There is a surge in online classes and web based learning by 2017. About 36 million people in the U.S. who have some college but no degree benefit from these classes. The low overhead and value of these classes is making colleges move ahead with investment in this field. Arizona State, University of Massachusetts, are some of the universities pushing ahead. Purdue University as part of its "You Can, Go Back" initiative under president Mitch Daniels,is planning to acquire Kaplan University to supplement its efforts. 2U which runs online school programs has revenue growth of 30% a year. It runs marketing and the web platform, nuts and bolts, while schools provide faculty, in a unique collaborative effort. Colorado State University Global Campus went from 200 students to 18,000 half from Colorado, with only a $12 million loan from the University in 2007, which it paid back by 2012, showing the financial viability of these classes.

Trump says he supports the House Republican tax plan for three brackets 12%, 25% and 33%. In his earlier proposal Trump has supported a top rate of 25%. He made these comments, including support for deducting childcare costs, in a speech at the Economic Club of Detroit. Trump did not repeat a call for repealing Dodd-Frank bank supervision legislation. Clinton was critical of Trump's economic team of business people from hedge funds and the real estate industry, saying this was another example of "trickle down economics,"  for giving  "super big tax breaks to large corporations." Michigan has not voted Republican since 1988, and the auto industry rescue was organized by president Obama, a point heavily advertised in the 2012 presidential campaign. Romney had opposed the rescue effort, and during the 2012 campaign the WSJ reports say  Trump called the bailout of automakers a mistake because of expansion overseas.

The U.S. orders the closure of the Chinese consulate in Houston, Texas. The State Department in a statement said China was conducting "massive illegal spying and influence operations throughout the U.S. against U.S. government officials and American citizens," saying such activities have increased. Footage on local television stations purportedly showed people burning documents on consulate premises, and firefighters were called, says this report in the WSJ. In Copenhagen, Secretary of State Pompeo citing two hacking indictments and U.S. jobs stolen by China's policies, said  "President Trump has said, 'Enough, we're not going to allow this to continue to happen." The two hacking indictments relate to two hackers in China working for China's civilian intelligence agency, targeting American firms involved in coronavirus research and stealing hundreds of millions of dollars of sensitive information from companies around the world, says this report in the WSJ. ...

Japanese prime minister Shinzo Abe issued an order for a month long state of emergency covering Tokyo, Osaka and five other prefectures.

Philippine president Duterte extended the quarantine for Luzon island to April 30.

The lockdown was placed on Wuhan, China, epicenter of the pandemic on January 23. On March 25 about 2 months later some travel restrictions were lifted. On April 6 trains were allowed to leave for several cities in China. 

Countries in Europe that stepped in early with restrictions such as Denmark and Czech Republic moved to ease them a bit. Czech Republic and Austria will require people to wear masks outside.

There is a sense from Remainers and Brexiters in the Conservatives and in Labour that Brexit is "acting as a drag on UK growth and limiting its potential" after the pandemic and inflation. US aid to Ukraine shifts to the long term. Republicans ask the president and Democrats to leave Ukraine aid on a stand alone basis and not mixed with other health or budget requests where there are differences. Republicans want to move quickly on aid to Ukraine as the invasion on the east of Ukraine builds up. In comments earlier this week Mr. Biden told a national audience in a televised speech that he wants to make Ukraine aid to be ongoing as this could be a long effort to resist the Russian invasion. Ramstein now has a new symbolism - US Joint Chiefs head Gen. Mark Milley was clear about it- "The outcome of this battle, right here today, depends on the people in this room." The battle is one in eastern Ukraine. Defense Secretary Austin was clear about also clear- "the war had galvanized the world." About 40 countries were represented at Ramstein base, some virtually. The different views on Ukraine of the Republican party in the US are shown here in this WSJ report. The views range from Rand Paul, Donald Trump to Republican leadership in the Senate under Mitch McConnell. Mr. Trump is also seen as representing an older view of relations with Russia that may no longer exist after the full scale invasion of Ukraine. In this sense Russian tanks invading Ukraine is a watershed event like that of Prague in 1968 and Hungary in 1956. Old views no longer hold. The Cold War began with the Berlin Blockade in 1948- the response of president Harry Truman was the Berlin Airlift supplying the city of Berlin, and some such response is taking shape with the $350 million immediate aid to Ukraine that Biden promised on Feb. 26, within 48 hours of the invasion. The Hungarian revolution in 1956 set the stage for the Cold War after Soviet tanks entered Budapest. This Editorial Board view in the WSJ asks what does it say when Mr. Biden beats Mr. Trump 44% to 41% even with Mr. Biden's low ratings of 33% in the Siena/New York Times poll, and Republicans looking good in the upcoming midterms to win both the Senate and the House. It says so far most of the recent elections for seats in the Senate and the House have shown that Trump backed candidates have not done well with one or two exceptions. It cites elections for two Congressional seats in Georgia where Democrats prevailed against Trump backed candidates.  It says Trumps position that the election was stolen is not going to help Republicans. That Democrats are keen on keeping the attention on Mr. Trump and not on inflation through events such as the January 6 hearings on the Capitol attacks. In swing districts the Trump distraction is the only factor that could hurt Republicans 4 months before the midterms, says, the WSJ. US president Biden says efforts are being made to provide emergency assistance to India for vaccine making supplies, as well as therapeutics, ventilators and other equipment. The White House says "The United States has identified sources of specific raw material urgently required for Indian manufacture of the Covishield vaccine that will be immediately be made available for India." Joe Biden said that "Just as India sent assistance to the United States as our hospitals were strained early in the pandemic, we are determined to help India in its time of need." This assistance is now being coordinated at the highest levels and being done round the clock. Chancellor Merkel of Germany - "The fight against the pandemic is our common fight. Germany stands in solidarity with India and is urgently preparing a mission of support."  The European Union's von der Leyen said "The EU is pooling resources to respond rapidly to India's request for assistance via the EU Civil Protection Mechanism. The simple fact that other countries are subsidizing heavily the early period for building a new industry, as Taiwan has done in semiconductors, China in solar panels, and European governments in other industries, had serious industrial implications that were ignored for too long. US president Biden is following the same approach to bring back American leadership in manufacturing of semiconductors - supporting and nurturing American manufacturing. The unavoidable fact is that tens of billions of dollars are needed in risky bets on semiconductor manufacturing that is feasible only with the help and cooperation of governments. The choice is do this or lose leadership in one sector after another autos, semiconductors, renewable energy, and so on. What many fail to understand is that loss of this leadership leads inevitably to dependence, and loss of national sovereignty or economic security in some form or other. The path to leadership comes through gaining a storehouse of knowledge and technologies which makes it harder for new entrants including ones such as the US who have ceded this position of leadership completely as in semiconductors manufacturing. ...

