COP26 stands for Conference of the Parties for Climate Change. The conference will be held in Glasgow from 31 October to 12 November 2021 in the UK. It is important because for the first time the major countries are keen on pushing forward with climate change policies and targets. This includes India, China, US, European Union, and major Asian, Latin American, African nations. In India Mr. Modi has set a target of 450 GW for renewable energy. China is aggressively cutting back on its use of coal to the point of tolerating cutbacks in electricity for industry and cities. US, UK, Germany, Nordic countries are pushing forward with new targets for reducing coal consumption and increasing renewable energy production, advancing renewable energy technologies. The new Biden administration in the US and the Greens in Germany have replaced administrations that were not as committed to tackling climate change. With China and India also committed to tackling climate change with renewed vigor the stage is set for serious steps to be taken. To reach the target of limiting global heating by no more than 1.5 degrees centigrade countries all over the world have to cut emissions by 45%. In reality emissions will increase by 16% in 2021 because China and India still depend on coal and developed nations have not cut back enough. To cut use of coal and preserve forests, avoid the drastic changes in weather patterns with drought and floods in different parts of the same country seen in Germany, India, African countries and other Asian countries a lot needs to be done. Here Mr Kerry the US Representative for Climate Change, says -"There is a significant increase in ambition on cutting emissions than ever imagined possible. A much larger group of people are stepping up." It is not clear if Mr. Xi of China will attend the Glasgow meeting. He has talked to Mr. Biden at length on this issue recently. Mr. Modi of India will attend and will meet Denmark's prime minister Mitte and other leaders before the COP26 in Glasgow.  ...

Peter Hotex of Baylor Medicine in the US is a pioneer and leader in getting low cost traditional vaccines to billions in Africa, Asia and Latin America.  Here Peter Hotez of the Baylor College of Medicine Tropical School is interviewed in The Hindu. He talks about how the new mRNA vaccines are "shiny toys" pushed forward in the US in 2020 under innovation drives, and that the vaccines made by traditional methods are just as effective and provide lasting protection. Without vaccinating the entire world population including the billions of people living in Africa, Asia and Latin America, there will be no end in sight for the pandemic, he says, and the best way to do this is through vaccines made by traditional methods, methods used by Bharat Biotech for Covaxin and Biological E for its vaccine. He said mRNA is a brand new technology  and "it will take years to scale it up to make 9 billion doses" of vaccine for poor countries. Baylor has developed the vaccine technology using traditional methods such as yeast fermentation expression technology used for Recombiannt Hepatitis-B vaccine. Its been around for 40 years. Baylor will transfer the technology to Indonesia, India, Bangladesh, all over the world. He says in terms of virus neutralizing anti-body immune responses it is as effective as the mRNA vaccines. Hotez is critical of some pharma companies- "the rest of them want to bicker about patents. we're not going to go down that direction." Baylor is providing its technology for manufacture to companies to fill the need in poor countries, without patent protection or quibbling about legal things such as indemnities, says Hotez. Hotez also thing recombinant protein technologies vaccine with its traditional approach could also overcome vaccine hesitancy, a key factor for unvaccinated in Europe and US which have stuck to mRNA vaccines. The newer technology behind mRNA could make parents hesitate to vaccinate their children with these technologies, and also be a part of the mental attitude of unvaccinated adults having hesitancy.   ...

