Shear of the NYT says president Trump is taking risks of losing support from low income people who supported him in the presidential election by making aggressive cuts in programs that help low income people. In his first budget plan deep cuts to social programs and increase of 10% in defense spending of $54 billion is planned. The new health care plan of the Republicans House and Speaker Ryan is seen by the Congressional Budget Office as increasing uninsured people by 14 million. Trump has left Social Security intact, but he sees other cuts as cuts to the "administrative state' and overreach on entitlements. The budget plan is titled "America First," and shrinks foreign aid, cuts state department budget by about a third, and cuts funding to PBS, other agencies, and cuts social program spending.

Results in the Saarland election show the AfD party with only 6.2% of the vote. The CDU is well ahead of the Social Democrats. This result shows that the support for the AfD is strongest in the east. With the refugee crisis not as big an issue as it was in 2016, and the larger effort put forward in push back by CDU/CSU and SPD in the western part of Germany, the AfD sees its support declining from the levels it had in 2016.

Considering the fines and sanctions by the Financial Industry Regulatory Authority, during the time Mary Schapiro headed the organization from 2007 -2008, it did not take a serious watchdog role over the brokerage business that it was expected to supervise. NASD which she formerly headed, and FINRA, did several examinations of the brokerage business of Mr Madoff who ran a$50 billion Ponzi scheme, but failed to find anything wrong. Her agency in 2007 concluded that Madoff's firm had only violated some technical rules. Also fines and sanctions assessed by FINRA declined during the time she headed it. Fines levied by FINRA declined from $148 million in 2005, the year of her predecessor, to $40 million in 2008. Ms. Schapiro headed NASD regulatory arm in 1996, NASD itself in 2006, and FINRA after its creation in 2007. FINRA is a private agency set up by Wall Street to regulate itself. As the prevailing opinion at the time, with the SEC severely understaffed, was that Wall Street could regulate itself, agencies like FINRA had a bigger responsibility than was realized by Ms Schapiro and others. One securities lawyer who represented firms examined by FINRA, says FINRA should at least have asked more questions about the Madoff operation. In a November 2006 speech to the Securites Industry and Financial Markets Association, Mary Schapiro says, "we remain utterly committed to our regulatory mission but we should be also committed to doing no unnecessary harm or restriction to innovation in the industry and markets". Some of the stuff that went on in the name of innovation went against some basics and commonsense, and the failure to follow tested old good financial practices to separate sound innovation from unsound innovation, was a failure of that period. Schapiro's statement seemed to be a contradiction of a severe nature when examined closely, because how could she remain committed 100% to the regulatory mission if she made strong exceptions for innovations whose true logic and effectiveness only time could tell. The element of caution that should be a key part of the regulator's temperament and mental build was entirely missing. Other failure of FINRA is that it lagged behind state regulators in catching upto the mess resulting in afreeze up of auction rate securites markets. In June and July 2008, Massachusetts and New York securities regulators filed fraud charges against big firms in that matter. Another failure was the failure to look into the mortgage securites that were held in brokerage accounts and see that the valuations of these securites are sound. Finra only filed small cases against Lehman Brothers, with a fine of only $125,000 for failing to keep accurate books and records. As late as May 7, 2008 in speaking at the Financial Services Institute meeting, Schapiro was asked about what FINRA was doing to regulate complex packaged products like mortgage securites. And even though credit rating agencies had by this time been exposed as having failed, Ms Schapiro would only say, according to a financial advisor who asked the question, that "we have credit rating agencies that rate them." A pretty hands off view for a regulator when the cracks in the system were already exposed in mid 2008. Another facet of this is the high levels of compensation especially for a regulator. For her job at FINRA she received pay of $3.1 million a year including $2.5 million in compensation and $615,000 in benefits and deferred pay. In 2007 she also earned $449,000 in cash and stock grants as director of Duke Energy and Kraft Foods. All of which means that it is straining credulity for Obama to suggest that Mary Schapiro is the best person the Democrats could find for this critical job, in which the record has been severely impaired....

