This includes $30 billion for production tax credits for solar panels, wind turbines, batteries and critical minerals processing. $10 billion in investment tax credits to build manufacturing facilities for electric cars and renewable energy technologies. This action is to halt the shifting of clean energy manufacturing overseas to China. $27 billion towards a green bank that would finance clean energy projects in disadvantaged communities. Cracking down on Methane- the bill places a fine on methane gas emissions from oil and gas wells and pipelines and other infrastructure. Fees of $900 per metric ton in 2024 and $1500 a metric ton in 2026 when it exceeds federally set limits.    ...

Anthropic's settlement for $1.5 billion at $3000 a book, and it's efforts in Education that conflict with the Nation's need to get 4th graders to Read and Learn. Anthropic's website shows it trying to get into Education and to measure the Economic Index from effects of AI. Yet the pretensions to goodwill for the public cause is not supported by facts, facts that the AI companies have nothing to show for the dismal situation for Global Literacy that is the case today. Literacy in the US that is dismal with about two thirds of 4th graders not able to read and comprehend the English language at a level of proficiency in American schools. These AI purveyors care only for the money they can make using vast amounts of electricity for these servers, and pretensions for public purpose are intended to smooth their access to public resources not some genuine interest in whether kids can read, which requires the hard work of the teachers in the public and private schools of this Nation and others in Europe, Asia, Latin America and Africa. The Movement for Global Literacy is Lyrarc's effort to support reading and learning and Lyrarc serves this purpose without such massive funding and without charging for the public service to the Nation and to other Nations in the world community. It hired Google Books Turvey to scan books for its large language models on a massive scale to train Claude its version of OpenAI's ChatGPT.  An investment of $4 billion by Amazon and additional $2 billion by Google provided funding. In this way it is a competitor to Microsoft funded OpenAI which made early advances in AI.  This article in WSJ says by making the settlement for $1.5 billion Anthropic is trying to make it harder for Open AI to scan material easily without paying for the access and thus blocking it's rival.   ...

Tony Wheeler a co-founder has some advice- "go two streets over" and you can avoid a touristy spot for other attractive options. The Washington Post's Andrea Sachs talks to Lonely Planet travel books cofounder Tony Wheeler who started the company with his wife Maureen in 1972 after trips from London to Turkey and Iran by car. Their first book was Across Asia on the Cheap and started a new period of travel using hostels and cheaper accomodations and distant locations not travelled before by earlier generations such as Brazil and Argentina, distant parts of Asia and Africa. Wheeler is now 76 and lives in Melbourne and London. He sold his company in 2011, and it is now run by Red Ventures.

The Hunter Biden investigation for non payment of taxes and illegally carrying a firearm was done under the US Attorney for Delaware David Weiss in 2018 appointed by Republicans, and extended into the Democratic Biden administration with Attorney General Merrick Garland. It ends in a plea deal. WSJ says this protects the Biden administration from any claims that it was helping the president's son.  He is the second son of Joe Biden and Neilia Biden. His mother and sister were killed in a car accident when he was a child. The only survivors Hunter and his brother Beau. Beau died of cancer in 2015. Hunter suffered a decline after that period leading to a divorce with Buhle in 2017, a troubling period for the whole Biden family she says. Hunter is a graduate of Georgetown and of Yale law school.

The wages of the one percent were insulated from this and actually benefitted in the case of banking and finance. This NYT editorial points out that the cuts to Medicaid amount to taking out a fourth of its budget and are sure to hurt low income Americans. The cuts are about $880 billion over 10 years for Medicaid. The $300 billion less in subsidies over ten years is likely to hurt the elderly. It also points out that removing the individual mandate will make it harder to reduce premiums as fewer healthy adults offset the costs of sick patients.

The difficult task facing Governor Jerry Brown of making the painful cuts in education, the state's university system and social services, as he faces a $15.7 billion gap in the state budget. The Republicans in the legislature have made it difficult for governors in the state to get the two thirds majority to increase taxes, and the Democrats have opposed the spending cuts, leading to chronic budget shortfalls. Governor Brown says unless temporary tax increases, including quarter percent rise in sales taxes and income tax surcharge on the wealthy are passed, California will have to make cuts of $6 billion in January 2013. This would include cuts in public schools and the university system. This would be in addition to cuts of $8.3 billion he has proposed for cuts in welfare, social services, and health care for the elderly. Experts say the political culture in the state is a problem, and is proving to be impervious to this governor's long years of experience and considerable skills. Jerry Brown says California, and the U.S. are both living beyond their means and need to take the medicine....

