So I don’t need to tell the folks who are watching this what fentanyl has done to families, to kids in our country, and the need to take seriously stemming the flow coming into our country and addressing that extraordinary and tragic issue in terms of its effect. The bill would have allowed us to have more resources to prosecute transnational criminal organizations. And it would have been part of the solution. And Donald Trump called up those folks and said, don’t put that bill on the floor for a vote. He blocked the bill. And you know why? Because he preferred to run on a problem instead of fixing a problem. And he has put his personal political security before border security. Because understand, even in the intervening months, what that bill would have done to give support to folks who care about this issue. And this, again, gets to the point about what does leadership really look like? ...

That plant was planned for a capacity of 1 million cars a year which would have hit the US auto industry hard. I want to take a look at one of your factories you are building. One of the good ones. Are you ready? This was 8 months ago. I said you will have to go to Mexico. What about the US? He said  we are putting up a couple but they are small. In Mexico they are building massive automobile factories. I said you mean they are doing it? Who is the owner. He said mostly China. One in particular is massive. So they are going to build cars and send them to the US, for no tax or little tax, and destroy whats left of Detroit." "Mexico has taken 32% of business over 30 years. The other is Canada. They send us millions of cars. We don't need them for that. I said to hime when is this going to open. A couple of months. It will openin 1.5 years. I said I am not happy about that. And I said in my next speech I'm going to charge them. No cars coming ino the United States from Mexico without a massive tariff. I said it 3 or 4 times and what happened is about 2 months later I saw the same gentleman in the audience and I said I want to see you backstage. I said let me ask you what happened to that plant. Where is it now? He said China has canceled it. Why? Because they think you are going to be elected and charge tariffs on the cars coming in and it doesn't work."  "So Detroit will breathe and we are going to do the opposite. Companies can build plants if they want but they are going to have to build it in the United States."   ...

Charts of foot traffic in retail stores show traffic is back up in home improvement stores but lags in electronics and apparel. Apparel is well below levels below the pandemic with stores closing. E commerce sales in September were up by 45% compared to same period 2019, with this making up 16% of all U.S. retail sales.Weekly foot traffic in the U.S. is down 14% in September compared to one year ago.

Clothing stores have the lowest employment rate with a decline of 29% as of July, and this is where stores have closed the most with job losses permanent.

Ranil Wickremesinghe of Sri Lanka, both Finance Minister and Prime Minister during this economic crisis, says to The HIndu in this interview- "It's hectic, this is a new experience. I am working eight days a week." He says he will firm up the staff level agreement with the IMF by June. Then he says comes the debt restructuring plan that gives a clear indication of what Sri Lanka has to do. By July there will be also the interim Budget.  He said "I must say that Indian assistance has helped us get through these difficult times." He says in addition to the $3.5 billion he is hoping to get another $500 million assistance for fuel. On austerity path Sri Lanka faces he says we have agreed with the IMF that vulnerable groups will have to be supported. He said if we look at what are called tough conditions, even if the IMF were not there, we would have to do it. The advantage of going with the IMF, you get something or everything. If you were to do it on your own you get nothing. On austerity he said yes there has to be austerity but we want it to be for the short term, so that even if 2023 will be a difficult year, in 2024 we can start moving. On the Adani investment of $500 million and Mr. Modi, he says  that he emphatically welcomes it. We need it at this moment and it is a good sign that investors are coming in, said Wickremesinghe. Look he said if anyone else in India wants to invest another $500 million I am not objecting. He said Sri Lanka needs to use its potential for wind energy which is big. ...

Joe Biden was about 78 when he entered the presidency. Reagan ended his presidency at age 79 in 1989. It is about 35 years since Reagan, and advances of medicine are making it possible for people to work longer with retirement ages extended to age 65 in many countries. Mr. Biden looks healthy and brings much experience from his decades in the Senate of the US. His 36 years in the Senate are the longest for any president. Turning 80 should not be a hurdle in that sense if one is healthy and the country needs this experience. During a foreign affairs crisis with China and Russia this experience of 12 years as ranking member of the Senate Foreign Relations Committee is invaluable. More so as Biden reflects America's values. During his 36 years in the Senate he put forward the Violence Against Women's legislation in Congress. As Vice President he continued to advocate for working class and middle class and for families. One has to go back to Harry Truman to sense this kind of fervent and resolute action for workers and families, and for the American people. As president he passed the $1 trillion legislation for Workers and Families and to fight Climate Change. Building America Back Better is one of its goals and further investment in America and its people is being pushed forward.  Mr. Biden is living at a time when there is a struggle for the soul of the nation and he believes in his role in this struggle which gives him the energy he needs for his role in 2024 for continuing the work he has begun. ...

