Analysts are forecasting an average oil price of $106 for 2011, according to FactSet Research Systems. Brent crude is $110 a barrel in the third week of August 2011. This implies Brent crude has to be at an average of $95 for the remainder of 2011- suggesting a decline of 14% from todays levels. Third action celebrate and build on India's vibrant demography, once seen as a weakness this will be turned into a strength. Fifth action be Demand driven - "demand or supply chain puri samtha ke saman karne ki jaruat che." The demand and supply chain  should be taken good care of. That also means be local and local manufacturing. Be vocal for local is the new message said Modi, because this is what worked and is saving us in the pandemic. As external supply chains failed countries in Europe and North America, it is the local supply chain for medicine, health care equipment, and food supplies, local technology for citizen id and bank accounts for direct deposit, agricultural supplies, strong and large national postal and rail networks and millions of employees spanning the country in all directions, that have proved of amazing value in this crisis. But as the economy deteriorates and exports slump, aid may be provided to small and midsized companies, and investments in transport and early education, subsidies for energy conservation and help to the car industry.

This opinion piece in De Zeit says there are different ways to look at Chancellor Merkel's refugee policy, as a failure, as an act of compassion, influenced by her experience in East Germany, her Christian upbringing as a daughter of a pastor, or Germany playing a role in Europe after Barrack Obama failed to provide American leadership in the refugee crisis. It says some of this commentary in the media ignores the fact that it was always the intention to accept a large number of migrants as part of a policy of European humanism in the face of misery of refugees, but to carefully manage this influx, to reduce the flow of refugees, and wind down the flow by vigorously addressing the causes. From this point of view the commentary about Merkel's failure is overdone. It is interesting that some of the weirder descriptions describe Germans conscious of the history as being outpatients in a American clinic closed down by president Obama. In any case American presidents have overreached, consider Reagan and Bush with German's strong or cautious reaction, and underreached with Obama providing cause for concern and efforts to fill in for a missing American role, with both roles difficult to fill for Germany by itself. America is not defined by its presidents and its politics alone, but by its own history, which has reflected the same values since the founding fathers Jefferson and Washington. Germany's policy has merely reflected these same values, at a time when the U.S. was simply taking a pause from its foreign involvements in regions fragmented by tribal, religious and other divisions. In doing so being the true partner it was its intention to be. ...

May was first elected to parliament in 1997 from Maidenhead, a town west of London. A daughter of a clergy man, she presents a rather austere image but reassuring in turbulent times with a down to earth and patient manner.  Her sports hero is a cricketer Geoffrey Boycott, known for taking long patient batting stands on the cricket  grounds- something Britain needs as it faces long and difficult negotiations with the European Union.  During the EU referendum she supported Cameron and the Stay campaign but quietly, so that she can be seen as the Unity candidate for the deeply divided Conservative Party. On immigration  she was as Home Secretary responsible for one of the difficult issues of the Brexit campaign- with net immigration at 330,000 in 2015 exceeding the 100,000 target set by Cameron. That she retains confidence from all segments of the party, as well as her education, experience, and resilience, may provide some of the "calm and composed" manner that German Chancellor Angela Merkel has called for in the Brexit negotiation. ...

Much of Ukraine today remembers a famine from the Soviet period, Russia remembers its proud history, language and culture from its beginnings in the Kviv region around the 14th century, that is the what this conflict is about. On one dimension it is about NATO and European Union expansion on another about the history and culture, language in a Russian language part of the world and the effort of Ukraine in the 21st century to seek a new identity. It is a struggle between fraternal people in the Russian region and in that sense a tragedy. It doesn't have to be one for Europe, for Germany. NATO was created when the Soviet Union expanded after 1948 and Britain was a key protagonist of NATO. Would its disbanding after Soviet Union disbanded leaving Russia as a country with centuries of its own history, would this have been the right action. If needed a new organization with a new name and Russia invited to join, would this have helped? Could this have focused attention on a new power as chancellor Merz has said, the new power being China being something requiring attention. The US is beginning to have new thoughts in this winter on 2026. The northern European nations (Britain, Poland, Finland and the Nordic countries, Baltics) have historical conflicts for centuries among themselves, they appear to be using NATO for their own historical conflicts. The US understands this, it is looking for a way to get a peace settlement so it can focus on the western hemisphere and not entangle itself in northern European conflicts that have been happening since 1600 with changing actors. The Republican have taken the lead under DJT for a new approach to put American people and their wellbeing, their right to live free of drugs(Mexico, Venezuela, Colombia), to live free of illegal migrants (Guatemala, Mexico, Venezuela), and improve on the shaky supply chains that were concentrated in China to bring jobs home that were lost by the millions (tariff policy), and to make living affordable (energy, agriculture).  ...

