The problems are: a 35% increase in debt repayments to $62 billion for Africa with increase in interest rates. The total debt of Africa now at $1.8 trillion. The neglect of education and health when countries such as Zambia and Ghana default on debt. The complexity of debt renegotiation with 40% of debt in private hands and 31% with China which is not part of Paris Club. It took 3 years for Zambia to negotiate its way out. And 23 nations in Africa are near default out of the 52 in the world facing this situation.

One cocoa pod gives enough cocoa for one chocolate bar. Cocoa farms in Ghana and Ivory Coast are the world's largest producers of cocoa. Production declined in 2024 by about 25% in the two countries from bad weather with rain in the dry season and not enough rain in the west season. To protect farmers both West African countries decided to give farmers a fixed price for their cocoa. With surging prices farmers do not get to benefit from the higher price. Government fertilizer support is lacking.

With buyers in Europe insisting that no trees get cut on forested land for new farming, farmers are restricted to their old plots and have to take out old trees which costs more. As a result of these factors cocoa farms are shifting to other crops including palm oil in Ghana.

Other countries in West Africa including Cameroon and Nigeria are also producing cocoa. Outside of this region Ecuador and Brazil also produce cocoa.

The National Party which started Apartheid as state policy in 1948 and the African National Congress were both founded in Bloemfontein. After free elections and about 20 years of ANC governments under Mandela, Mbeki, and Zuma, progress has been made in primary and secondary schooling but most blacks are falling behind in the skills needed in a modern economy as shown by the widening income gap from $17,000 in 2001 to $30,000 in 2011. Less than 40% of South Africans socialize with other races, according to SA Reconciliation Barometer. 22% of whites and 20% of blacks live in racially integrated neighborhoods. 11% of white children and 15% of black children attend integrated schools. US Naval Blockade Day 10- US stock markets up 4.1% for 4 months, oil price $95 a barrel, prices at pump $4.02 down from $3.94 a month back. If all the US seeks out of an agreement is getting nuclear material out of Iran to keep nuclear weapons out of the Middle East based on 5 decades of war in the Middle East- Afghanistan, Syria, Iraq, and now Iraq/ Lebanon- this is to protect the people of the world from nuclear weapons, including China, India, Brazil, Russia, EU and other nations. This was the goal of Democratic administrations also, only the Republican approach is to err on the side of safe and take zero chances on future nuclear escalation while the Democratic administrations were based on trust, trust which is not a sure thing in the Middle East political and cultural environment. Some of DJT comments were bluster, but the basic position is the same- against nuclear proliferation for a safer planet. In this light the Naval Blockade only seeks not to block Iran's path to a prosperous economy and a bright future for its people. Iran's economy is affected in the same way that India's and China's, Africa's is affected, for upwards of 4 billion people compared to 100 million for Iran. Africa, Pakistan and Bangladesh, Indonesia, among the poorest in the world, poorer by far than Iran. The economic impact on this part of the world is not part of Iranian perceptions. The economic impact on Gulf kingdoms an adversary of Iran is by comparison only a small fraction of the impact on the poorest countries. In this situation US is working to support the poorest segments of the Chinese people ( the part of China in the hinterland that is the one third not urbanized) and the Indian people through its cooperation and direct or indirect support. In this perspective the US economy stands as a steadfast support for US policy of fairness and respect for all nations since 1900- US is not one of the colonial powers such as Britain and France who created some of the artificial states Syria, Iraq, out of the remains of the collapsed Ottoman Empire in the interest of their Empires by 1921, and setup regimes in Iran for its oil, that are the source of today's problems and wars. No Empire of Britain and France promised Iran $28 billion as this Nation does today if Iran ships nuclear material out of Iran for a 100 percent shift to a peaceful Middle East that works for the modernization and industrial development of its economies in the interests of the people. ...

