Xi Jinping is seen in this WSJ report as putting China on a course as a competitor of the US compared to other leaders such as Hu Jintao and Jiang Zemin, yet these prior leaders faced a enoromous gap in technology and capital to make it ludicrous. The shrinking of this gap is a result of free markets theory that took no account of the national interests of the US or of the European Union in shifting manufacturing lock stock and barrel to China.  A deeper look at China requires looking at it from putting oneself in China's situation since the period of the 1912 revolution and the 1919 May 4th movement for Science, Modernization and Democracy, to better understand its motives and realities. Jiang Zemin could not pose the question of competing with the US at the time because China's per capita GDP was less than $100 in 1990 and by 2000 during Hu Jintao's term still about a tenth of American per capita GDP.  Even today with population in North America of about 500 million in the economies of US, Canada and Mexico, China lags far behind in technology and capital resources. The Biden administration does not believe in this idea of free markets theory, wrong from the beginning that prevailed incredibly and puzzingly for too long, that it does not matter where you make as long as it is made at the least cost anywhere. It ignored what China and the US under Biden both believe for the US or China that the US is its people and the people is the country. For the US the Civil war itself as Lincoln said in rallying people to the Union, was fought because labor was more important than capital. When looked at the situation in China as stated by Xi at the party congress recently is for having made progress for the overriding goal of Modernization to build a moderately prosperous socialist economy. Huge problems in China remain hidden- ensuring self governance that is honest and accountable to the people, creating jobs and opportunities for hundreds of millions of young people even as supply chains shift after the pandemic in Europe and the US, India and other countries to their home countries for Made In USA, Made in Europe, and Made in India. China is not such a believer in the flawed free markets theory of the non existence of national interest to not grasp the natural aspects of the US and EU, India wanting to build their own manufacturing up again to the fullest. In this situation it also probably realizes the need for a pause to the rampant free markets type of growth that has damaged China's water, air and environment as much as it has damaged the world through climate change. Quality of growth is the new ethos and this gives the US and China, India, the EU and other countries a common frontier to shoot for. The nuclear aspect is also there and managing this well is a common interest for all countries exercizing responsible leadership. ...

This account describes the events that preceded the raid on the compound in Abbottabad that housed Osam bin Laden. The first information came years earlier during interrogation of Al Quaeda suspects in Iraq, who referred to a courier carrying messages from senior leaders. One suspect Hasan Gul referred to an important courier in 1994, and tried to disclose as little as possible. Over several years the information was pieced together leading to the courier's location at the Abbotabad compound. There was another individual living there who rarely ventured out and a seven foot wall protected the terrace in that part of the compound, making it impossible for outsiders to see who he was. Garbage was burned at the compound, and the nature of the compound with high walls and security led the CIA to believe there was a high probability that senior Al Quaeda leaders were inside. In December the CIA asked Congressional lawmakers at a secret meeting for additional funds to finance the operation. Adm. McRaven was placed in charge of the operation. A mock compound was built in Afghanistan and the attack on the compound was practiced by Special Forces. In April, Leon Panetta, who had tracked the information about the compound as head of the CIA, held daily meetings. He told his team "we've got to find out what the hell is in that compound." On April 19, Panetta informed Mr Obama that the CIA believed Osama Bin Laden was there. The same day Obama gave the go ahead for a helicopter assault....

This op-ed essay by the President of Toyota Motor Company, Akio Toyoda, talks frankly about the situation that led to the quality failures at Toyota and promises that Toyota will try to live up to the ideals that shaped its beginnings some 70 years ago. Toyota had humble beginnings in the thirties when the original founder of Toyoda was in the textile loom manufacturing business. Following a new venture in automobiles in the 1930's, for three decades Toyota was only trying to catchup with the U.S. in auto manufacturing. It started with the current chairman Shoichiro Toyoda's father -and Akio Toyoda's grandfather Kiichiro- visiting a Professor of Metallurgical Engineerig at a university in Tokyo to collect ideas and information for entering the automobile manufacturing business. Akio Toyoda seems quite cognizant of these beginnings in this essay. Action steps he mentions are a top down review of global operations, establishing an Automotive Center of Quality Excellence in the United States, and asking a blue-ribbon safety advisory group of outside experts in quality management to independently review Toyota's operations, with the findings made public. Akio Toyoda points to the lack of effective communication in quality matters in its global operations that led to the problem festering for so long. He says that in regard to sticking accelerator pedals, Toyota "failed to connect the dots between problems in Europe and problems in the United States because the European situation related primarily to right-hand-drive vehicles." Toyota also moved to address problems in its Prius and Lexus HS250h models for anti-lock braking systems....

