The missile tests by the North are also seen as a threat to South Korea and Japan. China sees the THAAD system as an effort to increase American presence in the region and has opposed deployment. The U.S. response has been to speed up the deployment of the THAAD missile system ahead of the election in South Korea on May 9, 2017. ...

Jens Stoltenberg, NATO Secretary General says he welcomes the conditions only approach outlined by president Trump for the allied role in Afghanistan. This means taking the appropriate action depending on conditions. NATO will move forward with expected commitments of its members as the U.S. counteracts the deteriorating situation there to prevent a vacuum from developing. This happens following the disastrous results of the Obama administration's withdrawal from Iraq in 2011 against the military's opinion, leading to a reversal of all the hard won gains and increase in terrorism, adding millions of refugees. Gen. McMaster and Gen. Mattis who developed the new plans in 2017 were in Afghanistan during that period.

The split between U.S. and other members of NATO in the current effort by the U.S.to increase others contributions is- 7000 U.S. troops and 5000 troops from other NATO members.

Many of the young people joining terrorist groups come from Tunisia. A security expert tells DW.com that the radicalization of youth in Tunisia began with the overthrow of Ben Ali and his government in Tunisia at the beginning of the Arab Spring in 2011. Ben Ali's regime detained many of the people in opposition groups, leading to the release from prisons during the revolution. The radicalization of Tunisia's youth began during this period, according to this report. The Benghazi attacks on American embassy from Libyans opposing Gaddafi who had crossed the border into Mali, also followed a similar pattern after the overthrow of Gaddafi in Libya. In Libya many radicalized people in opposition groups were released from detention following Gaddafi's overthrow. The current democratically elected government of Tunisian president Beji Essebsi is monitoring the situation. This report describes the experience of some Tunisians in terrorist groups who were brought back home from other countries by their families. EU countries and the U.S. supported the Arab Spring but the aftermath was not well managed leading to further upheaval, and now terrorism. Some of this happened as the governments changed in the U.S. with Obama replacing Bush in the U.S. and Hollande replacing Sarkozy in France, and showing little interest in managing the aftermath or helping the new governments in Libya, Tunisia and other countries make a smooth transition with aid, security assistance, and maintaining the basic services provided by government. A well formulated and conducted effort from the West could have prevented the worst effects that are seen in 2014-2016. The costs to contain the crisis that has ensued are far greater than what would have been needed in material resources and expert assistance from the developed countries of Europe and the U.S.- without military involvement as there was a general sense of being lifted from years of dictatorship in Arab North Africa, and general sense of goodwill towards the West during the Arab Spring.   ...

This should go beyond the $26 billion approved this month for aid to local governments, designed to assist with Medicaid and hiring teachers. It is difficult to create jobs quickly and disperse and use money wisely, without the help of local governments, military or nonprofit organizations- as these organizations have the necessary infrastructure that can be used to get things done quickly. During the election campaign Obama talked about sending at least 2 more combat brigades to Afghanistan. The Defense Department is already planning to send 20,000 additional troops in response to a request of General David McKiernan, top commander in Afghanistan,including 4 combat brigades and an aviation brigade with helicopters, increasing the American troop levels to 58,000, with an additional 30,000 NATO troops already there from other countries. The timeline for this is 12-18 months but with the escalating insurgent attacks in Afghanistan this will probably be done more quickly. Obama and some Democrats talked about Afghanistan as somehow being the good war and he vowed to defeat the Taliban and militants in Afghanistan. But Afghanistan is a different place and most military experts are suggesting that a good strategy will be needed, for example winning over the tribals and some of the militants, and not trying to win militarily. However with the deteriorating situation there the only way to win over tribals and militants may be to get the situation to where the NATO and US forces are in a strong situation. The two big handicaps in this are first history, where the terrain and rural distribution of the people make it difficult to exercize any control over the vast region of mountains and deserts. So throughout history no one has controlled this region and there is no history of centralized government, with different tribes controlling their regions. The other is the problem created by the corruption and lack of any popular support for the Karzai government, which is made worse by the involvement of its officials in the opium trade with opium growing booming in the southern part of Afghanistan. How does the US and NATO create an effective Afghan army and police under a state that does not enjoy any popular support. And yet the strategy that Gates. Petraeus and McKiernan are pursuing involves preparing the Afghan army and police for the task of controlling the vast mountainous region against a rural insurgency that knows its way in the mountains enjoys rural support because of the independent spirit of the Afghan people who find it easy to see the NATO forces as white foreigners in their country. The Afghan army is small for such a vast mountainous region, only 70,000 in a nation of 32 million people, and the police forces of 80,000 mostly corrupt and ineffectual. The present plan is to build the Afgan army to 134,000 still small for such a large region. The other problems stem from the Pushtun population in Pakistan that supports the rural insurgency in Afghanistan and the support of tribal people in the border areas of Pakistan. The picture tells the story, a small number of NATO soldiers in a remote ridge in Afghanistan. And the problems actually are across the whole of the far northern region of what was once British India, of Afghanistan and Pakistan, as the Pakistan government is quite fragile, having an army that operates as a power center of its own with little accountability to the central government. And years of war during the previous military government of Pakistan under Zia Ul Haq, in which Zia with the support of the Reagan administration supported another rural insurgency in Afghanistan that drove the soviets out of Afghanistan, and the subsequent sponsorship of the Taliban movement by the Pakistan military in Afghanistan, has created a situation in Pakistan where militants now operate freely and with impunity in Pakistan itself, disregarding both the Pakistan military and the Pakistan elected government's power structures....

