Under a new agreement reached between the new Iraqi government of prime minister Haider al-Abadi and the semi-autonomous region of Kurdistan, Kurdistan will export 250,000 barrels of oil a day in 2015, and the province of Kirkuk will export 300,000 barrels a day. Exports will be made under the Iraq national oil company, SOMO (State Organization for Marketing of Oil). Kurdistan will get 17% of Iraq's budget expenditure, Kurds will sit on the SOMO board, and Kurdish Peshmerga army will get direct monthly payments from Iraq's budget. Earlier in 2014 talks had broken down under the Maliki government- Kurdistan began exports using a pipeline to Turkey and the Iraqi government cut off budget payments to the Kurdistan Regional Government. Iraq's oil minister Abdul-Mehdi said in Vienna after an OPEC meeting in November that Iraq has set a production target of 3.8 million barrels a day for 2015. This is an increase of 500,000 barrels a day compared to production in Oct. 2014.

Gazprom's Chairman, Alexei Miller, says Ukraine owes $1.89 billion for gas deliveries after missing a March 7 payment deadline for Feb. deliveries. Transit shipments through Ukraine to Europe will continue. Russia provides 30% of Europe's gas needs and 15% of all Europe's gas demand goes through Ukraine, particularly Germany, Italy and Britain's utility companies. Europe's dependence on Russian supplies of natural gas gives a new twist to the crisis in Ukraine. Russia also needs the revenue from the natural gas exports to finance its own development as growth has slowed down sharply in 2013-2014, making this a situation where both sides in Europe need to resolve the standoff in Ukraine wihout escalation.

This report in WSJ shows that remote work is a lasting trend because companies can now hire talented individuals from anywhere in the country or the world, and pay less for the same talent. In the past talented individuals were attracted with high pay packages to cities such as San Francisco, Seattle, New York, Boston and Los Angeles. Companies can now choose to avoid paying these high pay packages and have a broader talent pool to choose from. This is because these cities became costlier and less attractive with cramped apartments relative to the choices for remote work. In the example cited here a machine learning expert shifted from a small cramped apartment in San Francisco to work for Twitter from a small town named Katy in Texas where she has a 5 bedroom large apartment and a nicer community of 20,000 people to live in west of Houston. One in 8 jobs posted on Linked In as of August 2021 are for remote work, many times the percentage of remote work job postings in 2020, showing this trend is here to stay. There is a large shift of millions of workers in tech related fields exiting the cities of San Francisco, New York, Seattle, and Boston for smaller cities in other parts of the country such as Utah, Texas and other states in the US. A similar trend is observed in Europe. America's professional classes are moving to hybrid or remote work in large numbers says this report in WSJ. At one point in 2020 about 35% of workers in the US or 50 million workers were doing remote work during the lockdowns. In August 2021 this figure is closer to about half of these workers even as workers return to work offices. It is believed that the BLS statistics understate the number of remote workers at 20 million and 14% of workers in August 2021. Large crowded and hugely expensive cities are no longer attractive for employers or for tech employees or professional workers. ...

The oil companies and other corporations are similarly only paying less than what ordinary Americans are paying. This at fair tax rate of a minimum of 21% instead of 15% would further cut the deficit by hundreds of billions of dollars after investing in the infrastructure and modernization of the economy that his predecessor has no plans for and instead given a tax cut to the corporations which studies show was really not paid for. Negotiating drug prices for Medicare with drug companies would save the country hundreds of billions of dollars. This could be reinvested in cutting child poverty, in free preschool education, in raising teachers wages. Sitting next to Jill Biden the First Lady was the prime minister of Sweden. What it told the US was that countries like Sweden and Finland in NATO had strengthened the alliance and it was for mere political reasons that Ukraine aid was prevented by his predecessor from being passed in the House after passage in the Senate by 70-30 with bipartisan support that also exists in the House. ...

The logjam continues between the French and German banks- represented by the Institute of International Finance and its negotiator Charles Dallara- and the governments of Germany and Greece, supported by the IMF. The position of the Greek government is that the interest rate on new bonds stretching out over a long time period that woud be exchanged at 50% face value of existing bonds should be set at rates well below 4%, because Greece faces a growing deficit and rapidly worsening economy. The German government which is faced with the prospect of providing additional funds to Greece supports this. The IIF position is for an interest rate of between 4-5%.

