Here is a state by state account of the measures taken by each state to limit movement outside the home to essential activity such as getting groceries from stores and medicine from pharmacies. In German states there is a fine of 2500 euros for violations and similar fines in other countries. Most American states have not resorted to specific fines for the lockdowns. Britain also has not specified a fine, but police enforcement will take place with possible fines and jail time for violations. Italy has a fine similar to Germany, with the public calling for stricter action.

This exceptional and detailed WPost report by Rosenwald, Boorstein and Clement on Pope Francis's popularity, also shows that on other aspects of the Catholic community's openness in the pews change is slow and gradual. In the parishes and on the pews for practicing Catholics there are not many signs of change. And Catholics who do not go to church are not coming back to the pews in increasing numbers. A slight surge under Pope John Paul II after his visit in 1993 for World Youth Day faded out, and this time the situation with Pope Francis's visit looks to be no different. About 1 in 8 Americans consider themselves former Catholics, according to the 2014 Pew Religious Landscape Survey. The Post-ABC poll of September 7-10, 2015 shows 45% of self-identified Catholics saying they attend Mass about once a week or more frequently, 19% attending monthly, and 35% saying they attend less frequently or never. There is a large gap between Pope Francis's popularity among Catholics with about 75% holding strongly favorable views, compared to 47% strongly favorable for the Catholic Church. Kathleen Cummings of the Cushwa Center for the Study of American Catholicism at the University of Notre Dame, says the difference is because Pope Francis has accentuated the positive. The Pope's own roots in Argentina and his practice of a more humble Catholicism as a bishop, his intermingling with people in the subways in Buenos Aires and in poorer neigborhoods of the city, not only affirms the original teachings of the Church, but also affirms this at a time when the bishops and the Church have drifted away from the original message, in a period of increasing social disparities in the Western World, Latin America and Asia. The Pope has called for helping immigrants, migrants, refugees, the poor, and the environment. Most people in the U.S. are comfortable with the Pope's activism on social issues and saying this before a joint session of Congress in the U.S. on September 25, 2015. To shake up the lethargy in the Church hierarchy Pope Francis described the bishops of the church in the Christmas 2014 message as "lords of the manor, superior to everyone and everything," and having "spiritual Alzheimer's." The extent of support for the Pope's activism shows how the public now views the need for someone of the Pope's stature to speak out on issues of social, economic and environmental change. Only 14% of Americans in the September 2015 Post/ABC poll say Pope Francis should be less active. 30% of Catholics say more active is better, and 50% say continue the way he is. And over half of non-Catholics want him to continue to speak out. Issues of the role of women in the church, abortion and same-sex marraige continue to create differences. By focussing on the original teachings of the church for humility, a humble church, and serving the poor and less fortunate, the Pope has reached the hearts of most Americans and people around the world, in a way unimaginable only a few years before....

Remote work and transfer to other locations from San Francisco area mean salary changes of 10-20% for tech workers in Silicon Valley. Most tech workers in companies such as Google are now working remotely. This is leading to companies making plans for a future work force with decentralized staffs in many less costly locations. This should also reduce the pressure on living costs and the quality of life in northern California cities. The cost of living in other cities in the U.S. is 10-25% lower than that in San Francisco, Seattle or New York. Tech companies are following a policy of setting the wage based on location and local costs for housing and other costs.

The U.S. unemployment rate shows a surprising improvement. The unemployment rate drops to 13.3% in May dropping from 14.7% in April. Employers added 2.5 million jobs, as states reopen in phases. Hiring was seen in the hospitality, construction and education sectors. This is a piece of good news suggesting that the pandemic is likely to follow a pattern of rapid decline in economic activity and rapid gain in economic activity in 2020, till it gets back to close to the original level in January before the pandemic hit the U.S.  One of the reasons for the rapid gains after steep loss in economic activity is that the errors in preparing for the pandemic led to a loss of crucial weeks before responses were made giving the very contagious virus time to spread. Yet once the response was made in mid March it was coordinated - with U.S. and India acting together, and Europe also moving together with the U.S. The economic response was unprecedented in scale with the U.S. putting in close to 1.5 trillion and the European Union and British response also about $1.5 trillion. Jobs were protected in different ways either by loans to business, or payment of wages by the government or from funds for this purpose. After some vigorous debate the reopening also was done rapidly with regions less affected, and others following soon afterwards even taking some risks so that the economy could recover. ...

One third more dads at home is a silver lining from the pandemic says The Guardian. Dads are spending more quality time with their children. In this way the lockdowns were a catalyst for a much needed change.  There has also been a change in the perception of what a good father looks like- parenting is part of the new dad's active role. France lacks a vaccine developed by its scientists. France was a leader in vaccine technology and the world looked up to France for new medical breakthroughs. Something has gone wrong and this is causing soul searching in France and friendly countries. 