India's Modi government is introducing a new plan to reduce rural poverty. It is implementing Universal Basic Income by depositing Rs 6000 or $84 directly to bank accounts of farmers with less than 5 acres. This helps 120 million poor farming families meet basic living needs in India, where rural poor often make less than a dollar a day. The cost of the program is $10.5 billion a year. The opposition Congress Party also has a plan for Guaranteed Minimum Income. India has national elections in May, and the government plan is also designed to fulfill promises of improving quality of living of Indians with the programs for Clean India, toilets and electricity for all Indians, bank accounts for all Indians, and series of other programs.  The advantage of the program as shown in a government paper in 2017 is that money goes directly to bank accounts avoiding corrupt middlemen or bureaucrats, and that it is possible in India to accomplish a lot by spending a relatively small amount to realize immense benefits. The Budget deficit for the year ending March 2019 will go up from 3.3% to 3.4%, and for year ending March 2020 go up from 3.1% to 3.4%- small increases relative to the immense difference in the lives of rural Indian families as a result. A series of programs for universal access to electricity, health care, toilets and clean sanitation, bank accounts and basic income, are designed to bring forth a New India different from the past. These programs are being implemented or put forward in the first term, with the Modi government looking for voter approval to push forward further development in a second term. The government paper on UBI in 2017 showed that in a country like India a small amount goes a long way in reducing poverty. By providing income of just above $100 a year to around 75%  of Indians, poverty can be cut from 15% to 1%. The paper shows cost at 5% of GDP which can be partially offset by reducing other government  subsidies. ...

The probe into corruption at Petrobras, is known as "Operation Car Wash," because some of the payments were routed through a car wash company in Curitiba, Brazil, which caught the attention of a young federal prosecutor in that city. The investigation took a new turn with the arrest by Brazilian police of the heads of two large construction companies, Marcelo Odebrecht of Odebrecht SA, and the CEO of Andrade Gutierrez, on June 18, 2015. Investigators say construction executives in collusion with Petrobras officials inflated the price of contracts and made payments to politicians and political parties including the ruling Workers Party. The alleged amount is about $2 billion. The construction companies are active in shipbuilding, defense contracting, oil and exploration related work, and building the stadiums for the World Cup Soccer and the Olympics. This has damaged the credibility of the ruling Workers Party, former president Da Silva, and current president Dilma Rousseff, in power during the last decade. The companies and the Workers' Party denied any involvement. Federal prosecutor Carlos Fernando dos Santos Lima told a news conference in Curitiba- "We have no doubt that Odebrecht and Andrade Gutierrez headed the cartel scheme within Petrobras." Adding that the two companies "cannot pass themselves off as innocent given how much evidence we have."...

In a crucial demographic Donald Trump's provocative remarks cause a stir and a slide by 13 percentage points. In late July NYT/CBS polls show 72% support among Republican women. McCain won 89%, Romney 93%, George W. Bush 93%.  Divisive tactics hurt particularly with women, say experts. In states such as Pennsylvania this is evident, as Trump has 27% there for women overall and Clinton 58%, according to one poll. The Rutgers Center for Women and Politics has studies on how women diverge in their concerns and lives from men- from lower pay, longer life expectancy, and role of government in helping them,  to cite a few. Clinton has released television ads in 5 swing states directly appealing to mothers, showing children, and emphasizing kitchen table issues, job creation. College educated white women in particular carefully look at the issues, and make independent judgements based on character and temperament, and are less likely to ignore repeated provocative remarks or clearly sexist comments. ...

Patience and remaining undeterred with SPD at 15% just months before the election helped SPD'S Scholz to win. There was also a carefully planned campaign around Scholz, unity in the SPD behind Scholz. Scholz and SPD realized that there was a major opportunity to win confidence of Germans in the pandemic aid packages for Germany and the European Union that Scholz put together. Scholz took charge chairing meetings when Merkel was in isolation. In this way he not the outgoing chancellor Merkel was seen as the architect of economic recovery from the blow of the pandemic.  Percentages are deceiving including the drop to 15% for SPD. Scholz pointed to public fatigue with the two major parties and need for change had led to shift to Greens, and other parties. By working with Greens to develop a common approach based on borrowing to invest in infrastructure and climate change Scholz realized he could both tap into skills of a younger generation that had gone to the Greens and build Germany along lines that also tackled climate change. This created a new and real option for Germany- the experience and new zeal for workers and families of the changing SPD under Esken and Scholz with the energy and zeal for tackling climate change of the Greens under Habeck and Baerbock. As a map of Germany in the NYT shows on September 28, the numbers can be deceiving. Except for Bavaria in the south most of Germany's regions including cities of Cologne, Berlin, Hamburg voted for the SPD or the Greens. Most of the map is red color of the SPD, with small densely populated pockets in cities Cologne and Berlin for Greens. Apart from Bavaria and Thuringia-Saxony, the election was won by Greens SPD by big margin. ...