It is a sort of Gati Shakti Master plan that brings in all agencies of government, an approach the Modi administration has adopted for India. This bodes well for Pakistan as the lawyers and their supporters can provide some fair and judicial basis for good government when the politicaians and the military have failed.

Forget Macron who is simply following French policy in the manner of De Gaulle, says Greg Ip in WSJ. The European Union has already set its policy to decouple its relationships in the supply chain from China, it just calls it something else -"de-risking." The EU he says is even tougher about this than the US. The EU's Leyen has stated: "The Chinese Communist Party's clear goal is a systemic change of the international order with China at its center... We need to ensure that our companies capital, expertise and knowledge are not used to enhance the military and intelligence capabilities of those who are also systemic rivals."  Mikko Huotari, the head of the Berlin based think tank Mercator Institute for Chinese Studies says that the US and the EU arrived at this through a process that went on in parallel. In fact the Scandinavian countries such as Sweden and Denmark, and the Baltic countries came across this much earlier before Biden became president because of acrimonious relations with China. This is also true of countries in Eastern Europe such as Czech Republic.  Germany's position is based on finding a transitional period for decoupling to reduce the impact on its economy. And even China is aware of this situation and looking for a transitional period for decoupling. More significant is the attitude of companies says Greg Ip- companies such as Tesla, Apple and even Airbus that have continued investments in China with little change. And it is this that president Biden is seeking to change with US policy positions. Another less observed aspect of this is the realization of both the US and EU, that the clear and obvious mistake of overconcentration of the supply chain in China was made under Merkel and the Bush-Obama adminstrations. China too realizes that it would have been better off - less recrimination from workers in the US,  and less costly damaging growth that led to climate change- if there was not this much overconcentration of the supply chain in China. In short it benefitted no one, and happened simply because companies sought to take advantage of attractive offers of building in China offered by local governments in China with subsidies from the Chinese government, and the manufacturing capabilities that kept expanding in a virtuous circle as better infrastructure and logistics were built over time. It goes to show that unless governments are vigilant and aware of these risks the unintended can happen with different consequences including destabilizing the social fabric and the political structure of western democracies.  ...

To know Obey is to know him through the decades standing in Congress, fighting for spending on health, education and social programs, part of the agenda rooted in his Catholic faith, which he says demands that he try "to make this an equal society for everybody." In his spare time Obey plays the harmonica, with his rendition of "Amazing Grace" at a friend's funeral putting "everybody in tears," according to Governor James Doyle of Wisconsin. ...

The EU statistics agency Eurostat reported that the eurozone countries GDP declined by 0.3% in the 4th quarter compared to the third quarter of 2011. The decline for Germany was 0.2%. For Italy the decline was 0.7% over the prior quarter according to Istat, the Italian statistics agency. Spain 0.3% decline over the prior quarter. France experienced 0.2% growth over the prior quarter with larger exports by Airbus and more business investment. Jair Bolsonaro, a former army officer, is expected to win by a large margin in the runoff election in Brazil against Fernando Haddad of the Brazil Workers Party. Crime, corruption including the Car Wash scandal involving the state oil company and politicians, a deep recession with the fall of commodity prices, have led to a shift in Brazil away from the Workers Party. Polls from Datafolha show about 60% of the vote in runoff going to Bolsanaro. About 30% of supporters say they are voting for something new after the deep recession and failure in providing government services with no money in the budget for adequate spending on infrastructure and services, education and health.  Both the centrist PSDB and the Workers Party that came in following the shift to civilian rule from military dictatorship in the mid-80's failed to win a significant part of the vote. The conservative PSL party only had 5 seats in the outgoing 313 seat house showing the deep dissatisfaction with the existing Congress and politicians in Brazil. Crime is a big issue with 64,000 deaths in Brazil in the last year, with failures in government services, including a failure to tackle a yellow fever epidemic over 2 years, are other issues that have led to the change in the mood of the voters in Brazil. ...

