 President DJT has several options after SC Tariffs decision -Sections 122 Trade Act of 1972 has 150 day limit and 15% maximum tariff rate, and Sections 232 and 301 of the Trade Expansion Act of 1962 is specifically designed for China and countries with high trade deficits. DJT pointed out at the press conference following the Supreme Court decision pointed out that he had these options at the beginning in April for tariffs. He chose IEEPA instead because the other options required work that would take several months showing the unfair treatment of the US by other nations. It is likely that the president used IEEPA for speed yet kept open the options to replace it with the option that would work best. The new studies will have been started much earlier in 2025 so that the president can introduce all his tariffs under new arrangements. Another aspect of this is that the president has negotiated Free Trade Agreements with most of the nations that are large trade partners from India, China, Vietnam, South Korea, Japan to UK, EU, Germany, France with the idea of boosting the US economy with tariffs of 10-15%. ...

Indian Finance Minister Sitharaman gives the following remarks in parliament on the White Paper presented to the 18th Lok Sabha in January 2024, describing the dire condition of the Indian economy by 2013 with mismanagement and "big ticket" corruption. India's Finance Minister Sitharaman describes the situation in three key areas by 2013 that left the economy of India in a fragile state, with projects stalled, development delayed, and capital investment not taking place. She gives as 3 main points of focus- the state of affairs at Defense Ministry, at the Environment Ministry, and for Energy supplies. At the outset she says PM Modi had suggested the need for such White Paper by 2015 so that future generations would know what had happened in India that failed the country at a time when China had already joined the community of developed nations. The issues go back to the coal scandal when coal auctions had to be cancelled by the Supreme Court for irregularities, the misuse of state owned banks leading to a large increase in non performing loans, and the mismanaged Commonwealth Games under government before 2014.  Sitharaman told parliament this had the effect of national security being compromised, Environment as a Ministry becoming a bottleneck, and the leadership failing the country. In the military there was a critical shortage of ammunition and equipment. She cites the Defense Minister at the time having the attitude that independent India has had a policy for many years not to develop the border areas, as an undeveloped border was better than a developed border. She also says Ministry stated that 92% of the Defense Budget was used up and major acquisitions have to wait for the military. Following this Sitharaman cited the scandals of that period and leakages of funds that weakend the country and failed its people. She compared capital expenditures today of 6.22 lakh crores in 2024 thre times the number in 2013 of 2.53 crores. HAL now makes Tejas jets and helicopters in Made in India production. At the Environment Ministry the delays that were 86 days reached a high of 316 days by 2013 for approval of development projects, with 355 projects pending, the nation brought to a standstill with the effects of the coal supplies to thermal power plants being wholly inadequate and Coal India in poor shape. Jenny Strasbourg of the WSJ provides this much needed report from London about the courageous decision by AstraZeneca and Oxford University to give vaccines away at no profit to the whole world, to billions of people in Africa, Asia, and Latin America. Without this brave decision by a British company and a British University the world would be a lot poorer, more variants could have happened, making us realize the great contribution Britain has made and how indispensable it is to the planet. Add to this the effort of Indian companies including Serum Institute that provided the manufacturing facilities and capabilities for making most of the British vaccine. AstraZeneca delivered 2.3 billion doses of the vaccine globally as of mid-December, according to the company. The International Monetary Fund estimates that low and middle income countries received 3.25 billion vaccines as of Dec. 11, About half of this or 1.6 billion doses were Astra Zeneca shots. This is a bigger share than any other vaccine by far and a life saver to the world. AstraZeneca stepped up early in a true to the best ideals in Britain to meet the needs of the world-  aiming to deliver 3 billion doses in 2022 and sell them at no profit as long as the pandemic continues. As the shot does not need cold storage it is ideal for India and other Asia, Africa and Latin America. "We are all very proud throughout the company of the impact we have had," says AstrZeneca CEO Pascal Soriot. By far the biggest manufacturing was done at Serum Institute of India which supplied 1.3 billion doses of the AstraZeneca vaccine to 70 countries. Mr. Modi pushed forward the export of vaccine made in India to the world from the beginning in the same spirit of cooperation and the best ideals that Britain was living upto. Serum Institute can produce as much as 250 million doses of vaccine a month making it possible for India to tackle the vaccination population of 1.3 billion people.   None of this could have happened without Oxford University and AstraZeneca and Indian companies with Mr. Modi's active support living up to the best ideals of Britain and India for the world. "When you add up the benefits to humanity, I think you'll find the vaccine holds up pretty well in terms of the ill health it has prevented, and the deaths it has prevented," says John Bell, a senior Oxford academic who in 2020 guided the University through its vaccine-partnership talks with Astra Zeneca. Because in the real world AstraZeneca shot has held up so well it is also a choice for booster shots. ...