After the resignation of Angela Rayner UK prime minister Keir Starmer faces pressure from within the Labour party on the direction of policies to benefit the working class base of the party. Splits within the party with a new party being formed by Jeremy Corbyn would only benefit the Reform UK party of Nigel Farage. Only a year after winning in a landslide Labour is struggling to win support in local elections as it faces the need for a tough line on migrants proposed by Farage and his UK Reform party. This tough line on no tolerance for illegal migrants was put forward by Farage in The Times, and the Times in an Editorial described it as something Labour and Starmer should listen to. Previous differences existed when Labour contested the last election, Labour simply needs to keep the party together and tackle migrant issues without any preconceptions as it is something the public expects it to do, not spending billions of dollars on illegal migrants which are needed in housing and working class benefits that were cut. ...

The Bank of Mexico, Mexico's central bank, cuts interest rates by half a percentage point to 3% in June 2014. The consumer price index is at 3.4% for 12 months through mid-May, and the central bank sees the inflation target of 3% by early 2015 as achievable. The central bank's estimate for GDP growth in 2014 was lowered to 2.8% from 3.5%. GDP growth was annualized 1.1% for the 1st quarter of 2014. Mexico has failed to live up to the growth expectations after the new Nieto administration's efforts to jumpstart the economy and opening up of the state oil industry to foreign investment. The policy changes of the Nieto administration set the future course of the economy and will take time to deliver results in economic growth. More effective administration and execution is needed for economic growth.

A Wall Street Journal/NBC poll shows that 58% of people polled want the President to worry more about keeping the budget deficit down even though this may mean alonger recession and asloer recovery. Only 35% say they favoring boosting the economy. What may be vague here is what a longer recession here means, its length from 1 to 2 years or 3-4 years, and what boosting the economy means; when the stimulus package has already been passed and its impact has still to be felt as a lot of the money is not yet spent. Democrats are evenly split with 50% favoring boosting the economy, and 42% urging a deficit focus. Republicans overwhelmingly are worried about the budget deficit. Independents by 2 to 1 also are worried about the deficit. Overall 31% of those polled say job creation and economic growth should be the highest priority for the government. And 19% say deficit and government spending should be the highest priority. About 16% say they see health care as the biggest priority, and 14% said national security and terrorism should be the highest priority. This means that the Obama administration will have two conflicting concerns throughout the early years in keeping the stimulus measures in place, and at the same time paying attention to the budget deficit....

China faces three main challenges and how well it handles them will determine if China does well in the future because the things that helped China in the last 30 years of development are now gradually coming to a close. The three main challenges are a changing work force and the gradual phasing out of the demographic dividend thats responsible according to some experts for a third of the progress this far, the gap between the rich and the poor, and severely constrained resources and supplies of energy and environmental resources. On the first its not something China can do to much about, on the second its going to have to have a more balanced development and repair the network of social services and redirect resources to the poorer sections (see the link to the conference at Lindau, Germany and Nobel Prize Winning economists opinions on this issue). This will bring more discussion and challenges about how to proceed as a lot of actions to build new infrastructure and new construction has been done by taking over land where needed. And on the third challenge has not been done so well so far as the amount of energy required to each yuan of economic output has not changed much, seeing a 3.7% improvement over 2006 in 2007 and only a 2.9% improvement in the first half of 2008 over 2007. All this is why Secretary Paulson cautions that many American might be worrying about the wrong thing, China overtaking the USA, what really is the worry he says is whether serious troubles in China will affect the stability of the USA and global economies....