Tells the story of Cherry, a state owned company that is China's largest independent car maker. It started about 1995 with just an idea in the head of Zhan Xialai an assistant to the mayor of Wuhu, and some other local government officials, in a poor eastern province Anhui who saw this is a way to boost incomes and growth in the province. Zhan brought in Zhoua manager in a cityowned building supply company. They brought in Yin an Anhui native who worked at a VW joint venture. In 1996 Zhou went to England to buy engine assembly equipment discarded by a Ford plant there and in March 1997 started building its first factory. It hired a Taiwanese company to help design its first model the Fengyun or Wind Cloud which it cobbled together using parts from component makers that supplied the China operations of VW and GM. It was not till Dec 1999 that the first cars came off this makeshift assembly line. And then it ran into bureaucratic obstacles as the company did not have a government license to be in the auto business . To solve this it became a part of the Shanghai Automotive Industry Corporation a large state owned company that had partnerships with VW and GM. Then it wasn't till 2001 that this Fengyun made it to market with 28000 being sold that year. Cherry then began work on a 4 door hatchback minicar that was called the QQ when it went on sale 2 years later in 2003 and looked like the Chevy Spark, a GM model. GM sued Cherry in Chinese court in 2004 saying Cherry had copied its design for the Spark and the lawsuit was settled in 2005. The settlement was described by Cherry as "very friendly." GM may have secured other concessions for manufacture and assembly in China because the QQ was then manufactured with local partners at a plant in southwestern China. It is Cherry's No. 1 model and far outsells the Chevy Spark. About this time in 2003 a big shift was ocurring in China as the car market was being pushed up by continuing development of infrastructure and road expansion, new ventures from Europe and the US expanding car sales in China. Government planners and executives began thinking about how China could develop its own potential in this growing and about to explode market. They decided they had to move upscale and buy the best technologies from Europe and the United Staes and recruit Chinese engineers working in the automotive industries in these regions. This led to a new phase of massive new investments. One of the goals after Cherry's brush with GM over copying its designs, was to acquire and then develop the technology so that it would be Cherry's own technology. In 2003 Cherry hired Xu Min an engineer at Delphi who was an Anhui native and was a specialist in combustion and fuel injection. They turned to an engineering consulting firm in Austria that specializes in internal combustion engines, and this firm AVL List GmbH agreed to train Cherry engineers to design and build the sophisticated engines. The culture that has grown up around this company in Wuhu, Anhui province, is also what drives the company. It exhorts employees in posters hanging on factory walls, "Know plain living and hard struggle." And in some areas of the plant JD Powers charts showing where Cherry lags behind its western counterparts in quality control surveys are shown on bulletin boards. Zhou, Zhan and Yin are known around Anhui and in the rest of China as "the Eight Guardians", a reference to eight defendors of the faith in Buddhist legend. ...

In the last 3 years foreign exchange reserves from Iraqi oil revenues have tripled to $22 billion, and there are an additional $8 billon in bank accounts in New York from unused funds from oil exports. Yet Americans are shouldering most of the burden for reconstruction of Iraq with $47 billion spent so far and both Senators Warner and Levin are raising questions about why Iraqi oil revenue cannot bear some of thses costs. These questions will grow louder as the US faces its own economic crisis from financial markets in turmoil. Meantime only 22% of Iraq's $6 billion capital budget for infrastructure expenditures has been spent so far. The infrastructure budget itself seems to be very small. After the war and years of decline under economic sanctions of the previous regime one would expect the needs to be huge, yet only $2 billion spent so far is very strange. Even the account here of bureaucratic bungling and loads of signatures required to prevent corruption, and the lack of a computerized banking system requiring the physical handling and moving of truckloads of cash seem strange considering the extraordinary amount of investment and huma effort the US has put into this war and reconstruction. Even this article fails to account for this bizarre situation of dire needs for infrastructure and for basic services of sewage, health and basic food supplies and housing going unmet while oil revenues and US funds go unused. Has this something to do with the militias, lack of security, insurgent fighting, and ethnic cleansing, and lack of agreement and decision power in the administration, that has created a bizarre situation in which nothing much happens. The oil revenues also complicate matters in that in any defacto partition and separate administrations of Sunni and Shiite areas and Kurdish areas the oil revenues need to be fairly divided so that it supports neigborly coexistence of the communities. This delays creation of separate administrations and accountability which could lead to dramatic improvement in services and rebuilding as accountability is missing today with every bureaucrat and politicain waiting to see what happens and what the future will look like....

