Presenting the ReARM package in Brussels the European Union president Von der Leyen says- “This is a moment for Europe and we are ready to step up.” The proposals Leyen said “could mobilise close to €800bn of defence expenditures for a safe and resilient Europe." About $650 billion comes from increasing the European spending on defense by 1.5% of GDP from numbers below 2% that reflected underspending on defense. The EU will loosen strict deficit rules. The CDU coalition government in Germany with SPD under Merz that is being setup will remove the debt brake in the German Constitution that limits defense spending to 1%.  Another $150 billion in loans can be generated from joint EU borrowing that could be given to countries. That will Leyen says- “It will help member states to pool demand and to buy together. This will reduce costs, reduce fragmentation, increase interoperability and strengthen our defence industrial base.” The European Investment Bank will participate in the lending. ...

China trade pause deadline of Aug 12 and its renewal. US negotiators Bessent and Greer in Stockholm report back to DJT for a final decision on whether to extend the trade truce with China by 3 months. China wants to remove the duty related to fentanyl entering the US from origins of the chemicals in China of 20% imposed by DJT, yet trade negotiators say no significant improvements on cracking down on the chemicals used to make fentanyl are seen. Currently duties are at 50-55% and would go up to 80% without a truce. The UK, Japan and European Union, Indonesia, Vietnam have come up with trade agreements with the US by July 28, 2025.

With an extraordinary sentiment for China's people Joe Stilwell showed America as different from the colonial powers of which Japan was a part with its occupation of Korea and China in 1930-1945. America should recognize and be proud of men like  Joe Stilwell who commanded all American Forces in China and the Asian sector in World War II. Such forced labor as shown in Tuchman's book "Stilwell and the American Experience in China," was never seen in its human aspect. Stilwell was the first American to understand the ordinary Chinese people struggles of that period. He participated in their struggles, once even hid himself in Chinese freight trains in the 1930's to collect intelligence about Japanese intentions in northern China.  The war conditions for the Imperial Japanese war effort railway built through dense jungle between Rangoon and Bangkok in 1942-43. Tamil Indian and Indonesian laborers who died working on the railway are remembered here. 250,000 romusha or forced laborers of whom 90,000 died were Asian Indian. A much smaller number were Britishers and European POW's 12,000 in number immortalized in Bridge over the River Kwai, a movie about this period. Till now most of the Indian laborers remained obscure like so many millions obscure in the history books about the colonial period for Indonesia and India, with a population now numbering 1.7 billion people in the world. China with 1.2 billion people suffered the same fate in bombings by Imperial Japanese forces that rampaged across China in the war years. Much of the cost for Canadian oil sands are fixed costs and once these costs are incurred production increases can take place over decades say Canadian oil sands company executives. CFO Corey Bieber of Candian Natural, says costs at it large Horizone mine are at $37.13 Canadian dollars per barrel in Jan 2015. He expects to cuts costs by at least $10 Canadian dollars per barrel by higher volume production cutting the operating expenses. Increasing production says Bieber does not mean adding people. As a result most of the Canadian oil sands producers can operate at oil well below US$47 a barrel, as low as $30, and are increasing production in 2015. This means Saudis will have to face competition from Canadian oil. It also means the Keystone pipeline will still be needed to transport Candian heavy oil to Gulf Coast refineries in the U.S. Suncor, the largest Canadian oil-sands producer, is increasing capital spending to C$7.2 and output by 11% in 2015. Canadian Natural is increasing production by 7%, and Syncrude Canada Ltd. is planning a 6% increase for 2015....

India will allow automobile imports at 10% duty instead of 110%, allowing 250,000 EU automobiles into the Indian market, as part of the deal that benefits Germany. Tariff on European wines will go down from 150% to 20-40%. Duties on olive oil and processed food such as pasta and chocolates will go down to zero, which will benefit Italy, and Switzerland. A labor mobility agreement will let professional workers and seasonal workers from India into EU and EU to India. New talks will bring India into the EU's Horizon Research Programme.

It will double EU exports to India by 2032 over 6 years when it is implemented starting in 2027. An astonishing 97% of traded goods are included for cutting or eliminating tariffs. It will save EU 4 billion euros in duties, says the EU. Tariffs are cut on a vast arrayof industrial products- iron and steel (India benefits) chemicals, plastics, pharmaceuticals (India benefits) and machinery (Germany benefits).

Wilders party in Netherlands once with one fourth of vote now only fourth largest in parliament after 7 members defect Feb 2026 because of the autocratic nature of Wilders control of his Party for Freedom (PVV). It has roiled Dutch politics when Wilders withdrew his support and Rutte government lasted 2 years. A new coalition with Wilders joining the government of Rutte's successor also has collapsed quickly. In the 2025 elections the New Social Contract Party which campaigned for good governance as part of that coalition was wiped out and Wilders did not do as well as he expected losing 11 seats to end up with 26 seats in parliament of 150 seats and 16% of the vote surpassed by a new centre left party D66 with 26 seats and 17% of the vote. What Wilders has accomplished is the sense that all parties now accept that there is a Dutch way of life and immigrants do not just fit into it, that integration is only a concept that does not work in real life.

