That worst case scenario detailed in an internal oil company report suggested earlier in 2006 that the field's output could fall by about 75% by 2008. Output at Cantarell fell from 1.92 million barrels a day in January to 1.74 million barrels a day in June according to the Mexican Energy Ministry. (Mexico's total crude oil production was 3.3 million barrels a day and it exported 2 million barrels a day in 2005). 2. POLITICS AND HISTORY CONSTRAIN PEMEX EXPLORATION. The Mexican constitution bars Pemex from joining with foreign oil companies to conduct exploration in difficult environment like deep water exploration using the technology of privte oil companies. Mexico however depends on oil revenuesfor a third of its federal budget and declining oil output and future price declines could severely dent Mexico's finances. So there is a new awareness that this situation requires change and action to encourage collaboration and investment in exploration and new technologies. Felipe Calderon who won narrowly in the July Presidential election promised such changesto allow private oil companies to participate. Industry analysts believe that Mexico could find new fields in the deep waters of the Gulf of Mexico if it could use advanced exploration technology....

Several experts point to a dangerous change in the nature of unemployment in this downturn. Heidi Shierholz of the Economic Policy Institute, says people are more likely to get stuck with unemployment now than at any time in the post war period. Andrew Stettner, deputy Director of the National Employment Law Project, says a larger share of the unemployed are not going to be able to go to the same line of work. They will need new skills, just like an auto worker in a permanently downsized industry would have to find new skills to make a product in the renewable energy field or health care. And the law as it currently stands does not help either. Because if an unmeployed worker looks for training or goes back to school he loses his unemployment benefits, something the Obama administration proposes to change. What this means is that many of the unemployed will end up as permanent job losers. Rob Valetta, an economist at the San Francisco Federal Reserve Bank says that throughout the the last 3 decades including good times, the unemployment pool is shifting towards permanent job losers. Lawrence Katz, a Harvard University economist, points out that once workers exhaust their unemployment benefits and don't get new training, they become disconnected to the labor market, and bascially end up on disability or become permanently unemployed. The statistics bear this out. In April 2009, 47.1% of the people collecting state unemployment insurance exhausted the usual 26 weeks of benefits without finding work, according to the Bureau of Laor Statistics, that is the highest rate on record. In December 2007, there were about 2 unemployed workers for every job opening, according to Labor Department data. In March 2009 there were five unemployed workers for every opening. Mark Beaupre, 49, of Providence, R.I. lost his $8 an hour manufacturing job an year ago, one of many manufacturing jobs he has held since the 1980's. His wife Cathy lost her customer service job a year ago. This couple who together made $50,000 a year, are now behind on their mortgage payments and have applied for food assistance. At a recent job fair in Providence he says three thousand people turned up and he could not even get into the parking lot. ...

Awareness about climate change is increasing. A poll in 2017 shows 61% of people in 38 countries seeing it as a big threat. Only terrorists inspired bigger fear. Even with the U.S. withdrawal from the climate change agreement many cities and states in the U.S. including California and New York are committed to the goals set in the Paris Accords. China is making a shift away from coal and fossil fuels. Yet the huge demands in Asia, particularly India as it shifts from a rural to an urbanized economy, mean that the shift away from fossil fuels is going to be very difficult. In the last decade 2006-2016 energy demand in Asia increased by 40%, according to the Economist, oil and coal use increased by about 3% a year and natural gas at 5.2% a year. Solar energy and wind power use is increasing and solar becoming cost efficient. Yet Asia still depends on fossil fuels. Even the use of electric cars in China as it pushes for higher numbers of electric vehicles means use of energy coming from a electricity grid powered two thirds by coal, producing more carbon dioxide than some very efficient gasoline driven car models. There are short term costs in the shift from coal but this comes with a better cleaner air demanded by urban residents, and less costs in health. In certain countries like India the costs are to be balanced with the need to tackle rural poverty.   ...

