Fed Sees Recovery Lagging

In a speech on June 6, 2011, Fed chairman Bernanke says "monetary policy cannot be a panacea." He points out that monetary policy can only do so much, in effect reducing expectations that the Fed can by itself tackle the problems stemming from the economic crisis of 2008, the overleveraging of the U.S. consumer and the banking sector, and the problems in housing. A Labor Department report shows 13.7 million unemployed in April 2011, and 3 million job openings at the end of April 2011. Bernanke forecasts growth in the second half will be "uneven" and frustratingly slow for reducing unemployment.

India's largest state, Uttar Pradesh, goes to the polls in February 2012. Uttar Pradesh in the northern region has an estimated population exceeding 200 million. 15% of the parliament seats are from U.P. Uttar Pradesh used to be a major stronghold of the ruling Congress party since independence in 1947 during the Nehru and Indira Gandhi years. More recently in the 2002 and 2007 elections Congress failed to get more than 25 seats out of a total of 219 in this state. The state government is now run by a caste based party called the Bahujan Samajwadi party- which draws its support from Dalits a caste lower placed in the caste hierarchy- led by Kumari Mayawati. The election campaign is also being conducted under new rules designed to limit campaign expenses and limit extravagance in election campaigning.

Which is why Akio Toyoda referred to returning Toyota to profitability as part of the effort for the "revitalization of Japan." Experts in Japanese universities who think the Toyota crisis offers lessons about Japan's future, see a direction away from mass manufactured products to a more service driven economy. Already the Japanese economy is down from 28% of the economy in manufacturing in 1990 to 22% in 2008.

The efforts in Alsace on the border between Germay and France to make the European experiment work with two systems, cultural experiences and lifestyles. This happens at a time of high unemployment in French Alsace and many job openings in German Alsace for German speaking people of Alsace. The debate in France is underway on what things need to change for the French system to work taking into account cultures and different national experience. A keen awareness on both sides of the border- in German Emmendingen and French Selestat- that the European experiment works best when people on both sides of the border do well. It is also a microcosm of the debate underway in the larger European society with different cultures in Northern and Southern European countries, with a focus on improving competitiveness while respecting and not denigrating cultural differences. After reunification Germany faced high unemployment and the costs of unification, and made changes in the economy, with close cooperation between business, universities and the government. It is often forgotten that Germany's low unemployment took years to achieve. A similiar process is in its early stages in France....

Revenue is stagnant but IBM is increasing earnings per share by increasing margins and profits in its services and software business. The software business alone generates 43% of the company's profits. Services business accounts for 57% of its revenue. IBM also continues to expand in emerging markets making it possible for IBM to reduce the effects of cyclical swings in the economy. IBM shares are up 25% in the year to March 2012.
