Much of this set of laws are already in place and being used by the US. A law passed in 1930 is another avenue for tariffs Section 338 of ther Tariff Act of 1930. The US government and US president DJT could also have Congress enact a new law as it has majority in both the Senate and the House and the president could make acase for the reasonable use of tariffs with the EU and Japan having taken advantage of trade to the disadvantage of the US. There is also broad support for fentanyl action by the president using economic action on tariffs on nations Canada, Mexico, China that continue to let the flow of fentanyl across their borders for use by drug trafficking gangs in Mexico to send over US land border at the 2000 mile long US-Mexico border.

US life expectancy dropped by 1.5 years to 77.3 years, the largest drop since 1943. This takes life expectancy back to the level in 2003. During the pandemic of 1918 the drop was 11.5 years, showing how much difference vaccines and modern medicine can make. The drop is a result of coronavirus, and added to this are the complications for people with other diseases including chronic liver disease, which is connected to use of alcohol. There was a decline in asthma and cancer related diseases. Delayed treatment for health conditions because of lockdowns and homicide increase were other causes of the drop.

Isolation, stress and disruption of normal diet and exercise will have effects still to be seen, say experts.

Ms. Claire Goldin, labor economist, wins the Nobel Prize Economics for her work on gender gaps. Claire Miller of NYT looks at the research done by Goldin that shows how women starting out from way behind in education, work and professions have caught up in education and are working in different careers and not letting marraige affect their work. Women Goldin says are now not having the same pay and opportunity only because they cannot work long and inflexible hours men do.Goldin points out that the 1940's period of women growing up missed out on opportunities but generations after that and after 1960 have pursued opportunities that were opening up with time saving appliances at home, Roe vs Wade, and Equal Pay legislation.

Jensen Huang founded Nvidia to develop chips for videogames in 3D graphics in 1993. Sega videogame maker in Japan had Nvidia develop the chips for its Dreamcast player. At the time Shoichiro Iramijiri was the engineer -who started Honda's first manufacturing plant in the US in 1984- heading Sega. Iramijiri liked Huang and wanted him to succeed. When the technical error of developing the chips using a wrong shape was made by Huang Nvidia was dropped by Sega for Dreamcast in 1997. Nvidia ran out of money and if it persisted with its poor design would have ended in 6 months. Instead Huang decided to switch to a new chip design with no money to do this. Iramijiri stepped in to get Huang a $5 million loan from Sega.

American cartoonist Charles Schulz and his creations Charlie Brown and Snoopy. Schulz says he drew children because that is what editors liked.

In a 1977 BBC interview Schulz says-

"I'm talking only about the minor everyday problems in life. Leo Tolstoy dealt with the major problems of the world. I'm only dealing with why we all have the feeling that people don't like us."  

Charles Schulz drew every cartoon himself from 1950 to 2000.

He says he described the human condition. He once said- "I am dealing with love and hate, mistrust and fear and insecurity."

The cartoon strip was put in 2600 newspapers worldwide.

India's 267 million farmers 44% of the workforce that make it difficult to reduce 39% tariff on imported dairy and grain. Older Americans have lost the memories of famines in India including one in Bihar in the 1960's, not to mention the Bengal famine during the British rule in 1944 in which Britannica says 3 million people lost their lives. By 1965 India depended on US grain. Dhume reminds readers that in as recent as 1966 9 million tons, a quarter of US wheat crop, was sent to India to prevent famine. China had a similar situation of famine and starvation in the 20th century. This is why India and China have focused effort on achieving self sufficiency in food, and  agricultural productivity is one of the great achievements of the 20th century ranking with electricity and other inventions. When it comes to other upscale agricultural products such as walnuts, blueberrries, and almonds, and other, India's middle class would benefit from nutritional benefits of US agriculture in these fields at low or no tariffs. This suggests there is room for opening some sectors other than dairy and grain that are staple to the Indian diet of the vast population. US 50% tariff is motivated by India going from 2% Russian oil imports in 2019, to shifting importing from Saudis and UAE to Russia so that Russia now makes up a third of it's oil imports by 2024. In May it reached 4 million barrels a day dropping to 2 million barrels a day by July 2024.   ...