Efficiency is a critical way to drive down energy consumption. This kind of discussion is long overdue. Compared to countries like Japan which have focussed intensely on energy conservation in industry and homes the US has neglected this area for a long time and remains a far heavier user of energy when measured by indicators. New York and Vermont are taking the lead in the drive to get industry on board the efficiency drive by keeping use constant. Are home users going to make rational efficiency decisions? Should government regulate rates and returns for utilities when this does not promote efficiency of use? These are some questions raised here. A bottom line set of figures- it takes 10 cents for coal per kilowatt hour and 20 cents with carbon taxes and it has gone up from 4 cents in the 1990's. Cost for efficiency remains at 4 cents, which means it costs 4 cents of energy saving mechanism per kilowatt hour to eliminate the need for that kilowatt hour. This is a significant fact that should soon be reflected in the dynamics of the energy conservation picture. ...

The Potential Gas Committee 2013 report showing the U.S. has 2384 trillion cubic feet of natural gas resources. The report did not identify the resources that can be extracted at a reasonable cost. This figure is 90 times the gas used in the U.S. in 2012, and about 26% higher than a report by the same industry group in 2010. About 20 companies have applied for permits to export liqufied natural gas from the U.S. to other countries.

Petrobras and the discovery 200 miles offfshore of the Tupi field with estimated reserves of 5-8 billion barrels of light crude oil. As Brazil is self sufficient in energy with its own ethanol industry helping substitute ethanol for oil at the pump, it can become a major exporter with this find. However even with Petrobras technology and expertise in offshore drilling its a challenge as the oil is 4.5 miles below the oceans surface, and involves drilling through 7000 feet of water and 17000 feet of sand rock and massive salt layer. Cost could approach $20 billion according to analysts with current inflation in oil drilling rig costs. It involves challenges like building floating liquefied natural gas plants. Gabrielli, the Petrobras CEO thinks Petrobras has the expertise to develop it on its own. If oil majors are given the chance to join in the development the investment terms will be ones that favor Brazil. Gabrielli pointed this out saying that Brazil had already incurred most of the risk in exploration offshore so the oil majors have far less risk and Brazil should invite them only on its own terms if needed. The Tupi field puts Brazil ahead of Canada in oil reserves and in the leagues of China and Nigeria, with new Brazilian reserves at 17.2 billion from the 12.2 billion barrels currently. Brazil has invested in refineries with 2 new refineries coming up in 2010 and 2014 to increase refining capacity by 40%. It is also investing to convert heavy crude oil into diesel and $8.6 billion to reduce sulfur at 11 refineries. The Tupi field will take about 7 years to develop. Similiarly the Kashgan field in the Caspian in Kazakhstan is also in difficult in this case icy and gases filled environment that will take years for a Eni led consortium to develop. When oil does come will the demand situation have changed with new conservation taking hold in the developed world and the cars in developing countries more like the Tata Nano at 54 miles per gallon consuming less gasoline? Even with increase in energy needs of developing countries, improved efficiency and new technology for conservation brought into developing countries could if not significantly reduce, at least moderate demand. To the point where prices drop from $100 a barrel to something more affordable to developing countries....

