Dulles with closeness to Churchill assumed a benevolent perception of the British Empire in Asia even with the enormous suffering and lack of development in China and India from the policies of the British. Such perceptions continued under Kissinger/Nixon, and Reagan/Rumsfeld. John Foster Dulles was Eisenhower's Secretary of State during the Cold War.
