional as a choice for women in 2024, not just for reproductive rights but for a person who will listen with profound interest to what they say and relate to them. There is a saying in India that prime minister Modi also cites which says society does well only when it gives women the best place to make their own unique contribution. Because India is still largely rural with about 65% of the population in the countryside rural poverty is a matter of huge importance. In a country of a billion people this is easily about 600-650 million people the vast majority of the world's poor. Though low inflation in agricultural produce and in agricultural wages have increased concern for rural poverty in India there are changes in multiple dimensions that have raised the quality of living in a big way. There is a major thrust in government programs directed at multiple levels for clean India, housing healthcare, cooking gas, electricity, banking, in the rural villages. About 4 million homes are built annually with government assistance and investment in rural programs has more than doubled in the last 7 years.  The National Food Security programs NFGSA guarantees purchases of rice and wheat at very low prices -set at 2 rupees per kilogram of wheat and  3 rupees per kilogram of rice or about $0.03 per kilogram.  This reduces the pressure on migration to cities making cities less inhabitable and finding it hard to cope as in countries like Indonesia, Philippines and in Africa. It gives more time for urbanization to take place in a better way as more resources and infrastructure is created for urbanization. Some states in India are about 50% urbanized with Tamilnadu (Madras or Chennai),  and Kerala (Cochin, Thiruvanathapuram) in the south and Maharashtra (Bombay or Mumbai) and Gujarat (Ahmedbad) in the north west, are at about 50% urbanization rate. The low inflation rate for agricultural wages affecting farm incomes combined with contributions by rural people to complement government contributions for housing, healthcare,  reduces the mount of money available for consumer spending in rural areas, affecting the economy. A problem in the short run, but with synergistic changes across multiple dimensions pushing the country forward across urban and rural areas. With the huge urban infrastructure spending increases creating more space for economic growth across the country. There is a general sense that for development a multi dimensional approach is needed, and a rising tide lift all boats as India urbanizes like China has done in the last 20 years. ...

Most people hae not heard the name Radhabinod Pal the sole dissenting judge at the Allied Tribunal who questioned its legitimacy in a dissenting opinion. Here we learn that Judge Pal's opinion sealed a friendship between him and Abe's grandfather Nobusuke Kishi charged with war crimes but never tried. Mr Abe visited the Netaji Subhas Bose museum in Calcutta and said that he was determined to strengthen Japanese Indian bilateral relations that Bose wanted to see. Appears to be an emotional bond and a visit that aroused old feelings from a family tie for Abe. Note that India and Japan vowed to seal a economic partnership by December. The Oxford vaccine is showing promising results and is expected to be authorized for use by December 2020. The vaccine being developed in partnership with Astra Zeneca PLC for marketing and Serum Institute of India for mass manufacturing is shown to be proven 90% effective in preventing infections in clinical trials. The partners say there were no serous safety events and the vaccine has proven 62% to 90% effective with an average of 70%.  This vaccine is significant because it is being developed with this partnership not seeking profits from this venture, providing it at cost and keeping the price to about $4 a dose compared to competitors Moderna and Pfizer whose vaccine is expected to be at $24 a dose. The Oxford vaccine also uses existing technology for vaccines and manufacturing is being done in India with the world's top manufacturer of vaccines. By using existing technology unlike the Pfizer and Moderna technology Oxford has taken an approach that could prove to be unique by minimizing side effects for vaccines that are being developed with such speed. By not requiring refrigeration at very low temperatures the vaccine makes itself ready for immediate and widespread uses all over the world. By use in its home country India with its large population Oxford vaccine can gain even wider acceptance because of India's long experience in pharmaceutical technology and manufacturing. Of particular interest is the study of 23,000 participants showing that the 90% effective dosage is one that only requires half a dose for the first shot. This say scientists is because the vaccine first dose prepares the body for a more powerful second dose and creates the maximum effect. This means the vaccine can be used for more doses than 2 full doses. It can be stored in a fridge making it easy to use in many countries. The full study will have 60,000 participants spread across U.S. Britain, Brazil South Africa and India. ...

The head of India's leading information technology company WIPRO, Abidali Neemuchwala,  says he took the risky path by choosing an assignment to South Africa when his peers were heading for the United States as engineers. That assignment gave him a chance for higher level activities, better perspective, and ways he could stand out.  He tells how these early experiences helped shape him for the job he has today.

The best way to tell when one is taking a risky path, he says, is when all your peers are not looking at doing what you have chosen to do. Its different, and it has made all the difference for Neemuchwala. In 1994 South Africa was entering the Mandela era after Apartheid, and presented something very different from the United States. Mr Abidali chose this risky and different path, with new opportunities as well as a leap into the unknown.