Nicolas Tenzer, who teaches at Sciences Po in Paris, says that the new relationship between U.S. president Trump  and the French president Macron, is a result of Macron having the capacity to react quickly and follow his intuition. He says there is even a bit of seduction in this for the younger Macron to bring the older Trump back into the circle, knowing that Europe needed someone who could talk to the American president in a way that others did not choose to or just could not. This includes chancellor Merkel of Germany. The relationship started out awkwardly with Macron expressing some disdain after the Trump decision to withdraw from the Paris climate change agreement. Soon after the initial differences Macron's spokesperson Castaner said that it was an important task, that "of bringing the president of the United States back into the circle." It is an intelligent move and typical of Macron to move quickly and do things that make sense in the interest of the EU and America. On Bastille day the French are also honoring the U.S. for the sacrifices in two wars, and it made sense to bring the U.S. president in so that other differences could be set aside to work together on issues such as terrorism, mutual security, and trade. It is not uncommon to have seen such differences, and they were handled differently in the past. German chancellor Schmidt had a difficult relationship with president Jimmy Carter. Carter with his rural Georgia background as a peanut farmer was seen in the way Trump is seen in many parts of Europe. President Bush was also treated with skepticism in Germany, more for policies of going to war in Iraq.  For Macron it shows his uncanny ability to do things which for other people may not sound convincing. Being critical of the U.S. president may also have set the stage for a real relationship because it may have earned him the respect of being someone who had his views and was not hesitant to express them, just as he was on Algeria and other issues. And yet willing to have a friendly, open conversation with someone from a different background and with different views. At Lyrarc we singled out the Spiegel Macron interview on the fast train to Bordeaux, as something that showed him to be comfortable and calm  in unusual settings, and not affected by the magnitude of the task at hand or people's opinions. ...

Transparency International in its Corruption Perceptions Index shows China at 36 points having dropped by 20 places because of the lack of transparency in tackling corruption. Ms. Park Geun-hye of the conservative party was elected president of S. Korea on Dec. 19, 2012. She received 51.6% of the vote compared to 48.0% for liberal candidate Moon Jae-in with about 87% of votes counted. Issues in the election included the high amount of household debt, welfare payments, high cost of student tution, and lack of jobs for new college graduates. Both candidates favor moderate policies towards N. Korea and the communist neighbor was not a factor in the election. The focus is on uncertainties about the economy and regional disparities between the southeast and southwestern provinces.

Leslie Gelb says US should focus on its strengths, on the areas that it can build on to come up with something of enduring value and not focus all one's energies on situations and troublespots that siphon off a lot of American energies. This is a good idea and should be something that policymakers at State and the National Security Council and advisers to the President could keep in mind. There is alot to be said about the Truman example of the Marshall Plan in building western Europe after the war. At the same time its not as clear cutthat troublespots and the difficult work can be avoided. Was the Berlin airlift a troublespot? And Truman had little time to respond to the invasion of South Korea from the north, acrisis he would have chosen to avoid, if he had the choice. Instead he was drawn into along drawn out war on the Korean peninsula. Still the idea that you want to save your energies and not dissipate them in conflicts which can't clearly be won is a useful one. The Korean war was fought on conventional terms so the US could point to success years later in South Korea. But for conflicts fought in the jungles of Vietnam or in the remote mountainous terrain of Afghanistan, limited objectives and willingness to consider history, customs, and local tribal cultures is very constructive. ...

Rached Ghannouchi of the Islamist Ennahda party, says the Tunisian model is to create a broad base of support by bringing together moderate Islamist parties and moderate secular parties. To do this Ghannouchi has promoted consensus in drafting a new constitution and a legal framework for elections. In contrast to Egyptian Islamist party leaders, Ennahda has agreed to lighter wording for Islam as the religion of Tunisia, the focus being on justice liberty and equality as Islamic values. In an intervew with Carlotta Gall of the NYT, Ghannouchi says it was not important that there is no mention of Shariah law or an Islamic state in the constitution. The assasination of Tunisian secular party leader Brahmi by extremists created a period of tension in Tunisia, and the Ennahda leader says he recognizes the need to work even harder for consensus based government.

The view that the war in Afghanistan should move forward as acounter insurgency effort like this one, does not see the partner in the Karzai government or the Afghan dislike of foreign troops on their soil as factors to be addressed seriously. It also does not address the difficult mountainous terrain in the country. It also does not look for alternative solutions that could be worked out with Pakistan for addressing the presence of AlQuaeda terrorist group in the border regions.
