Greg Ip says in WSJ that China turned to lender after 2010 and financed loans for development, for roads, highways and infrastructure in Asia and Africa. Between 1970 and 1990 the World Bank was extensively involved in infrastructure projects, by 1990 it retreated from this role and China after 2010 was lending at double the rate of the World Bank for it Belt and Road Initiative programs. At G20 New Delhi, India, Biden and Modi, leaders of Brazil, and South Africa, agreed on advancing the World Bank's loan capacity by $100 billion for next decade under leadership of Ajay Banga. Thjis is happening at the meeting of finance leaders in Marrakech, Morrocco in 2023. The IMF and the World Bank were set up after World War II under the agreements signed at Bretton Woods, New Hampshire, as postwar finance system. The IMF was to serve as lender to countries facing short term finance crises, and the World Bank to finance development in poor countries such as India, Indonesia and after 1990 China. The largest borrowers from the World Bank were India, China and Indonesia. India is at $37 billion loans outstanding in 2021, China at about $21 billion after repaying much of its loans. With the 15% mandated cuts to energy use in the European Union countries and the shutoff of Russian gas supplies, three remaining German nuclear plants can be run for an extended period to take off some of the strain on the German economy. Sentiment for nuclear power is changing in Germany. A Spiegel opinion poll is cited in this WSJ editorial that shows 78% of Germans favor keeping the three remaining nuclear plants operating till summer 2023, and 67% say it is a good idea to keep them running for 5 years.  The issues of nuclear vs solar, or coal and gas vs solar is not a yes or no proposition anymore as shown in the negotiated measures to allow some coal and gas operations in the US in the Biden Climate Change bill that passed the US Senate on August 7, 2022. The stimulus checks in government pandemic aid packages are being spent prudently in the US. Government aid checks were sent out in the first wave since March 2020 and now again in the second wave in 2021. The stimulus pandemic checks are being allocated wisely. A Federal Reserve Bank of New York study shows that Americans saved about 36% of the first stimulus payment checks, 29% was spent, and 35% was used to pay down debt. For the second stimulus payment underway in 2021 this survey also shows Americans are expected to spend even less and use even more to pay down debts. With stores mostly closed, travel restricted, and consumers not having the opportunities to spend, and the sense of insecurity, additional income from unemployment checks, saving has increased. Americans saved $1.4 trillion in the first 9 months of 2020 compared to half that in the same period in 2019, according to analysis by Berenberg Economics. That amount is about 10% of household spending. The tight spending during 2020 means, say economic researchers, that spending will jump in 2021 after the vaccination drive. The trend is positive in that Americans tended not to save enough. People in China and India, tend to save more giving government a larger pool of savings to draw from in national infrastructure spending. In November 2020 Commerce Department estimate is that saving in the U.S. was 12.9%, up from 7.5% in November 2019. Anecdotal evidence shows U.S. savings accounts for people at the lower end of incomes have been depleted for years, hit by the unemployment of the 2009 recession. This was caused by errors by the banking community and business. To this is added people in arts and culture, people in professions involving contact, travel and leisure, food, during this pandemic ten years later. National priorities need to be set to bolster this part of American society and its core social fabric. The steps to bring home manufacturing jobs under Mr. Trump and the "Buy American" initiative under Mr. Biden is just the first step. More steps are needed and the resources, implementation and drive to bring America back to the healthy society of social cohesion and upward mobility aspirations under presidents Truman and Eisenhower in the 1950's. ...

After 3 decades the US is finally offering the scale and scope of infrastructure investment overseas that is needed. President Biden says $200 billion will be invested in infrastructure overseas over 5 years at meetings of the G-7 in the Alps south of Munich in Germany. Along with its partners and with government and private investments the size of the investment will reach $600 billion over 5 years to 2027. This will include projects such as $2 billion for solar energy in Angola, and a $600 million submarine telecommunications cable connecting France to Singapore.

It is a combination of direct government aid and private investment. President Biden sees Build Back Better World as the overseas version of his Build Back Better America for workers and families in the US for which Congress has authorized $1 trillion in infrastructure and climate change initiatives in the US.

This WSJ report says IRS is working on collecting $10.7 bill in taxes from Amgen for the shift of $14 billion in profits to its Puerto Rican subsidiary. Puerto Rico is considered a foreign country for US tax purposes, and by locating profits there Amgen paid much lower taxes than most companies. In 2013 this was effective tax rate of 3.5%. Now this is coming into careful scrutiny from the US government as president Biden plans to generate revenues to pay for the shift to renewable energy to combat climate change with COP26 commitments by the US, and to reduce pharmaceutical cost inflation for the US public. This is the idea behind the $369 billion Inflation Reduction Act of 2022, both a climate and a tax bill that is being passed in the US Congress.

This bill is the biggest climate change bill in history and yes it depends on revenues from fair taxation that has not happened till the Biden administration's resolute effort in this direction.