It will take the time to work on this, at this time it sees a hybrid as the best option for alternate busts of power by both the electric and the gasoline power. A battery that would fill up the trunk of a car would be needed for a car to run only on electric power for 40 miles. He heads engine development and fuel cell engineering for Toyota. Krauthammer says there is reason for optimism that the super committee of the August 2 Debt Ceiling and Deficit bill can achieve major results. The reason he says is that much of the work in key areas has already been worked out by the Simpson-Bowles Commission. This has also received extensive public scrutiny and discussion. Its now upto the committe to make some choices for tax reform. For the sake of efficiency and fairness this needs to be done. Efficiency is gained by closing the loopholes and the tax exemptions for mortgage interest deductions, health-care exclusion, and subsidies such as the one for ethanol. And in its place moving to lower tax rates, the 23% envisaged by Simpson-Bowles, or the 28% from the Reagan days, down from the 35% today. Fairness is gained by removing tax breaks for special interest groups that do much of the lobbying. The mortgage interest deduction can be phased out starting at $500,000 in the inital phase or using the plan for tax expenditures proposed by Martin Feldstein. Feldstein's proposal outlined in the New York Times on May 4, 2011, (see group for Feldstein) was to limit the reduction in taxes from deductions and exclusions to 2% of the person's AGI or adjusted gross income. The other part of the Committee's focus would be the structural changes to Social Security and Medicare- raising the Social Security and Medicare ages and changing the inflation formula, and means testing Social Security. Obama has already considered the raising of the age for Social Security and changing the cost of living formula....

Connors and Magalhaes provide an exceptional account of the work of nine young prosecutors in Brazil, including Deltan Dallagnol, a Harvard trained law graduate, Carlos Santos Lima, a Cornell law graduate, and Paulo de Carvalho, in looking into the corruption and money laundering at Petrobras. Contracts for work given out by Petrobras to construction firms were inflated in value, and 3% of the inflated value was given to executives at Petrobras, or to the fund of the ruling Workers Party of Brazil. Dallagnol is a prosecutor in Curitiba, a small provincial city. He detected unusual movement of money, where a local car wash showed a new Land Rover being gifted to a Petrobras executive, in an apparent money laundering effort. Appointments at high levels are made by the government, and the current president who has not been implicated, was at one time chairman of Petrobras. In Brazil, as in India, Nigeria, and other developing countries, politicians were known to have misused public funds, but were able to act with impunity because the legal system made it difficult to impose strict penalties. The effort by the young prosecutors in Brazil is an effort to bring changes to the legal system so that this type of near impunity no longer exists. It is the first step to bringing serious changes and increasing public awareness for change. The result in Nigeria is a huge loss in Africa, with the electricity system for the entire country the size of what it would take to light up one medium sized American city. In India with the lack of roads and electricity in rural areas of many states, the misuse of public funds is a similiar burden on the people. Brazil is coming out of a borrowing binge in the last ten years which is leading to a credit crunch in the country and near junk bond status for Petrobras, Brazil's largest company, which experts predict will lead to a contraction in the economy in 2015-2016. ...

The French system what works and what does not work compared to the Anglo-Saxon systems of Britain and the USA. Health care works, public transport and high speed rail works, nuclear energy and the energy industry works, education works for small elite universities but fails in the larger system. The large public projects are executed well, and France has done well with its long tradition of the state building infrastructure projects. But when it comes to individual initiative and starting up new companies such as in computers and high tech of that kind, France does not do so well. And the state collects a larger proportion of taxes than in other countries to finance these benefits. France is also good at rule making, which serves it well in controlling the kinds of bubbles that regularly hit the Anglo-Saxon countries. And with 21% of jobs of all workers in France in the public sector and government, with 49% when one includes related sectors protected from economic downturns, the French workers are much better protected than workers in Britain, USA and other countries from economic downturns. Unemployment stays high in upturns and at 8%, and in downturns does not go too far above 8%....