With longer term project suuporters callling for spending not to be skewed towards building the roads in the far flung areas that only encourage the same kind of long commutes and urban sprawl that created the energy crisis raher than look at alternatives (perhaps like the ones in Sacramento where new kind of layounts with lower commutes and more proximity of housing and jobs is designed), give public transit and other projects equal importance, and finance projects for a greener America. Solyndra Inc. and what went wrong. Solyndra filed for bankruptcy in Sept. 2011, after investments of private and government capital of over a billion dollars. Of this $535 million was a loan backed by the U.S. Department of Energy, leaving taxpayers with large losses. When emails were being exchanged between Vice President Biden's advisor and OMB staffers on August 31, 2009, according to the Washington Post, Solyndra was already in trouble. OMB pleaded for more time to do due diligence and analysis of the company. A $535 million loan was approved just when the economics behind Solyndra's cylinder coated solar materials were being made obsolete by the existing technology of polysilicon cells laid out on a flat panel. At Solyndra's inception in 2005 the cylinder based technology held promise, as the polysilicon cells technology relied on polysilicon material which was costly to make. In 2009 China was investing heavily in the polysilicon technology and bringing prices down to where the material cost was coming down quickly-down as much as 80%. By the end of 2009, it cost $4.00 per watt to produce Solyndra's product, while the competing Chinese polysilicon product cost $1.00 per watt- today this is down to 75 cents for the polysilicon product. The Solyndra product was harder to manufacture and had more defective material that had to be discarded. It is in the midst of these sea changes in technology, costs, and the economics of the project, that the government pushed for and OMB approved the Solyndra loan of $535 million to build a new factory that could produce 500 megawatts. In 2010 the economics worked as it would be expected, leading to Solyndra sales of 65 megawatts. The original factory had a capacity with improvements of 100 megawatts. Solyndra lost $172 million in 2009 on revenue of $100 million. Private investors attitude to their investment changed in 2009. The Wall Street Journal quotes one investor who saw the government loan followed by an IPO as a way to exit and cash out. A press release by Solyndra in July 2009, stated the company had a contractual backlog of $2 billion, even as the economics of the Solyndra product were collapsing. Yet these orders were not firm orders but framework agreements. In Dec. 2009 the lead underwriters, Goldman Sachs and Morgan Stanley, made an initial filing for an IPO, which was cancelled by the board 6 months later when the new factory had to be closed. The private investors interests and the governments interests had already diverged by the time of the email pushing for the $535 U.S. government loan from McSweeney, Biden's domestic policy advisor, to the senior OMB staffer, cited in the Washington Post, Stephens and Leonnig, 9/14/2011. OMB and the White House staffers failed to see this and the bankruptcy outcome that seemed highly probable in August 2009, based on the economics and competitive technology and pricing. This does prove the often cited comment that the government is not good at choosing winners and losers when handing out money. It goes beond this to show the whole process of due diligence failing at agencies such as the Energy Department and the Office of Management and the Budget, where one would think technically qualified staffers could catch the problems and risks of a project that were so apparent. ...

Louis Uchitelle talks to Stanley Moses, an economist at Hunter College in New York, and others, to find out if things will work out as expected with the $700 billion or $800 billion that Obama plans to invest in infrastructure, energy, and other things to generate the 3 million jobs and investment. Will this generate private investment like the Interstate Highway program which ocurred during the Eisenhower days and set the economy on fast growth, or will it generate enthusiasm and jobs for a few years, and just as Roosevelt backed off in 1937 to let private investment pick up he found that it was still too weak to make a difference. The point that he hears from some experts like Moses is that the current times are setting up for a deep downturn, so that is not reminscent of the Eisenhower years when the economy was getting on the growth track after the war years. Its not exactly like the Roosevelt years either, because of the many changes that have ocurred in a modern economy, but in terms of the mood, the collapsing investment, consumer spending and credit and the collapsing growth in emerging markets which hits exports, this is a situation that is not easily reversed with a few years of aggressive government spending. Things have to change in the public's mood and in private industry's initiative to invest that would return the economy to a growth pattern, and this may be a long time coming with so much deterioration happening at the same time....

Chuck Hagel on the need to bring in more countries to handle difficult situations such as the one the US faces in Iraq and Afghanistan. He says thats why the world now has a G20 and not a G8. No country can face these situations alone especially when there is a mutual interest of many countries in these situations. He calls it a 20th century reaction to 21st century realities. He says the 2 wars cost more than a trillion dollars. One sees a new respect for international institutions such as the UN, World Bank, IMF, and GATT renamed WTO, even with Republicans. Chuck Hagel's point makes a lot of sense and is generally accepted in people's understanding of the situation from the Defence Department to the Administration, and among respected politicians. It is putting it onto practice that is the hard part. As Hagel puts it, it is important to remember what Lyndon Johnson told Senatior Russell, that he knew the Vietnam war could not be won, and yet he did not want to pull out and be the first American President to lose a war. This is a contradiction because if it can't be won its going to be lost under the next President or the one after that, in this case Gerald Ford. Hagel says it not ours to win and lose. Here he points to the interconnectedness and shared interests of all nations. Every great threat to the U.S., whether it is economic, terrorism, nuclear weapons proliferation, health pandemics, environmental degradation, energy or water and food shortages, is also a threat to global partners ansd rivals. So its wrong to view engagements in Iraq and Afghanistan through the lens that says its about winning or losing. And he asks win what? Too many cultural, ethnic and religious dynamics are involved for any one nation to control. Hagel concludes by saying that the US, the Defense Department, the Obama administration, must get this right, as it affects the global architecture for the next generation. Fresh thinking is needed. Single issue engagement is obsolete in the 21st century in dealing with global partners or rivals, or countries with aspects of both....