Indian PM Modi will take part in the swearing in of a new government in Maharashtra on December 5, 2024. Maharashtra and Gujarat with cities Mumbai and Ahmedabad were part of Bombay state in 1947 after independence. It was also the largest trade and industrial region of India. Today it is poised under the Modi government to deliver industrialization on a scale that matches that of China for a modern Vikshit Bharat over the next decade and to 2040. This columnist opinion in Le Monde reflects the view in Europe that the US is in retreat, and in some quarters such as NYT that the new US foreign policy that sets the Monroe Doctrine as key aspect of foreign policy is a retreat- US setting the rules in the Western Hemisphere around democracy and governance. It says the US has set aside the ambition first proclaimed in 1945 and revived in 1991 after the fall of the Soviet Union. US administrations under Clinton and Bush took this posture after 1991 of dominant position but it did not reflect reality. US like Russia was dragged into many remote conflicts that had little to do with the standard of living, and economic advancement of the US. The US has a dilapidated infrastructure, broken healthcare system, and operates in a world trading system that has deindustrialized the nation and shipped out jobs and factories for 20 years, and worse is exposed to drug and people trafficking gangs in Mexico and Venezuela. The Monroe Doctrine 1823 asserted the US right to keep European colonial powers out of America, and it was possible only because the British also supported it in the 19th century till the US built up its Navy under TR and FDR. With Russia recognized as a European power the US is able to get its support for the US to tackle the situation in the Western hemisphere presented by drug and people trafficking gangs in Mexico and Venezuela. Tariffs are intended to get a new world trading system with new rules. Infrastructure building is underway on a scale that will far surpass China by 2030. This is not a retreat but an advancement for the Nation and the American people after three decades of failed policy. It lets the European powers Germany, France and Britain deal with Russia's requirement that NATO withdraw from its borders and recognition of Russia as a Northern European power. European history has shown that since 1700 that when faced with a majority of nations in Europe any dominant power in Europe is forced to negotiate a peaceful resolution of conflict because of it's limited resources to carry on a conflict. This should lead to a peaceful resolution in Ukraine, that allows rebuilding, and also gives the US an opportunity to rebuild its economy and standard of living for the American people. This will be a win-win for both the Russians and the Western Europeans, and both Latin America and the US, China and the US, India/Japan/Brazil and the US. ...

Eighty six marchers will make the 386 kilometre walk from the Sabarmati Ashram in Ahmedabad to Dandi, to commemorate the 75th anniversary of India's independence. Mohandas Gandhi made the march from Sabarmati Ashram to Dandi on the Arabian Sea to break British salt laws in a nonviolent protest against British rule, in March 1930. This march set the stage for the movement of Indian independence into its final stage. By the end of the war in 1945 the British Labor Attlee government made the decision for complete withdrawal and the last Viceroy Lord Mountbatten negotiated with Mohandas Gandhi, Jawaharlal Nehru and Sardar Patel for Indian independence.

Argentina imposes currency controls as the economic crisis worsens. The peso has lost 25% of its value and inflation is at 50%. A $57 billion IMF loan has failed to restore confidence. President Macri came into office abolishing currency controls, now he is compelled to reverse his policy. Macri also said the government will delay $7 billion in debt repayments. Argentina is back to the frequent economic crises it has faced since 1945. Macri's loss in primary elections to Mr. Fernandez of the Peronist Party has changed the situation in Argentina ending the Macri administration's period in office by December.