Juan Manuel Santos, former president of Colombia helped negotiate the peace with the FARC guerilla movement in Colombia. Here he points out the changes in South America that have led to the end of guerilla conflicts. This achievement comes after extended conflicts that affected Peru, Colombia, central American countries Nicaragua, San Salvador, Guatemala, following conflicts in Brazil and Argentina that led to the formation of military dictatorships that fought battles with guerilla movements. This goes back to the Castro movement in Cuba against the dictatorship of Batista, and the Cold War during the Krushchev days of the Soviet Union in the sixties. Much of this has ended, yet Santos draws a conclusion that the Western hemisphere is in peace that ignores the legacy of these conflicts. In many places the drug trade has simply moved to places further north, to destabilize governments in central America. The guerillas have become part of the drug trade as ways to integrate them into society have lagged behind or not worked. As a result life is difficult in central America leading to migration northward, similar to migration to Europe from war torn regions in North Africa. Mexico has continued as a key part of the drug trade affecting rural communities in places previously untouched by drugs such as New Hampshire and places in the northeastern U.S., even after a decade of war against drug trafficking gangs by Mexican president Calderon. It also destabilizes Mexican politics such as the murder of 42 students in Guerrero province for civil activism. It is also destabilizing a major democracy such as the U.S. as Donald Trump has sought support from communities devastated by drugs in the U.S., and sought support for a racist approach to politics. For these reasons the more visible conflicts of North and South America are now replaced with a less visible but no less insidious and dangerous mix in politics that has entered civil life and discourse across the region.  ...

Approval process by government is now much stricter and the approval process takes longer for new wind turbines. A leading renewable energy developer BayWa re. estimates 45% of the old turbines installed 20 years ago would not be approved under today's stricter standards. As these become unprofitable a lot of new turbines have to replace older ones. After years of gains suddenly in 3 years the wind power capacity installed each year is dropping sharply, and is in deep trouble. Especially because wind energy plays a big role in Germany, accounting for 25% of total electricity production in 2019, solar only has 10%. For all of Germany only 290 MW was installed in first half of 2019, 80% drop from same period 2018.  In 2018 2800 MW of wind turbines were installed, and that was down from 5000MW in 2017. Problems in addition to stricter approval standards is the resistance from the public which fears wind turbines close to residential areas could affect health of residents. In Bavaria 10H ban is imposed on new installations, requiring 10 times the height of the wind turbine as minimum distance from homes. Other issues are wildlife and the impact on  birds in the area. 300 turbines for 1200 MW are blocked for this reason. Other reasons are military concerns, FM radio beacons. It used to take 10 months for approval. Now the process is so long that the technology itself has changed by that time. Commercial risks are growing for operators in this environment as new costly regulations come into place. A regulation in Brandenburg requires payment of 10,000 euros to neighboring municipalities per wind turbine. Subsidy eligibility is also being cut. ...

Rep. Wesley Hunt is flown to Washington from campaigning in Texas to get the vote in the US House of Representatives to 215-215 on a War Powers Resolution on the president's action in Venezuela. He was driven directly to the House with escort from the Washington Dulles Airport by Capitol Police. Such is the drama in the House nowadays as Democrats look for ways to restrict the president's action in the international arena on the Monroe Doctrine. The resolution if passed would require Congress to authorize the action to deploy troops. The Venezuelan action was taken quickly in a few hours bringing Maduro to the US. The US set a naval blockade of the country which has fallen apart with high inflation and mismanagement, corruption and drug trafficking after Chavez entered Venezuelan politics with a military coup in 1998 and set up an authoritarian government. When he died the power was handed to a person who lacked experience tackling a complex oil economy and inflation reached 1000 percent destroying the economy. The Monroe doctrine had fallen into disuse since 1824 and its revival in 1904 by Teddy Roosevelt which made it difficult for the US to take action in the interests of peace and security in its neighborhood free of European colonial powers. Russia withdrew from Venezuela after the Trump administration set a new start for US Russia relations based on "respect" for Russia as a power in Northern Europe. In 1824 the situation facing Venezuela and other South American countries blocked by president Monroe was intervention by France, Spain to collect debts.  President Teddy Roosevelt affirmed the Monroe Doctrine during his term 1900-1909 to ensure fairplay, democratic governance and good governance in the western hemisphere free of European powers. In 2026 much of this is being misrepresented in a torrent of what TR called "mendacity." The issue of Greenland and security for the Eastern seaboard of America from foreign powers is also getting the same treatment by the US and European press with no mention of Admiral Perry's discoveries in Greenland for the US Navy in 1890's, and Denmark as a colonial power which had no belief in representation of local people having transferred its colonies in Asia and other parts of the world to other nations for payment or in exchange of territory. The entire population of Denmark of 6 million is smaller than the Houston area and the entire population of Greenland of 50,000 would not fill a baseball stadium, and yet it seeks to block US security for the entire eastern seaboard of  North America from foreign powers in 2026 after it did so in 1947 when Harry Truman offered $100 million for Greenland, as the Cold War intensified in Eastern Europe. ...