Smaller companies are being squeezed by rapidly escalating costs as costs are going up as fast as oil prices, and face tighter emissions rules in Alberta's oil sands projects. Some projects now cost 2 to 3 times the original projections and there is a severe labor shortage. Even the big players will find it difficult and expensive. To meet the stringent emissions rules, as Prime Minister Harper signs on to new international greenhouse emissions targets, Shell may have to use a technology that captures CO2 from the plants that process the oil sands and store the gas underground. This costs $120 a ton, and would cost Shell upwards of $2 billion a year just to capture and store the CO2, for the 15-20 million tons of CO2 that would be emitted when it increases production to 770,000 barrels a day. The cleanup from oil sands processing is costly because processing is very pollution intensive. Production of one barrel from these oil sands is 3 times more polluting than producing conventional oil. Synenco Energy, which had a project in partnership with China's Sinopec for mining and processing the oil sands called Northern Lights for $10.8 billion, called off the project last year because of all these hurdles, slashed its work force, and decided it may sell the company. Currently 1.1 million barrels a day come from the Alberta oil sands. 2020 output was expected to rise to 4.3 million barrels a day. But now this looks too optimistic. CAPP forecests 3.8 million barrels a day, but even this may be on the high side. ...

Under the Energy Independence and Security Act of 2007 the government is authorized to give upto $25 billion in low interest loans to auto companiesto retool plants to make smaller fuel efficient cars. Lobbyists for the auto industry are trying to increase that to $50 billion. The package of loans is presented not as a bailout but as a way to offset some of the $100 billion it is estimated it would cost the industry to meet the new fuel economy standards enacted in that bill. GM's 7.2% bonds due 2011 were trading at 64.25 cents on August 27, 2008, translating nto a yield of 29% for that debt. In the credit default market it costs $4.5 million upfront and 0.5 million anually to insure $10 million of GM bonds for 5 years. The govenment loans at 4-5% would cost significantly less as borrowing costs are very high for automakers at present. Both Senators McCain and Obama see Michigan and Ohio as crucial to a win and support the loan package. It would cost $3.75 billion in insurance costs for the $25 billion loan package. Because of the automakers precarious financial condition and no improvement in consumer demand or in financial markets in sight in the next 2-3 years as a plausible scenario, and more losses looming for automakers, this package may turn out to be a crucial element in the recovery of the American auto industry and in turning over almost America's entire fleet of cars on the road into more fuel efficient cars....

England just had to stay calm, after Denmark went ahead 1-0 in the first 30 minutes, says this analysis of the Euro soccer semi final game with Denmark. Coach Southgate remained calm and had his players settle down. Eventually the stronger English bench wore the Danish players down. Harvey Kane scored on a penalty kick in the first part of extra time. Jack Grealish, Jordan Henderson, and Phil Foden were brought in and provided the energy on the English side that eventually prevailed. With the better overall bench and team England had to learn the lesson of staying calm through the early part of the game so that their deeper skills in the game could find expression.

Fletcher cites statistics from the federal Bureau of Labor Statistics showing that between December 2007 and June 2010, private sector employment in Texas went down by 0.6%. During that period public sector jobs increased by 6.4%. Government employees make up about 17% of the workforce in Texas. The Texas economy gets a large amount of federal money because of military installations and NASA- $227 billion in 2009, according to the Census Bureau. By comparison California received $346 billon in 2009. During the recession period after the global financial crisis of 2008, Texas received $25 billion in stimulus money. Richard Fisher of the Dallas Federal Reserve Bank acknowleges the federal money going into Texas, yet he points out the driving force in the economy of Texas is still the private sector. For the private sector there are several advantages to being in Texas. There are lower taxes- no state income tax and lower business taxes. The large supply of land for development and few land-use restrictions make development easier. Corporate efficiency was a key advantage cited by Fluor when it moved from Orange County, California to Texas. A growing energy sector has helped, along with the growing trade with Mexico. The housing regulations in the state have acted as a check on housing prices, and left Texas with less of the detrimental effects of the housing mortgage crisis than the rest of the nation, especially California and Florida. The governor of Texas, Rick Perry, says he is not against all regulation, and the kind of housing regulation in Texas certainly has played a good role for Texas. Perry's tort reforms have reduced the legal burden on business prevalent in the rest of the U.S....