Shehbaz Sharif 70,  is the younger brother of a three term prime minister of Pakistan Nawaz Sharif. He ran Punjab province, the country's largest state when his brother was prime minister. In this way he brings substantial experience to the problems of the economy that now face many developing economies such as Pakistan.  First on the agenda is to normalize relations with the US, rebuild ties with India, and restart negotiations with the International Monetary Fund. Pakistan faces severe inflation of 14% and devaluing currency that makes imports costlier as the foreign currency reserves have dropped to alarming levels of $24 billion when annual import needs are at about $56 billion. This has a direct impact on cost of living, standards of living and on industry. Shehbaz Sharif understands the situation and has said restoring the economy "will take effort, effort and more effort." A similar statement has been made by Mr. Modi in Hindi "sab ka viokas, sab ka prayas" which also mean effort, effort and more effort, which all of South Asia and Bay of Bengal, and South East Asian countries needs considering the impact of Covid pandemic, and now inflation from the war in Europe hitting food supplies. The situation is grim in other parts of South Asia- in Myanmar, in Sri Lanka, in Thailand, Malaysia, Vietnam, Indonesia. The popular sentiment is also shifting as seen in the Indian part of the old British Punjab province. European Union plans are for cutting by two thirds current imports of oil and gas from Russia in 2022. The EU's plan is to take down the imports of Russian natural gas from 155 billion cubic meters which represent 40% dependence on natural gas from Russia, the import figure for 2021, down to 100 billion cubic meters. James Henderson, chairman of the gas program and the energy transition research initiative at Oxford Insititute for Energy Studies, looks at how the EU will get this done.  The European Commission's plan is to get 50 billion cubic meters of liquefied natural gas. New projects for LNG and return to market for supplies that were disrupted earlier would generate 40 billion cubic meters of LNG. Of this 30 billion cubic meters could go to Europe. Another 10 billion cubic meters is expected from Norway, Algeria and Azerbaijan. Some of this by delaying maintenance. Conservation and reduced consumption could deliver savings of 38 billion cubic meters of gas. Of this 20 billion cubic meters would come from new solar and wind energy. Roof top solar and installing new wind energy can save about 4 billion cubic meters of natural gas. This does not include energy saving from industry, particularly Germany, which makes up a significant part of the use of oil and gas. Increased temporary use of coal may be considered and nuclear energy is an option in some countries. These are first step, additional action will be needed to reduce dependence on Russia from the current EU plan of one third reduction in 2022 to two third reduction by the end of the year to demonstrate the EU's resolve in the war in Ukraine. ...

Pocketbook issues are taking increasing importance in the French election on April 24. Greg Ip of the WSJ says inflation has risen in importance more than immigration, the war in Ukraine, and other issues related to Islamist separatism. About 45% cited purchasing power as the main issue in a BVA poll, and this is even higher for people who voted for Jean-Luc Melenchon who came within 1% percentage point of Ms. Le Pen in the first round. Greg Ip says that in economic issues France has done better than Germany, Italy or the UK. Unemployment is at 7.4% the lowest since 2008. Economic output has risen more than in Germany, Italy or the the UK since Mr. Macron took office. And one study shows disposable income has risen higher under Macron than under predecessors Hollande and Sarkozy. France also spent heavily to tackle the Covid pandemic's effect on workers and companies. Ip says Macron's efforts to liberalize labor markets, simplify taxes and wage bargaining and make training programs more effective could be the reason. Youth unemployment is the lowest in nearly 40 years, and the number of apprenticeships doubled from 2019 to 2021, according to BNP Paribas. Pisani-Ferry, economist at Sciences Po says compared to past performance the French economy did much better. Le Pen has promised to cut the value added tax to tackle inflation's effect on voters. Macron has said he will be flexible when it comes to raising the age for retirement and pensions and calls Le Pen's lowering the retirement age creating problems for the solvency of the pension system and highly unrealistic.   ...