Missteps by the Detroit automakers include fighting fuel efficiency legislation in 2005, even when the USA faced higher gas prices, and diluting the fuel efficiency legislation with a target of 35mpg for 2020 at a time when Europeans were taking up more aggressive challenges as public opinion there moved in that direction. They also spent heavily in lobbying spending, about $175 million for GM and Ford in the last 10 years, and some would say lobbying against the national interest and the national security interest of the USA, because failure to reduce consumption of oil through fuel efficient cars weakens the economy by sending hundreds of billions of dollars overseas to mideast countries. Rick Wagoner failed to show the vision and leadership needed, and Detroit failed to realize that vision and leadership were required to run these companies. not coming up through the large bureaucracies of these companies. And people associate him with declining market share and a company in decline and asky why. The whole mood of the country is reflected in newspaper columns across the country, in reader comments that run into the hundreds for each article overwhelmingly negative for taxpayer money going to Detroit automakers. This is the situation today and catches the Detroit automakers management, union, dealers, suppliers, by surprise as they have become so used to the status quo and know nothing different....

Texas is becoming a swing state for 2024 The deep divisions in the Republican party in Texas with one faction supporting former Governor Rick Perry who was the longest serving Texas governor 2000-2014, and the Bush family and the other faction supporting Mr. Trump. Attorney General Ken Paxton who supports Mr. Trump faces impeachment by Republicans who support Perry-Bush. Texas is the home of Democrat Lyndon Baines Johnson (LBJ) who was John F. Kennedy's vice president and then president, and also of the 2 Bush Republican presidents George H. W. and George W. Bush. It is also a state that has swung to Republicans since 1976, but has a history of Democrats under LBJ.

Cillizza points to two demographics that the Republicans missed in the 2008 and 2012 U.S. presidential elections. The Hispanic vote comprises 10% of the electorate. Obama won this demographic with 69% compared to 29% for Romney. Romney's extreme positions, to the right of Governor Rick Perry of Texas got him through the Republican primaries but left him exposed in the national elections as he defended his statements of support for "self-deportation." In this respect Reagan, Bush, Perry adopted moderate positions and favored helping children of immigrants get a good education so they could be integrated into American society. Perry even took a hit for his moderate position supporting immigrants in the primaries even before his memory slip in a debate. Romney failed to support even the Dream Act for a pathway to be given to children of immigrants supported by Mark Rubio, a Cuban-American Republican senator of Florida. The second key demographic is the young people vote ages 18-29. This was 18% of the electorate in 2008, and about 19% in 2012. Obama took this demographic with a lead of 34 points in 2008 and a lead of 24 points in 2012. So that even with diminishing support such large numbers meant there was a large cushion to win the election by combining several demographics even if the Democratic position eroded somewhat because of the economy and unemployment at near 8%. This is what happened because of the 6 out of 10 voters, or 60% of the electorate who voted, Romney won 51% to Obama's 47%. This enabled Obama to get the small victory margin he needed in the popular vote. In many ways Romney was "an unnatural candidate" as the Wall Street Journal described him in its editorial, being a private equity business executive fighting a election with Democrats fighting to protect middle and working class interests....