A major British and Indian collaboration and scientific achievement of both countries is not given the recognition it should get because of mismanaged communication of the results of clinical trials. Tom Whipple science editor of The Times says do not make the mistake of thinking oh Pfizer vaccine scores a 9 out of 10 and Oxford's a 7 or 8 out of 10. Pfizer vaccine says it 94% effective. But this is only part of the story. It is the first exam paper in a long number of exam papers and the final score will require scoring them all. "Oxford vaccine is complex, and we are happy with the complexity," says Adrian Hill, Oxford researcher and head of the Jenner Institute. It is not highly unusual in this complex field for a half first dose to work better than a full first dose in a two dose vaccine treatment. This happened with the Oxford vaccine. As a result the study results were harder to communicate. This happened by accident. Much of medical research and much of medicine's biggest breakthroughs in the last 200 years happened by accident, as one researcher looked for something and accidentally discovered something else profoundly useful. Whipple's points are turning out to be true now that Britain's medicine regulator has asked that Pfizer vaccine not be given to people with history of allergic reactions after 2 NHS workers had strong allergic reactions. A lot of questions remain for all vaccines. How long will the protection last? WIll it prevent transmission of coronavirus? Are there any other complications? Which vaccines can work without ultralow refrigeration storage? Ahead lie the prospect of billions of doses. Two are in final stages in India including Bharat Biotech request for emergency authorization. Johnson & Johnson has a competing one to Pfizer's in the U.S. As many as 30 are being developed in India and 100 around the world. Countries like South Korea say they will wait to find out which one works best and where cost overall combined with benefit is attractive. Some of the vaccines are coming out only weeks apart. So much for political campaigning and talk of inflation, inflation comes in lower in September after DJT tariffs of 10-15% on EU, Japan and other trading partners. The higher tariffs on China are action needed to reduce trillion dollar trade deficits the world has with China, deficits that are economically destabilizing for the world economy, with supply chain concentration a serious problem. US inflation in September came in at 3.0 percent lower than expected.  One reason is that the headline numbers are high but in actual practice the tariffs are on average at 12.5% not 17% or 25% as headlines show. The tariffs vary by country and the US was careful to keep them at 10% for the EU and Britain and 15% for Japan, the key trading partners. China is an exception at 47% because it is US policy to reduce the world's 1 trillion trade deficit with China and cutting this is a major goal. For decades the US tried every possible way to bring it down to no avail till this effort with tariffs. Another is exceptions in products- for India this includes semiconductors, smartphones and pharmaceuticals. Another factor is that postpandemic inflation in 2021-2022 created higher profit margins in auto, retail and other sectors of the economy. As a result only 30-40% of the tariff gets passed onn to consumers. In autos only about 20% because buyers cannot afford the high prices. Some tariffs are still being negotiated and are a foreign policy tool to get India to stop funding Russia in the Ukraine war knowing that India was importing most of its oil from non-Russian sources till 2019. China is also funding Russia, that is true but the US can insist on exercising its leverage with Asian partners not China. With China the tariff on fentanyl and the overall 47% tariff- down from 57% after meetings in Busan, South Korea between Xi and DJT last month- shows the US takes the Chinese role in distorting world trade to its benefit seriously.  ...

As Russia makes gains in the whole Donetsk region in eastern Ukraine the UK approves use of its long range missiles inside Russia. Biden is on the verge of making a similar decision as Iran sends long range ballistic missiles to Russia according to reports in NYT. Use of American long range missiles is not expected to affect Russia's overall military position in the Donetsk region in the east. The US and president Biden has only reluctantly provided support for use of US weapons systems to not risk escalating the war. Even artillery on the Russian side was off the list of approved use till Russia used it in Kharkiv border region at which point it was approved. Russians see Kiev as the origin of the Russian State in the 1400's, and eastern region of Donetsk as Russian if western Ukraine seeks to join NATO and EU. Britain has opposed Russia since 1750 as it saw Russia as the threat to an Empire it was building in South Asia, in India that financially supported its Empire worldwide. Britain has a long history of engaging Russia in conflict to protect British trade interests and expand its imperial influence as in the Crimean War fought in 1850's against Russia with the French to gain control of the Ottoman Empire and its Arab states for its trade and imperial interests. Republicans other than Mr. Trump and his supporters are for stronger support to Ukraine following US policy of opposing invasion to achieve military goals since 1900 against the Japanese in China and the Vietnam War was fought on the same basis in the 1960's considering the South Vietnamese state as an independent republic, just  invaded by the north, by North Vietnam, just as the US had done in the Korean War between North and South Korea. In the Vietnam War nationalism played apart with the Vietnamese nationalism prevailing by 1970.   ...