Already lead US negotiator and ambassador to Ukraine Lt. Gen. Keith Kellogg has created a miscomprehension on the US and European side as to who will participate in negotiations. Lack of experience in tough negotiations to end a conflict is showing as it must be evident that Ukraine and the European Council, the EU, would expect to be part of any negotiations that settle questions about the security of Europe and what kind of Europe emerges from the negotiations. The European problem comes from the European lack of resolve to set aside or settle internal divisive issues such as migration, privatization, globalization winners and losers, rural vs urban, that have created economic and political divisions in Europe to concentrate with unity on issues that have common interest. Bad policy as in the US from business and government to overconcentrate manufacturing in China, in Germany to overconcentrate energy supplies from one provider, are sources of the conflict and have taken years to fix alongside the pandemic. European leaders scramble to define their position after statements by US Defense minister Hegseth and US's Ukraine ambassador Kellogg that suggested direct talks US with Russia would leave out the EU and Ukraine. Hegseth stepped back from some comments. Marco Rubio, US Foreign Minister, says Ukraine will be at the negotiating table in talks the US holds with Russia. Macron meets with Scholz, EU's Tusk, and NATO's Rutte this week.  Ambassador Kellogg and lead negotiator had said to European leaders about their being at the negotiating table-  “I think that’s not going to happen.” The EU Council head Costa after meetings with European leaders says Europe's position is-“In a nutshell: There will be no credible and successful negotiations, no lasting peace, without Ukraine and without the European Union.” Further he said-  “It must guarantee that Russia will no longer be a threat to Ukraine, to Europe, to its neighbors,” he said. ...

Anthony Faiola provides this exceptional look at the thinking of Chancellor Merkel and German experts, about the refugees creating more opportunities than risks for Germany. Germany is an aging society, with low birth rates. How to reverse this, so that there will be more young workers to meet future needs long term ten or twenty years from now, is a problem facing Japan and Germany. Germany is also fortunate with the timing, with Germany's unemployment rate at a low of 6.2%, and years of growth ahead from a eurozone recovery. A fortunate circumstance in the nature of refugees from Syria, is that many of them are young, well educated, skilled workers, doctors, engineers and architects, from a relatively moderate Arab country. This is a better immigrant pool than the one Germany took in from Turkey in early postwar years, in terms of education, youthfulness and skills, and one in which the lessons learned from that pool's inadequate integration could be applied here. This is why Germany is not only willing to take in 800,000, but German leaders are saying they could take in 500,000 a year for several years. Just as Germany has taken a long term view, and has the strength to execute it in its shift to renewable energy, Germany's centre right Christian Democrats and centre left Social Democrats in the coalition government see the issue long term around which they can bring a cohesive understanding and consensus in their country. Merkel addressing parliament said on September 9, 2015- "The refugees need help to learn German, and they should find a job quickly. Many of them will become new citizens of our country. If we do it well, this will bring more opportunities than risks." The decision to shift to renewable required a whole new mindset and leadership, in the same way German leaders are articulating the position based on a careful understanding of the situation and Germany's long term interests in reversing Germany's population decline and lower working age people. There are about 3 million Turkish people in the country, adding about 1.8 million Syrian and other refugees would still bring the percentage of people of foreign origin to less than 6% of the 81 million population, just a little bit less Christian and just a little bit less German in origin, which is in keeping with changes in a globalized world and no different than its neigbor France. What looked like a problem, if handled and managed well could be an opportunity knocking at Germany's door. Merkel's genuine convictions about universal civil rights make the "wilkommen refugees" very real in other ways....