Congestion pricing has cut vehicles in central Manhattan (NY) district by 11% in 2025. One benefit it has made finding parking space easier. Peopel avoid taking the car if they can. Fee is $9 below 60th Street. It means safer quieter streets, easier walks, less traffic, and revenue for public transportation projects. 27 million fewer car trips say NY authorites were made compared to before the pricing was introduced. Traffic moves at speeds faster by about 4-5%, yet in the tunnels and bridges in NYC the morning commute traffic moves from 15% to 30% faster so it eases up a lot of traffic movement.  $550 million from revenue generated from the pricing can now be invested in the rail and subway transit with additional investments to upgrade it to make life easier for transit riders. This is improving quality of life for New Yorkers not just in the city district but in the outlying areas of NY state and NJ where 73,000 fewer cars leave every day for the commute into NY City. ...

A flood of low cost Shahed drones intended to overwhelm defenses is used by Iran. Drones can be launched from all parts of Iran including from the countryside in a country 3 times the size of France. The drones also cost little to produce in large numbers in Iran. Munitions cost and cost of aircraft usage, other costs of Navy, run to $12.7 billion for the US and US asks for another $200 billion from Congress. France uses 24 Rafale jets Britain 8 Typhoon jets in this report from French armed forces and French munitions supplies are an issue as the war progresses. Under a deal made between Partido Popular of prime minister Mariano Rajoy and the Ciudadanos party in Spain, the ruling party agreed to back measures to tackle corruption and ensure an independent judiciary. Public officials being investigated for corruption will be suspended from office. Selection will be done by members of the judiciary for 12 of the 20 board members previously elected by parliament that appoints judges and prosecutors. Wage subsidies are introduced for low income families and cuts in public spending for health and education are restored under the agreement,  which includes a program of 150 measures. The combined vote of the two parties get it to 169- 137 for the Partido Popular and 32 for Ciudadanos- and with the aid of a Canary Islands party to 170. The Ciudadanos party will not participate in the Partido Popular government but will vote in its favor. This is still short of the 176 votes needed in the 350 seat parliament. Rajoy could have a second term only if the Socialist party allows some members to abstain. As this is uncertain Spain faces the prospect of an election in December 2016. ...

What Krugman makes of the $1.089 trillion dollar U.S. deficit for fiscal year ending in Sept. 2012. He points out that the U.S. can have a stable to declining debt to GDP ratio with $400 billion debt. He cites the Clinton years (1992-2000) when the debt to GDP ratio declined from 49% to 33% with steady growth. What about the remaining $600 billion. He attributes this mostly to temporary factors which are reversible as growth picks up. Of this remaining excess deficit he says $400 billion is from lower tax payments to Treasury because of the 2008 economic crisis and the recession that followed. This includes the payroll tax cut which is also temporary to keep up consumer spending in the recession. The $150 billion is from unemployment insurance, food stamps, and other aid which is also reversed once growth picks up. He places emphasis on restoring economic growth as early as possible and reducing unemployment and using the recession for business to continue to invest in R&D, productivity, and government to preserve the social fabric, invest in education, and provide incentives for growth. S&P Nov. 8 report says the net government debt to GDP ratio is estimated to be over 80% in 2013. It will have to stabilize at current levels for S&P to preserve the U.S. credit rating, says S&P executive Chambers. The higher debt to GDP ratio in 2013 and lower growth rates expected makes the situation different from the lower debt to GDP ratios during the Clinton period. Britain, France and other major industrialized nations with political parties at either end of the political specrum have also chosen to stabilize or reduce debt to GDP ratios rather than take on the risks of them going much higher. The U.S. has the added problem of health care costs out of control with an aging population and about 17.9% of GDP going to healthcare costs in 2010 expected to increase significantly, as Medicare actuaries estimate enrollee numbers jump to 80 million in 2030 from 50 million in 2012. Democrats and Republicans have largely sidestepped this underlying problem in fiscal cliff negotiations....

India's Russian oil imports Indian OMC's (oil marketing companies) say Russian discount for oil was about $8.50 per barrel in FY24, and dropped to $3-5 in 2025 with at present in August 2025 it being $1. CLSA/Citic Securities research report uses an average of $4 per barrel to get the $2.5 billion gain for India per year in 2025. Note that Russian oil is of inferior quality and the CIF landing cost used by Indian companies is much higher because of long supply routes insurance costs compared to Saudi oil. India could shift to buying from Saudis and UAE in 2026, and reports suggest India is already making this shift as Jamnagar and other refineries in India shift to non Russian sources. India's gains from Russian oil imports estimated at $2.5 billion lower than the $10-25 billion figures says a CLSA/Citic Securities research report. In 2025 Indian oil imports are at present 36% or 1.8 million barrels a day from Russia of 5.4 mbd total oil imports. Saudis provide 14%, Iraq 20%, UAE 9%, USA 4%. One alternative for India would be to shift much of it's oil imports to the Saudis, UAE and US to shift to the situation before the Ukraine war and Russian discounts for it's large population.   ...

When strategic oil reserves are included this goes up to 450 days, which will put pressure on oil prices in 2015 as the price of oil drops below $50. He moves as a child from Oslo to the ski place of Trondheim where he developed his skills and a new style of skiing in addition to the standard parallel and V shape skiing techniques.
