Only a fifth of parents in Britain understand the importance of childhood development between the ages one year to five years, even though most parents understand the importance of early childhood development. The Duchess of Cambridge says the early years are vital for a child's development and helps determine who he or she becomes as children grow up. A number of issues came up at the Women20 Summit in Berlin. Annette Niederfranke, Director of the International Labor Organization, brought up the issue of family reconciliation as "one of the toughest challenges for working women worldwide," that in order to meet obligations women tended to work in "non standard forms of employment and in part time work linked to lower wages, lower social security, lower benefits, and fewer training possibilities." Childcare was also an issue that was prominent considering the lack of adequate childcare in many countries including in the European Union. With responsibilities for the elderly, babies, and small children women tend to be in the workforce for shorter periods leading to men taking up many of the higher positions. Angela Merkel pointed out that Gemany tended to take a narrow view of professions available to girls, saying- "So it is very very important that we take a broader view of things while girls are still at school." Merkel also supports a Africa compact that would help women set up small and middle size businesses in poor countries. The "Digital" aspects of this and other efforts for women were a major topic being discussed. One idea that came up was that more cooperation from men was needed to make things happen. This is the third Women20 Summit after ones in Turkey and China, and a sense of momentum was felt by women. ...

Especially because this is observed in all parts of Brazil, in poor and affluent areas. The tend is observed throughout Latin America, from Chile and Mexico to Ecuador. The fertility rate in Latin America has declined sharply from about 6 children per woman in 1960, to 2.3 in 2010. The rate in the U.S. is 2.0, which is enough to keep the population at a level where it remains stable.

In each case one section of society looks after its own interests at the expense of the society as a whole leading to a breakdown and misery for all. ...

The protests in Chile that started with a subway fare increase and then into protest against inadequate pensions, poor health care and schools, have turned into violent protests with extensive damage. Damage to supermarkets, stores and other businesses is estimated at billions of dollars. Damage to the modern Metro is about $370 million dollars. The economy will grow at 1% this year after growth of 4% in 2018.  The government plans a $5.5 billion stimulus, and the central bank could sell $20 billion including a quarter of its reserves to support the peso currency.  The government of president Pinera has only a 13% approval rating. A December poll by COES Santiago think tank shows 65% of Chileans support continuation of protests, and found that 89% of Chileans planned to back a new constitution. The old constitution was designed in a way that led to poor support for retirement and inadequate pensions. It also led to increased inequality in this country of 18 million. This constitution was drafted during the Pinochet dictatorship  and has now lost its legitimacy along with the rest of the political leaders. A referendum will be held in April 2020 for a new constitution.  The copper mines that support Chilean copper exports are intact and the country has low debt, which should help Chile invest in a recovery with the stimulus. ...

China's plan to lift all birth restrictions by 2025. The one child policy was replaced with a two child policy, and now with a three child policy in 2021, as China's birth rate declined below the level needed for a stable population. The plan now is to lift all restrictions as the decline in population is expected to be very steep. Not enough young people to support a growing elderly population is a major problem for the economy. A mindset has developed over 70 years for one or two children that is seen as hard to change. Women now work and pursue careers, their expectations in life have changed. Couples are also finding it hard to get access to schools and afford the costs of education and home space needed for larger families. Housing in most cities is costly, making it harder to raise families. Attitudes are hard to change. Experts see little impact of the new policies. The three northeastern provinces suffered most in the shift to a market economy. This is where the drop in birthrates is very steep. The government will remove all birth restrictions in the northeast before applying it to the whole of China. ...

Efforts to revive the program under Labor party with high degree of child poverty in Britain. The Pacific Alliance Trade Agreement signed in Jan 2014 will make 92% of products tariff free for trade between Mexico, Colombia, Chile and Peru. The Pacific Alliance region's combined GDP for 2012 was about $2 trillion and it exceeds the population of Brazil. Experts, including Michael Shifter of the Inter-American Dialogue think tank, say the alliance's aim to decrease trade barriers in goods and services, coordinate policy on currency issues, but it does little for the critical needs of infrastructure building and improving productivity. Colombia and Peru especially have very poor infrastructure that severely impacts transportation and trade for the region. China's focus on infrastructure development financing and execution gives it more credibility in this vital development field, and the U.S. has to create financing and project execution capabilities to fill this vital need to build credibility.

Mexico, Chile, Columbia and Peru will sign an agreement in Cali, Columbia, eliminating tariffs on 90% of merchandise trade between their countries and set a 7 year timetable for the remaining 10%. Visa requirements for citizens of these countries have been removed and plans are being developed for a common market. These countries have a private sector that plays a major role in their economies compared to Brazil and Argentina where the state plays an important role. The combined GDP is as large as Brazil's in the Latin American region- about 35%. The regional stock exchanges of these countries have created a single bourse. Their is potential for more regional trade- the Economist estimates intra-regional trade in South and Central America at a low of 27%, compared with 63% in the European Union and 52% in Asia.