From 2007 to 2022 US electricity demand flattened with new energy efficient technologies. It is now poised to increase from 2022 to 2035 and the process is happening  with approval of new natural gas plants and new data centers, new manufacturing plants needing large amounts of renewable energy. This say Plumer and Popovich in NYT could very well upset president Biden's plans to get 100% of energy from renewables by 2035 and cut greenhouse gas emissions by half to tackle climate change. Utilities are moving ahead with putting up new natural gas plants, and new data centers are needed for the shift to remote work since 2020, electric automobile and chip making plants are coming up at a rapid pace. Without a sustained effort the climate change action needed may not take place with the long lead times to bring renewable solar, wind and other energy and put it in place for transmission. This interview by Ben Cohen gives a glimpse of how Morris Chang now 92 years sees the founding of Taiwan Semiconductor in 1985 in retrospect in 2024. He talks about his early life in the US as an immigrant from China after 1949 and his work at Texas Instruments learning about the semiconductor industry. In the 1980's Japan was the rising industrial nation in semiconductors. By 1985 Intel which dominated memory chips faced challenges in quality and cost and cheap capital from Japanese capital markets encouraging exports. By 1988 Japan took over the market. What Morris Chang is not telling is that Chang already had the Japanese example in 1985. If Japan could do it on all three fronts quality, cheap capital with government assistance, and ten year effort Chang and Taiwan could do this and accomplished this which it has done. ...

India's lunar probe released from the orbiter circling the moon is diverted from its expected path in the last 20 minutes before a landing on the lunar surface. As it reached 2.1 kilometers from the moon's surface communication with the ISRO satellite center in Bengaluru was lost. Landing on the moon is a difficult task because it lacks atmosphere, the distance preventing landing control in real time, and landers depending on thrusters to set down at the lowest speed in the right place away from craters and rocks. As a result a lander module is programmed to scan the surface and make the landing on its own. A similar Israeli mission recently failed for the same reasons. China landed a rover on the far side of the moon in January, and plans a Mars mission in 2020. The plans to build a space station orbiting the moon in 2023, and make a moon landing that year, land a person on Mars in 2033. As China shifts away from construction to support the economy no government support is given to real estate company Evergrande to reorganize it operations. Evergrande has $300 billion in debt and its sprawling operations all over China will now be dismantled. The decision is made in an Hong Kong courtroom on the 12th floor of the Hong Kong Court Building as reported by Alexandra Stevenson of the NYT. China is now moving away from the economic support of internet companies such as Tencent and Alibaba and construction firms such as Evergrande. More investment is going into renewable energy and companies that are leading in technologies such as BYD in electric cars worldwide. Investment is also being made in funding improvement in standards of living in the rural interior of the country that was neglected during the boom years and in tackling climate change. This is a very different China as president Jinping looks for other ways for economic development that fulfill the Sustainable Development Goals of the UN and the goals of building a better China for all its people in less developed rural areas and in urban areas.  ...