The US simply through deterrence and action of the military and National Guard supporting Border Police has shown this works cutting the flow to mere hundreds, a policy that has worked also in Germany under chancellor Merz.

China's shift in emphasis from heavy manufacturing and the auto industry to other technologically advanced and less environmentally sensitive industries including new energy sources. The National Development Reform Commisson lists industries in 3 categories- encouraged, allowed, and restricted. The auto industry is now in the allowed or permitted category, and is no longer encouraged for the purposes of foreign investment and the granting of preferential tax or streamlined approval processes. Alternative energy cars, internet equipment and some service industries are moving to the encouraged category. The growth in the auto industry has slowed to about 3% in 2011 from 32% in 2010, with the change hitting the domestic Chinese brands the most. As a result more laws are expected to help technical know-how flow towards Chinese auto companies, according to IHS Automotive.

A big change for the presidential election in 2012 is the lopsided way in which white voters who are struggling with job losses or seeing economic difficulties are alienated from President Obama. By 58% to 32% these voters favor Romney over Obama in a May 2012 Wahington Post-ABC News poll, a 26% margin. Of those struggling financially about 7 in 10 lack a college degree. This is happening even though 31% of these voters in this poll say they are Republicans and 27% Democrats. It is true that Obama could still win in 2008 losing this group 58% to 40%, an 18% losing margin, similiar to Kerry in 2004, and Al Gore in 2000. A wider margin of 26% poses more risks if the unemployment situation and the economy looks weaker by November 2012.

1. PETROBRAS KNOWHOW IN DEEP-WATER DRILLING HONED IN DEEPWATERS 100 MILES FROM RIO. In the 1970's Petrobras discovered oil in the coastal area near Maca. Later geological tests showed large deposits more than 100 miles offshore and more than a mile deep underwater. Senior Petrobras engineers worked with manufacturers to develop pressure resistant instruments and the hardware needed to drill deeper. This technology was developed over the years and Petrobras has now honed its skills in deepwater drilling. Since then Petrobras has become the leader in deepwater drilling.. The fact that Brazilian oil was offshore made Brazil focus on offshore oil exploration and use the Atlantic ocean near Brazil for one big R&D project. Petrobras uses floating platforms, of which many are converted oil tankers. These platforms are more agile in deep and remote waters and better weater waves and storms. Petrobras gets 90% of its oil from the waters over 100 miles north east of Rio de Janeiro from a cluster of 38 such platforms. The floating platforms are like large ships that can be connected to hoses to pumping points on the seabed. 2. PETROBRAS INVESTMENTS IN OVERSEAS OFFSHORE DEEPWATER OIL PRODUCTION. Petrobras has the size and profits to have global reach and make the large investments and bring deepwater expertise to other regions. It is 55.7% state owned. Production was 1.9 million barrels a day in 2006. Sales of $45 billion and profits of $10 billion for 2005. The 2005 profit was a 50% increase from 2004. Countries where Petrobras is working include Angola, Tanzania, Turkey and India. Petrobras has stated that it will increase overall investments by 66% in the next 4 years investing $87 billion, mostly on exploration and production from 2007 to 2011. Of that $12.1 billion will be invested overseas for new platforms off the Gulf of Mexico and new fields off the coast of Nigeria and Angola. Fisher and Taub of the NYT look at the populist politics in Europe and the U.S. following the French election first round. Trump won in the U.S. with the deep polarization of politics in the U.S.- leading to the Republican Party to decide to support him to avoid the result of four more years of an administration led by Democrats, and with the support of discontented voters in midwestern states with falling living standards. The situation in Europe is different as the mainstream parties have united in the past to block populist politicians with negative messages on immigration and an open economy. This happened in the Dutch election, by the co-opting of the nationalist message of populist politicians by mainstream parties and mainstream politicians, and is likely to continue in the French and German elections in 2017. Fisher and Taub point to another development that is happening- shifting the debate to ethnonationalism vs. open economies, which has happened with Brexit and the UK Independence Party. They cite the 2015 British elections in which UKIP won 13 percent of the vote, as having influenced prime minister Cameron to call for a referendum on Brexit, in a effort to revive the fortunes of the Conservative Party. In the end this resulted in the 52 percent vote supporting Brexit.  Another way of looking at the populist movement is that with Trump it called attention to trade and the way working class Americans were being marginalized especially in the industrial midwest. With this problem being addressed in a Trump administration and a reviving economy, the mainstream parties have an opportunity to reassert themselves. In Europe the AfD called attention to immigration issues, and the Merkel coalition government of CDU and SPD by making changes such as the deal with Turkey, and returning economic refugees, is able to assert the role of mainstream parties. In Britain the situation could be a result of a brash decision by a Conservative prime minister Cameron, in making a bad miscalculation, that has put Britain on a course that is likely not in its best interest. The Brexit referendum yes vote galvanized opinion by showing an endless stream of refugees in their advertising- a development following the opening of borders by Germany and Austria to address the plight of Syrian war refugees. That situation has passed and is unlikely to happen again as both the SPD and CDU parties in Germany have pointed out that this was a one time situation that they responded to following the exodus from Keleti rail station in Hungary under special circumstances. With this kind of perspective populist politics can be seen as reflecting other voices in a democracy, that are heard and responded to, yet keeping the sense of balance and openness necessary in today's global economy and societies. This is also the perception of Germany's outgoing popular president Gauck in his final address, pointing to the need to listen to other voices in a democracy, and the need for openness in a democracy, as well as democracies always in the process of Becoming and evolving to adapt to new situations in economy, society, and politics.     ...

