This comes from aPew Hispanic Center report on "How Young Latinos Come of Age in America." High rates of pregnancy with about one in four Hispanic girls getting pregnant by the age of 19 still holds back Latinos. 52% favored country of origin as preference over 24% favoring American. Latinos represent an ethnic group with one in four newborns, and one in five schoolchildren.

Jay Powell, a former US Treasury official, now a scholar at the Bipartisan Policy Center, says the fears of budget problems in US states are survivable, even though they will be difficult and painful. He does not see widespread defaults, the way Meredith Whitney has predicted. Kenneth Rogoff of Harvard University, says a major default would cause serious macro-economic dislocations. It would have impact beyond the US, in the European economies with serious budget problems such as Greece, Portugal and Spain. Analysts cite the following reasons why a widespread debt default by states and local governments is unlikely. Municipal bonds are held mostly by individuals, who own about two thirds of US municipal bonds, directly or through mutual funds. Most state and local government debt is long term, and does not rely on short term borrowing the way a Lehman Brothers did in the recent financial crisis. The states can raise revenues, as Illinois did recently. With the economy improving state tax revenues were up 6.9% in the fourth quarter of 2010, compared to a year earlier, according to preliminary data from the Nelson Rockefeller Institute of Government, Albany, New York. That said, the following reasons show that life will be difficult and painful for states and local governments. State budget gaps total at least $125 billion, as they look to the coming fiscal year, according to the Center on Budget and Policy Priorities. And no federal help is in the works, as it was in 2009. Far less of newly issued muni-bonds are insured today - 6% compared to 57% in 2005- according to the Bank of America Merrill Lynch. Insurers are still recovering from losses in the recent financial crisis. A massive supply of new bonds has depressed the market just as Dec 31 expiration of a federal program, Build America Bonds, which provided help to states that were borrowing. Investors withdrew $23.6 billion from muni-bonds mutual funds since November, 2010. Moody's Investor's service has listed the states that will need to issue bonds to fund current operations. California will borrow billions to cover cash flow needs, and Illinois is considering an $8.75 billion 'debt restructuring bond' to pay past due bills, and a $3.75 billon bond for contributions to its pension system. Because banks have only 1.3% of assets in muni-bonds any defaults will not affect their ability to lend. But the impact will be felt in the US economy and overseas. In the event there was a default, some analysts believe the federal government would find it hard to say no when the federal government said yes to AIG....

Vegetable prices in China went up by 22% in July 2010, from a year earlier, and grain prices went up by 12%, eggs by 8%. About a third of household budgets go to food in the budgets of people in India and China. Wheat prices are climbing on world markets after the ban on Russian exports, and rice prices are also climbing with the floods in Pakistan ruining the rice crop- Pakistan being the No.3 world's rice exporter. Personal spending accounts for 36% of overall GDP in China and 57% in India. Food prices in China were up 6.8% in July, 2010. Industrialization in China, and agricultural land freely taken over for factory sites with the consent of local authorites, may be a complicating factor. Unilever sales -after excluding acquisitions, disposals and currency effects- were up 7.8% in the 3rd quarter of 2011. Sales in emerging markets were up 13%, and now provide over half of Unilever's business. Unilever achieved these gains through price increases of 5.8% and volume up by 19%. Unilever faces rising costs for oil, palm oil, petrochemicals and plastics. The increase in commoditiy costs added 2.5 billion euros to costs compared to the prior year. To cope with rising costs Unilever is improving packaging, logistics, sourcing and reducing purchasing costs. Unilever's strategy is to selectively increase prices to keep margins from falling.

Shares have lost over 30% in 2012. Net debt is 57 billion euros, larger than its market capitalization and forecast at 2.7 times Ebitda. The Economist magazine points out that the higher reserves in emerging markets (estimated at $7.7 trillion total by The Economist), flexible exchange rates, and smaller current account deficits, make this a different situation compared to 1997. Only countries like Argentina, Turkey, and Thailand pose higher risks because of political uncertainty and failure to adopt the lessons of the 1997 crisis. China, Russia and Brazil have large reserves to cope with the crisis. Emerging markets will have to adapt over time and the gradual tightening anticipated under an employment levels conscious Yellen would give them the time to make the changes needed.

Strabismus, depth perception and misalignment in the eyes not holding back England soccer goalie Hannah Hampton. As a child England goalie Hannah had eye surgeries by the age of 5. She struggled with depth perception and even had difficulty pouring orange juice into a glass. Over the years Hannah worked hard to compensate for this till she was asked to become England goalie only after England goalie Earp retired.

The Guardian gives this inspiring story about the England goalie who never gave up. Twice first in the game against Sweden and in the final against Spain she saved penalties. In the final she faced Spain's striker Bonmati and was able to make a save. It has not come easily but through it all Hampton has persevered till she wins European soccer title for England.