Areas in the "too big to fail" part of Dodd-Frank U.S. financial reform legislation where work remains to be done to prevent a future crisis include: the creation of living wills by the largest banks so that they can be dismantled in an orderly fashion, and the designation of which banks are systemic risks by the Financial Oversight Stability Council. The FDIC and the Federal Reserve have yet to finalize the rules for creating "living wills" for large banks. The rules are expected to be finalized by fall 2011. The FOSC is working on the designations and what criteria to use for selecting the non-bank firms that pose systemic risks. Progress has been made at the FDIC by finishing several rules for implementing a new system to wind down a large failing bank. The FDIC is hiring staff for a new office that focusses specifically on large complex financial firms. Fed Governor Daniel Tarullo has led the effort for higher capital reserve requirements for U.S. banks, requirements that would be closer to 14% for capital reserves. In an editorial on June 16, 2011, the Wall Street Journal said that if the Federal Reserve is serious about controlling systemic risk then it should support capital reserve requirements of 14%....

The French under Macron commit to build a new aircraft carrier to come into service in 2038. This will be nuclear powered like the Charles De Gaulle, France's current aircraft carrier. U.S. carriers are also nuclear powered to reduce port stops for fuel. 

French and U.S. ships use American suppliers for some of the flight systems on carriers so that French aircraft and American aircraft can operate off of each others ships. For France it preserves "strategic autonomy" a policy France has pursued since Mr. De Gaulle. It also means tighter U.S. French cooperation with France being America's key ally in Europe. France has plans to increase defense spending by 4.5% and spends over 2% of GDP on defense like the U.S. 

India, Britain, China and Russia are the only other countries with aircraft carriers.

Germany's EVG transport workers union reached an agreement with Deutsche Bahn on wage increases. EVG asked for 650 euros a month. After months of 1 day strikes both sides agreed to arbitration in June. The new agreement gives workers wage increases of 410 euros ($443) a month in 2 stages over 25 months, 200 euros in December and 210 euros in August 2024. And a tax free one off payment of 2850 euros in October. Negotiations of DB with the train drivers union GDL lie ahead with GDL asking for increase of 550 euros a month and one time payment of 3000 euros. For the first time as in the US with president Biden the German government of SDP and Greens of Scholz supports agreements that provide workers with wages adequate to meet the cost of living and dignity of living.

Jobs in government are given before a person reaches 35 years. Employees laid off during the pandemic have difficulty finding work. For women there are questions from employers about if and when they will have children.

Pipelines to Corpus Christi have reached capacity as US energy production reaches record levels says this report in WSJ. In the first half of 2023 2 million barrels a day passed through this pipeline. About half of the 4.1 million barrels a day the US shipped abroad were loaded onto tankers on this part of the Texas coastline. This oil helped Europe during the shortages after the closing of access to Russian oil supplies. Because Corpus Christi has terminals that make it cheaper to ship oil out it has become a dominant hub in the US for shipments overseas. It is the closest deepwater port to the Permian basin in West Texas and New Mexico. Corpus Christ is also transitioning to a future where hydrogen is produced for energy by applying for $8 billion from president Biden's renewable energy infrastructure package.

New York Governor Cuomo proposes to merge the state's Insurance and Banking Departments, and the Consumer Protection Board, into a new Department of Financial Regulation. Cuomo says this is necessary to give New York a more efficient and modern regulatory framework. Governor Cuomo's aides say a single regulator is needed for effective regulation compared to the patchwork of agencies that has existed for so long. The new agency would also be empowered to oversee hedge funds.

Problems facing India as it searches for a way to modernize the country, build infrastructure, and create strong jobs growth. Glaring weaknesses are evident in a number of areas which have not been addressed: a weak public education system, food poverty for people at the lower end worsening with today's 10% food inflation, child malnutrition, weak infrastructure building capabilities, growth in services but not enough in manufacturing to create jobs, a growing black economy, and a general acceptance of illegal behaviour that has increased with the increase in opportunities for corruption and bribes in a growing economy. The political governance is weak. The dependence on smaller regional parties in ruling coalition governments weakens initiative at the federal government level. The general lack of new political leadership, and the failure to develop new leaders in the Congress party because of the six decades long presence of the Nehru family. Some striking facts- the role of the black or underground economy has actually increased over the years. Arun Kumar, chairman of the Center for Economc Studies and Planning at Jawaharlal Nehru University in New Delhi, says his estimates show it was 40% of GDP by 1996, and 50% by 2006. This means more business activity evades direct taxes, and less money is available for investments in education, infrastructure and healthcare. It also indicates a widespread tolerance of illegal activity and corruption. The other striking facts are that the calorie consumption by the bottom of the 50% of the population has been declining since 1987, according to a 2009-10 economic survey by India's Ministry of Finance. The modernization of the country appears not to be following the path taken in East Asia- by Japan, S. Korea and now China- where people moved in large migrations from farms and rural areas to cities and manufacturing jobs, resulting in gradual urbanization. Manufacturing in India is only 16% of GDP in 2009, the same as in 1991, according to the World Bank. Certain regions are doing better than others- Gujarat and the Punjab in the north, Tamilnadu, Karnataka in the south- with large population areas in Uttar Pradesh and Bihar lagging behind badly. ...

