Bret Stephens talks with Shiite Imam Mohsen Quadivar, who was a student of Hossein-Ali Montazeri, and a seminarian at Qom, Iran. He now teaches at Duke. Kadivar is the author of a three part work of political philosophy titled "The Theories of the State in Shiite Jurisprudence," which questions Khomeini's idea of vilayat e-Faqih, or principle for a supreme leader with near dictatorial powers. Nothing in this principle he says is intuitively obvious or necessary for religion. It is he says not a part of Shiite general principles, and by near consensus of the Shiite Ulama, a minor jurisprudential hypothesis. He says there are two interpretations of Islam: the aggressive Islam of Ahamadinejad or the mercy Islam of Moussavi. Kadivar points out that 2 of Iran's 4 major seminaries have refused to endorse Ahmadinejad's victory. There is here a search and a struggle for the true soul of Islam that goes beyond Iran, to Iraq, Turkey, Pakistan and Afghanistan. The U.S., India, Pakistan and the Middle Eastern nations are having to walk carefully through a period where a search and a struggle for this true soul is taking place. Sandhya Sharma of The Economic Times puts a spotlight on the dominant role of China in global shipping by 2005. In 1980 China had a tiny role in global shipping, with bicycles a dominant form of transportation in Beijing. By 2019 this role had expanded to dominant position in all the largest modern technology container ports with global shipping volume having more than doubled since 2005. Much of this was done by working with major providers of container port technology such as Maersk of Denmark and other European shipping companies, with imported technology playing a critical part. India is starting from basics in its effort to develop its shipping in the Indian Ocean region with its large coastline facing the Suez Canal and the eastern coastline facing Malaysia, Indonesia and Australia. This was evident during the recent "Atman Nirbhar" global shipping meeting in Vizag- the Maritime India Summit 2021. The goal is to make the next decade one of rapid development of the maritime sector to secure India's position in global shipping particularly in the Indian Ocean region. Collaboration with major European technology providers will play a key role in developing container ports to the levels required for India's future role in global shipping. Sharma discusses the visit of premier Boris Johnson in April 2021 to India to forge strong trade ties.  The Indian prime minister held virtual meetings with premiers of Sweden and the Netherlands, two major maritime nations in Northern Europe for stronger trade and technology ties. These ties are part of the broader effort by the US, UK, and European Union countries to forge strong trade and technology ties with India now that it is clear to them that new supply chain will be needed over the next decade as China disengages from that level of its trade ties with Europe, US and India. New global supply chain means new global shipping container ports and global shipping links of India, Vietnam, Malaysia, Indonesia, with the US and Europe. Looking at what happened between sometime in 1995 and 2005, and in 2005 to 2009 when the global financial crisis hit, when China went from a miniscule level of world trade to predominance. And the years of the Obama administration 2008-2016 when this simply continued without any understanding of its implications for both sides, to levels of China's predominance in world shipping that can only be considered as unbelievable. Growing at over 12% through continued use of  imported technology from Europe and the US. Looking back at what happened one sees that this made China over dependent, its economy too intertwined with Europe and the US. This also made the US and Europe over dependent on China in its supply chain. It took the pandemic and the one term Trump administration, the crisis in Hong Kong, the situation in Ladakh and India's norther border, the South China seas and Vietnam,  for both sides to realize this was not in the interest of any of the countries involved.   ...

Labour's Keir Starmer wants to make Britain the first nation to have a zero emissions power system. His plan put forward in September 2022 would double onshore wind, triple solar energy, and quadruple offshore energy production by 2030. It would create half a million jobs, reindustrialize Britain and cut electricity bills by hundreds of pounds, says this report in The Guardian.This is Labour's answer to the Tories faltering energy plans. The Breakthrough report on achieving COP26 goals of the IEA and IRENA, international renewable energy agencies, shows the opportunity to create 85 million additional jobs by 2030, compared to 2019. China want its company COSCO to have an equal share in ownership of the 40 ports including ones in Panama that Hutchison of Hong Kong is selling for $23 billion to Black Rock and MSC. 

In 2014 China blocked a deal where Maersk would merge with a French shipping company and MSC to form a larger company. Much of China's export surge and its manufacturing capacity largely for exports rests on shipping and logistics and a large role is played by Denmark's Maersk and by COSCO. This has led to the US and Europe losing with its manufacturing base its role in world shipping, and as a result also in shipbuilding. All three are linked. India as it builds its manufacturing base is also building up its logistics and shipping terminals. DJT has emphasized the importance of the ports and it is seen as an affront that the country that built the Panama Canal has ceded its ports there.

