The WSJ report says not every attendee was tested for coronavirus.  The WSJ also says this was an unprecedented use of the White House as the lectern for the president was set right on the South lawn facing the White House. The speech was followed by a performance from an opera singer and a fireworks display over the Washington Monument.

David Malpass is the choice of the Trump administration to head the World Bank. He has worked with Latin American countries at the State Department, was the Treasury official responsible for the World Bank in the Reagan administration, and worked on Argentine currency, China trade matters in the Trump administration.

Malpass negotiated a $13 billion replenishment for the World Bank in 2017, with U.S. share of $1.2 billion. This capped the bank's lending at $25 billion.

Last year the World Bank provided China with $60.5 billion in loans for 400 projects, which this WSJ editorial says is loans China does not need with its $3.07 trillion in foreign reserves. This editorial is critical of the current World Bank head Dr. Kim for taking a job with a World Bank partner the private equity fund GIP.

The World Bank has played a significant role in development for South Asia and China in the early years after World War II.

President Macron of France puts forward the basic building blocks for an agreement to reduce tensions with Iran. In a speech to the General Assembly of the United Nations he says that there should be negotiations between Iran, its regional neighbors, the U.S. , European countries and China. The Obama period nuclear deal of 2015 failed because of a lack of a comprehensive settlement and including Iran's neighbors in the region. Macron pointed out that the U.S. approach under president Trump of "maximum pressure" with tighter economic sanctions has produced a response from Iran of maximum pressure on its neighbors, including the attack on Saudi oil facilities with drones that took out half of the Saudi oil supplies. Macron put forward five issues for negpotiations to focus on: certaity that Iran never acquires nuclear weapons, solution to the Yemen civil war, a regional security plan that addresses other conflicts, ensuring security of maritime navigation especially in Straits of Hormuz, lifting of economic sanctions. He pointed out that "today we have a risk of serious conflict based on miscalculation and disproportionate responses." Mr. Trump even alluded to this when he told reporters after the dismissal of John Bolton as National Security Adviser, saying Bolton made Trump look like a voice of moderation. A lot depends on who are the advisers and whether moderation is exercised on all sides.  Macron, Merkel and Britain's prime minister Johnson met with Rouhani on the sidelines of the UN meetings to encourage dialogue. Countries likely to be severely affected by oil shutoff through the Straits of Hormuz are Japan, South Korea, India and China, and are quietly pushing for an easing of tensions.  ...

This WSJ story shows how China started its steel industry from small beginnings when Chinese leader Deng visited a Nippon Steel plant in 1978. He made the decision to go big with Baosteel, with an investment of $6 billion, with the words- "if we do it lets do it big." This was 36 times the Chinese foreign exchange reserves at the time. From 4% of steel production, this went up and up, passing the U.S. in 1993, past Japan in 1996, and in 2018 producing three times the steel of U.S., Russia and China combined, producing 923 million metric tons of steel in 2018, or more than half of world production of steel. With steel China was able to build its automobile industry, shipbuilding, bridges, infrastructure, high speed rail network. This was done using global demand, subsidies from the government, cheap loans and tax breaks. Markets worldwide were affected by substantial excess production in China. From Baosteel the spread of the steel industry to all 23 Chinese provinces led to China accounting for 25% of world exports. By 2016 5 million workers mostly from the agrarian countryside were employed in the steel industry, helping China transform itself into an rapidly urbanizing and modern economy. It was a period when the rail network was tripled between 1975-2017, with shipping companies that ensured access to Australian coal and Brazilian iron ore. From 2011 to 2017 Chinese steel dropped global prices by 57% triggering closure of steel mills in EUrope and the U.S. About a third of trade complaints since 2001 by G20 countries against China are about steel. After entry into the WOrld Trade Organization Chinese steel exports rose to 8% of GDP from 2%. Subsidies, cheap energy, and shift of agrarian workers to cities. U.S. investigations around 2006 showed Chinese steelmakers subsidies covered 30% to 45% of the subsidized value of steel pipes exported overseas. China's steel prices were set 20-40% lower than the U.S. China responded to complaints saying it was trade protectionism. The WTO rules call for full disclosing of all subsidies. This was disclosed 5 years after joining WTO in 2001, and only for central subsidies. Local government subsidies were not disclosed till 2016- the U.S. says 15 years late. Still the Bush and Obama administrations failed to take action. In 2018 Mr. Trump seized on this as a campaign issue that resonated with American workers in manufacturing communities across the U.S. In 2018 November president Trump announced a 25% tariff on imports of Chinese steel. A six month probe by U.S. officials had already shown 40% of sales value came from subsidies for corrosion resistant steel from China. The U.S. Trade Commission imposed tariffs of its own from 39% to 241%, with the Trump tariffs of 25% coming as an additional tariff to tackle the trade surplus with China. Meanwhile in China the government is closing uncompetitive smaller steel mills and in 2016 it combined baosteel with Wuhan Steel to create a larger company, and consolidate remaining companies. Baosteel now provides the steel for CIMC to dominate the steel container business, and to make ship to shore cranes, and make the San Francisco-Oakland Bay Bridge.  It also goes to show what can be accomplished from small beginnings for countries in the developing world from Asia to Africa and Latin America, with government and industry focussed on development and growth.   ...

