A visit by president Biden to Canada to meet president Trudeau shows a unity of purpose of the two leaders who have a close Justin and Joe relationship, says this report in NYT. Before the trip an agreement had been reached by which the two countries can ease pressures of migration from the southern hemisphere. Migrants seeking asylum in Canada from the US will be turned back at Roxham Crossing. Canada will accept 15,000 refugees from persecution, violence or economic devastation, to ease pressures of illegal crossings into the US from Mexico. The trip comes after Trudeau's frosty relationship with former president Trump. It also comes as Canada and the US build a closer relationship to meet challenges of multipolar world from China.

Missing workers in direct contact service industries with the Great Resignation in the US and Europe. The US is missing 4.3 million workers. This also includes many women who have not returned to work as the pandemic drags on. The share of the population in the US 16 years or older either working or looking for work is at 63.3%. Workers are quitting at the highest rates in manufacturing, retail and trade, transportation and utilities, and in professional or business services. Quitting is high for women, workers without college degree and in low paying service industries such as hotels, restaurants, and child care. It appears now that these trends will stay and not be reversed easily.

One of the failures of presidents who preceded Mr. Biden, was to let the revolving door policy of letting private sector executives to join government and set rules that favored the companies they had connections with. This made it harder to tackle the problems of the 2009 global financial crisis triggered by corporate overleveraging and shoddy mortgages. Marc Thiessen in The Washington Post says to halt the problems at the border when last week migrant encounters hit 12,000 a day Democrats need to work with Republicans to get the votes in the Senate and House for needed legislation. This means losing some votes from factions within the Republican and Democratic parties and still getting it passed. It would be good for the country and good for Biden, says Thiessen. He says to get some idea on what the 12,000 figure means even 1000 migrants was a high number that would overwhelm the system in 2019. He cites John Fetterman, Senator from Pennsylvania, who says that honestly this happening at the border is astonishing, essentially seeing Pittsburgh at the border.

A survey of 10,000 knowledge workers by Future Forum cited in WSJ shows 78% of workers care about and want location flexibility. And 95% of workers want flexible hours. This survey also found that 72% of workers in knowledge industries who are not happy with their level of flexibility are likely to seek out new opportunities in the next year. 

This happens as employers are finding it hard to get workers. The new hybrid arrangements during the pandemic have created a new workplace culture with hybrid arrangements, flexible work, going into the office only some of the time. More than two thirds of employees say they the hybrid setup was their preferred way of working.

Rishi Sunak's approval rating drops by 5 percentage points in just one week, and this after the Conservative Conference in Manchester where he announced plans on relaxing net zero plans and other policy. Sunak's approval rating drops to 20%. A poll taken after Starmer's speech at the Labor conference in Liverpool shows the Conservatives dropping to 24% and Liberal Democrats dropping to 9%. Labor has the support of just under half of voters in Britain today at 47%. 32% now feel Starmer would be the best prime minister compared to 20% for Sunak. After 1965 when president Johnson signed into law a bill that allowed family unification it was seen as not adding significantly to legal immigration. Yet in the period after 1965 millions of immigrants entered the US. This writer says the Democrats have forgotten that FDR built the Democratic worker base when immigration was not an issue. Today the rise in immigration has muddled the Democrats efforts to build back the working class coalition of FDR, with loss of support from workers and non college educated people who see migrants crossing the border as a serious problem.

A critical part of the Affordable Care Act is the setup of marketplaces or exchanges to let people without insurance buy individual health plans. Some states setup their own exchanges, and some states let the federal government step in and run them. To help the lower middle class and poor the Act provides health subsidies to buy insurance in the exchanges, and 85% of customers in the exchanges qualify for this benefit. The U.S. Supreme Court voted 6-3 in 2015, compared to a tight vote in 2012 on the Affordable Care Act, to maintain the health subsidies. Justice Roberts wrote the majority opinion, saying "Congress passed the Affordable Care Act to improve health insurance markets, not destroy them." Justice Scalia dissented calling it "interpretive jiggery-pokery." Justices Clarence Thomas and Samuel Alito Jr. dissented. Voting in favor were Justices Anthony Kennedy, Ruth Bader Ginsburg, Stephen Breyer, Sonia Sotomayor, Elena Kagan, Justice Kennedy dissented in the 2000 case. The challengers petition to the courts was based on a reading of phrases in the Affordable Act which had not occurred to the writers of the law. The reading suggests only people enrolled in state setup exchanges are eligible for subsidies. If the Supreme Court ruled in favor of the plaintiffs the 6.4 million Americans who are enrolled in the federal exchanges would lose the subsidies provided under the law and lose health insurance. And the economic foundations of the Affordable Act would be undermined with insurance companies required to provide insurance to all regardless of pre-existing conditions and subsidies removed, leaving the companies with sicker pool of customers resulting in destabilizing the exchanges and higher premiums. The court ruled in favor of an interpretation that is compatible with the whole law and the intentions of the statute to help the middle class and the poor buy health insurance. The chaos in the insurance markets that would result in going with the plaintiffs because of a careless writing of a phrase, was uppermost in the majority's mind. Chief Justice Roberts emphasized this, saying- "The statutory scheme compels us to reject petitioners' interpretation, because it would destabilize the individual insurance market in any state with a federal exchange and likely create the very 'death spirals' that Congress designed the act to avoid." This case originated with 4 plaintiffs from Virginia who challenged the IRS regulation that said subsidies were allowed regardless of whether the exchanges were run by the state or the federal government, arguing that this was at odds with the particular phrase in the law that was ambiguous about federal exchanges eligibility for health subsidies. Judge Roger Gregory of the Fourth Circuit Court of Appeals in Richmond, Virgina, ruled that the phrase was indeed ambiguous, but the IRS was owed deference in its opinion. Chief Justice Roberts made it clear that this was not a case for the IRS, saying "it is instead our task to determine the correct reading." ...

Krauthammer tells U.S. presidential candidates stop saying that Social Security is a Ponzi scheme, because by its very definition it is a Ponzi scheme. Instead exercize common sense and take the simple steps to update Social Security for today's longer life expectancy, aging population and way fewer workers to support a retired person. In a Ponzi scheme payments by people joining currently are paid to those who joined earlier, with not enough to pay future entrants- which is what is happening to Social Security. In 1940, after Roosevelt signed Social Security into law, there were 160 workers for each retired person. That dropped to 16.5 in 1950, today there are 3 workers. In 1940 the life expectancy was 62, today it is closer to 80. Krauthammer says the writing is on the wall- simply have the courage to make the changes by raising the retirement age, means testing the rich for benefits, and adjust the cost of living measure.