Brazilians are also putting family first. There is a certain fatigue with the state supporting the economic lives of people, particularly with a recent Master Banco revelations of wrongdoing in business circles, reminder of the Car Wash Scandal after Lula left office. Brazilians say working for oneself is more important than working for the government. Brazil's economy is also transformed in many ways in its size and potential since the start of the Lula government in 2003. Brazil is now the 9th largest economy in the world, growing similar to India as the 3rd largest. The notions of left and right wing politics are now in both countries being replaced with a belief in a higher Being that guides us all. The ideas of Faith, Family and Work independent of the State is the direction in the European Union and other nations in the world.  Brazil as part of the Western hemisphere, and the US asserting the Monroe Doctrine after its experience with drugs and fentanyl, mass migration across its borders, it is now a different hemisphere than before. The US has shifted to securing the western hemisphere from the swings that happened in Cuba and Venezuela over decades that have led to economic disaster, and to millions of displaced Venezuelans crossing borders. In this situation much has changed across Latin America and North America.  In any situation the US is likely to find a favorable investment climate in Brazil, closer relations with Brazil, in its own hemisphere, as it has with India in Asia. A Brazil that would work to give balance to the US process of economic cooperation with Latin America that was the intent of John F. Kennedy in the Alliance for Progress. A vision never realized, put on hold for over 50 years, yet now ready to be realized. ...

The EU agreement with Mercosur representing South American nations Argentina and Brazil is unlikely to go through with protests by French farmers who see exports threatening their livelihood at a time when costs of fertilizer, electricity, and other inputs are increasing. The French prime minister Attal says "France is clearly opposed to signing the Mercosur Treaty." French farmers are conducting a siege of Paris with tractors in long lines along the highways traveling from regions 300 miles away. A treaty with New Zealand allowing import of muttton is also opposed by farmers. EU treaties were used to increase export of cars and other industrial products from Germany, in exchange for allowing in agricultural or commodities such as lithium or metals, and soyabeans. Remember that the wealthiest House districts are now in the Democratic party and the working class, rural and poorer districts are now in the Republican party as shown in the recent WSJ analysis.  In this situation after  30-40 increase in the price of groceries, new and used cars, and housing costs 2019-2024 the argument is that American working families need relief. Another factor was the grasp of the fact that for climate change action to work China could not be allowed to build one coal plant a week (95GW of coal electricity capacity in 2024). In 2024 US represented only 12% of global emissions and EU only 6%, China, Russia, India, Brazil etc emitting the rest of 82%.

During the first days of vaccination drive in India the uptake is lower than expected, below 48% in many states of India. Healthcare workers are coming forward in smaller numbers. The glitches in the app that was used to transmit information is one reason, the other being that not enough information was disclosed about the two vaccines.  On the first day Jan. 16 India vaccinated 200,000 healthcare workers. The target was 300,000. The uptake is lowest in states such as Tamilnadu and Punjab.  One of the reasons for the low uptake is also that India has a lower number of cases, and cases are in decline in India for coronavirus. The first wave peaked on September 13 at over 90,000 and has declined ever since to 13,000 on January 19, 2021. The Indian diet includes vegetables and a large part of the country is vegetarian. Indian diet also includes herbs such as turmeric, ginger and cinnamon, and many others that help build immunity. The lack of cars for large numbers of the population means a lot more exercize walking long distances is essential in daily living. Another factor is that the mandate for masks is strictly followed everywhere. Also helpful is that after independence in 1947 the pharmaceutical industry was built up to serve the large population with prices regulated carefully by the government, enabling steady supply of medicine during the pandemic. ...

The 2016 primaries with Sanders and Trump have brought to the forefront voter dissatisfaction with the agenda of both parties, especially so for Republicans with the lack of specifics and personality driven campaign of frontrunner Trump. On a whole host of issues from poverty, wages and inequality, regulatory reform, to trade, borders, security, ISIS, both parties are facing questions from voters. Particularly the Republicans who have lacked specifics during the two terms of the Democratic Obama administration with a divided Republican Congress, and the risks for Republicans running for Congress under frontrunners Trump or Cruz who have provided few details on their agenda. The Agenda project of Ryan will have about 25 meetings and prepared specific agenda, including white papers and legislation, that would give Republicans hope to run on positive proposals that are placed before the Republican Convention in Cleveland. Chairmen of House standing committees were assigned 6 areas- health care, taxes, national security, regulatory reform, poverty, and Congress reasserting constitutional authority. Ryan told the Ethics and Public Policy Center on April 19, 2016- "A lot of people don't like conservatism as they know it. For too many people Republicans seem to be caught in a time warp. They're thinking, 'We don't control our borders. Wages are going nowhere. College and healthcare keep getting expensive. ISIS continues to spread. And what are Republicans going to do about it?' So we need to adapt our policies to meet the challenges of the 21st century."...