What is the difference between South Korea and the U.S., Europe in the handling of coronavirus? What has happened till now it is accepted with shortage of basic medical supplies and equipment, stress on hospital systems, are merely mitigation actions. South Korea was prepared for the coronavirus crisis because of the MERS and other epidemics, and failures resulting in corrective actions. Labs were centralized and better equipped for testing and tracking the infected. One of the key tools is testing. President Trump says the goal is for the U.S. to exceed and far surpass tests per capita in South Korea. Five million tests are planned by the end of April in the U.S. Where the U.S. falls short is in use of multipronged digital tracking using data from people's use of mobile phones, credit card usage, and use of apps designed to separate infected people from others. South Korea is a democracy with a population of 52 million people, about the size of France. People who were student activists in the democratization era in South Korea say the use of digital technology is a need today. We have to adapt in emergency situation they say. Ki Mo-ran, epidemiologist, and adviser to South Korean government says this is a key part lacking in the European and U.S. efforts to control coronavirus. She says in South Korea we know the patient's contacts, where he goes and stays, so we don't have to lock down everybody. Without digital tracking one cannot know which place is contaminated, which place is clean, so that there can be a lockdown of just that area and not the whole country, says Ki Mo-ran. She asks the question- is one person's privacy more important than the lives of a family or other people who are affected. Is it OK to lockdown every child in the country in a home as in Spain for over a month so that particular people's privacy is respected? These are serious questions for western society, are they exceptions or is democracy not just a western idea but equally cherished in Asian societies, people talk about Confucianism in China and the Asian culture forgetting that the biggest democracies are quite large and functioning well in India in addition to South Korea, Taiwan Indonesia, Malaysia, Bangladesh and Japan, far larger in area and population than China. The French government has chosen the app TraceTogether as the least intrusive one adaptable to France for use there. The U.S. is having Google and Apple develop one of its own. India will be developing one of its own. The NYT raises the question will it be watered down so much in France or in the U.S. and UK to be less effective than the  dire need for an alternative to lockdowns? ...

The next mission for ISRO is the one next year, a joint space flight with NASA to the International Space Station. This will take Indian astronauts into space for the first time. Following this there will be a followup to Chandrayan 3 called LUPEX with the Japanese Space Agency JAXA in 2024-2025 for lunar exploration of the dark side of the moon that does not face the sun. For this the lander will be from ISRO, the Rover and spacecraft from JAXA. Gangayan mission will put Indian astronauts in space on Indian spacecraft next. The sample return mission is next in the Chandrayan missions similar to Chang'e 5 for China in 2020 bringing a sample of lunar rocks back to the earth.

This mortgage crisis could last a long time. House prices now down 10% could fall 30%. Losses on these mortgages could total $400 billion or 3% of total economic output. Similar to the losses in the savings and loan crisis of the eighties. The complexity of the crisis cuts two ways in one respect it prolongs the crisis because it makes it very hard to figure out what is inside which kind of package of securtieis and who holds them. Mortgages are dispersed among banks and 11,000 investment pools each with hundreds or thousands of investors. And many of these pools have been further repackaged into specialized funds known as structured investment vehicles and collaterized debt obligations that were created for these mortgages. It requires huge computing power and lots of people to figure out what is inside each package of securties. And the other effect is that because of this opaqueness or lack of transparency no one in the banking system knows who has large exposure and may run into difficulties like a Northern Rock bank in Britain or a Citigroup or UBS so that banks are not keen on lending to each other and raises the bank lending rate to each other. Banks also want to increase their reserve as a cushion against hidden losses and so are afraid to lend and lend at higher rates and after asking for stringent terms from lenders. This will create a prolonged period of credit tightnesss which would affect business expansion in a serious way. On the other hand as said earlier it cuts 2 ways and the positive side to this is that the losses tend to be overestimated in a crisis with lack of transparency or high degree of opaquenesss as Seidman who was a key person in settling the Savings and Loan Crisis told the National Press Club this month. Another negative efect in terms of credit availability for business is that there is less demand for securities in this kind of environment and business cannot get that much money from the capital markets. Cerberus found this out quickly when it found few buyers for the securities it hoped to sell to fund a portion of its buyout of Chrysler. One thing that will help the US as this crisis plays out is the better picture for exports with a falling dollar.The larger companies with international operations will have more business overseas and will export more to other countries especially to the high growth countries like China, India, Russia and Brazil as well as other countries in South America, Asia and Europe. Infrastructure spending will be huge in these countries and companies like General Electric, Caterpillar and others will benefit and companies like GM will expand more overseas. This should help the dollar and the current account deficit in a few years. It would also cushion the blow from this crisis. Overall this crisis could play out for longer than 3 years if consumer spending deteriorates significantly in 2008-2009. ...