The G-7 leaders of US, Canada, France, Germany, Italy, Britain and Japan along with invitees from India and Indonesia will meet at a resort hotel 62 miles south of Munich. Located in the Alps mountains near the Austrian border it has no air conditioning. The approach is to have as near as possible a natural setting with a stream that generates 20% of the energy and a rustic but refined setting. There are 5 rooms each for every country leader and a separate place for their staff. It was built between 1914-1916 by Johannes Muller, and reclaimed by his family in 1961 after being taken over by the US Army. His grandson Dietmar Muller-Elmau is the current owner. 

Elmau rebuilt the hotel in 2007 after a fire, with a 115 room building The Hideaway, and a separate building the Retreat nearby for the G-7 type gathering.

Efforts to build air defense systems for Guam, American base 1300 miles east of the Philippines. China has stockpiled missiles that could reach Guam, says this report in the WSJ. There are 150,000 American civilians in Guam, which is an island the size of Chicago. As Guam is entirely American the US can operate from Guam in a manner that it cannot do from Okinawa or other bases in the Pacific, or in South Korea. About 50,000 Americans are based at Okinawa, Japan. US has 22,000 military personnel on Guam island. Guam played a critical role in the early days of the Pacific War with Japan and after it was retaken from the Japanese.

This is becoming important as the US faces the prospect of being able to help protect Taiwan's independence, and protect free navigation on seas in the Indo-Pacific region that extends from Africa to India and Australia and to western US.

President Biden and leaders in the EU, Japan, India and other countries helped negotiate the global minimum tax. Companies would have to pay a minimum tax of 15% in 140 jurisdictions so that tax base shifting could not happen. Yet the US will not get the benefit of these increased taxes to invest more into R&D, manufacturing, infrastructure and strengthen its economy because Republicans have not supported it in Congress. The OECD countries, major EU countries from the EU, Japan and South Korea will get an additional revenue of $192 billion in 2024 as a result of the Global Minimum Tax. Yet even here the GMT is making a difference as companies see not much difference in the different jurisdictions for tax rates the shift is for companies to setup in the US especially for American companies who had always had their base in the US till the tax shifting began.

This Weekend Essay in The Times by Tom McTague looks at the European Union skepticism about the US after the failure of three administrations under Bush, Obama and Trump to extricate America from wars,  concentrate on building its infrastructure and manufacturing, renewing the lives of workers and families that were neglected. That skepticism came from administrations in Europe that also failed the Europeans in much the same way with the neglect of infrastructure, manufacturing, and little done for climate change under Schroeder and Merkel, Sarkozy, Hollande and Macron. The dependence on China for manufacturing and on Russia for energy for the EU and Britain made the situation even worse than in the US.  Al this has changed with the election of president Biden in the US, and Scholz with Habeck- Baerbock in Germany and with the recent elections in France upholding workers and families, acting on climate change. A false idea is presented about the Europe vs US and dominance as each is part of the free world alongside India, Australia, Japan, South east Asia, Latin America, French and English language Africa. This is why one has the G7 and G20 with countries like Argentina, Brazil and Indonesia critical parts of the free world. It is the ignorance of many officials in the EU more than the sentiments of the people of the free world in all these countries that leads to these false ideas about which country is dominant and skepticism - none are dominant it is through the unity of all and a shared vision in international rule of law, fairness, humility, respect for poorer nations. It is this that Kipling talked about in his poem "Intercessional," the lines repeatedly calling for the Lord's grace and for man to merit that grace with "a humble and contrite heart." It is also the spirit that so recently Mohandas Gandhi grasped and put forward for India and the world. Europeans talk about dominance- think about this for a moment, Gandhi merely asked for the right to move freely for Indians and Asians including Chinese at a meeting in 1908 where he gave a speech. The speech was on May 18, 1908, at the YMCA in Johannesburg and it debated the question "Are Asiatic and colored Races a Menace to the British Empire."  Not a word of ill will was uttered by Mohandas Gandhi even when talking about segregation in the speech. It is a humble and contrite heart that the Lord listens to. Both India and South Africa found a way out in a different way with faith in a higher authority, that even the British had not failed to address as Kipling clearly shows. ...

The problem facing Africa is whether vaccine supplies will run out before new vaccine supplies come from America, Britain and France. With new more transmissable variants out there Africa is in considerable danger today. The Delta variant from India has been shown to be about 70% more contagious than the Alpha variant from Kent UK. It is already the dominant variant for new cases in the UK. The new variants are now spreading in Africa. Cities such as Johannesburg, South Africa, and Kampala, Uganda are seeing a surge in cases. Another problem in Africa is that governments are increasingly reluctant to impose strong lockdowns because of the economy. Already it is believed that Africa's middle class has been severely affected during the last 18 months. ...