The 65 million Americans called generation X sandwiched between baby boomers and the millenials are one that are also the 401 K experiment generation, and ones that experienced both the 2009 corporate greed and recklessness caused financial crisis and the pandemic. And experience financial anxiety at a different level.  Without the steady pension checks of their parents these Generation X middle aged people with their 401 K's are much worse off. This is the group Biden Harris, and Biden Walz, has to assuage and bring back up. The 2009 financial crisis left many in disarray with loss of jobs or lack of pay increases, or part time work. Many have not recovered after the pandemic delivered another blow to finances and cost of living surprises. Median household wealth of Generation X people 45 years to 54 years old was $250,000 in 2022, 7% lower than that of baby boomers in 2007, the only age group that experienced drop in median wealth.

About the title it depends- costs have come down for food made at home and eating at home, it is the cost of eating outside that has doubled from 3% in 1960's the Kennedy years to 5.7% in 2024 as a share of personal disposable income.  Costs of eating at home are now half of what they were in the Kennedy years when they were about 13% of personal disposable income, as shown in USDA data and charts.The American public says in voting preference and other surveys  that inflation is a key concern, food prices  are mentioned as a key concern. Food prices fell by about 8% during the pandemic 2020 and rose quickly by 2022 by 12%.    Eating at home declined from about 13% of personal disposable income in the Kennedy years in 1962 to about 9% in the Reagan era in 1990 and down to 5.7% today. The real culprit in food inflation is people paying higher prices to eat outside at restaurants. In that period obesity has increased and general health has declined by these spending habits and lack of food savy cooking knowledge that not only cuts costs but also makes it possible to eat healthier by controlling intake of the fat, oil, and other poor ingredients by cooking for oneself at home. At home one avoids packaged goods and cooks the food from healthy ingredients. A correction is badly needed and will help not only health but also the family budget. Its a crazy way to do things not to educate children on healthy foods starting early in school, including in designing lunches and gradually increasing interest in making simple items from scratch. And instead to neglect food and food intake ending up with increase in cost plus poorer health outcomes. Hitting not just the family budget, also the nation's budget with higher and higher expenditures on healthcare. American habits need a change to make more at home like mothers and grandmothers in the 1960's and reverse obesity, poor health outcomes. As for the manufacturers of packaged foods President Biden talked recently about shrinkflation putting less in each bag of food at the same price. "The American public is tired of being played for suckers. I've had enough of shrinkflation. It's a ripoff." WSJ looks at food prices in 1991 and other points in the past and today. In 1991 as a percentage of disposable income food was 11.3%, according to Agriculture Department. This was after an inflationary increase in the 1970's. USDA data shows it has reached 11.2% in 2022. The public is responding by eating less outside and making its own granola and other items, and generally buying less that cuts into sales, a healthy trend. This is expected to lead grocery stores and manufacturers to reduce prices in 2024. ...

WSJ Analysis looks at what happened in the first term of DJT, the Biden Administration that followed and in 2025 in US-China relations and how the posture changed, how Xi and his team built rapport with DJT and his team over the tumultuous period in 2025. US turned to Xi in getting Iran to the table for negotiations in Islamabad meetings after the month long effort to take out Iran's nuclear and ballistic missile program infrastructure. This was arranged in the early hours of Tuesday April 7th 2026. Throughout the US air campaign in Iran China pursued the policy it had set at Busan of not letting it affect US- China relations and the DJT visit to Beijing believing it sets the basis for the future course of US- China that affects the whole world beyond regions such as the Middle East where little headway has been made in bringing about peace. China US, EU, India, Brazil, Latin America, Africa, Indonesia, make up most of the world's population and China remains focused on ensuring the US and China can through their cooperation maintain peace in the world overall. This is reflected in this statement of China's Foreign Ministry on Busan meeting as the beginning of something new and big for the world- "Over the past seven decades and more, we have been working from generation to generation on the same blueprint to make it a reality. We have no intention to challenge or supplant anyone. Our focus has always been on managing China’s own affairs well, improving ourselves, and sharing development opportunities with all countries across the world. And that is an important secret to our success. China will further deepen reform across the board, expand opening up, and promote higher-quality economic growth while achieving an appropriate increase in economic output, and advance well-rounded human development and common prosperity for all. This will also expand the space for cooperation between China and the United States." This relates to China's worst fear, worst nightmare - that before it can become a fully developed economy for 1.4 billion people it would find itself in the situation that faces Japan of an aging society and weak growth something Japan faces as a fully developed economy much smaller of 120 million people. Japan per capita GDP is at $36,000 2.5 times China's at $14,000 and about a fifth of Germany's at $64,000, about a seventh of the USA at $92,000. So that if China does not continue along the path of development it has followed since 1990 working with the US and EU it faces the prospect of losing forever the prospect of joining Japan and fall into lower than middle income status when large parts of the interior of China a third of its economy that is rural are still living in poor economy status with per capita GDP of $3500, which is 8% of the GDP per capita of the poorest state heavily rural state of Mississippi in the US. Even Shanghai and Beijing with about $32,000 per capita GDP are only about 58% of the per capita GDP of Louisiana in the bottom one third of US states. Xi Wang Yi, Lifeng are doing what China must do to compete with advanced US and European economies and Japan- continue to work with the US on the development model that has worked the best for China since 1990. The title says this but Biden has not blown it by conducting discussions on the debt ceiling with Kevin McCarthy, Republican leader in the House of Representatives. Krugman presents MAGA Republicans as controlling the House. The situation is a bit more complicated than that as the Republican margin is only 222-213 with moderates who could move in Biden's direction if a default is impending. Previous articles in the NYT and WSJ have shown how the president has his own set of options including  simply ignoring the ceiling or citing a part of the Constitution of the US that gives the president the authority to conduct the business of the country in such a situation. Mr. Biden is taking the situation as calmly as possible, as the midterms have also given the president a situation where he sees the country on his side with Democrats needing only a few moderates in the Republican party to support him. Mr. McCarthy has his own reasons to support Biden as he supports president Biden in the task of backing up NATO and Ukraine. Having discussions with McCarthy keeps the country together at a time when Ukraine has a planned counter offensive to defend the country. Biden was able to achieve legislative achievements that are comparable to FDR and Lyndon Johnson because of his calm and patient approach. ...