Dropping wheat and corn prices will reduce the effect on increase in inflation for food prices. A recently signed agreement for UN and Turkey to supervise exports of Ukrainian grain to world markets is showing up in declining futures prices for corn and wheat that will show up in lower food prices. A large harvest for wheat and other foodgrains in Russia and Ukraine is also having an impact. Slower economic growth in China from frequent lockdowns and the ailing property sector, could bring oil prices down from the highs. The shift to renewable energy taking on a huge impetus from recently passed legislation in the US Congress for $369 billion investment and similar moves in Europe with a 15% required reduction under new EU rules could have the same effect of pushing down fossil fuel prices from their highs. This suggests Fed chairman Powell's sense that the economy would improve in the second half is consistent with international developments. The war in Ukraine could also have a possibility of coming to a close in coming months with Russian gains in the east and Ukraine recovering lost land around the Black Sea in the south. Decades of fighting in Ukraine may have obscured the fact that the eastern parts of Ukraine voted in pro Russian governments in the past and the western parts of Ukraine have voted in pro EU governments. The war could end with a settlement around these new boundaries. This would also enhance president Biden's foreign and domestic policy achievements and help the US focus on climate change actions, building new supply chains, rebuilding its manufacturing, its leadership in science and technology, its alliances with EU, and with Japan and India in the Indo-Pacific. ...

Mike Clancy of The Prospect writes in The Times of London that he has found that two thirds of remote workers working from home would like to have the right to unplug from work and not be expected to connect with the office at some point in the day, and that this would have a hugely beneficial impact on mental health.   The biggest problem that workers working from home have found during this pandemic for one year now is that it blurs the line between work and life outside of work having a negative impact on one's mental health. Surveys have found that about half of remote workers like the idea of working from home, having time from commute and being able to be have more freedom from being tied down to the office space. Companies are looking at cutting about 25 to 50% of office space but have not looked at the problems workers have and not set new rules about when the line for work is set and workers can cut off from work and not be expected to be reachable by the office. Clancy even goes on to say that companies have looked at the problems of the last century not this one and largely stayed away from tackling the real problems of workplace- stress, burnout and surveillance. Lyrarc recommends readers look at the way Germans approach this idea of blurred distinctions between work and life outside of work in the idea of "Feierabend" that literally means breaking away from work at some point say 4.00 pm or 5.00 pm to take a bike ride or walk or do something else. ...

Just about half of Africa's population is within 25 kilometres of a fiber network for mobile telephone connections. In Nigeria this is much lower at 14%. Instead of having to lay costly fiber optic networks for high speed broadband connections Africa can benefit from new 5G network technologies that enable Africa to leapfrog to better high speed internet connections. The telecom company MTN has started testing 5G mobile internet in Nigeria with live demonstrations in Abuja and Calabar, and in other Nigerian cities during a 3 month trial period. Nigeria is one of the few African countries that is pushing 5G with rollout in 2020. 5G uses radio waves to transmit and receive data between an antenna and one's mobile phone. It operates at high radio wave frequencies which cannot travel as far as other frequencies, so a denser network of base stations or masts is needed. This makes it highly suitable for large urban areas. A report by GMSA shows that South Africa, Nigeria and Kenya and four other African countries will have 5G by 2025 and this will be about 3% of mobile data compared to 16% worldwide. Problems with use of 4G in Nigeria show the issues facing Africa. Cost of using 4G is high for the average user, so that only 4% of users of mobile internet in Nigeria are 4G even though Nigeria has an extensive 4G network. Instead 40% of Nigerian users use 3G networks. 5G faster internet could help Africa in areas such as health with telemedicine, and in remote education, say experts. They also say 5G rollout in Africa will benefit from drop in costs as the technology becomes widely used in Europe, China and America. ...