The 44 kilometre stretch of rail line being built in the region of West Bengal and Sikkim will for the first time provide a direct rail connection between Sikkim and India. A project that was approved years back in 2009 will be completed in 2 years by December 2022 by the federal government. The investment in the project is 89 billion rupees or $1.2 billion. It is a strategic project for India as it integrates the Himalayan region of Sikkim and Bhutan, Nepal, with India with rapid rail connectivity. The lack of reliable and modern rail infrastructure had held back economic development in the region. This is part of the Himalayan region in India's northeast, with spectacular mountains and requires modern engineering and technology for miles of tunnels through the mountains and bridges over many rivers at high altitude. This project is a combined venture of Indian Railways and its unit Northeast Frontier Railways, and the Indian Railway Construction Company (IRCON). How is Ceylon or Sri Lanka faring for the economy and the standard of living after the collapse in 2022-2023? Krishna Srinivasan the IMF Director Asia Pacific and Peter Breuer in Feb 22, 2024 report say there is light at the end of the tunnel. It shows a graph of where tax revenues had fallen to 9% of GDP making it impossible for the government to function and for essential imports to be financed. "Corruption, tax exemptions, and non-competitive procurement and allocation practices imply higher taxes and costs for everyone, hitting the most vulnerable hardest." This is where PM Modi has made a huge, huge difference in India. It also calls for prevention- "Prevention also requires providing a safe space for public engagement in governance." The British American concept of governance through elections has to be modified with emphasis on as Srinivasan and Beuer state correctly -creating a safe space for public engagement in governance. Only when the public and the young people of the country understand the basics of the economy and an educated informed mindset in created -as is the goal of Lyrarc.com- can the conditions be created for this good governance. This is true for India and is true for its neighbors Ceylon or Sri Lanka, Nepal, Bangladesh, Indonesia, with whom India has a long history of the closest relations. The speed with which GST revenues grow in India will determine the pace of industrial development, infrastructure building, and exports growth in India. It is the main source of government revenues and plays a role similar to what land sales played in China's rapid development over two decades.  States that generate the maximum GST reflect the industrial and commercial activity of the state in the overall context of India's growth. This is why Maharashtra with the commercial capital Mumbai plays an important role with Gujarat and its commercial capital Ahmedabad. Both states formed the industrial core of the country under the British Empire as one state called Bombay state. Maharashtra today makes up 15% of the country's GST revenue with Gujarat coming in close to Karnataka at third. Maharashtra at 2.7 lakh crores for 2022-2023, Gujarat at 1.1 lakh crores and Karnataka at 1.2 lakh crores. Karnataka has the IT capital of India in Bangalore now called Bengaluru. The compound annual growth rate of Maharashtra is 12.3% for the five years to 2022-2023 and for Gujarat 11.8%, Karnataka 11.7%. During the last year Maharashtra GST grew at 24%. National compound annual growth rate for GST tax collections is 11.3%. These states all have state and federal governments aligned for maximum effort in infrastructure and logistics development through allocation of capital, land, human resources, and other inputs. Tamilnadu comes next with 11% growth with the state capital of Madras or Chennai. These were the main commercial centres under the British. Bangalore emerged after independence in 1947 as the center for IT industries. To repeat the kind of development acceleration seen one after another in Japan, South Korea and China, and learning from their experience particularly the climate change and pollution negative aspects of the Chinese experience, India needs the accelerated growth at these rates for GST to finance growth in investments. It also needs to increase the quality of these investments by paying attention to negatives such as pollution and climate change through government regulation of activities that create these negative aspects.  ...

Research shows the tremendous progress the US made since 1935 to 1963 both with growing incomes and with taxes and transfers, and again from 1963 to the present focusing on the black American population and backward states in the South with the War on Poverty of LBJ/John F. Kennedy. What it showed to Asian nations that studied the growth of America, Japan in 1950's in war devastated country, China in 1990 coming out poor from the failed Great Leap Forward and Proletarian Cultural Revolutions, India in 2017 after 70 years of failed Democratic Socialist experiments was that this kind of backwardness and poverty could be resolved by learning from America and applying the same principles with dogged determination, clear vision, and careful planning for commiting the large amounts of capital investment, labor education, and technology infusions from the US and EU, and very importantly capitalizing on the goodwill for Asia in America and the European nations. Much of Africa and India today in its efforts can draw inspiration from what was achieved in America over this span and China's effort to do this in just 30 years from beginnings in 1990 when China was mostly a bicycle nation to its complete transformation by 2020.  ...