At the end of 2008 China's crude steel making capacity was 660 million tons, but production was only about 500 million tons. The draft plan for steel industry for phaseout of backward production capacity onlyphases out 25 million tons. Capacity for automobile production is 12 million but only 9.37 million were sold in 2008. The government plan encourages mergers but not much thought has bee given to reducing capacity. About 30% of aluminium capacity is idle, 20% of cement capacity, and 70% of semiconductor production is idle. Some of this overcapacity may have to be written off at this rate says a World Bank specialist. The Stimulus spending of $585 billion would help utilize some of this capacity but the concern is that once its clear that 10% growth rates each year are a thing of the past there will still be alot of unneeded capacity that will have to be written off at great expense.

In Germany's consensus based politics the term flip flop does not have the negative meaning it does in other countries. Chancellor Merkel is adept at presenting changes in policy as coming from careful thought and analysis. She has remained Chancellor for the longest period since Chancellor Kohl, doing this by co-opting the positions of other parties including the SPD. On refugees, atomic energy, same sex marraige, and other issues Merkel has adopted positions that reflect the majority of people.  As the magazine editors of Der Spiegel told Merkel in an interview she is the best chancellor the socialist SPD party ever had. Merkel has the unique ability of doing this and still sounding genuine in a way few leaders could. This may be the result of her background and life as the daughter of a pastor in East Germany who professed socialist ideals and yet was part of the opposition to the GDR regime and reflected changes in Germany as the Berlin Wall came down in 1990. Merkel joined the Democratic Awakening just as the German people in the east gave up on the communist regime. Merkel first major change was on the nuclear energy policy after the Fukushima disaster in Japan. Yet looking at it one can see that Merkel could present her change in belief as sincere. Under Merkel Germany has shifted away from nuclear energy and coal in a way no other nation has. It is now considered one of her most positive achievements in Germany. On the refugee crisis she also shifted her views on the need for enhanced security and on putting in place controls in an agreement with Turkey, addressing the causes of migration in home countries. As a result Merkel now has over 60% support in polls before this weeks election in Germany in September 2017. Contrast this with the sharp decline in support for Sarkozy and Hollande in France, Cameron and now Theresa May in Britain, and for other leaders in the U.S., and one can see how Merkel is different. It has much to do with sincerity and authenticity as a politician. Her favorite soup is potato soup, she drives a VW Golf small car, and lives modestly, shopping in the local grocery store. When it comes to protecting ordinary German people in what Germany owes in bailouts to indebted countries she could be tough with bankers and politicians. All this makes people of different political views see something valuable and to be respected in Angela Merkel, particularly at times like this. ...

Lagging growth in GDP per capita, productivity growth, in Italy, with small family business unwilling to take risks for growth, and bureaucratic hurdles for business. To get an idea how Italy has lagged severely behind other countries in Europe, consider that GDP per capita increased by 28% in Spain, and 22% in France, compared to only 8% in Italy during the 20 year period 1993-2013, according to the Conference Board. Productivity growth measured by GDP per hour worked for Italy showed growth of only 13% in that 20 year period, compared to 30% in France and 23% in Spain. Since the 2008 global financial crisis the Italian economy has shrunk by 9% and growth is barely 1% in 2014. During 1993-2003 top performers Germany showed 31% increase in GDP per capita and 32% increase in productivity growth, the UK showed 44% increase in GDP per capita and 38% in productivity growth. Because of slowing population growth GDP growth has to come from productivity increases in Europe. France is the strongest in terms of productivity with $59 of GDP per hour worked, UK $51, and Germany $57. Italy at $45 has fallen behind Spain at $50. Conference Board statistics show GDP per capita in inflation adjusted, purchasing power adjusted 2013 dollars at $35,847 for France, $40,868 for Germany, $30,145 for Spain, $39,904 for Britain, and Italy lagging behind at $31,386. Most of the gains were made before 1993 for Italy, whereas Spain surged in the period after 1993 only slowing after 2008. The struggles in the U.S. auto industry showed how well meaning changes for labor in the early postwar period if not adapted to changes in the global economy decades later can lead to sharp decline before adjustment is made. In Italy well meaning labor laws in the early postwar period not adapted to changes in the global economy decades later, combined with cultural behaviour of entrenched group interests, and a bureaucratic government, have stifled growth and productivity....

Martin Feldstein points out why the recent agreement for a "fiscal compact" is no more than an empty statement about fixing the eurozone's finances. In this respect it is no different than the Stability and Growth Pact it replaces, with serious weaknesses. Feldstein cites the weaknesses in the language of the agreement. Each eurozone country is required to limit its"cyclically adjusted" budget deficit to 0.5% of GDP and bring its debt down to 60% of GDP. Compliance will be performed by the European Court of Justice and fines imposed. In practice the questions loom large- for a country like Spain with a 23% unemployment rate, isn't all of the 6% budget deficit cyclical? Again the agreement says deficits are calculated "net of one-off and temporary measures." Under this provision a lot of the stimulus programs would be considered in the category of "one-off." Other language lets eurozone countries frame budgets based on "exceptional circumstances" and "periods of severe economic downturn." Italy has declining economic growth, does it make sense to have a large budget surplus in that situation to lower debt to GDP, and how does that goal relate to "exceptional circumstances."...