Over 100 women scientists are part of the Chandrayan moon missions of Indian space agency ISRO. Many are leader of project teams and head key parts of the scientific efforts of ISRO. Prime minister Modi says the moon mission shows the strength of women or 'nari shakti' and the potential of the younger generation of women for careers in science and technology. About 25% of the 16,000 employees of ISRO space agency are women, and Modi says "they will inspire women for generations to come." Women make up 43% of graduates in STEM scientific fields, yet when it comes to being part of scientific institutes or universities this drops to 14%, an imbalance that prime minister Modi and ISRO women seek to address. Australia exceeded China in total revenue for GE by $100 million, with $5.8 billion in revenues. GE now sees resource rich countries providing revenue growth of 25% in the next 2 years compared to 10-15% for China and India. The Ichthys $34 billion LNG project by Total SA and Inpex of Japan alone generated $1.1 billion in contracts for gas turbines, compressors and underwater production systems. The Gorgon project of Chevron on the northwest coast of Australia generated $1.3 billion in revenue.

India's Supreme Court urges the Modi government to ensure protections are in place to preserve privacy rights of Indians. It said the dangers can originate from private parties or non-state actors as well as the government. A nine judge bench led by Chief Justice J.S. Khehar stated- "we commend to the Union Government the need to examine and put in place a a robust regime for data protection." The Court called for a sensitive balance between individual rights to privacy and the legitimate aims of the state which it said would include "protecting national security, preventing and investigating crime, encouraging innovation and the spread of knowledge and preventing the dissipation of social welfare benefits." The biometric identification program Aadhar was designed under the previous Congress government as an effort to control the leakage of social welfare benefits through corruption, a significant problem that hurt the poorer sections of society in rural areas. The Modi administration has pushed forward with the program and expanded it to turn it into a national identification program. As part of the plan to ensure data security the Modi government has setup a committee of experts led by former Supreme Court judge, Justice B. N. Srikrishna to identify key issues for data protection, and to propose a draft Data Protection Bill. The Ministry of Electronics and Information Technology will work with this committee over the next 2 months, as the committee prepares its report. ...

See the BBC show geography of the Straits Hormuz of Iran and Saudi/Oman. Would Iran block the Straits of Hormuz, the narrow waters in the Persian Gulf where Oman, Saudi Arabia on one side and Iran on the other meet. At some points the corridor in the sea which is 20 miles wide at narrowest point, is 108 miles long, is only 6 miles wide for oceangoing tankers carrying a fifth of world oil supplies. The reason Iran woul be hesitant to do this are- Iran supplies China with discounted oil through these Straits. Iran central bank says $67 billion of its total oil exports go through the Straits Hormuz, 90% of it to China. China gets a third of its oil supplies from the Saudis/Iran through these Straits. India gets 40% of its oil supplies, Japan 75% and South Korea 60% of crude oil supplies through tankers plying this waterway. It would put China and  all industrialized countries in opposition to Iran. It would also cut Iranian oil exports and leave it's oil based economy unfunded.   ...

India's Chandrayan 3 cost $70 million for the moonlanding and the Vikram rover scientific research on the lunar surface. Progress is made through an incremental approach as Chandrayan 2 was based on the lessons from Chandrayan 1 which lost contact from lunar orbit, and Chandrayan 3 learning from the landing failure on the lunar surface of Chandrayan 2. This also reduces the cost of the next mission.

Former prime minister Nawaz Sharif's PML-N party wins 125 of 269 seats in Pakistan's parliament. The Tehreek-e-Insaf party of Imran Khan won 31 seats and the PML-N party of the current president Asif Zardari won 32 seats mostly in Sindh province. Independents won 31 seats and some of these independents are likely to support Sharif in forming a new government. Election turnout of 60% showed a large degree of enthusiasm in this election and hopes for economic revival in Pakistan. The focus of Sharif will be on improving the economy, tackling electricity shortages, and building infrastructure. Sharif promised to pursue peaceful relations with India and Afghanistan, and keep the focus on the economy. Sharif and his advisers are bringing a new deftness in the dealings with the Army, the Pakistan Taliban, saying he would call for a halting of drone strikes, limiting the role the U.S. plays in the region, both positions popular in Pakistan, separating differences with former president Musharraf from the institutional role of the military. Small business owners and large business support Sharif's efforts to tackle electricity shortages, with an estimated loss of $12 billion in idled factories alone. The long period of political conflicts between the military, the judiciary and the political parties have led to neglect of Pakistan's economy, as neighboring countries in Asia surged ahead. The realization that popular pressure for improving standards of living and the economic opportunities are both huge has led to an extraordinary election, and put Sharif at the centre of an important new beginning for Pakistan. ...