A new German party called BSW,  Bundnis (Association) Sarah Wagenknecht, means Germany nationally could see a smaller Social Democrats party in parliament making way for the socialists who want to keep out migrants. Across East Germany a new party is challenging the AfD from the socialist side getting the protest vote against pro-migrant policies. The socialist BSW party is taking votes from the SPD and DIe Linke Left, from Free Democrats and Greens in the state parliamentary elections in East German states of Thuringia, Saxony, Brandenburg. Nationally SPD may be 15-20%, BSW 10%, and CDU 30%, AfD 10-15%, FDP 10%, Greens 10% in a new shape for German parliamentary representation. The AfD and far right in Germany is challenged by the BSW with both parties opposing policies that led to large scale migrant flows into Germany of Angela Merkel.  BSW is the socialist party of Sarah Wagenknecht which is opposed to migrants entering the country as it distracts from tackling the problems of the working class in Germany and burdens public services when needs are greater among the local communities.  It sees the ruling Christian Democrats, Social Democrat and Free Demcorats, Greens, as out of touch with the problems of working class Germans struggling to make a living. BSW also opposes the wars in Ukraine and Gaza for the same reasons as it takes away resources that are better used to tackle problems at home. The AfD party also opposes migrants but is seen as feeding on the grievances of people of old east German communist state who feel left behind by the reunification of Germany. As a socialist party BSW is for addressing problems of inequality and poverty, childcare, cost of living action, housing, and many of the problems of the working class. Mette Frederiksen Danish prime minister has combined socialist ideas with anti-migrant position in Denmark. A similar position is being taken in the US by the Biden Harris administration in the US by closing the Border with Mexico.  Who is Sahra Wagenknecht and the BSW? Bundnis Sarah Wagenknecht or Association of Sarah Wagenknecht is a socialist party that grew out of Sarah Wagenknecht's own experience growing up in the socialist state of the German Democratic Republic during her formative years in East Berlin.  Born to a Iranian father who disappeared in Iran, and a German mother she was raised by her grandparents. She was active in the socialist parties Die Linke group in parliament since 2000. She received her bachelors degree in philosophy and New German Literature at East Berlin Humboldt University. Followed by MA at Groningen University in philosophy of Marx-Hegel and a doctoral degree from TU Chemnitz in Economics. She was member of parliament in the Bundestag and leader of the Die Linke group.