Putin's statement that Nordstream would resume supplying gas after maintenance in July but could have cutbacks with further maintenance, leaves Europe where it was before the statement. EU has no choice but to prepare vigorously for a complete cutoff of Russian gas supplies now when there is time than to be caught in serious trouble in the winter. The EU plans to require 15% reduction in gas consumption over 8 months and detailed plans have to be shown to the EU Commission by each member country. Some of this will be conservation in use including better insulation, turning down thermostats in winter, and some of it will be cutbacks of industrial use. This is considered to be enough to meet the needs in an event such a complete cutoff of supplies of gas from Russia. Russia has reduced supplies on Nordstream pipeline of natural gas to 30% of the average sent in the last 5 years.

Applebaum talks to two researchers at the University of Chicago and Princeton, Prof. Sufi and Prof. Mian, on the record of U.S. president Obama and Fed chairman Bernanke in helping homeowners facing foreclosure and underwater borrowers, comparing that record with their record in helping the banks. The issue is relevant as the policy and handling of homeowners had to be part of an overall effective plan for recovery in the U.S. economy, because ultimately without the U.S. consumer any recovery would be weak in the long run- a situation the U.S. faces in early 2014. The response to the issue of irresponsible homeowners borrowing beyond the limit without an equally robust response to irresponsible bank management that allowed wildly excessive leveraging of assets, and successful aggressive lobbying by banks in a shortsighted policy of going through with a wave of foreclosures; besides creating questions of fairness and equitable handling of the problem, also had major ramifications for the future of the U.S. and global economic growth. Here Christina Romer and other administration advisors say Bernanke was right in tackling the problem from the perspective of the banks needing to be recapitalized. Thoughtful advisors looking at the entire problem, Martin Feldstein and Sheila Bair strongly pushed for providing the same help to homeowners without getting caught up in the issue of who was responsible home buyers or the banks, and looking at the interests of the U.S. economy and the U.S. people. Proposals by Feldstein and Bair were equally robust in helping banks as they were in helping homeowners, only the banks understood their interests narrowly and had more access to policymakers in the Bush, as well as the Obama administration, Paulson as well as Geithner. This leaves us with the ultimate irony of the Obama administration pushing for the minimum wage, even to the point of electoral posture, when lasting damage had been inflicted on homeowners from the weaker portions of America's middle class by a policy that went against what two respected financial and economic experts from the Reagan period, Sheila and Bair had strongly advocated. Applebaum has followed most aspects of this problem closely and continues to provide exceptional reporting including the piece on the thinking of new Fed chairman, Janet Yellen. Private enterprise rules that require management at banks just as for other companies to take responsibility for failures, and be replaced with new management, was largely avoided leading to a fundamental failure in how a free market economy such as the U.S. and western European economies are supposed to function. Rules aggressively pushed by Geithner's mentor Treasury Secretary Rubin for a vigorous cleanup at banks in South Korea during a similiar situation in 1997, were not followed in any way here, also setting wrong precedents for the long run. ...