Five of eight unions in the German Confederation of Trade Unions DGB have increased membership. There is a shift to younger members as older workers retire. Membership is more engaged than ever before. More unions are taking up the issue of wage increases after workers were accomodative during the pandemic and Ukraine war. DW.com shows graphs of German workers having lost 18 days due to strikes coming ninth in the developed economies compared to 92 days in France, Canada 78, and the US 9 days. Cost of living action is seen as needed by workers for fair wages. There are 1.8 million open jobs and workers are now getting more confident to ask for better working conditions and higher pay, say experts. This is also happening in the US with president Biden's support. The problem is that only 50% of jobs in Germany are covered by collective bargaining agreements designed to ensure that companies pay decent wages. The EU directive in 2022 set a target of 80% for collective bargaining agreements. This makes it harder for unions yet the unions and workers are taking up the work with enthusiasm.   ...

It is important to remember that FDR and Harry Truman won in North Carolina by huge majorities, so did Adlai Stevenson, John Kennedy, LBJ. In fact going back to Woodrow Wilson in 1912 and 1916. Democrat Josh Stein, Attorney General elected in 2020 and Republican Mark Robinson, the Lt. Governor are very different candidates for governor in North Carolina. Rory Cooper, a Democrat, who won by 4 percentage points is not running after two terms as popular governor because of term limits.  Cooper's focus has been on education, ease of living, infrastructure and clean energy. North Carolina has one of the largest rural populations in the country with one in three being rural with new out of state residents settling in the suburbs. In recent years it has generally voted for a Democrat as governor and Republican for the legislature. Only in  elections since 1980 except in 2008 it has voted Republican for president. In 2024 it is expected to be a swing state. If elected Robinson would be the first black governor of North Carolina, Stein the first Jewish governor.   ...

President Biden made the decision to allow about half a million Venezuelan migrants who cannot be deported because US has no diplomatic relations with that country, to work legally. In New York half of the 100,000 migrants who arrived there in 2023 are putting too much pressure on the social safety net, a crisis for the school's shelter system, schools and budget. New York Democrats lobbied heavily for a change in the system. Mr.Biden made the decision to allow the Venezuelan migrants to be able to work legally. NY Mayor Adams and NY Governor Kathy Hochul lobbied heavily. The city had to house 60,000 migrants and it imposed a strain on the system. It was estimated to cost $12 billion for the city over a number of years. In the long run it will help New York State and the US with shortages of workers, yet in the short run the Republicans and immigration skeptics are protesting the arrival of migrants. Migrants arriving here after August will not be covered to not increase migration over the Mexican border.  ...

India protests actions by Canada's Trudeau for his support of separatists in Canada. India is a nation of many communities and languages and it does not approve of efforts to separate parts of the country in the way the US has done from the period of the Civi War and Lincoln, and as seen today in Spain, or in the efforts to reintegrate East Germany into West Germany after the cold War. Trudeau belongs to Quebec, a French Canadian province that is part of majority English Canada. Canada's very existence as a federation depends on this nonacceptance of separation of Quebec. It was not long ago that General De Gaulle used the language Vive La Quebec on a visit to Canada leading to protest all over the world and Canadian provinces respecting the integrity of Canada. Mr. Trudeau is president of Canada for that very reason that he and his father Pierre before him respect the idea of Canada as an independent sovereign nation, something he fails to do for political advantage to stay in power with a coalition because of diminished support for his Liberals party.  ...

This report by Nate Cohn of the NYT shows how the U.S. election map is changing in 2016 with Hillary Clinton strong among college educated voters and weaker with working class voters than president Obama in 2008. She more than makes up for this loss of working class voters in many red Republican states in the southern U.S.- as Cohn shows there are about 1.5-2.5 college educated voters in the southern and mountain states compared to working class voters. The pattern is reversed in midwestern states where there are only about 0.5 college educated voters for every working class voters. This is why Trump is doing better in Ohio, Iowa and Clinton doing better in Georgia, North Carolina, South Carolina, Georgia, Utah, Colorado, traditionally Republican states. Overall there is less focus on cultural wars and abortion issues in this election, with focus shifting to beneficiaries of globalization, and people hurt by trade and globalization in older factory towns. Even in the suburbs of Philadelphia, Cloumbus, Milwaukee, and in western Michigan Clinton does very well because of college educated voters, including white college educated voters. ...

The last time the FBI involved itself in elections was with Edgar Hoover in the election between Harry Truman and Dewey for U.S. president in the 1948 election, when Hoover made clandestine efforts. One Georgetown scholar says it may be an unfair comparison for Comey, but it raises questions about his bringing up the email inquiry a week before the election. Other experts say it may be a sort of moral hubris of Comey that led him to this. An expert at New York University School of Law, Mr. Gillers, is cited by NYT. Gillers says the letter to Congress was a second or third mistake to cover up a previous mistake, that Comey should not have made repeated public statements, not the statement criticizing Hillary Clinton about the email practices, not writing a letter to Congress a week before the election. Michael Chertoff, a Republican who led the criminal division of the Justice Department under Bush, says Comey violated longstanding Justice Department rules and practices in July and this week, and provided fodder for all kinds of speculation.  ...