Neera Chandhoke, a professor at Delhi University, looks back in the Hindu at the leadership of Indira Gandhi in India, following the death of her father Jawaharlal Nehru. Nov. 25, 2017 is the birth centenary of Indira Gandhi. In the context of today's populism she is seen as a leader who used her populist image to dominate the Congress party at a time when after Nehru the party was led by Kamaraj, Reddy, Ghosh and other local leaders in different states. The 1967 election campaign gave Indira Gandhi the populist support that helped her set the tone for the Congress party which continues to this day with her son, and daughter in law Sonia Gandhi- with the Nehru dynastic succession dominating Indian politics. Under Indira Gandhi the Congress party won in 1967 and 1971, setup Bangladesh, helped ensure food self-sufficiency, nationalized the banks, till the Emergency in 1975-77 led to an authoritarian form of government. Indira Gandhi lost her life in 1984 after the decision to storm the Golden Temple in Amritsar, seen as a historic error. Chandhoke says the populism had its underlying problems and instability, and has not served India well.    ...

The authors of the book Red Capitalism, two bankers, Walter and Howie, describe the evolution of China's banking system from the early days of 1974 to the present day. The account shows a sophisticated system of markets and companies, but behind the facade, is a more primitive system with its good side and problem areas. Risk is hard to define or capture in this system as the system is for the most part closed, trading entirely with itself. State controlled banks deal with stae entities in ways that are not so transparent. This distorts external perception of China's solvency. state debt for example is low, about 20% of GDP by one measure, but when all government obligations are added together, the authors say it is 76%. The whole business of providing, receiving and regulating money involves different state entities. As the system trades with itself, critical information about liabilities and pricing is concealed or difficult to figure out. The lack of outside entities setting prices disrupts efficient capital allocation and lets excesses grow within the system, making for concern about the future of this system.This is especially true considering that with the Asian crisis of 1997, then the US banking crisis of 2008, and the current crisis in the Euro-zone countries banking systems, excesses eventually take root....

This article by Lithuanian president Dalia Grysbauskaite, on the 75th anniversary of the Welles declaration points to a path for other Eastern European countries seeking membership in the new Europe. The declaration by Sumner Welles, acting Secretary of State, on July 23, 1940, stated that the U.S. did not recognize the Soviet occupation of Lithuania, Latvia, Estonia. It says the other Eastern European states such as Ukraine need to follow Lithuania's example to fight corruption, transform their economies, and create a foundation for the future, for integration into the European Union.

Gopalakrishna Gandhi shares these stories about Rajagopalachari, only Indian governor general of India in 1950, and Sarvepalli Radhakrishnan, first vice president (1952-1962) and second president of India (1962-1967). A candle turns up on the fourth night at Vellore jail Dec. 24, 1921 to light up the jail cell of Rajagopalachari who is jailed by the British in the Gandhian struggle for Indian freedom Hind Swaraj. As Chancellor Scholz sets anew direction for Germany reminiscent of the days of Adenauer and Brandt following the Berlin Airlift in 1948, two previous chancellors offer a stark contrast. Policies of Gerhard Schroder of the SDP and Angela Merkel of the CDU created some aspects of the situation where China and Russia are able to act in the manner they are acting today. Schroder made CDU policies under Merkel look acceptable even as they actually strengthened the position of both Russia and China in relation to the US. Both Schroder by joining the boards of Russian oil companies and Merkel with her policy towards China integrating German economy with China's, have created a situation where the American and European, Indian and other Asian, Latin American, African views of the free world are being challenged.

Each time with stick skills and persistence in the field. Like Vinoo Mankad in Indian cricket Dhyan Chand goes back to a period long forgotten. Mankad belonged to the period just after independence 1946 -1959, Dhyan Chand goes back to the period under the British Empire. His birthday August 29 is now India's National Sports Day. The Khel or Games Ratna Award is now named after him. National Stadium in New Delhi is now Dhyan Chand Stadium. The name evoked much pride during the 1920's and 1930's when India was still struggling for independence and striving to become a new nation.

The official trailer for Oppenheimer the movie shows the giant ball of fire it shows a grim looking scientist but does not show the the effects of the war on civilians as was shown just 8 months back in May 2023 by premier Kishida of Japan and the organizers of the G7 summit in Hiroshima at the exhibition in Hiroshima. The new exhibition at the Hiroshima Peace Memorial was visited by G7 leaders. It shows the human beings that died on that day, the survivors including children, the lives they lived, what they were doing at that moment on August 6, 1945. NHK documentary taking us through each exhibit in a walk through the exhibition was a profoundly moving experience. Yet few in the US may have seen it, and fewer even know it even exists.