This WSJ Editorial Board opinion says president Biden needs to get European partners to make key decisions at the G-7 meeting to support Ukraine.  On the level of support it says the US has contributed 42.7 billion euros in military and humanitarian assistance compared to only 27.2 billion euros from European Union countries, according to the Kiel Institute for World Economy. Cpuld the EU do more? Russia continues to keep frontline nations such as Estonia and Lithuania on edge. The NATO support force has only 40,000 allied soldiers- more like a tripwire defense and clearly inadequate says WSJ. This needs to expand to a significant force. Separately from this NATO's Stoltenberg has announced that the NATO Response Force will now be expanded to 300,000. Mr. Erdogan needs to be persuaded to let Finland and Sweden join NATO to strengthen Baltic area defenses. WSJ says Erdogan is facing a tough election in 2023 and is objecting not because Turkish Kurds pose a threat at this time but to rouse nationalist sentiment for the election. WSJ Editorial does not mention what is critical for Ukraine's people, the refugees of women and children to return home and live normal lives - the stopping of missile attacks on civilian population and buildings. Separately Mr. Biden has announced that he will be sending Advanced Missile Defense Systems to Ukraine. Germany is sending an IRIS missile defense system that covers a space of 40 square miles enough to defend cities like Kviv and Lviv, Kharkiv. Here the question is how soon as this needs to be taken up immediately to protect the lives of the civilians caught up in this war, the women and children of Ukraine. Some are returning to their homes in Kviv, Kharkiv, other cities, that are already damaged, and are facing more missile attacks. This is the most difficult aspect of the war and hope can only return when this is prevented. It would also set the beginning conditions for the end of the war by removing this element of the war for the people of Ukraine and their homes and lives.   ...

Defense experts in Britain say the part of the Russian army that is modern is not large, and the part that is large is not modern. The Russian advance attack in Ukraine has floundered, says this report in the WSJ. About 25% of the Russian army is made up of conscripts. The hundreds of billions of dollars spent on modernization of the Russian armed forces have been spread thinly, and dissipated also because of corruption and poor management.  The Russian encrypted communications did not work as expected leading to relying on open communications that could be intercepted or jammed. The Russian government and president Putin were still stuck on 2014 and did not realize the determined resistance and the desire for independence of the Ukrainian people. Ukraine is a technologically advanced European country the size of Germany with a population of 40 million, and Russia has an economy the size of Italy, factors that also played a part. The corruption and poor economic conditions in the border Ukrainian republics setup by Russia led many Ukrainians in the eastern border region to question any advantages from Russian rule. The user of poorly motivated conscript soldiers led to many generals and other officers to have to be present on the front lines leading to Russian officer level casualties. The use of antitank weapons supplied quickly from the European Union and the US, and use of small mobile units of Ukrainian volunteer and army forces to tactically destroy the front and rear of miles long convoys of tanks and armored vehicles - leaving the rest of the convoys trapped in between. Logistics also failed to resupply deep inside Ukraine as Russian forces depend on rail based resupply which could not happen without control of cities on the rail lines. The volunteer forces in Ukraine after 8 years of war since 2014 and the immediate assistance with antitank and other military assistance from US, and EU, played a part in the western response to the Ukraine crisis and president Putin's actions.   ...

So Karzai is protecting these officials and because of this opposes aerial eradication and does not support using Afghan Army for land eradication. The military in the U.S. and the UK does not want to take more casualties by turning against them the officials and farmers who support the government, but this is a short sighted policy because this helps make the Taliban insurgency stronger with access to cash and weapons because they also are actively setting up farms in their areas of southern Afghanistan. Aerial eradication takes care of poppy farms in all areas and has been effective in other countries. In the long run the military takes many more casulaties because of the bigger insurgency and Taliban they have to deal with. The military's policy is called "Sequencing," and its basically we'll deal with drugs later which is based on a complete misperception and understanding of the situation facing them. Schweich is in the thick of these battles and has fought them wit courage it appears from this account. He has the support of Secretary of State Rice but has not been able to get the Administration to get Karzai to change the way he is operating. It risks making the situation and insurgency in Afghanistan a lot worse if not corrected. Saudi Arabia spent $80 billion on arms purchases in 2014, more than France or Britain, according to the Stockholm International Peace Research Institute. The Emirates spent $23 billion, triple the amount spent in 2006. Qatar made a $11 billion deal in 2014 for air defense systems and helicopters. It is looking for F-15 fighter jets to replace its fleet of older Mirage jets.
