Deng Xiaoping's policy of opening China which happened for the last 40 years is being reversed with Mr. Xi's policies and the stance taken by the Biden administration is supported by the US Congress by both Republicans and Democrats.  This WSJ report points out that premier Li Keqiang has pointed to the risks China is facing in somber tones calling the external environment for China in 2022 "more complex and severe." At the same time Hu Wei a senior adviser to the State Council stirred up discussion online with an article about Mr. Xi's pro-Russian policy, saying "China can't be tied to Putin and the ties need to be cut off as soon as possible."  ...

Newsom used state's Medicaid budget for poor citizens and disabled for illegal migrants to give free coverage, Medi-Cal went $6.2 billion over budget in 2025. In Illinois the program for Medicaid coverge to illegal migrants estimated at $112 million annually now costs $800 million and parts of it are now suspended. California had not thought this thing through, with free medical coverage not available to even citizens of the US, why would unrestricted borders not overwhelm a border state's Medicaid system signed into law by a Texan president Lyndon Johnson for the people of this Nation. Democratic States are running into a logical fallacy that the European Union and Germany are already experiencing, stretching straining public services, which has nothing to do with one's sentiments. Gov. Newsom now wants to give this benefit for $100 monthly premiums in 2027. ...

DJT wants to see good relations with Russia and Russia to join the G-7 to make it G-8 nations as it was before Obama-Merkel. He sees Zelensky as an obstacle to peace early in the second term, that has changed now that Russia and Putin continue the war. By July 8 after calls to Putin and Zelensky, he now sees Russia as an obstacle to a negotiated settlement and the need for defensive shipments to Ukraine.

All three countries in the South Asian neighborhood now face economic crisis of large proportions - Sri Lanka, Pakistan, and Bangladesh, all turning to the IMF for help. In the case of Sri Lanka there was help from the beginning from India. It was lack of jobs and not enough jobs generated even with a decade of 7% economic growth. It was in protests over job quotas reserved for independence soldiers that led to the ouster of Sheik Hasina's government. This report in NYT shows overdependence on garment exports which generated growth for decades under PM Hasina as having a drawback during Covid. The disruptions in the supply chain during Covid hurt Bangladesh when garment earnings dropped. At one point the industry was closed for months. India provided assistance including vaccines during Covid and India is the largest destination for Bangladesh exports with economic ties to 5 Indian states. The recovery from Covid has not been strong and has led to reduction in foreign exchange reserves. In 2022 Bangladesh turned to the IMF for assistance. Not enough jobs were being created for a large population. In 2000 the population was 129 million, in 2019 before pandemic 165 million. Today in 2024 it is 171 million, increasing by 33% from 2000. By contrast in a communist state Vietnam population increased by 22 million to 99 million or 29% in 2024 from 2000   Foreign exchange reserves dropped during the pandemic to $23 billion in July 2023, in the last 11 months it dropped by $4 billion to $19 billion. By comparison Pakistan's are at $13 billion, up $4 billion in 11 months. Foreign remittances from Bangladeshis overseas are another source of foreign exchange. The major problem of getting tax revenues with people and business not paying taxes due is a problem for Bangladesh and for Pakistan. India has made huge gains through GST and digitization of economy to get tax revenues to support economic growth and infrastructure. And under the leadership of prime minister Modi there is discipline, girt, a strategic focus, with good governance, that is similar to what helped transform Japan and China into industrialized nations. This is missing in Sri Lanka, Pakistan and Bangladesh and in Burma. This gives some idea why in the present budget north and eastern Indian states of Bihar, Orissa, Andhra Pradesh, with a combined population of 230 million people are in a specially designated region for development. It is a gathering momentum against centuries of foreign occupation and neglect similar to that seen in China. ...

In 1900 there were 24000 weekly and daily newspapers in the US, in 2023 6000 newspapers with more disappearing every week.The local papers in each state covered misuse of funds knowing that these funds could go to a library or school, they also covered who was running for which office making local elections meaningful. They are sorely missed for keeping alive local communities and democratic participation without polarization, says Serge Schmemann in NYT, who started out himself in a local New Jersey newspaper, News Tribune in Woodbridge, NJ. Ormat, a geothermal energy company, faces resistance to a new geothermal plant in Nevada.  130 residents in the desert town of Gerlach fear it will affect spring water in the ground. Ormat has 15 plants in Nevada that produce 433 megawatts or electricity for 325,000 homes. NYT shows this as an example of how conservationists who favor green energy find themselves pitted against energy companies doing renewable energy for profit. The Burning Man festival held in the desert has a large carbon footprint every year.