A transformation of the scale of what De Gaulle did for France in about that same period 1954-1963, in 13 years transforming a agricultural state with 80% illiteracy under British rule in 1947- this happened in the former Madras Presidency, Madras state in post independent India. Schools and high schools spread across the state, national to the state public sector projects were brought for industry, and dams built for electricity to the towns and rural areas. That is the story of Madras in that period. It was all done with clean governance with Gandhiji's principles. The period after the 1970's led to governments with caste based politics with lower castes from a Self-Respect movement pitted against Brahmins and upper castes sort of like the Irish as a deprived caste pushing out the Boston Brahmins yet binging with it Tammany Hall style politics of New York in the turn of the century America. By the 1900's you had Theodore Roosevelt challenging this kind of Tammany Hall politics, for clean governance. In 2024 Modi is sort of like Theodore Roosevelt challenging the existing system in the Tamilnadu Madras state on the basis of seeking the Nation's development and modernization comparable to China and Japan by 2047 what is called Vikshit Bharat. This is the only way to understand it for Americans as Indian themselves don't fully understand many castes interwoven in India as different groups and nationalities are in Europe plus more stratification. ...

The task of getting 20 million tons of foodgrains in Ukrainian silos out of Ukraine is being taken up by the European Union. Ms. Leyen of the EU has emphasized the importance of this mission for poor countries. About 50 countries depend on Ukraine and Russia for over 30% of imports of foodgrains says the WSJ. One way supported in this WSJ Editorial Board opinion is to use naval ships to escort ships carrying grain out of Black Sea ports. This requires Turkey's support and has to be done as a humanitarian move with ships from many countries. Rail would be an option yet Ukraine and the rest of Europe use different railway infrastructure. Steps need to be taken to do this quickly to overcome the rail issues and also use motor transport. The port of Odessa has been mined by Ukraine to prevent a Russian naval assault showing that there are obstacles along the way to be met by land or by sea. Starting now would be the best way to approach this. Both the Eu and the US should work together on this. The baby food crisis in the US was tackled by special flights from Germany. This shows that many options can be combined and problems tackled to get food grains out. What seems insurmountable can be tackled with action taken early, learning along the way. The Berlin Airlift did this in 1947 with another Soviet blockade. This would also lift spirits throughout the world. ...

Indian PM's address to the Rajya Sabha (upper house of parliament) in February 2024. The prime minister covers the changes that have happened in the last decade to lift 250 million out of poverty and the plans for the future for Vikshit Bharat, Developed India. He covers the long period after 1947 when after over 60 years the economy had stalled by 2014. India was not able to break free from underdevelopment and lacked the investment effort the country desperately needed. He gives the example of public sector corporations that were left to languish as loss making enterprises. Projects were not completed on time and suffered from mismanagement and leakages.The PM says in that period if one rupee left the nation's treasury in New Delhi only a small fraction reached the needy because of leakages in the system. British laws were left on the books and the nation suffered from a colonial period mindset about what India could or could not achieve. The Indian Budget was put out at 5pm last day of February till 1999 because this was the time the British budget was put out. The PM says India was barely able to reach No. 11 in the size of its economy in that period. In a decade the economy is now No.5 today, and plans to be the third largest by 2030, transformed into a modern economy for 1.4 billion people.  ...

Two months of lockdown will cost France 120 billion euros. 

France's Budget Minister says debt will reach 9% of gross economic output in 2020.

Throughout the financial crisis in the eurozone France was restricted to keep the deficit under 3 percent and public debt at 60% of GDP -with some flexibility but with warnings- under the Stability and Growth Pact of 1997 fiscal rules underpinning the European Monetary Union. Today the debt is at 115% of GDP up from 100% before the crisis. 

Now the deficit will be three times the 3% envisaged by SGP.