China imports most of Iran's oil exports about 1.8 million barrels a day which flow through the Straits of Hormuz. Iran is heavily dependent on these exports for oil revenues that support it's economy. All Asian economies are heavily dependent on the oil flowing from Saudis, UAE and Iran through the Straits.  For Iran it would mean the loss of oil revenues needed to support its economy if the Straits are shut down. Iran's central bank says it get $67 billion from oil exports 90% of it going to China alone.  82% of oil imports of Asian countries  from Saudi, UAE, Qatar and Iran sources go though the Straits.  The US is not dependent on the Straits- less than 10% of its oil. Also true of Germany. The US  would have to use air strikes to prevent any mining of the waters seaway, and China, US, Japan, India would join in combined effort to keep all sea navigation open for international shipping.  ...

After reading this editorial in the WSJ about the origins of the coronavirus, readers will have more questions about EcoHealth Alliance nonprofit which sent $3.4 million to the Wuhan Institute of Virology (WIV) for  research with potential for risky consequences to world public health if something went wrong.  What is gain of function research and what purpose is served in making virus more infectious and contagious such that the National Institutes of Health would send funding overseas for such research are questions that readers may have. Were all the risks considered for such research overseas. The editorial says the US Congress is not showing interest in the origins and the US president Biden has to take up this- some readers might have a question what would make the US Congress not interested in this when coronavirus has affected the US, India, Brazil, Europe, and the poorest countries on earth in unimaginable ways. Can such important matters as world public health fall under the authority of one person, such as Dr. Fauci and other health officials from one country or two countries, when other countries such as India, Brazil, UK, France, Italy, Germany, EU countries, are gravely affected. Global public health has suffered badly and billions of people around the world, in the poorest countries as well as the people in US and Europe have suffered unimaginably in 2020 and 2021 as a consequence of poor decisions. Much needs to be done to get the people themselves informed about public health and how it can be shaped in the future. ...

The P1 coronavirus variant from Brazil is seen in 200 of 877 cases in ski resort in Whistler, British Columbia. Helath officials have little knowledge of how this variant entered Canada's western province. This report says the housing shortage for hospitality workers is worsening the pandemic with 6-8 hospitality workers living together and no chance to limit the spread.   The decision by the state health officials not to screen with testing for which variant is responsible for an infection of covid is coming under criticism, as reported in The Guardian. This allows the variant to spread with no knowledge about where it is happening so that countermeasures can be taken. In the absence of this type of screening and testing one is flying blind, says this report. Recent steps to contain the spread in India advocated by prime minister Modi in India give micro-containment a big role, with screening and testing and detection of incidence of mutation becoming critical. To do this the health system has to be well prepared and have full support and direction from a unified authority bringing together every arm of government at the federal, state and local levels. Response has to be very quick and resource allocation proper from testing labs, people on the ground, vaccine supplies, and vaccination drive effective. ...

At the Defense Ministry  a major effort is underway to promote the defense sector to reduce the defense imports of $100 billion over the last decade, and to make this a major jobs generating sector. The Foreign Ministry is pursuing the China-India dialogue, and efforts to tackle the trade deficit with China of $51 billion. The Ministry of Education is working on giving universities autonomy from the Universities Grant Commission so that first tier universities can plan their own development, hire faculty and plan for the future without UGC approval. Jawaharlal Nehru University and the University of Hyderabad, first tier institutions have autonomy from UGC under this effort.

China has emerged as the largest buyer of Iranian oil, in the face of sanctions by the Trump administration to cut Iranian oil exports. China has replaced French company Total for the Pars oil field. It is investing heavily in Iranian oil industry. Iran has offered a 12% discount for China's oil supply needs. China has promised to invest $280 billion in the Iranian oil industry and is seeking to pull Iran into its Belt and Road Initiative. India also seeks to continue its oil trading relationship with Iran, in the face of U.S. sanctions.