CNN reporter Cassie Spodak provides this exceptional report into the minds of New Hampshire Democratic voters who gave Bernie Sanders a 22 percent lead in the New Hampshire Democratic primary over Hillary Clinton. In October 2016 Hillary Clinton has the support of Bernie Sanders against Donald Trump in the U.S. presidential election. She described it as "100 percent support" in television debate. Sanders has appeared with Clinton twice, and campaigned 4 times in New Hampshire, and continually across the country. Younger New Hampshire voters still long for Sanders as their favored candidate. Older voters and some who have been motivated by Sanders to run for local office see the shaping of the Democratic Party platform as a victory for Sanders. Key planks of Sanders, taxes on the wealthy and higher incomes to pay for student tuition, infrastructure, and helping working class families, are now key parts of the Democratic platform. These voters see this as a pragmatic step and are enthusiastic in their support for Hillary Clinton. Overall Clinton now has 87 percent of Democratic voter support in New Hampshire according to a WMUR/UNH poll in mid October 2016, and she is doing well with millenials and independents nationally, a critical bloc of voters for Clinton to show nationwide support. One member of the steering committee for Sanders in New Hampshire named Dudley Dudley, reflects the opinion that has shifted the party to emerge united during and even more so in the final months of the presidential campaign of 2016- she tells the CNN reporter Spodak that she supports Hillary because "of the way she has grown, and stretched," and the way Clinton and Sanders are now campaigning together and working together. The meeting planned between Xi and Biden is important for stable US China relations after the Trump administration angry rhetoric, the Covid pandemic, and when imbalances in the poorly managed trade relationship with the entire supply chain shifted to China with millions of its American jobs has shaken working class communities in the US. Under Bush America appeared to be distracted by middle east wars, under Obama and Trump America appeared weak or angry but not resolute. Under Biden America appears resolute and sure of itself. This makes a difference for US China relations. Following the Ukraine war both the US and Germany, and China, appear to have grasped the dangers of nuclear threats such as were made in recent weeks. India has also shown its serious concerns about wars for territorial gains, and the world community of nations has expressed this through the words and actions of UN Secretary General Antonio Guterres speaking for Europe, and the rest of the world.  Under Biden America seeks decent Competition with China and not conflict, and this is in the interest of both countries and of all the countries in the world. Neither China or America represent the largest share of the world's peoples, and in a world of advanced technologies other regions such as India, Europe, South East Asia and Japan, have just as great a determination and influence to seek a mutually beneficial peaceful coexistence in the interests of all the peoples of the world including the continents of Africa and Latin America. ...

The Guardian sends its reporters along with UN special envoy on poverty Australian Prof. Alston as he spends two weeks in the world's richest country looking at poverty in urban areas.  They look at some of the 55,000 homeless people in Los Angeles, homelessness exacerbated by the tech boom in California that has sent housing costs skyrocketing. LA saw homeless people increase by 25% in 2017. The safety net is not being reinforced as the Trump administration cuts many social safety net programs. Next they visit the Tenderloin district in San Francisco where homeless people can be found at St Boniface Church sleeping in the pews. As the Guardian points out the cuts to social programs disproportionately hurt people of color who make up 39% of the homeless in the U.S. This report looks at the incongruity between the tax cuts that are likely to hurt poor whites who supported the Trump administration, as well as hurt the social protections that are part of today's democracies across the western world. This is most evident when one looks at the European Union. They were put in there in Europe for a reason- fairness is good for all classes, and most of all it protects democracies. Authoritarian regimes arise out of social dislocation from wars, or from lack of social protections and ineptitude of elites. Which is why a Lincoln or a Theodore Roosevelt from the Republican party supported fairness and social protections as much as FDR and Truman from the Democratic Party. The view expressed in this report in the Guardian is that the U.S. may have moved in the wrong direction under the Reagan and Clinton administrations creating the "me first" culture that prevails in the U.S. today. ...