DJT on Canada "lives because of the US," and Carney's referencing the relationship and saying "Canada does not live because of the US." Rupture in relations started earlier but was mended. This time Carney takes the first step after visiting Beijing to clearly distance Canada from the US in speeches at Davos, by being openly critical of US policies. This does not bode well for negotiations onthe USMCA agreement that is being rewritten. Disputes with Mexico continues over US preference to strike on land against drug cartels in Mexico that are trafficking drugs to the US with loss of hundreds of thousands of lives more than the Korean and Vietnam wars, and World War 1 combined over the last decade. The USMCA involves negotiations with Mexico and Canada. The Border has been secured but like Eisenhower in 1954 DJT faces the problem of how to send back the surge in migrants that entered the border illegally through Mexico with the Mexican government not intervening and the Biden/Harris/Mayorkas government failing to secure it -asking for legislation as late as 2024 when most of the illegal entry had already happened. In 1954 Eisenhower organized Operation Wetback to do this, which is now underway in the US in a different way by DJT in 2026 with the clear focus on getting criminal activity out. ...

Texas under new state law S.B. 4 can  impose criminal penalties of upto 6 months in jail on non citizens who illegally enter Texas from Mexico. It allows state judges to order deportations to Mexico- without Mexico's consent- and allows local law enforcement to carry out the orders. The US Supreme Court upheld the US Court of Appeals 5th Circuit decision that says the law S.B. 4 passed in Texas can be enforced temporarily till it is submitted to the Court for final decision. Both Biden and Trump have visited the Texas border with Mexico. This was after Biden and Schumer passed a immigration bill 70- 30 in the Senate which Jim Lankford  Republican of Oklahoma had negotiated with Democrats. Biden said he would sign it to close the border- it would also change parole and asylum law to stop large illegal migration entirely. The former president intervened to stop passage in the House to keep the issue alive for 2024.

In Biden's address at the UN General Assembly he talks about climate change and Covid-19, and a foreign policy that brings together US and its allies in Europe and Asia. He said "the next decade will quite literally determine our futures."  He encouraged "competition" but he stressed he was "not seeking a new Cold War or a world divided into rigid blocks." Biden also said the US would spend $10 billion to end hunger and invest in food systems around the world.

Biden also increased US commitment for developing countries to reduce emissions to total $11 billion by 2024- in a recent interview Indian finance minister Sitharaman says India has done its work for COP21 emissions entirely without US or other funds.

The Editorial Board of The Financial Times (UK-Japan) says Germany needs leadership to fix problems, not just manage crises. The Merkel years were marked with Angela Merkel fixing the euro crisis- itself a legacy of missteps under her mentor chancellor Kohl who pushed too fast for entry into eurozone of countries such as Greece without meeting requirements. As Annalena Baerbock points out the actions taken by Merkel are still being questioned such as the austerity policies. Baerbock says in a rare interview- "The major lesson from the eurocrisis is that austerity can end up suffocating an economy, which is why fiscal reform was needed. Germany and Europe needs to become the engine room for innovation again." A fuller and more objective reassessment of Merkel policies by the German people is likely to happen after the elections. Merkel only moved away from austerity policies after the pandemic, committing to European solidarity and sharing the burden of aiding the economies of southern Europe in 2020. This happened at the end of her administration following 10 years of austerity, a period in which Germany invested little in her infrastructure or modernization. Much of the goodwill for democratic practice and forms of government among German people generated by Adenauer and Wily Brandt in the early postwar years was wasted with her migration policies which were also reversed by 2019, as Mr. Biden is doing in 2021 in the US. The potential for good with new direction of a combined Biden administration in the US and a Scholz-Baerbock  administration in Germany and Europe is immense and sorely needed. ...