DW.com says Greenland has some of the largest mineral deposits in world. Greenland is an island in the Arctic region that was first extensively explored by US Admiral Perry in the 1890's. In 1867 it was a planned American acquistion of Seward with the Alaska Purchase. Harry Truman planned acquisition of Greenland in 1947 after the War. The Nazis had planned to use it in the War.  Yet the BBC, Wash Post, NYT, and other media simply ignore this and take what Denmark has to say and present Denmark's view as something thought up at the White House. Clearly Denmark was a colonial power and acquired this territory totally averse to the interests of local population of tribes in the period since 1800. It acquired it in negotiations with colonial powers including Britain, Sweden, and Norway through the Treaty of Kiel in 1800 during the Napoleonic Wars. There is no legal basis for Denmark's colonization of Greenland. Germany and Britain understand this for whom the main interest lies in US being able to protect the eastern seaboard of the US from hostile nations who would also be hostile to Europe. Denmark's role in this is zero and it is totally useless for Denmark. It has less than the size of the NYC police department in Greenland and the population of Greenland would easily fit into a baseball stadium in the US. The US Navy with Adm. Perry discovered the North of Greenland from the southern part by dog sleds for the first time in the 1890's. It is hundreds of times the size of Denmark and covers the eastern seaboard of the US essential to US security since its founding- it is of no value to Denmark as Truman's Commanders in Chief pointed out in 1947, when after Seward in 1867 US moved to acquire it. Climate change and loss of 140 billion tons of ice over decades means it is becoming a navigable waterway- and poses risks for the security of the US requiring the US to take action in the interests of both the US and Europe, on which Denmark has ineptly chosen to misrepresent or obscure the facts as the facts can easily be researched. ...

The Indian prime minister talks in his radio program Mann Ki Baat (Talking our Mind) about Indian athletes at the Tokyo Olympics and overcoming any hesitancy for vaccines. He remembers athletes from the Olympics past- Milkha Singh India's fastest runner, who worked hard and emerged from the partition bloodshed as a survivor in 1947 to compete in the Rome Olympics in 1960. Milkha Singh was the first Indian male athlete to reach the finals of the Olympics when he barely missed the bronze medal by 0.1 seconds in the 400 metres race. He remembered for this years Tokyo Olympics hockey player Neha Goel, race walker Priyanka Goswami, javelin thrower Shivpal Singh, archers Deepika Kumari, Pravin Jadhav, badminton player Chirag Shetty. Pravin Jadhav is a laborer's son from Satara district in Maharashtra who is competing in archery. The prime minister talked about two people from Betul district, Madhya Pradesh, with vaccine fears from spread of disinformation. He pointed out that over 300 million people have been vaccinated and this includes his own 100 year old mother. He urged India to trust science and scientists. Sometimes, he said, people get a mild fever, that lasts only a few days. "Avoiding the vaccine can be very dangerous, you are not only putting yourself at risk but also  your family and the entire village." U.S. president Trump approved tariffs on $50 billion of Chinese goods. The U.S. Trade representative is expected to announce the goods subject to a tariff of 25% on June 15, 2018, and publish them in the Federal Register next week. China's Foreign Minister Wang met with U.S. Secretary of State Mike Pompeo in Beijing, saying at a joint news conference that  if the U.S. went ahead with the tariffs on $50 billion of Chinese goods China has made preparations for tariffs of its own on American goods. The biggest targets for China are aircraft and soyabeans. Separately the Tax Foundation shows the tariffs on Chinese imports, coming on top of tariffs on steel and aluminium imports, would lower GDP in U.S. over long run by 0.06% and reduce employment by 45,000 positions. Other reports also confirm the impact is not significant enough and the U.S. sees its strategy as one of reversing the trade imbalance in the way it acted in negotiations with the Japanese after a similar trade imbalance with Japan. In some ways the trade imbalance with China is more severe in its impact on manufacturing in the U.S., hollowing out some sectors, and the size of the imbalance at about $ 1 billion a day much larger. This is also the position taken by U.S. Trade Representative Lighthizer, an experienced negotiator who negotiated with Japan during the Reagan administration. There is also the added issue today of intellectual property losses for the U.S. that the U.S. is seeking to address in the negotiations. ...

Sony is setting aggressive goals for its medical business by targeting sales of 200 billion yen ($2.6 billion) by 2020. The Olympus joint venture with Sony is expected to make up about one third of the sales. Olympus has a 70% share of the endoscopes market. Sony is planning on sales of 50 billion yen for its medical monitors, printers and other equipment by March 2015. With its recent investment of 50 billion yen in the joint venture Sony now has a 11% stake in Olympus, making it the largest shareholder. Olympus will use half of the capital injection to develop better medical devices and the rest to setup training centers in emerging markets and cover costs.