Much of this set of laws are already in place and being used by the US. A law passed in 1930 is another avenue for tariffs Section 338 of ther Tariff Act of 1930. The US government and US president DJT could also have Congress enact a new law as it has majority in both the Senate and the House and the president could make acase for the reasonable use of tariffs with the EU and Japan having taken advantage of trade to the disadvantage of the US. There is also broad support for fentanyl action by the president using economic action on tariffs on nations Canada, Mexico, China that continue to let the flow of fentanyl across their borders for use by drug trafficking gangs in Mexico to send over US land border at the 2000 mile long US-Mexico border.

Britain's Home secretary, Yvette Cooper, is setting up a Young Future's unit to help teenagers exposed to social media, mental health issues, and other pressures who could get into trouble with the law. This was seen during the UK riots with persons ages 12-15 in court for throwing stones or rioting. Efforts by French president Macron to end the alienation of Russia from the Western Alliance by bringing together Ukraine's Zelensky and president Putin of Russia for talks in Paris. The effort is for the negotiations to take place in a new environment that accepts the need to recognize Russian concerns for NATO too close to its borders. President Macron has stated that Russia is not the threat for NATO to focus on as the world has changed with the emergence of China, the changes with the Trump administration policy. By ending the Ukraine conflict and Russian perception of a threat on its borders, Macron is making a constructive effort to bring Europe together and put the Ukraine conflict behind it. His comments about NATO being brain dead have received too much media attention, less attention to the effort to mediate and solve conflicts based on perceived threats Russia thinks it faces.

This opinion piece in De Zeit says there are different ways to look at Chancellor Merkel's refugee policy, as a failure, as an act of compassion, influenced by her experience in East Germany, her Christian upbringing as a daughter of a pastor, or Germany playing a role in Europe after Barrack Obama failed to provide American leadership in the refugee crisis. It says some of this commentary in the media ignores the fact that it was always the intention to accept a large number of migrants as part of a policy of European humanism in the face of misery of refugees, but to carefully manage this influx, to reduce the flow of refugees, and wind down the flow by vigorously addressing the causes. From this point of view the commentary about Merkel's failure is overdone. It is interesting that some of the weirder descriptions describe Germans conscious of the history as being outpatients in a American clinic closed down by president Obama. In any case American presidents have overreached, consider Reagan and Bush with German's strong or cautious reaction, and underreached with Obama providing cause for concern and efforts to fill in for a missing American role, with both roles difficult to fill for Germany by itself. America is not defined by its presidents and its politics alone, but by its own history, which has reflected the same values since the founding fathers Jefferson and Washington. Germany's policy has merely reflected these same values, at a time when the U.S. was simply taking a pause from its foreign involvements in regions fragmented by tribal, religious and other divisions. In doing so being the true partner it was its intention to be. ...

As the FT notes in a separate story the problem is that there are too few businessmen with the capacity for execution, managing debt capital effectively, and vision for areas in which there is huge unfulfilled demand in India such as electricity (thermal power plants) and renewables  (solar), logistics (ports modernization). To achieve the 450 GW goal for India in renewables Modi still needs execution and speed, to bring electricity to every home thermal power based on coal. The speed with which this Indian company managed the shift is also rare. Another company accomplished similar goals in connecting India in 4G- Jio.  This FT report looks at how this Indian company was able to navigate the seas and rocky shores as it built up debt of $30 billion. During the pandemic this venture spirit continues with the help of companies such as Total of France which acquired a 20% stake in Adani renewables. With such investments the French have a stake in renewables, defense an other areas of the Indian economy, as India pursues global finance to fund its development, a commitment to India's resilient development renewed by Mr. Macron of France this week and to be renewed by Mr. Biden in his meeting with the Quad 4 countries on September 25. ...

FDR rejected Churchill's ideas of retaining the British Empire's colonies while fighting the German Nazis in the name of freedom. FDR said- " India should be made a commonwealth at once. The bicentenary of Napoleon is remembered in 2021 in France and the French speaking world.  Napoleon helped defend the French revolutionary ideals of Liberty, Equality and Fraternity, in the period 1789 to 1799 including the efforts of the French Army in Italy and other countries freeing people from feudal powers. In the period that followed Napoleon ruled France 1799-1812 during which he introduced new ideas of the Civil Code and revolutionary France to countries in different parts of the world. It was in Britain and the Iberian Peninsula that his policies faltered and his regime was seen as tyrannical after the early years.  George Washington was a contemporary of Napoleon and brought both these ideals that the French Revolution cherished to the American colonies, and yet did not seek anything beyond this-as he said the "approbation of good and virtuous people is the limit of my ambition." The British education of that time he received may have made a difference. ...
