Igor Sechin, CEO of Russian oil company Rosneft, talks to the Journal's Gregory White after the completion of the BP-Rosneft deal giving BP nearly 20% stake in Rosneft. He says his goal is to make Rosneft "the most efficient." The deal made Rosneft the largest oil company in the world. Sechin sees that not as a goal set by management. Sechin started out as an aide to Putin in the early 1990's, and became chairman of Rosneft in 2004. The deal with BP gives Rosneft access to western technology to become the most efficient oil company in Russia. Sechin sees Rosneft's core business as technology.

BP Russia is the only large joint venture in which a foreign company has a 50% ownership and it is highly profitable with net profit of $5.7 billion on annual revenue of $24.9 billion. The Russian government is consolidating the oil industry to make it largely a state owned industry and renegotiating old contracts for a majority position in all oil joint ventures. In the light of that policy and its implementation for several years it would appear that the BP joint venture also would be seen as part of the same scheme of things. The minority partners and BP would negotiate their way for the best possible situation in this scheme of things.

BP will cut an additional 5000 jobs by mid 2009 with most of these cuts at places like its London headquarters. This is on top of about 9500 jobs that are part of a plan to sell gasoline stations in the USA. The refinery that had a fire in Texas will be back to production at full capacity by mid 2008. Profit excluding one-time items was $4.0 billion for 4rd quarter 2007, less than analysts expected because of declining production and smaller refining margins. BP sees oil at between $60 and $90 a barrel for 2008 and 2009, and plans to increase production to 4 million barrels a day in 2009 and 4.3 million barrels a day in 2012. New production will come from places like Canada, Oman and Libya. Spending for exploration will increase by $3 billion to $22 billion this year. Under Browne BP had stayed away from Canadian oil sands, but Hayward has formed a joint venture with Husky Energy to link a BP refinery in Ohio with Husky's Sunrise oil sands project in Alberta.

At 83 years he is the most resilient and active Senator in the US. Bernie Sanders support was key for president Biden's election in 2020. “It should come as no great surprise that a Democratic party which has abandoned working-class people would find that the working class has abandoned them,” Sanders said. “First, it was the white working class, and now it is Latino and Black workers as well. While the Democratic leadership defends the status quo, the American people are angry and want change. And they’re right. “Today, while the very rich are doing phenomenally well, 60% of Americans live paycheck to paycheck and we have more income and wealth inequality than ever before. Unbelievably, real, inflation-accounted-for weekly wages for the average American worker are actually lower now than they were 50 years ago. “Today, despite an explosion in technology and worker productivity, many young people will have a worse standard of living than their parents. And many of them worry that Artificial Intelligence and robotics will make a bad situation even worse. “Today, despite spending far more per capita than other countries, we remain the only wealthy nation not to guarantee healthcare to all as a human right and we pay, by far, the highest prices in the world for prescription drugs. We, alone among major countries, cannot even guarantee paid family and medical leave.” ...

Comments in the report on the settlement with BP of the U.S Justice Department for pipe line leaks and a refinery fire as well as a violations by BP energy traders to manipulate the propane market. Interesting comments about the background of Tom Hayward and Sir Browne his predecessor, and about how one started out as a geologist on a oil rig in 1982, was exploration manager in Colombia and headed up th BP Venezuela, before becoming head of BP Exploration and Production. That Tony Hayward was known as the turtle, a term for managers being prepared for leadership, and Sir Browne as the sun king inside BP, is revealing, as it says much about the 2 leaders. Hayward having started out on an oil rig is more hands on and mixes easily with workers. Hayward has given himself 18 months to clear the redundant layers of management to bring him closer to operations at BP, and to fix the maintenance and other problems that led to the pipeline leaks and the refinery fire.

What happened at BP-TNK appears to be a misjudgement on the part of Hayward, Dudley, Dupree and other BP managers about who counted and to what extent in the Russian government and state run oil companies. Its still clear that Putin and his appointed head of the energy sector Igor Sechin are in charge here. As head of Rosneft the state run oil company and in his role as head of the energy sector Sechin had more influence on the eventual outcome than the lowere ranking Gazprom officials after Medvedev left Gazprom to be President. And Putin may simply have respected Sechin's judgement on the need to keep Rosneft as a significant player in the oil business as Gazprom itself may be becoming too large, to maintain some competitive forces in the state run oil industry as opposed to concentrating everything into one large bureaucratic enterprise. And Sechin, Putin and Medvedev could let AAR do the work of ridding BP of its notions of a large role in controlling Russian oil resources in a combination with Gazprom. At some other point the oligarchs of AAR could be bought out by the state run companies, especially when oil prices were expected to come down, for a much lower cost....

BJP led by prime minister Narendra Modi wins a huge majority of 325 seats out of 405 in India's largest state Uttar Pradesh for the state assembly elections. The national opposition party Congress wins only 7 seats in what was once the main source of Congress support during the period of Jawaharlal Nehru and Indira Gandhi. This will enable the BJP to push forward with the modernization program for infrastructure and roads, and other development. Opposition in the upper house Rajya Sabha and lack of support from states will not be a major hurdle in development now that BJP has won in states such as Orissa, Maharashtra, Uttar Pradesh, and Uttarkhand in recent state elections after its win in the 2014 national parliamentary election. This also gives credibility to the government's other efforts such as demonetisation to fight corruption in real estate and other areas. India's GDP is a fraction of China's and it is smaller than that of countries such as Indonesia, because of the poor administration and lack of development in India's 2 largest states of Uttar Pradesh and Bihar in the northern Hindi speaking region. To double the GDP from its current level will require doubling the GDP of Uttar Pradesh and Bihar. Bihar's state government is run by a former BJP leader, who has also pushed for improving standards of living and economic growth.  ...