The long awaited renewal of America's National parks may finally be arriving with massive funding of the National Park Service by president Trump in 2020. Billions of dollars of undone maintenance from washrooms, to restaurants, to camping facilities for people, and maintenance work in the parks is finally being tackled in 2020. A new law called the Great American Outdoors Act will put $9.5 billion towards this which now has a bill the size of $12 billion for undone maintenance since 1990's.  Everything from water pumps, to camping facilities, remodeled buildings, employee facilities and housing, adding staff, will now be tackled. At the Rose Garden signing Mr. Trump said of teh National Parks what Teddy Roosevelt has always said- "This is truly God's creation. President Theodore Roosevelt was right when he called these exquisite resources." Mr Daines  Senator from Montana who with another Republican Mr. Cory Gardener of Colorado got enough Republicans to support the bill to get it passed 73 to 25 in the Senate. This is a great achievement for the American people particularly at a time like this with the pandemic taking over 150,000 American lives and so many recovering from the coronavirus. There ia new appreciation of the outdoors, of trees, gardens and of parks. The national parks show the beauty of America and every child sees America differently once he has experienced a stay in one of the many parks from Yosemite in California to Acadia National Park in Maine. And will not support investment in the infrastructure that is crumbling around us even as the infrastructure is crumbling around us, like the bridge in Baltimore that went down in minutes. Trump used infrastructure issue in 2016 and rightly so, and talked about it being Infrastructure Week every week, yet did nothing for infrastructure, nothing serious until Biden in 2016-2020. This a continuing project for Harris. Part of this is to end the wars (Biden's efforts in Afghanistan ending it). This WSJ report by Collins, Belkin, Parti and Whyte takes an indepth look at the issues surrounding anti-semitism on US campuses, in particular UC Berkeley, U Penn, Harvard, Columbia universities. It looks at what happened in the first term and how with the Gaza war the issues of antisemitism on US campuses increased and the DJT administration, Education Secretary McMahon, Assistant Attorney General for Civil Rights Harmeet Dhillon, and domestic advisers in the Trump administration, decided it was time to rein in the antisemitism seen at top ranked universities.  On the campus of UC Berkeley in Feb 2019, Hayden Williams was a young conservative activist who set up a table to recruit students to Turning Point USA. He was punched in the face in an argument which attracted media attention. DJT said at the time that "we got to do something about this." In meetings with Hayden Trump discussed actions such as cutting off federal funding to universities with free speech violations. This is the genesis of the current action says WSJ where Harvard faces cut offs of funding for lack of action to control antisemitism on campus and the president asking Harvard to stop enrollment of international students. Some international students have been involved in the activism tending towards antisemitism.  There is also the sense that some universities are admitting far too many, as many as 40% of the enrolment, from overseas students- a form of neglect of local American students, who now have less access to the resources that the federal government is giving to these universities which they should be entitled to as Americans. U Chicago, Harvard and Penn are in the 30%+ range for overseas students and Columbia around 40%. ...

The Commerce Department report shows GDP growth of 0.7% annual rate for first quarter 2017, down from 2.1% the prior quarter. Sharp drop in consumption with weaker retail sales, to 0.3% caused the slowdown. It was also attributed to seasonal factors. with a warm winter reducing energy spending. Expectations did not keep up with the hard data on spending. A Trump bump is expected with growth in the range of 2% for the rest of the year.

This WSJ analysis shows that in the counties that flipped to Biden in the U.S. election about 40% of the people had white collar jobs and were better educated and in metropolitan regions. Of the counties that flipped to Trump about 20% had white collar jobs with only 1.4% jobs growth whereas the improvement in the counties that flipped to Biden had much higher jobs growth of 5.3%. Where Biden prevailed 70% of America's GDP is generated, where Trump prevailed 30% is generated. One is white collar in metropolitan regions, in cities and suburbs, better educated. The other is blue collar, less educated. One blue collar is hit hard by the pandemic, the other is white collar but also includes some of the people hardest hit in the pandemic of minorities in the cities and suburbs. In truth none can benefit without bringing all along. And loyalties shift as most of the professional class was once with Republicans who were the party of business. The sending out of American manufacturing to China has not only affected the economy, it has also changed the parties as the Republicans took up the cause of American manufacturing workers changing the two parties. For most of the twentieth century this was not the case as FDR, Truman and Kennedy-Johnson, were Democratic presidents supported by blue collar workers.   ...

A visit by president Biden to Canada to meet president Trudeau shows a unity of purpose of the two leaders who have a close Justin and Joe relationship, says this report in NYT. Before the trip an agreement had been reached by which the two countries can ease pressures of migration from the southern hemisphere. Migrants seeking asylum in Canada from the US will be turned back at Roxham Crossing. Canada will accept 15,000 refugees from persecution, violence or economic devastation, to ease pressures of illegal crossings into the US from Mexico. The trip comes after Trudeau's frosty relationship with former president Trump. It also comes as Canada and the US build a closer relationship to meet challenges of multipolar world from China.

Greg Ip of the WSJ says a second term of former president Trump would look very different from the first. Republicans achieved their goal of tax reform in the first two years of that term. Following that trade tariffs ensued against China creating a different environment in world trade. A second term would lead to more action on trade and more tariffs. Ip says the former president could impose tariffs on all Chinese imports and this would lead to retaliatory tariffs from China and be met with EU retaliatory action in a tit for tat manner. The result would be disruption in world trade and affect the world economy. Higher inflation could also be result of such disruptions.