French colonial rule and suppression of independence protests at Setif, Algeria, 1945, which led to much of the Arab liberation writings that were to lead to 5 decades of wars in the region. Many of the coups in Iraq and Syria and in Egypt by military men were a result of this period of colonial rule in the Arab world in Iraq, Syria, and other Middle Eastern countries of the French and the British. The anti-colonial writings of this period had one bad aspect the fervor led to an uncritical acceptance of the idea that achieving political independence would be enough for better standards of living, education healthcare and infrastructure. Economic freedoms would require a very different approach from the political aspect. These wars destroyed much of the resources, wealth and human other potential in the Middle East leading to economic stagnation by 2026. Gulf kingdoms with small populations pursued grandiose schemes, with the rest of the Middle East stuck in poverty and lack of industrialization, lack of infrastructure development, sience and technological education, that happened in China and South Korea, and is happening now in India. Iraq and Syria, Lebanon are artificial states by the French and British colonial rulers out of the collapsed Arab part of the Ottoman Empire which with their mix of peoples from different Islamic sects are impossible to manage to this day, and the world (China, US, EU, India, Brazil, other nations) has other priorities of their own than getting sucked into these wars. ...

India's challenges in securing $1.3 trillion in capital over 5 years for infrastructure spending. This is needed including capital from the private sector to support government funding, so that India can build the infrastructure to create new manufacturing hubs that compete with China as the world's manufacturing workplace. The Biden administration's determination to compete effectively with China using is own supply chain in Asia, and the EU's plan to follow what the Biden administration does, is likely to create a new kind of environment by 2024-2025 that will create a steady flow of capital to India and other parts of Asia to finance this effort for rebuilding its supply chain. The Biden administration is seeking to build a culture change from the old culture pushed by Reagan type free marketers that delivered lost decades in manufacturing and jobs in manufacturing for the US. Biden's State of the Union message was clear- "Folks we're just getting started. We're just getting started." By 2024-2025 the Adani story may just be a footnote to this story as other manufacturers and investors pick up the infrastructure challenges facing the US, EU and India for a new supply chain for the Free World built around self-reliance. The Ukraine war and China incidents such as one that happened recently, will accelerate the rebuilding of the new supply chain on the part of the US and the EU with partners in Asia. And change decades old assumptions and trade relationships over months, not years. ...

In Maharashtra state in western India, with state capital Mumbai, the vaccinations crossed 40 million on July 20, 2021, according to the state's Additional Chief Secretary for Health. India has vaccinated 410 million people by July 20, 2021. About 3 million people are getting vaccinations daily.

Maharashtra was one of the top 5 states in the first and second waves of the coronavirus in India. About 2 million healthcare and front line workers have been fully vaccinated in Maharashtra. Indian exports to US drop from $8.8 to $5.5 billion May to September drop of 37%. A trade agreement is likely and should be similar to Japan's or EU where with Japan it is now 15% and with EU it is 10%, both key allies of the US. India is also a key ally in Asia requiring the DJT administration -once it gets over Modi-DJT differences on the nuclear aspect of the India-Pakistan 48 hour conflict in 2025, and India reverts to getting oil and energy from non Russian sources as it did in 2019, and issues of agricultural exports to India- to drop this tariff of additional 25% for Russian oil and drop the basic tariff of 25% to 15% as the US did with Japan. At 15% Japan and India will still be able to compete with China's 47% (dropped from 57%) to export to the US.  The result can be positive for India as it improves it's cost effectiveness to export to the US and EU, with rapid investment to improve logistics, and streamlining import of technologies and machinery to rapidly cut costs of production. ...

This report in the Mint suggests that there is strong economic growth in India today yet more needs to be done to broaden the economic recovery to reach all segments of the population. Pent-up demand is leading to economic spending for higher income segments of the population, yet sales of two wheelers for the moderate and lower income segments as shown in graphs here have fallen badly.

The next step is for a broad based recovery as India expands its vaccination drive. There is no room for relaxation of the vaccination drive as prime minister Modi pointed out to lagging district heads in a national virtual meeting on the same day that he returned from COP26 Glasgow. So much has happened in 2021 with the surge in coronavirus in India in the middle of the year, and the economic rebound is in its early stages requiring vigilant and careful attention from industry and government in the months ahead through 2022.

The rupee reached a low of 56.55 rupees to the U.S. dollar on June 20, 2012. Factors affecting the rupees include the large current account deficit and trade deficit, declining capital inflows and foreign investment in the Indian economy in 2012. Other factors are risks of further credit rating downgrades. Fitch Ratings lowered its outlook on India from stable to negative on June 18, 2012. Standard & Poors lowered the outlook in April 2012. The current rating is one step above junk rating, making India the only Bric country without an investment grade rating. The lack of decisionmaking to attract foreign investment within weak coalition governments in India because of the influence of regional parties is a major problem. Other problems include the poor management of coal, energy, electricity generation and the lack of funding for these sectors to power the economy.
