The Paris climate change agreement involved 195 countries. Agreed to on December 12, 2015 it was seen as a major step forward to limit global warming to 2 degrees celsius or 3.6 degrees Fahrenheit. Progress has been slow in taking action since then. Because of covid 19 the Glasgow conference was cancelled. Hope stems from the goals set for carbon neutral economy of Japan, the EU, UK, China, and the U.S. as it enters the agreement after withdrawing.  Much will depend on action taken as the pandemic has pushed economic goals of recovery to the forefront. As India has shown in renewable energy, particularly in solar energy targets and bold vision, there is a lot that can be done by each country acting on its own without the hype of the agreement. India now sees huge opportunities in solar energy because it is cheaper and pollutes less than coal. This is a game changer that comes from investing in new technologies and taking advantage of India's abundant access to sunny weather and the lower labor and other costs. ...

Cut off from the rest of the cyclists after a 40 second puncture and being slow to change wheels, Tom Pidcock of England, faced huge odds. Liberia, Guinea and Sierra Leone estimate the need is for about $1.47 billion in the next 30 months to build and equip a new health system. The World Bank and other donors have come up with $1 billion for Ebola recovery. Some local governments in China are making vaccination mandatory. China is setting a goal of getting 64%  of the population fully vaccinated by the end of 2021. In European Union countries mandatory vaccination by country or region is now being put in place to fight new coronavirus variants that spread faster in the population. The reopening of economy, business and tourism is increasing the risk from variants in summer 2021. The mandatory vaccination is a way to increase the percentage of the population that is vaccinated. Getting younger people who lag behind to get vaccinated is important to protect the percentage of the elderly population that is still not vaccinated. There are risks also to the younger population as seen in previous waves of the pandemic. The initial hesitation to make health pass showing a person is vaccinated mandatory was because only a small fraction of the population was vaccinated in Europe. Now that over 50% are vaccinated in most EU countries and UK, that hesitation thinking that it is discriminatory to those people who did not have access to vaccines no longer exists. Ample vaccine supplies and the misinformation spread about vaccines are making action on health pass necessary to protect the overall population. National governments in France, Denmark, Austria, Greece, and local governments in Germany, Portugal and other EU countries such as Ireland, Italy, see the danger from coronavirus variants that spread quickly as too big to take any risks a second time. ...

Tough talk about shutting the border with Mexico from Biden. President Biden fully supports the bipartisan deal being negotiated by the Senate to shut down the overwhelmed border. Biden says- "It is the toughest and fairest set of reforms to secure the border we've had in our country."

Biden added that-"It would give me, as President, new emergency authority to shut down the border when it becomes overwhelmed. And if given that authority, I would use it the day I sign the bill into law."

Plans for a peacekeeping force for Gaza. President Biden opposes Israel running the Gaza region after the end of the war. The US looks to Qatar, Egypt, Jordan for assistance in a peacekeeping force. No Arab neighbors support this option of a peacekeeping force while the war is going on. A UN peacekeeping force similar to the one in Korea that settled the Korean War is also an option, as is multinational peacekeeping force that remains in Gaza including Arab neighbors. This would require a settlement for a Palestine state to secure support of Arab neighbors.

Arina Haslova and her children make their way to southern Brazil where Ukrainian immigrants have moved to in the 1890's and during the second world war. She moved from Kharkiv to Warsaw and then to Brazil to this small town of 53,000 people most of them from Ukraine, where the weather is cooler than the north of Brazil. This WSJ report describes the first days for this small group of refugees who fled Kharkiv with just the clothes on their backs leaving husbands behind- ten women, two men and sixteen children. The first days experience, hot days followed by a downpour of rain, no snow.

The French under Macron commit to build a new aircraft carrier to come into service in 2038. This will be nuclear powered like the Charles De Gaulle, France's current aircraft carrier. U.S. carriers are also nuclear powered to reduce port stops for fuel. 

French and U.S. ships use American suppliers for some of the flight systems on carriers so that French aircraft and American aircraft can operate off of each others ships. For France it preserves "strategic autonomy" a policy France has pursued since Mr. De Gaulle. It also means tighter U.S. French cooperation with France being America's key ally in Europe. France has plans to increase defense spending by 4.5% and spends over 2% of GDP on defense like the U.S. 

India, Britain, China and Russia are the only other countries with aircraft carriers.

Nineteen year old Belgian Zara Rutherford becomes the youngest woman to fly solo roundtrip around the world. Her parents are avid pilots and she learned to fly at the age of 14. She took off in a microlight plane Shark Aero on Aug 18 and landed after 52,000 kilometres of flying in Flanders on Jan. 20. She went through UK, Greenland, Americas, Siberia, Southeast Asia, India, Saudi Arabia and Europe. In that journey she went through freezing temperatures over Siberia, smog in India and wildfires over the US northwest.

She plans to study electrical engineering and would like to see more girls taking interest in science and engineering, and in flying planes.

Her approach was bold and straightforward. It was a trip that she thought was- impossible, expensive, complicated, dangerous, a logistical nightmare, so she never thought about it twice.

President Trump extends the U.S. lockdown for social distancing till April 30, on the advice of health experts. China meanwhile resumes industrial production and schools reopen. Factories, offices and retail outlets were shutdown for 2 months nearly nationwide in China. The U.S. has a social distancing lockdown not a complete quarantine of hotspots such as New York, New Jersey. Mr. Trump planned to quarantine New York but faced opposition from the governors of New York and New Jersey, including possible legal challenges. U.S. governors have acted imposing travel restrictions to their states from hotspots in other places in the country, forcing people traveling to self-isolate, stopping vehicles with out of state license plates and asking them to stay away. The U.S. cases have jumped from 100 in early March to 143,000 as of March 28, 2020, and 2514 deaths, according to John Hopkins. New estimates from president Trump and his team of experts are for the peak to be reached by April 15, and recovery gradually taking place by June 1, 2020. Based on the timeline in China shown below the time from the first set of 27 cases by December 15 to March 28 when China's factories were back to work and schools reopened across the country, is a period of 75 days. Based on this president Trump's timeline of June 1 for recovery has some foundation. China quarantined strictly compared to the U.S. yet in the early days it had no warning which the U.S. had in particular from Italy. The Trump administration by extending social distancing and lockdown restrictions till April 30 without a strict quarantine of the East coast areas yet with states outside imposing their own restrictions for outsiders, is doing what other countries such as China, South Korea, have to control this epidemic. The first coronavirus case was reported on November 17, 2019 according to the South China Morning Post, By December 15, the number of cases had reached 15. On December 27 on a single day 180 cases were recorded and the Head of the Respiratory Department at Hubei Provincial Hospital reported this to health authorites in China, according to the South China Morning Post, based on data collected in China.   ...
