German president Scholz visits Japan with 6 members of his cabinet. He will hold the inaugural session of intergovernmental consultations the two countries plan to hold every year. Japan is keen to understand the German position on relations with China. Prof. Shigemura of Waseda University says prime minister Kishida want to get a first hand understanding of Germany's policy towards China and on the Ukraine situation. Shigemura says Japan is deeply worried that Germany and other countries still want to cooperate with China, despite the problems seen in the Indo-Pacific region. Germany is seen as not having taken the steps to change its economic relations with China after the Russian invasion of Ukraine, which has not drawn criticism from China.

China's president expresses the need for greater cooperation between China and Germany during Scholz's Beijing visit and says "we jointly oppose the use or threat of use of nuclear weapons." Scholz for his part said "it is right and good that I am in Beijing today," that in times of change bilateral meetings were all the more important. China's president Xi said that "in times of change and turmoil" nations of influence should work together for world peace. This is the first time after the covid lockdowns that Chinese leaders are meeting a leader from a large western nation, and this is generally welcomed in China.

Raila Odinga runs for a third time in the Kenyan elections. He ran against Uhuru Kenyatta in the 2013 and 2017 elections. After supporting his deputy vice president William Ruto for president, Kenyatta shifts to Odinga. The Times looks at Kenya today and the current election in a country long split along tribal lines with the Kikuyu tribe of Kenyatta family dominating  since independence. In the 2007 election Odinga ran against Mwai Kibaki with the results being considered flawed even though Kibaki was made president. A reconciliation after post election violence was arranged by Kofi Annan, UN Secretary General. In that arrangement Odinga was made prime minister. This is the fourth time Odinga at 77 years is contesting the election.

Todd Schlanger, senior investment strategist at Vanguard, is cited in this WSJ report saying the 60-40 strategy makes sense now because of lower stock valuations and higher bond yields. His forecast for Vanguard for a 60% stocks and 40% bonds globally diversified strategy is for a annualized 10 year median return of 5.4%. Schlanger says 60-40 strategy used to be a bellwether, and that strategy is an enduring strategy.

Stock valuations that Schlanger says are lower are reflected in the S&P 500 which is trading at 18.2 times its expected earnings over the next 12 months, down from 21.6 at the start of 2022. The 10 year average is 17.5.

The Justice Department case on Mr. Trump overturning the 2020 election reaches a crucial point. For 9 months the person in charge of the Justice Department investigation Jack Smith has been collecting testimony on this case from close advisers to president Trump. Smith is close to finishing his fact finding and has to decide with Attorney General Merrick Garland whether an indictment will take place. Another investigation is also taking place in Georgia by district attorney Fanni Willis.  The NYT looks at whether Smith will move ahead before Willis as he needs to do this to move the case ahead quickly as the first primary debates start in August 2023 for the 2024 election. Mr. Trump is a candidate for 2024.

Jill Biden pushes the long neglected US agenda on education. She has talked to teachers and union members in about 21 states. Dr. Biden told teachers in Salt Lake City that president Biden was committed to increased federal funding for schools and to pay teachers competitive salaries. In his speech to the joint sessions of Congress president Biden said " she (Jill Biden) has long said any country that out-educates us will out-compete us- and she'll be leading this effort." One part of this is 2 years of free community college education. "Wars have been lost because of logistics," says the director of logistics and engineering in US Central Command. Lt. Gen. Ben Hodges says the Russian logistics system is exhausted- that it was never setup in a way that it could support a long conflict outside of Russia. It has smaller fleets of trucks and is dependent on rail lines in the south near Kherson and Crimea that have been hit. These trucks now have to travel longer distances to supply the troops. Damaged bridges also lead to difficult supply conditions. Ukraine seeks to use this has a way to push Russia out of Kherson and other region in and near Crimea along the Black Sea.

Marc Thiessen in The Washington Post says to halt the problems at the border when last week migrant encounters hit 12,000 a day Democrats need to work with Republicans to get the votes in the Senate and House for needed legislation. This means losing some votes from factions within the Republican and Democratic parties and still getting it passed. It would be good for the country and good for Biden, says Thiessen. He says to get some idea on what the 12,000 figure means even 1000 migrants was a high number that would overwhelm the system in 2019. He cites John Fetterman, Senator from Pennsylvania, who says that honestly this happening at the border is astonishing, essentially seeing Pittsburgh at the border.

Xi Jinping's 3 day visit to Russia and his meetings with Mr. Putin. China presents the trip as an effort to start peace talks between Russia and Ukraine based on its proposals. China is also affected by the war in Ukraine as it works against China's recovery from the economic effects of the pandemic. China sees Russia as a partner in what it sees as a multipolar world, yet it is too close to Germany and the European Union, relations which provide it with access to western technology needed for its continuing growth. The great persistence shown by president Biden in negotiating with Hamas through Qatar's emir and with Israel's Netanyahu to get both to come to an agreement for release of hostages. This was delayed twice, once with Israel's takeover of the Al Shifa hospital complex in Gaza and then with recalcitrance shown by both sides to agree over which hostages would be released. Each time Biden persisted till he got the deal for both hostage release and a temporary ceasefire that could be the basis for future settlement of decades of conflict. The US Justice Department is taking aim at this in the trial that begins today September 12, 2023. It limits choice for Americans and unfairly rewards monopolistic behaviours. President Biden said famously in his State of the Union speech this February "capitalism without competition is not capitalism, it is extortion." It is why the Biden administration is serious about the Tech monopolies which distort the fairness of the American system leading to a monopoly over information so that different ideas are not represented in the same way as they would be in a competitive situation. It also means monopolistic pricing behaviours.

"The economy is performing well, and the near term prospects are good" says Mark Zandi of Moody's, in his speech on the US economic outlook at an event of the National Economists Club. He is optimistic about the economy and sees moderating inflation and higher consumer confidence. Investments in the CHIPS act and the Inflation Reduction Act in science, in chip manufacturing, in renewable energy manufacturing, other investments in infrastructure, he sees as building a stronger economy with job creation and improved potential for growth. Oil prices could pose a risk. Increased supplies of US oil, and stable production by the Saudis are needed for stable oil prices after recent turmoil in the Middle East.