US differences with Pakistan are based on two different perspectves that are not reconcilable. Recent events and the relationship between the US and Pakistan's army chief have confirmed that this is not going to change. US sees militants and Taliban inside Pakistan as havens for the short term as the US disengages from Afghanistan, whereas Pakistan's army sees them as useful elements in Pakistan's security interests in relation to India for the long term. Whe Kayani met with Obama in Washington, he handed Obama a 13 page document showing Pakistan's strategic perspective and emphasizing the gap between short term US interests and Pakistan's long term interests. The Wikileaks cables show Kayani discussing with US officials a possible removal of President Zardari and his preferred replacement. This made Kayani, normally reticent, to rant for hours on the irreconciliable differences between the US and Pakistan with a group of Pakistani journalists. He described Pakistan as the US's "most bullied ally," and said the frames of reference of the US and Pakistan regarding regional ssecurity "can never be the same," according to news accounts. And added that "the real aim of US strategy is to de-nuclearize Pakistan." Holbrooke and Admiral Mullen had hoped to reverse "a trust deficit" between the two sides. But this has not happened. General Petraeus is taking a tougher attitude and patience is thin on both sides. According to a Kayani friend, air marshal Chaudhry, Kayani is always asking Petraeus what the strategic objectives are in Afghanistan. US officials say they have given up on changing Kayani's thinking and that Kayani has told them: "I don't trust you." Kayani's position makes sense when one looks at the strongly anti-American public in Pakistan. Pakistani military and intelligence officials say a campaign against militants inside Pakistan incites domestic terrorism and uproots local communities. And by following Pakistan's own interests and frames of reference Kayani sends signals that win esteem among the Pakistani public. Opinion polls now show the military held in higher esteem than the Zardari administration. This puts the US in a no-win situation in Afghanistan with no clear objectives for the long term. This leaves the US in a time of tight budgets stretched thin to meet the needs in other defence areas that need attention, such as modernization of forces, trouble spots such as Korea, Iran and elsewhere, and resources needed for modernization of US infrastructure and supporting new technologies and industries. The lasting solutions that will take time, careful thought and preparation would be to integrate South Asia as a whole into an economic zone, extensive infrastructure building, and bring India and Pakistan closer through diplomacy and negotiations. The share of students chronically absent from US schools has jumped from about 15% before the pandemic in 2018 to 26% in 2023. In the richest districts from 10% to 19%, in the poorest districts from 19% and  to 32%. Losing about a third of children K-12 in schools for absenteeism is a huge learning loss to the Nation. Missing more than 10% of classes counts as chronically absent, the data is from 40 states in the US K-12. Majority White went from 13% to 22%, Majority Non White went from 17% to 32%. Analysis of data from American Enterprise Institute. This has real implications for learning loss and student behavior. Even school districts which opened earlier in the pandemic are affected to same degree with absenteeism doubling in Victoria, Texas school district. In this report NYT has a place where you can enter the school district name for instance entering Dearborn School District in Michigan and it shows the absenteeism has gone from 10% to 26% in this district and this means it has close to tripled. In adjoining Dearborn Heights it went from 25% to 44%. In New York City this goes from 25% pre pandemic to 36%. Compare this with the richest districts in the Nation when we entered Scarsdale we found absenteeism up from 4% to 7%, next Piedmont in California 6% to 9%. Irvine Unified relatively affluent 5% to 12%. What this means is that across the board there is learning loss and in addition the disparities are also growing from the wealthiest to the middle income and the larger population districts such as New York, and the diverse Dearborn, MI.  ...

The long awaited renewal of America's National parks may finally be arriving with massive funding of the National Park Service by president Trump in 2020. Billions of dollars of undone maintenance from washrooms, to restaurants, to camping facilities for people, and maintenance work in the parks is finally being tackled in 2020. A new law called the Great American Outdoors Act will put $9.5 billion towards this which now has a bill the size of $12 billion for undone maintenance since 1990's.  Everything from water pumps, to camping facilities, remodeled buildings, employee facilities and housing, adding staff, will now be tackled. At the Rose Garden signing Mr. Trump said of teh National Parks what Teddy Roosevelt has always said- "This is truly God's creation. President Theodore Roosevelt was right when he called these exquisite resources." Mr Daines  Senator from Montana who with another Republican Mr. Cory Gardener of Colorado got enough Republicans to support the bill to get it passed 73 to 25 in the Senate. This is a great achievement for the American people particularly at a time like this with the pandemic taking over 150,000 American lives and so many recovering from the coronavirus. There ia new appreciation of the outdoors, of trees, gardens and of parks. The national parks show the beauty of America and every child sees America differently once he has experienced a stay in one of the many parks from Yosemite in California to Acadia National Park in Maine. It is a gift to the generations made possible today by spending money first in America, and regaining the national spirit. ...