Major decline in oil prices in Oct. 2014 as prices drop to $81 per barrel and are forecast to reach $70. U.S. oil production increased by about 56% or 3.1 million barrels a day since 2004. U.S. demand for gas and fuel declined 8% compared to 2004. Initially instability and wars in the Middle East sustained high oil prices in 2012-2013. Yet with growing output from shale and other sources in N. America and slowing economies of Europe and China, the situation reached a point in 2014 where supply exceeds demand. This shift more than offsets any instability in trouble spots. The situation affects the U.S. consumer favorably with an estimate of $1 billion in savings for American consumers with every one cent drop in price at the gas pump, by one estimate from Deutsche Bank analysts. Typical American families gained an extra $50 a month from the decline June to October 2014, according to analysts at Gasbuddy.com. The declines are a boost for the slowing economies of Europe, Japan, China, S, Korea and India. China's imports for 2015 are estimated at 61% of oil consumption, using official estimates. In the current slowdown the lower prices offer relief. India which imports 75% of its energy benefits signficantly, as this helps lower inflation and reduces cost of fuel subsidies for state run companies. Russia is adversely affected by the declines as it depends on oil and gas exports for 50% of the nation's budget. Estimates by AFK Sistema economists show the Russian economy contracting in 2015 with oil at near $90 per barrel (Brent crude is at about $85, and WTI at $81 in early Oct. 2014). Russia's former Finance Minister Alexei Kudrin reflects opinion among Russian executives and politicians, when he told state television that Saudi Arabia may be pushing prices lower to target Russia's oil resource based economy and Mr. Putin, in an effort to broaden the effect of sanctions. Residents of Detroit- almost all residents- in the three county metropolitan area see their economy in ruins, according to aWashington Post-Kaiser Foundation-Harvard University poll of Detroiters. At the same time 63% of Detroiters feel optimistic that things will change for the better. Detroit's dependence on the auto industry has led to a marked precipitous decline with the highest unemployment in the country. Michigan has 14.7% unemployment and Detroit has 16.7%, the highest in the country. Seven of ten residents see a revitalization of the auto industry needed to rejuvenate Detroit, and three fourths of residents polled say this is likely to happen, even though the state government is looking to diversify the economy. A senior economist at the Upjohn Institute, an independent research group in Kalamazoo, Michigan, says creating a new diversified economy which includes biotech, medical, green energy in addition to electric cars and other fields in auto, will take years. One, two or even five years won't be enough to replace all the jobs lost in the auto industry, it may take adecade or longer. Some workers will be retrained in new areas, others will move and some will take lower wages at new jobs. Because of the area divided along racial lines with the black city neighborhoods and the white suburbs, the pain while distributed throughout the region, is seeing a marked deterioration in the life in the city. Governor Granholm says the state governmet has spent $400 million to help enroll 100,000 people in retraiing programs to become nurses, medical technicians, truck drivers and welders. Le Monde gives a detailed look at the origins of the RN and Marie Le Pen in her father's party the Front Nationale that had it's origins in France's War in Algeria. It's first success was in town councils in the south east Cote de Azur where former French Algerians had settled in large numbers. Jean Le Pen was the son of a fisherman in the Brittany region who lost is life hitting a mine during the war in Occupied France. He was a teenager at the time and is shown here as a ward of the state. He tried to enlist in the War in Vietnam but got there just after Dien Bien Phu and worked in Saigon for a newspaper Caravelle. He returned to France and joined a paratrooper unit in the French Air Force during the Algerian War and became an opponent of De Gaulle's policy in Algeria to decolonize the region. He inherited the fortune of a French cement manufacturer who supported his party FN. Chirac and Sarkozy become his opponents. For 20 years after this he is shown to win anywhere between 2% and 10% in European and French presidential elections. His daughter Marie Le Pen and her supporters decided to rebrand the party as Reassemblement Nationale RN and win as much as 15-20% and more recently 30% of the vote in presidential and EU elections. The fatigue with Macron leads to a surge in RN support in small towns and rural France. Marie changes her stance on the EU willing to support the EU. ...

What is the difference between South Korea and the U.S., Europe in the handling of coronavirus? It is tracking and testing.  President Trump and health adviser Dr. Fauci, see South Korea as the successful model to be followed in controlling the coronavirus. What has happened till now it is accepted with shortage of basic medical supplies and equipment, stress on hospital systems, are merely mitigation actions. South Korea was prepared for the coronavirus crisis because of the MERS and other epidemics, and failures resulting in corrective actions. Labs were centralized and better equipped for testing and tracking the infected. One of the key tools is testing. President Trump says the goal is for the U.S. to exceed and far surpass tests per capita in South Korea. Five million tests are planned by the end of April in the U.S. Where the U.S. falls short is in use of multipronged digital tracking using data from people's use of mobile phones, credit card usage, and use of apps designed to separate infected people from others. South Korea is a democracy with a population of 52 million people, about the size of France. People who were student activists in the democratization era in South Korea say the use of digital technology is a need today. We have to adapt in emergency situation they say. Ki Mo-ran, epidemiologist, and adviser to South Korean government says this is a key part lacking in the European and U.S. efforts to control coronavirus. She says in South Korea we know the patient's contacts, where he goes and stays, so we don't have to lock down everybody. Without digital tracking one cannot know which place is contaminated, which place is clean, so that there can be a lockdown of just that area and not the whole country, says Ki Mo-ran. She asks the question- is one person's privacy more important than the lives of a family or other people who are affected. Is it OK to lockdown every child in the country in a home as in Spain for over a month so that particular people's privacy is respected? These are serious questions for western society, are they exceptions or is democracy not just a western idea but equally cherished in Asian societies, people talk about Confucianism in China and the Asian culture forgetting that the biggest democracies are quite large and functioning well in India in addition to South Korea, Taiwan Indonesia, Malaysia, Bangladesh and Japan, far larger in area and population than China. The French government has chosen the app TraceTogether as the least intrusive one adaptable to France for use there. The U.S. is having Google and Apple develop one of its own. India will be developing one of its own. The NYT raises the question will it be watered down so much in France or in the U.S. and UK to be less effective than the  dire need for an alternative to lockdowns? ...