The treatment of migrants from Syria and North Africa as they reach the Keleti train station in Budapest, Hungary, and seek to catch trains to Austria and Germany. The Hungarian government shuts down the train service west and migrants walk along the highway to Austria. Only then did the Hungarian government arrange for buses to take the migrants to Vienna. From Vienna migrants made Germany their final destination, where they are warmly welcomed by ordinary people, and the government of chancellor Merkel offers asylum to people from the war torn regions of North Africa and the Middle East.

Mr. F. W. De Klerk, former president of South Africa from 1989 to 1994 and deputy president under Nelson Mandela till 1996, set the path for reconciliation and a mutiracial open society based on democratic process after Apartheid. Here he says some of the original vision for reconciliation and multiracial society based on constitutional processes is being lost under the presidency of Jacob Zuma of the ANC. He points to the growth rate of 5% achieved under president Thabo Mbeki from 2005 to 2007. The economic stagnation and corruption under the Zuma administration means South Africa is falling behind in tackling problems of wide disparity in incomes of the vast majority of black people, as only about 15% of the black population have benefitted under president Zuma. WIth political appointees in key positions for state run enterprises, municipal administration, and in the public service, services to the public are deteriorating. The Communist Party's hold on key postiions in the ANC and 12 cabinet positions, is reversing policies for an open economy with more state control. De Klerk says the point at which this happened was in Dec. 2007, when certain factions led by Mr. Zuma took control of the ANC at its national conference in Polokwane. The drop in commodities prices have hit South Africa hard and poor management of the economy adds to South Africa's many problems in 2015....

Boosting vaccine production for the Indo-Pacific region that includes Bangladesh, Indonesia, Malaysia, Thailand, Philippines, Vietnam with production done through Biological E in Hyderabad will be discussed at the meeting with Biden. Japan will fund the project, and Australia will handle the distribution. This will be part of a followup to a March 12 virtual meeting of Quad leaders. This effort to meet the vaccine supplies challenge for the Asian region covering south east Asia and its population of 600 million will be one of the major outcomes of Quad countries collaboration, making it a peacetime collaboration that supports development in the region without burdening the financial position of any country.  The other part of US- Indian collaboration and Quad collaboration centers on two related themes after healthcare and pandemic. The immediate challenge is to tackle the breakdown in the supply chain for semiconductors. The US and Europe can no longer depend entirely on a supply chain based in Taiwan. The narrowest part of the Taiwan Straits which separates Taiwan from the Chinese mainland is only 81 miles wide, which makes continued dependence on chip production on Taiwan an unreliable option and the need to build a new supply chain for Japan, EU and US. Plans will be made to address this in the talks. The Biden administration has already taken action with Intel Corp making a U turn and bringing chip manufacturing back home to the US with $50 billion investment planned. India and other Asian countries may form additional options for semiconductor manufacturing. The third part of the Quad effort will center on US and Japan ramping up infrastructure building capabilities with India to build infrastructure across Asian countries and in Africa that will be financed in a way that will not have some of the liabilities of the Chinese initiative called Belt and Road. Loans given by Chinese state banks and contracts including manpower from Chinese contractors are now seen as not meeting the needs of Asian and African countries. These loans most of the time cannot be repaid as in Zambia, and other parts of Africa, and in Pakistan, leading to interest accumulating on debt and making future infrastructure development extremely difficult. The use of manpower from China also means no learning curve for infrastructure is formed for local companies and infrastructure comes without new jobs jobs being created.  For most of the period 1900 -1950 the British built Asian and African infrastructure. During the period 1950 onwards the US assumed a major role, as did the Soviets. This changed after belligerent Reagan administration policies and wars in the Middle East sapped the funds that could have gone to infrastructure building that would improved living standards in Asia and Africa. Mr Biden wants to see this change and this is what he meant when he said at the UN General Assembly today- " we want relentless diplomacy to take the place of relentless wars." He means every word of this and the diplomacy is between allies and also adversaries, but mostly with allies such as Japan, the EU and India to build a better world. That he has to do this quickly Biden is aware of that, which is why he said "the next 10 years will determine our future."   ...