In question after question he explained how the certainty offered by the tax cuts bill would help small business and job creation in the US. The permanence of the 100% expensing of buildings and equipment would help farmers and small business , regulations would be cut, and manufacturing would take off. Manufacturing employs 9% of the workers in the US and their wages will rise faster than for service workers. The combined effects of the improvements for small business, farmers and for manufacturing workers will help the American middle class, America's working class, and increase the growth of the economy. Bessent points out that in the original bill of which the new tax bill is an extension the top 10% paid 7% more in taxes in 2017. He also points out that workers were hurt the most by the slower rise in wages and the rise in cost of living of 21% in 2021-2022, which he says was in essential goods with the actual impact of about 30%. With higher jobs creation by small business and more investment in the economy more able bodied men can join the workforce and gain healthcare benefits under new rules. He pointed to low inflation at 2.1% and to higher job creation, and to higher growth in the economy of 2.6%, that with other savings could lower the deficit. ...

H-P CEO Apotheker says that to be successful in the business of consumer devices like the PC it would have to invest a lot of capital that could be better invested elsewhere. This capital invested in a low margin business such as PC's coud be freed up to generate the size of capital H-P will need to compete in software and services with companies such as Oracle and IBM. As part of this makeover of H-P the company will take a $1 billion restructuring charge to shut down the tablet and smartphone operations. H-P invested $1.2 billion for the Palm acquisition in 2010 to acquire an operating system for those devices. Apotheker expressed disappointment with the sales of the tablet devices and smartphones. This decision happens 10 years after the decision by H-P to acquire Compaq Computer Corporation for $25 billion. In 2008 H-P acquired Electronic Data Systems for $13.9 billion. With the new strategy Apotheker is focussing on software. Apotheker brings experience in software as CEO of SAP Inc in his previous position and understands the software business. Krauthammer cites Congressional Budget Office numbers that show the Obama U.S. health care law continues the spiralling costs of health care with new government mandates at a time of severe budget cuts in education and other areas- for 2013-2022 the costs come to $1.76 trillion. The initial Obama administration figures of 10 year costs of $938 billion announced in 2010 reflected the fact that the new U.S. health care law would take 4 years to fully go into effect. In the parishes and on the pews for practicing Catholics there are not many signs of change. And Catholics who do not go to church are not coming back to the pews in increasing numbers. A slight surge under Pope John Paul II after his visit in 1993 for World Youth Day faded out, and this time the situation with Pope Francis's visit looks to be no different. About 1 in 8 Americans consider themselves former Catholics, according to the 2014 Pew Religious Landscape Survey. The Post-ABC poll of September 7-10, 2015 shows 45% of self-identified Catholics saying they attend Mass about once a week or more frequently, 19% attending monthly, and 35% saying they attend less frequently or never. There is a large gap between Pope Francis's popularity among Catholics with about 75% holding strongly favorable views, compared to 47% strongly favorable for the Catholic Church. Kathleen Cummings of the Cushwa Center for the Study of American Catholicism at the University of Notre Dame, says the difference is because Pope Francis has accentuated the positive. The Pope's own roots in Argentina and his practice of a more humble Catholicism as a bishop, his intermingling with people in the subways in Buenos Aires and in poorer neigborhoods of the city, not only affirms the original teachings of the Church, but also affirms this at a time when the bishops and the Church have drifted away from the original message, in a period of increasing social disparities in the Western World, Latin America and Asia. The Pope has called for helping immigrants, migrants, refugees, the poor, and the environment. Most people in the U.S. are comfortable with the Pope's activism on social issues and saying this before a joint session of Congress in the U.S. on September 25, 2015. To shake up the lethargy in the Church hierarchy Pope Francis described the bishops of the church in the Christmas 2014 message as "lords of the manor, superior to everyone and everything," and having "spiritual Alzheimer's." The extent of support for the Pope's activism shows how the public now views the need for someone of the Pope's stature to speak out on issues of social, economic and environmental change. Only 14% of Americans in the September 2015 Post/ABC poll say Pope Francis should be less active. 30% of Catholics say more active is better, and 50% say continue the way he is. And over half of non-Catholics want him to continue to speak out. Issues of the role of women in the church, abortion and same-sex marraige continue to create differences. By focussing on the original teachings of the church for humility, a humble church, and serving the poor and less fortunate, the Pope has reached the hearts of most Americans and people around the world, in a way unimaginable only a few years before....