This in depth report in The Times reveals that after Brexit talks between Lord Frost and Michael Barnier were getting nowhere on December 3 and the EU had increased its demands, Boris Johnson came up with the idea of a direct call between Johnson and Macron of France and Merkel of Germany, with the EU Commission president Leyen present. This was rejected after Macron spoke to Merkel and both decided they should stay united in their demands that Britain agree not to relax environmental or other rules to gain unfair competitive advantage after leaving the EU. The decision by France and Germany not to talk directly with Britain had been made. Leyen at the EU headquarters in Brussels was to convey the decision. Leyen offered to meet Johnson for a dinner discussion in Brussels. Johnson hesitated. He finally accepted knowing that this would show he had done everything possible and would have the support of all his ministers including ones that supported Remaining in the EU. The whole world thought that the EU was making a genuine last effort to get agreement, but this was not the case. During the dinner meeting Leyen just listened and listened, not saying much, as the EU strategy was to convey to the British that it was serious and not going to budge. This is where the situation is today on December 12, 2020. Cabinet ministers say the chances of any agreement before December 31, 2020, the date Britain leaves are just 30%, some even say 20%. Both sides are ratcheting up the pressure. The British have taken steps to increase patrol ships to 4 and the total fleet to 8 ships to patrol its Economic Zone in British waters looking for EU, mostly French fishermen. Britain would keep the French from fishing in its waters.   ...

The Indian prime minister's choice for heading Indian Railways and the IT Ministry is similar to his choice of Mr. Jaishankar for the Ministry of External Affairs. He selected a person with the drive and conviction as well as the experience to tackle the important job of modernizing Indian Railways so that it provides the convenience and access that is seen in Europe with new investment and advances in technology. The 50 year old Vaishnaw is from Orissa, yet grew up in Jodhpur where he attended engineering school, before doing M Tech from IIT Kanpur. He had an all India rank of 27 in the Indian Civil Services exam. In 2003 he worked as Deputy Secretary in the prime minister's office when Atal Bihari Vajpayee was prime minister. He was private secretary to Mr. Vajpayee in 2004. He then studied for a Masters degree at the Wharton School of Business, University of Pennsylvania, and worked for General Electric and Siemens in India in transportation related projects. By 2019 Ashwini Vaishnaw had caught the attention of the Indian prime minister as a capable administrator with a can do attitude in India's modernization efforts. He was nominated for the upper house of parliament. In 2021 July he was appointed to lead 2 important ministries - railways and IT. His first action in the first 48 hours was to ask senior officers in the rail ministry and IT ministry to work two shifts alternately from 7am to 3pm, and 3 pm to 12 midnight so that work can be pushed forward that needed to be done in great speed for modernization. Delivering on the vision of the prime minister for modernizing the country is now the task of this ministry and Mr. Vaishnaw. ...

He comes from a farming family in a village of Kanyakumari.  Used to walking barefoot, wore a dhoti, and only wore slippers when he went to Engineering college. Even with modest rural means, helping his father in his fields, he got his Masters in Aeronautical Engineering from Indian Institute of Technology in Madras, pursued Aerospace Engineering at Indian Institute of Science in Bangalore, and PhD. from IIT, Bombay. He is meticulous about details, and would cancel a meeting till errors found were corrected. Behind the unassuming simple manner is a extremely diligent person who has worked in every phase of rocket design and technology for 36 years at India's Space Agency. India achieved a world record by sending 104 satellites into space with one flight of PSLV, a third generation satellite  launch vehicle with liquid stages, in February 2017- Sivan was a key scientist in this endeavor. He is in every sense a vindication of Gandhi's idea in Hind Swaraj written in a steamship coming back from London to South Africa in 1910 that India would have to go back to its own language, culture, bring opportunity to the mass of rural India, before adopting new technologies from all places. He is also a vindication of the idea that the most diligent and dedicated scientists and engineers willing to persevere over decades are the key to progress for Asia's developing nations, and similarly for a bright future in Africa and Latin America. ...

