This report in the WSJ says the increase in Saudi production announced on June 2 will do more for Saudi Arabia diplomatically as it improves relations with the Bdien administration, and much less for oil markets. The increase of 648,000 barrels a day for both July and August is seen as a drop in the bucket. Only Saudis and UAE have spare capacity- estimated to be at 3 million barrels a day of spare capacity. The Russian oil production has already dropped by 1 million barrels a day since the start of the war in Ukraine and will drop further after the European Union oil embargo on 90% of oil supplied by Russia to the EU. Russia may even withhold supplies from the market to keep oil prices high as it is selling oil at a large discount. Russia evades western oil sanctions by selling oil using transfers out at sea and in other ways that do not reveal the source of the oil. Saudis and UAE are seeking better relations with the US to gain security guarantees after drone and other attacks by Yemeni rebels and Iran. Earlier president Biden had distanced himself from Saudi Arabia following human rights situations that led to deteriorating relations. The EU oil embargo, high oil prices that are hurting poorer countries all over the world, and the commitments by the US and other European partners to reduce fossil oil fuels production and increase renewable energy production are now added factors that the US is including in its relations with the Middle East as it seeks to balance different factors. Biden issued executive order on June 3, 2024 to close the Border with Mexico and deny asylum. Once border crossings reach 2500 a day the border is closed. Then it is opened only when crossings drop to 1500 a day and after 14 days. Officially permitted including humanitarian parole pathways are limited to 1500 a day. This is being done because the legislation that passed in the US Senate on bipartisan basis negotiated for closing the Border with Senate Minority Leader Mitch McConnell of Republicans and Senator Lankford (R) was blocked in the Senate by Mike Johnson on instructions of Mr. Trump who sought to use it as an election issue. "Today I’m moving past Republican obstruction and using the executive authorities available to me as president to do what I can on my own to address the border,” said president Biden. The signs “SECURING OUR BORDER” were prominent in the White House East Room. “Frankly, I would have preferred to address this issue through bipartisan legislation,” he added, “but Republicans left me with no choice.” On this page the WSJ looks at the Border on August 5, 2024 and finds the border crossings have dropped to levels in 2020 and to levels seen during the last year of president Trump. The US and Mexico have cut border crossings with Mexico moving migrants back to southern Mexico in a Chutes and Ladders program where migrants head north, and the Mexican gocernment buses them back south, at which point some return to their home countries. At the Guatemala border there is busing to take them to other locations in the south of Mexico. ...

This account describes the events that preceded the raid on the compound in Abbottabad that housed Osam bin Laden. The first information came years earlier during interrogation of Al Quaeda suspects in Iraq, who referred to a courier carrying messages from senior leaders. One suspect Hasan Gul referred to an important courier in 1994, and tried to disclose as little as possible. Over several years the information was pieced together leading to the courier's location at the Abbotabad compound. There was another individual living there who rarely ventured out and a seven foot wall protected the terrace in that part of the compound, making it impossible for outsiders to see who he was. Garbage was burned at the compound, and the nature of the compound with high walls and security led the CIA to believe there was a high probability that senior Al Quaeda leaders were inside. In December the CIA asked Congressional lawmakers at a secret meeting for additional funds to finance the operation. Adm. McRaven was placed in charge of the operation. A mock compound was built in Afghanistan and the attack on the compound was practiced by Special Forces. In April, Leon Panetta, who had tracked the information about the compound as head of the CIA, held daily meetings. He told his team "we've got to find out what the hell is in that compound." On April 19, Panetta informed Mr Obama that the CIA believed Osama Bin Laden was there. The same day Obama gave the go ahead for a helicopter assault....

Of the $1 trillion in infrastructure package passed into law, $120 billion is for competitive grant programs, money going to states for specific projects. WSJ shows how $1.5 billion in grants for doing the planning for projects is spent concentrating resources on key priorities. Projects getting priority are for improving bicycle and pedestrian safety getting 18%, road projects getting 50%, transit 18%, maritime 8%. Projects favored will reduce carbon emissions, increase bicycle paths, reconnect neighborhoods left out in earlier highways built. They include projects in St Louis County, Missouri for walking around safely, new transit center in Charlotte, N.C., and improvements in streets, sidewalks and bicycle paths in parts of Manchester, New Hampshire. Pete Buttigieg, Transportation Secretary is leading this effort. He says this will "improve infrastructure, strengthen supply chains, make us safer, advance equity, and combat climate change." ...

South Korean public opinion shows 80% of the public opposed to the release of slightly radioactive Fukushima water into the sea by Japan. Japanese public opinion is accepting this as unavoidable. This is weakening the position of South Korean president Yoon in coming elections. Yoon is a prosecutor who joined politics only a few years back and has seen his popularity drop by 7 percentage points to 35%. Yoon is known for his effort to bring South Korea and Japan closer together with the US in dealing with North Korea and China. Biden met with Kishida and Yoon at the White House only recently, and Yoon made a state visit to the US before India's Modi. Because Yoon is an outsider to politics he has been able to get South Koreans to accept the idea of settling past disputes with Japan tracing back to the colonial era and World War II, yet the Fukushima water release is opposed by the vast majority of South Koreans.

It has to be said that both McCarthy and Biden have shown patient leadership and an optimism about America in getting to an agreement on spending and the debt ceiling in May 2023. They are not taking chances as they sell the deal they made to their party in Congress. Biden feels confident that the agreement will make its way to his desk to be signed and he had spoken to McCarthy on Sunday afternoon "to make sure that all the T's are crossed and the I's are dotted." McCarthy says "more than 95% of those in the Conference were very excited. We are the first Congress to cut voter for cutting spending year after year." The deal basically freezes federal spending at 2023 levels till 2025 and allows some increase in defense spending and veterans benefits. Dusty Johnson Republican of South Dakota says Republicans will overwhelmingly support it. He says not much was expected from the Freedom Caucus whose support was not expected. Senator Mike Lee of Utah and Rand Paul of Kentucky do not support it, Lindsey Graham of South Carolina thinks there is not enough money for the Navy in the agreement. ...

In 2023 there are 4.3 million electric vehicles on American roads and 150,000 public charging ports. President Biden's goal is for 50% of cars to be EV's by 2030 with 500,000 public charging ports. The National Renewable Energy Laboratory affiliated with DOE forecasts need for 1 million charging ports. Ohio and Pennsylvania are leading the way in a slow start with other states joining in. A single public charging port can cost about $150,000. It will cost $31 billion to $55 billion to build the public portion of a national charging network. About $24 billion is planned investment.

Marc Thiessen in The Washington Post says to halt the problems at the border when last week migrant encounters hit 12,000 a day Democrats need to work with Republicans to get the votes in the Senate and House for needed legislation. This means losing some votes from factions within the Republican and Democratic parties and still getting it passed. It would be good for the country and good for Biden, says Thiessen. He says to get some idea on what the 12,000 figure means even 1000 migrants was a high number that would overwhelm the system in 2019. He cites John Fetterman, Senator from Pennsylvania, who says that honestly this happening at the border is astonishing, essentially seeing Pittsburgh at the border.