The Pasteur Institute was a leader in medical science. It has failed to develop a vaccine. Sanofi says it will be the end of the year 2021 when a vaccine is developed.

Experts expect the economy to pass pre-pandemic levels in the second quarter of 2021. From this point the economy can recover the pre-pandemic trajectory of growth for 2022. There is a bit of caution about another wave of the coronavirus with new more contagious variants considering that about half the population still remains unvaccinated. The US has enough vaccine supplies, it is the anti-vax sentiment that could be the problem. Even with this bit of caution the economy appears resilient.

At one point vaccinations reached 3 million a day and stalled with younger people hesitating to get vaccinated. Some southern states Tennessee, Oklahoma and Georgia see a surge in vaccinations. This happens as US daily cases exceed 100,000 for the first time on August 4. Of this 50% are in 8 southern states including Florida, Texas, and Louisiana. Florida is the worst affected state. Scientists have less material under this ice than from the moon's surface. Much of it come from burning of paddy rice straw after the rice harvest in states of Haryana and Punjab near New Delhi. Governments at the federal level and state levels have failed to stop the burning of stubble. The fire smoke adds to pollutants from industrial activities, and pollution from cars and buses. The first week of November and last week of October was when fire activity happened this year, delayed after monsoon rains.

Had the Biden administration done what it did for China policy and tariffs, quietly leaving them in place and tried sincerely to listen and work with Republicans, replaced Mayorkas in 2021 June when the migrant numbers reached 200,000 far surpassing the 150,000 high under DJT, and negotiated a new law by the end of 2021, this would have stopped asylum, added resources and closed the border in a timely delivery of needed action.

Mexico said the threat would hurt constructive negotiations, Mr. Trudeau told Trump it would hurt jobs on both sides of the border. Helping the situation was the effort by Commerce Secretary Wilbur Ross showing Trump the states that had voted for Trump that would lose jobs, and that nothing was to be gained from the action of pulling out when constructive negotiations were possible- and when Mexico and Canada were eager to start negotiations to reach a new agreement. Mexico is also eager to renegotiate NAFTA because president Nieto faces a strong competitor from the left parties in coming national elections. ...

Frank-Walter Steinmeier of the Social Democrats is the new foreign minister, a position he held in the coalition of 2005-2009. It is not clear how China's president Jinping's support for the idea of "China Dream," -of China as a world power on a level with the U.S.- should be interpreted. China will increase its defense budget and continue its efforts to be the dominant power in its region, even as the U.S. and Japan begin to build closer ties in the Pacific. Is it simply a new assertiveness for its rights in relation to territorial disputes with Japan, and a continuation of a policy of peaceful development of earlier leaders. The move could also be an effort to build close ties with the military as the new leadership of Jinping-Keqiang prepares to make major changes in the economy. A speech in Dec. 2012 to Communist party officials in Guangdong province by Jinping, on how the lack of unity with the military led to the collapse of the Soviet Union under Gorbachev, could throw light on the thinking. The shift to digital from newsprint for newspapers in the U.S. is taking place in gradual steps. Print ad still account for 86% of $24 billion in revenues for the newspapers in 2011, according to the Newspaper Association of America. About 45 million buyers for the 1400 newspapers in the U.S. put their hands on a printed paper edition each day. At the same time print revenues have fallen by half since 2007. So as not to overly disturb the existing customer base for newsprint papers, and wary of the still developing revenue model with lower revenues of the digital newspapers, Advance Publications is making a gradual shift to three days a week from daily papers. In 2009 it moved the An Arbor News to two print editions weekly and in early 2012 it shifted 7 other daily papers in local communities of Michigan to 3 times a week print editions. The pulbback has shifted readers to the paper's websites. Local communties depend on papers in a crisis such as the one that hit Louisiana with Hurricane Katrina in 2005. Circulation for the Times-Picayune in New Orleans has declined by half to 133, 557 daily in March 2012. Yet the digital edition has a distinct advantage because journalists continued to provide reports online when the hurricane knocked out printing presses. The advantage continues with the lighter iPad tablet devices which will make the papers accessible in a convenient hand holdable way. The problem is with the revenue stream which has not been established in a convincing way for digital as yet so that it would support hiring journalists. As it shifts to online reporting on its site Nola.com, Advance publications will shift to 3 print editions per week in New Orleans. And this will mean laying off 50 journalists, and covering a region with 1.3 million people with the remaining 100 journalists. Advance Publications will do the same for its papers in Birmingham and Huntsville in Alabama. For journalists like Caroline Little, a former publisher of the Washingtonpost.com, the scary thing is that fewer and fewer journalists are supported by the online model, and yet the shift to digital is unmistakable. For reaching younger readers not accustomed to holding a print newspaper, it is also the only way forward. ...

Google acquired ITA Software in 2010 to compete in the travel field. Rayport says the search business is changing with users geting more sophisticated and demanding, and he sees a shift to vertical search.