Allan Blakeney was health minister of the Canadian province of Saskatchewan, and later premier of the province. Blakeney, as health minister in premier Woodrow Lloyd's government expanded a program in 1962 to cover the costs of doctor provided medical care. Earlier in 1946, the Saskatchewan government of Tommy Douglas setup a program of universal insurance coverage for hospitalization. This program of universal healthcare was extended to all of Canada in 1966. He later headed the provincial New Democratic Party and was premier of Saskatchewan from 1971-1982. During this period he introduced a New Deal for People, which included a dental program for children, prescription drug program, subsidized housing and a guaranteed income supplement for the elderly poor.

Swiss banking regulators are requiring UBS to make its investment banking unit a separate legal entity with its headquarters in another country. This is an effort to ring fence the investment banking operation so that the Swiss government does not have to come up with funds to recapitalize the Swiss bank in another financial crisis. Credit Suisse and UBS have combined assets larger than the GDP of Switzerland. Under the new structure the investment banking unit would have its own capital and be overseen by local regulators. It is still not clear if the local regulators would not demand that the Swiss government come in and cover future losses at the investment bank.

WSJ looks at the 75 years of the US Saudi Arabia relationship that started when US president Franklin Delano Roosevelt met Saudi king Ibn Saud at Bitter Creek, Egypt, on a US Navy destroyer ship in 1945. It has gone through many phases over this period and mainly involved the Saudi kingdom maintaining its supply of oil to the US and Western Europe. This relationship went through an oil embargo during tense periods of Israeli Palestine conflict as in 1983 with an oil embargo that pushed up oil prices. What is different this time is the situation in Yemen where Iranian supported Houthi rebels near the border with Saudi Arabia are engaged in a conflict with the Saudis. Democratic administrations under first Obama and Biden today support reaching a deal with Iran on nuclear weapons development and limit US military support for the war in Yemen. The Saudis for their part are not keen on a regional war and turned down efforts by president Trump to respond to attacks from Yemen. Mr. Biden's envoy has arranged for a deal to reduce tensions between the Houthis in Yemen and Saudis. The diplomatic impasse in relations stems from the Kashoggi incident and president Biden's concern for the human rights situation in Saudi Arabia. Other factors making relations difficult are the economic interests of the two countries diverging. The relationship Roosevelt started in 1945 has changed in its fundamental character. Oil supplies for imports into the US is no longer a factor for the US which was the original interest of president Roosevelt in Saudi Arabia. This changed by 2015 as the US fracking industry enabled US to become self sufficient in oil and able to supply LNG to western Europe. Instead of the US Saudi oil now goes to China. Russian oil also goes to China as its industry expanded with American investment. This has led to a new Saudi relationship with China which has changed the dynamic of the American Saudi relationship. Some of the new aspects of this can also be seen in Saudi relationship with South Asia. Saudi ties have increased with India and India in 2021 was the first country to provide vaccine supplies to Saudi Arabia. Saudis, Qatar, United Arab Emirates are building relationships with India as a close neighbor in the region. Relationships are in some ways improving in the Asian region compared to the period when oil was simply exchanged as a commodity for defense supplies from the US without regard to cultural, educational and other changes in Saudi society. In a sense US and Western Europe paid little attention to the huge democracy of over 1 billion people right in the middle of Asia and followed policies that led to major investments in China and little or no investment in India, and without realizing it followed a policy that the British had pursued in the British Empire of treating different communities and religions as separate as opposed to one community of people in South Asia that were engaged in modernizing, building infrastructure and changing centuries old ways of living. The British Empire was sustained by this kind of thinking, and as long as Indians were complacent and lacked the will to make their aspirations for a better life and infrastructure for modernization this kind of thinking prevailed. The economic crises in Asia have reinforced the idea that there is one community entirely focused on development and modernization in South Asia. The people in South Asia care most about the cost of living and the infrastructure and services for the quality of life they live and their children can aspire for- same in European Union that chose the Greens and chancellor Scholz, and same in the US that chose president Biden to invest infrastructure and people, the same in China and the same in India and the rest of Asia. This is the situation that the US and Britain, and the European Union are now beginning to learn and adapt to that is a constructive aspect of these changes to rebuild the connections and supply chains that were sorely neglected before now. ...

