As health care markets are slowing in western countries and price pressures are increasing Phillips is moving aggressively in emerging market countries like Brazil and India. It s market share in emerging market countries is 18.5% and it wants to push this upto 25%. And health care is becoming more important to Phillips as it scales back from consumer electronics. To understand and meet the different needs of these countries Phillips is acquiring local companies and redesigning its products so that they meet basic functions at a much lower price than the same product sold in western countries.

The BW Economics editor Peter Coy loks at what economist have to say and finds Akerloof (Nobel 2001) and Robert Solow (Nobel 1987) in favor of strong stimulus, with Solow saying that it is too small. Prescott of Arizona State (Nobel 2004) favors tax cuts and roll back of regulation for growth. Most economic forecasters who are more concerned about being right rather than some ideological bias say stimulus is necessary. Coy's view from years of watching the markets at work is that the risk of doing too little now are way too great, and this is no time to think in terms of ideological bias of any sort. Misdiagnosing this downturn could have devastating consequences and lead to something like the Great Depression. Its in this context that comments by Prescott that "people are now a little more hungry for jobs, its great I can get some work done on my house," implying that now they would work for less, and show a cavalier disregard of what is happening in the factories, in the streets and neighborhoods, in the workplaces, inthe country, and is too casual for a crisis of this magnitude. Which may be why one fourth of Republicans have more confidence in President Obama's economic plan than in the Republican approach in a CBS/NYTimes poll taken at beginning of April 2009. Adam Smith in the Wealth of Nations cites this type of comment by employers in his day, in the Wealth of Nations, and says that this is a shortsighted approach not what would make England as a nation prosper and grow. ...

Mayo Clinics 18 month long effort with 400 health policy experts working on the panel has a set of recommendations for the Presidential candidates. It suggests a private system with private insurance companies offering many options and nobody can be turned down. Those least able to afford it would get government help, individuals would pay for the insurance with some help from employers. Since once insured its not dependent on employer its permanent, changing a job would make no difference at all. Interestingly most of the panel experts cited here from Verizon, the Heritage Foundation and others all agree that the present system is coming to a close and a new one has to replace it with coverage for all Americans and a privately based system with contributions made by society and government, by all individuals, and also by employers. Mayo's study, the breadth of the number of experts participating (400 experts), the length of time to understand and come up recommendations (18 months), the respect the institution has among all sectors and groups, should give the consensus view of experts in the US, so that any future health plans do not simply get derailed by partisan opinion, controversy and lobbying....

Fed's Bernanke sees cuts and higher taxes by state and local governments combining with higher oil prices slowing the U.S. economy. He told the Citizen's Budget commisson in New York, that in the long run the most important issue in fiscal matters will be whether the composition of the federal budget serves the public interest. And in saying this he emphasized the benefits of early childhood education, preschool programs and lifelong acquisition of skills. He advised states to take anticyclical steps to avoid the impact of boom and bust spending. One way to do this is to build rainy day funds that are then used for capital investment when times are bad.

This editorial in the Wall Street Journal on U.S. Defense Secretary Chuck Hagel being asked to step down is critical about the conduct of policy. It says Hagel is taking responsibility for the failures of foreign policy in the White House. It points to the memo written by Hagel to the NSA advisor Valerie Jarrett, whom it refers to as "Vice President," which called for clarification on policy towards the Assad government, reflecting the views of the military brass. Hagel was criticized for this inside the White House for not providing options. WSJ says the president and the small innner circle of advisors McDonough, Jarrett, around the president, want nothing more than appearing to be solving the problems without having to take action for achieving solutions. WSJ's editors say everywhere they go they hear "rogues" think they have a 2 year window to push ahead for the remaining 2 years till a new president takes office.

Gold reaches $983 a troy ounce, nearing its all time high of $1003 of March 2008. New legislation that cleared Congress on helping homeowners about 400,000 homeowners avoid foreclosure. Congresspromises to get tough on lenders and loan servicers if they do work to honor what Congress has mandated. The Federal Housing Administration will run the program and it will insure upto $300 billion in refinanced 30 year fixed rate loans The mortgages cannot be for more than 90% of a home's newly appraised value. For mortgages that exceed that value the lender would have to voluntarily write down the principal to the qualifying level. If the home goes up in value the borrower must share newly created equity with the FHA. THe program begins October 1 and ends Sept 30, 2011. Borrowers will not qualify if they have intentionally defaulted on the loan or if they had a debt to income ratio of less than 31% as of March 1. This is the first serious effort by Congress and the Administration to work in bipartisan fashion to put a serious dent in the housing foreclosure levels which are at the root of the present financial crisis and Secreatary Paulson, Bernanke, and Barney Frank and others in Congress have helped support this effort which should eventually help the financail markets recover from failing mortgages that caused this crisis....

The largest part of the protest movement in Egypt is led by people under 30 years of age. This is a striking new face of the student protests and the opposition in Egypt to continued rule by dictators from the armed forces. A leader of the April 6 Youth Movement says most of the people he has signed up for protests via the internet- numbers reaching 90,000- were under 30 years. Ibrahim Issa, El-Baradei, Muslim Brotherhood leaders of an older generation, are all respecting this fact, and working with student leaders and young people to bring in a new transition based on the needs and concerns of a new generation of Egyptians.

The Economist asks whether the government can have the resolve to take strong action where necessary with the banks. The feeling is that the government was too close to the banks during the boom, and banks like Goldman have so much influence in the government and many bankers work inside the government, making it difficult to separate the public interest from the interest of the banks. This makes it more difficult to take necessary action when it comes to the banks.

The Roberts Supreme Court's liberal leaning tendency with swing Justice Anthony Kennedy in 2014-2015. Bravin describes the tendency of the Robert's court to stay with the status quo. Restraint and stability appear to be strong preferences for Justices Kennedy and Roberts as seen in the ruling on the Affordable Care Act, and in the ruling on the Environmental Protection Agency. The four liberal Justices on the court, Kagan, Sotomayor, Breyer, and Ginsburg voted consistently together in 2015.
