The new plan put out by the Communist Party and the State Council, China's cabinet, takes up reform of the large state owned enterprises in China along these lines. Argentina's presidential election on October 25, 2015, offers an opportunity for new leadership. President Christina Kirchner is limited 2 two terms by the constitution, she served 2007-2015, following her husband who was president 2003-2007. The candidate of Kirchner's Peronist Party, Daniel Scioli, governor of Buenos Aires Province, has 38% support in the polls, followed by Buenos Aires mayor, Mauricio Macri, of the centre-right PRO party, who has 30% support. The other candidate is Sergio Massa, former mayor of the city of Tigre, who leads the Renewal Front party, with 21% support. The election rules require the winner to win 45% in the first round or a 10% margin over the second place candidate, if not it goes to a runoff. Both Scioli and Macri are seen as being new faces with different policies to tackle the country's economic downturn, who would give Argentina a fresh start after the Kirchner years. A devaluation of the peso which has an official peg of 9.4, but trades unofficially at 15, and restoring trust of foreign investors, are some of the problems facing a new president....

Germany temporarily reintroduced border controls at the Austrian border on September 13, 2015, and supended rail service to Austria by Deutsche Bahn for 12 hours. About 40,000 migrants were expected to Germany on the weekend of September 12-13, making it hard for Germany to cope in such a short time. Economics Minister Sigmar Gabriel told newspaper Der Tagesspiegel "Europe's idleness in the migrant crisis is starting to push Germany close to its limits." This was also meant to send a message to Eastern European countries Poland, Czech Republic, Hungary, that have resisted cooperation in accepting refugees that the Schengen Agreement itself was at stake. The Schengen Agreement of 1985 is one of the key achievements for European unity by allowing free movement without passports within the 26 countries of the European Union. Germany's Interior Minister Thomas de Maiziere, described the move for border controls as a "signal to Europe that the German government will live up to its humanitarian responsibility, but the burden connected with the large number of refugees must be distributed in solidarity throughout Europe." The Trump campaign still operates on the basis of the idea "Let Trump be Trump." It is only now beginning the effort to set up a campaign organization for the primaries in Iowa and New Hampshire, intending to do this with with lean structure at the top. On policy proposals Trump says he will rely on experts in each field. For a tax plan he has asked advisors to come up with a plan that simplifies and cuts taxes, aids the middle class, tackles abuses such as corporate "inversions" and to "tax the paper pushing hedge-fund guys." Jeb Bush has adopted a similiar position in the tax plan he has announced. Trump appeals to voters with anti-establishment rhetoric appealing to the average voter, mixed with a dose of individual bravado. The political organization has Corey Lewandowski as campaign manager, Michael Glassner as national political director, Daniel Scavino as head of social media, and Hope Hicks as press secretary. Lewandowski's only experience is heading the 2002 re-election effort for Republican Bob Smith to the U.S. Senate from New Hampshire, in which John Sununu was elected. The campaign lacks the experience and ground support for a long effort in the Republican primaries, and experts say it would face a vigorous television ad campaign from opponents as the primaries get closer....