Anton Troianovski reports for NYT from Geneva on the talks between Russian foreign minister Sergei Ryabkov and US Deputy Secretary of State Wendy Sherman on the Russian proposals for redrawing of the boundaries between Russia and Eastern Europe. Russia has insisted talks take place without the Europeans. The Russian view is that the current borders with strong US presence in Eastern Europe- in Poland, the Baltics, Ukraine, and other parts of Eastern Europe were a result of the new borders being thrust on a weakened Russia after the collapse of the Soviet Union.  The US insists it will not do anything without working with its European allies, but is willing to look for some areas of common ground. European Union and Germany see the new Eastern Europe formed as a result of the self determination of countries in the region, and their right to choose their future. Ukraine was historically close to Russia. After the collapse of the Soviet Union Ukraine had developed two identities with eastern parts of the country closer to Russia reflecting earlier close ties and the western parts of Ukraine closer to Poland such as cities Lviv and Kiev reflecting the mood in Poland and Baltics for an independent Ukraine. Lviv is only 70 kilometres from the Polish border and shows traces of the Austro-Hugarian central European heritage. Kiev is about 300 miles from the Polish border in north central Europe. Elections led to governments alternating between close ties to Russia and distant ties to Russia with the two recent governments opposed to Russian interference in its affairs. President Putin responded with invasion of Crimea and forming an autonomous region in eastern Ukraine. In the latest move Putin seeks to reset the borders in a way that is favorable to Russia.   ...

Much of the cost of the Common Prosperity campaign of president Xi to increase access to healthcare, education and housing will fall on heavily indebted local governments in China, says WSJ. Today in 2022 these three education, healthcare and housing are moving beyond reach of ordinary Chinese because of rising costs and referred to as the "three big mountains." In education and housing the government has moved to improve access. Today parents like Ding Jianxiong in Beijing can give their children two extra hours of classes in school for not cost. It saves money and time compared to tutoring classes that the government is discouraging. Teachers have to work longer hours for this to happen and the cost is borne by local governments. Governments at provincial, municipal and county level finance 80%, 70%, and 60% of China's fiscal expenditures on education, healthcare and housing projects. Data from China's Finance Ministry shows local governments have built up $4 trillion in debt at end of 2020, up 20% from a year earlier, much of it to finance infrastructure projects in the last 20 years. This experts say is an underestimate with additional debt buried and camouflaged in financing vehicles, other forms of debt. In 2020 the central government restricted sales of land that were creating an overinflated housing market and driving cost of housing ever higher, depriving local governments of a principal source of revenues. Land sales are now down about 15% and falling. Experts say a new property tax could only bring in one fifth of what was derived through land sales by local governments. The result is a fundamental mismatch today between revenues and costs for local governments that has not been addressed. ...

Meditation is highly recommended and a natural way to combat anxiety and stress in life. As anxiety includes an excessive focus on future that we don't feel we control, it helps to let go. In meditation practice start with 5 minutes and deep breathing called pranayama in yoga. Yoga routine with simple basics can be part of the morning exercize. Any yoga studio can help or it can be done at home. Creating a safe space that is calm and healing helps a lot. Medical experts also recommend spending time with nature and natural surroundings. It takes away some of the stuff that is worrying oneself, and shifts attention to the  to the trees, nature outside. Turn off the phone ringer and put away the iPhone. Reduce other activities that crowd one's schedule to focus on calming activities such as these.  At other times read poetry or a book that relaxes, or a program showing scenery on television. Being with other people in settings such as volunteering to help others, and connecting with friends and family in a comfortable setting are also part of healthy living.   ...

An argument for the market economy is that it enables social mobility, so that persons willing to work hard and use talents can do better than their parents and move up in income level.  Yet this is proving to be wrong as there is less social mobility in developed countries, and even less so in developing economies. In the U.S. it would take 5 generations or 100 years, says this OECD report, for someone in the bottom 10% of earners to secure an average income. Even in a country like Denmark it will now take 2 generations or 40 years. In Colombia it would take 11 generations, almost as long as the country has been separate from Spain. Globally, says OECD, the social mobility was better before 1975. OECD's Gabriela Ramos, the chief of staff, says families and communities have been trapped since the 1980's at the bottom rung of the social ladder. In the U.S. 42% of men with low earning fathers end up in the same income level, much higher than the OECD's 31%. At the other end 48% in high income groups see descendents in the same group, similar in the U.S. and Germany. This the OECD says is bad for economic growth in the long run. This "broken elevator" is causing a backlash against the market economy and democracy, disturbing the social cohesion in society. The answer says the OECD, is to provide federal funds to make up for gaps in education so that access to higher education is provided to people on a broad level to include all parts of society. ...