A whole range of issues can be seen in the debt crises in developing countries. The margin for error shrinks with poor governance, lack of honest assessment and transparency for finances, wars and conflicts within or outside the countries, living beyond their means, lack of focus on development, infrastructure that is unproductive or unaffordable including some Belt and Road Initiative infrastructure at higher interest rates. Countries that are dependent on overseas remittances, tourism, that were hit hard by the pandemic have seen their finances further weakened reducing the margin for error even more to the point that the smallest tipping point can lead to huge crises. Once the finances are weak all it takes is an external tipping point that creates serious crisis. The war in Ukraine with shortages of wheat, fertilizer and skyrocketing oil prices acted as that tipping point. Because this was a major blow the crises have a level of magnitude that is more than a payments crisis. One sees this in South Asia in Sri Lanka and Pakistan, and in the Middle East for countries such as Egypt and Tunisia shown in this WSJ report. It is now not simply a crisis but a crisis of great magnitude because in the case of Sri Lanka and Pakistan this WSJ report says that both countries foreign exchange reserves have dwindled to the point where they can pay for only one or two months of imports according to central bank data, analysts and IMF. This crisis has affected countries that were seeing steady foreign investment such as Turkey for decades, then a sharp falloff in foreign investment with a change in the climate for foreign investment. The crisis has taken the form of high inflation, significant depreciation of currency that makes imports costlier so that shrinking revenues from loss of remittances, tourism, or other sources will now have less value in supporting import needs. Lack of a credible path can delay setting a path out of the crisis. The $1.5 billion fuel and electricity subsidy made by the prime minister of Pakistan in late February was done without IMF approval leading to the IMF program having to be renegotiated. Lack of national political and cultural consensus on a solution simply makes it that much more difficult to find the way through it. In this regard South Korea was able to tackle the 1997 financial payments crisis effectively because of a national consensus. The situation in Egypt- Egypt has borrowed $20 billion from the IMF since 2016., placing it second to Argentina in aid from IMF since 1980's.  In 2020 and 2021 Egypt' government spent more than 40% of its revenue servicing its debt, and is forecast to do the same in 2022. The situation in Tunisia- A shortage of sugar, flour, and other critical supplies, and government delaying wage payments to civil servants. The government got $400 million in financing last month from the World Bank and hopes to secure a lifeline from the IMF. Compared to the period between the 2 World Wars the two bright spots are China and India where lessons of the past of civil wars, religious or political conflict, and poor governance, lack of knowledge of how the western countries industrialized and modernized, was replaced with the conviction that drives patient effort, courage in the face of adversity, honesty, and humility to learn including from western countries that have forged their own path through the same difficult road. The most difficult experiences have offered lessons which were learned- for South Korea the Korean War and invasion from the north, China the civil war and Japanese invasion, for India the partition of India and million of refugees. Stagnation from stumbled efforts also taught lessons, the Great Leap Forward in China, the License Raj with corruption in India.       ...

Democrats are on a rapid schedule, and would like to pass abudget resolution by April 3, 2009. Democrats were generally enthusiastic about the first budget, and say they plan to move it quickly through both Houses of Congress. Democrats may have an easier time passing the budget than other legislation, because under Senate rules the key steps in the budget process can't be filibustered, and Democrtats have significant majorities in both chambers of Congress. Another good sign is that Democrats like Rep. Jim Cooper of Tennessee, aprominent Blue Dog in the fiscally conservative Blue Dog coalition, had high praise for the President's budget blueprint, saying it got rid of the gimmicks of previous years like not including the cost of the wars in Iraq and Afghanistan. Under Bush the wars were paid for in socalled supplemental bills. "This is more honest than any budget in many, many years. That means its also ugly. I welcome the honesty. I think its time for Americans to grapple with fundamental problems, and not pretend that wars are free and things like that." He praised the courage to make an accurate diagnosis, and he likes the fact that the deficit is projected out for 10 years. What is not not as copnspicuous is the use of optimistic assumptions in the projections out over 10 years as the economy is assumed to recover quickly which no be the case....