The House voted 321 to 105 to expand the AmericCorps service program and create volunteer programs with focus on education, health care, clean energy, and veterans. Americorps would grow from 75,000 to 250,000. The bill would raise the education stipend for volunteers to $5350- same as aPell Grant. President Obama's budget provides $1.2 billion for the expansion of programs in next fiscal year. AmeriCorps will get financing of $6 billion over the next 5 years. She says attacks on the Freedom Caucus deepened divisions in the Republican party. It is important to understand the tariffs imposed by the Trump administration because of the many misleading headlines. The new tariffs placed by the Trump administration on a list of 1300 imported products from China are for about $50 billion and targeted at high tech products in flat screen televisions, medical devices, aircraft parts and batteries, other high tech products that China hopes to get an edge over the U.S. under its "Made in China 2025" plan. China still enjoys a huge surplus with the U.S. This plan is intended to better manage the next phase of the competition with China as China seeks to get an edge in high tech products. The steel tariffs were targeted at China's buildup of surplus steel capacity in the last 2 decades, with little to do with the next phase of the competition globally between the U.S., the E.U. and China. This is a carefully planned move showing American resolve to be competitive in the high tech industries of the future. It will be followed by a comment period during which the administration will get feedback on product choices. A public hearing is set for May 15 in Washington, and companies can file objections till May 22. ...

This report in MIT Technology Review says in 2022 the children and teenagers in America spent 103 minutes on TikTok. Tiktok and Facebook split the social media market with about 5 billion minutes each. If users are on both this could give an average of 206 minutes or over 3 hours a day. Consider that there is a Chinese version Douyin. In China its version of TikToK is strictly regulated for a long time now and nowhere poses the kind of threat to education, reading and building a better educated population in China than in the US. Is that a conspiracy. No, says MIT Technology Review, it is because how quickly and forcefully the Chinese governments regulates digital platforms.  It a clear failure of the US Congress and the federal government that has led to this situation where this may be the first generation of young people that are less prepared for civic responsibilities and are from the amount of time dedicated to social media spending less time on reading to to be knowledgeable, and reading in general for education.  In China action is swift. Take for example video games and addiction. In 2021 the rule was put in that children under 18 could only play video games between 8.00 pm and 9.00 pm on weekends and holidays. They are blocked from using outside of these hours. China is looking for new measures that require creators to obtain a license, and for ways for the government to regulate the social media algorithms themselves.  ...

Liverpool has lost its World Heritage Site status but this may not be a bad thing, says Christoph Brumann, research leader at the Max Planck Research Institute for Ethnological Research in Halle, Germany. Fewer tourists, he says in this report in DW.com, but now the city can do what it wants to modernize the docks area, and not have to worry about the World Heritage Committee or the British government interfering in its plans. The World Heritage Committee is now subject to diplomatic lobbying of many countries, and the label has lost some of its value as more countries push sites in their country. Liverpool was asked by the World Heritage Committee to stop construction on the waterfront that was helping to bring new life to the city and revitalize the docks area to keep its World Heritage status. In the end the committee that met in China with China as the chair and lobbying by other countries, deteriorating China-UK relations, and and the UK sending only a representative from the Culture Ministry not the Foreign Ministry, played a part in the vote at the World Heritage Committee, says this report. Since 1972 Europe has gained a larger share of the World Heritage Sites. After 2010 meeting in Brazil this has shifted to other countries. There is no clear idea of what a World Heritage site is- cultural, or natural. Cultural is at this point 80% of the sites. This DW report shows some of the contenders in 2021, and only a few of them can be considered to be worthy of visiting. The committee that decides this has removed Dresden for building a new bridge across the Elbe river site, a decision made in 2007, so that it is becoming more controversial. ...

France has reacted faster to the economic crisis presented by the pandemic. It shielded its economy earlier with government support and household consumption has held up better. Its presidential system led to faster decisions than Germany's decentralized mode leading to some experts saying it should borrow this aspect from France. France also has 70% of its energy from nuclear, Germany by contrast depended too long on Russia and Merkel's decision to completely get out of nuclear and to let overconcentration of supplies of energy from Russia happen was a mistake. Merkel also supported the auto industry without anticipating changes taking place after the Copenhagen Climate conference in 2009 and preparing for the future. The auto industry has taken a hit in Germany as it relies too much on imported EV batteries from China and was slow to make the transition to EV's and hybrids. In fairness to the SPD's Scholz and Greens Habeck considering the economy handed to them by Merkel they had to scramble after the Russian war in Ukraine in the middle of the pandemic. Germany made it through in record 1 year's time to be independent of Russian oil and gas, a huge achievement. Over time Germany will recover as it makes a transition of business away from overconcentration in China, another of Merkel's and German business failures to develop a vision for the future. China's slowdown has affected Germany. Germany has to invest in other parts of the world including in India and Japan to diversify the supply chain. Overall score card would give Habeck and Scholz a lot better score, Merkel and German business leaders of the time a low score, and Frnce and Germany about the same score. France for a steady response, and Germany for the speed in which the oil and gas crisis handled considering also that both countries have a centralized and decentralized system based on their respective history and culture. ...
