A review of the Volcker Rule for bank regulation in its final form by the WSJ in Dec. 2013 shows it leaves out language permitting portfolio hedging. Banks will not be allowed to use portfolio hedging creating new risks. Regulators wrote in the rule that hedges are not to "give rise .. to any significant new or additional risk that is not itself hedged contemporaneously." The Volcker Rule in its final form was influenced by regulators awareness of the J.P. Morgan Chase bank's huge losses from portfolio hedging in the Whale case. Senators Merkley and Levin in the U.S. Congress wrote to regulators saying a loophole in the Volcker Rule allowing portfolio hedging would lead to a repeat of the "London Whale."

Lakhdar Brahimi who was special representative of the UN secretary general for Afghainistan from October 2001 to December 2004 and was present when under UN auspices Afghan political representatives met to build anew after the US defeated the Taliban. He says it was a mistake then no to try to atract those in the Taliban movement and other political groups in Afhanistan that could have been brought into the new political setup and administration to build a broader base of support. And the Taliban did not surrender to anyone when it was defeated so the same mebers of that movement could simply resurface. Also no peace can be achieved in Afghanistan without the cooperation and support of Pakistan its neighbor and with tribes. sharing land on both sides of the border. Brahimi says he bitterly regrets not having advocated more strongly 2 suggestions made by the UN in early 2002. The first to reach out to those members of the Taliban who were willing to join the political process and second to deploy the ISAF outside of Kabul with increased strength. He also believes the war that happened in Iraq after the Afghan peace effort may have falso fundamentally altered the views of people in the countryside and in border areas of neigboring Pakistan about perceptions of the US and NATO....

Intel Corp's overreliance on the PC market which is declining. About three fourths of Intel Corp. revenue is from the PC market. Intel stuck to its strategy of selling at higher margins to PC manufacturers and only gradually made the shift to smartphones and tablets. Intel was late to see the challenge from lower cost suppliers of chips for mobile phones and videogames. The quality of chips from these suppliers has improved to the point where they supply most of the chips worldwide for mobile phones and tablets. The late move into mobile devices has hurt performance of Intel. Net income declined to $2 billion in the 2nd quarter 2013, a 29% decline from the previous year. Revenue was down to $12.8 billion in the 2nd quarter, a decline of 5% from the prior year. Intel's new strategy is to pursue the lower end of the PC and tablet market with new chips planned for Dec. 2013 on notebook computers at prices in $300 range, and tablets in the $150 range. The new Intel CEO Mr. Krzanich is focussing on costcutting and other improvements....

Experts say wisdom is important for well-being the older you become. About 150,000 people are over 85 years age in New York City. This series in the NYT in Dec. 2015 looks at people in the city, their lives, and their attitudes to life. At this age as other physical abilities decline it is wisdom that makes up for this. By being positive about their aging and adapting to their limitations older people make better lives. Laura Carstensen, director Stanford Center on Longevity, says this period can be better than people think for seniors who have gratitude, forgiveness, calm and appreciation in greater degrees from 50 years to 70 years, continuing into the later years. Anger and stress being replaced by conveying gratitude. The positive attitudes to aging also affect memory and heart disease. One of the people covered Ping Wong, 90 years, plays mah-jongg with friends every day and does everyday activities that make her happy. Jonas Mekas, 93 years, is a filmmaker who continues his working activities- doing an exhibition in Brescia, Italy, publishing an anthology of his writings, and giving a lecture in Berlin on filmmaking. Mekas has an interesting philosophy of life- he says do what you are doing and don't think about it much, it will all end sometime, just do something good for humanity that someone else can pickup from you when you are gone, which is normal. A sense of optimism prevails in these lives. Says Mekas its important to not give up on the idea of paradise....

US shipping and logistics infrastructure rebuild of 10 Ports including Los Angeles Fenix terminal and NYC Staten Island Port Liberty terminal. Stonepeak's $2.4 billion investment for 25% stake in United Ports deal with CMA CGM French maritime company. After the surge in illegal migration, concerns about crime, concerns about integrating newcomers, cost and strain on social and public services, homelessness in cities, there is a sense that the pause will be a good thing to give the US an opportunity to reevaluate how it manages entry and integration of newcomers. Theodore Roosevelt's remarks in 1904 Message to Congress come to mind when he said about citizenship in the US- "The citizenship of this country should not be debased. It is vital that we kep high the standard of living of our wage workers, and therefore we should not admit masses of men whose standards of living, customs and habits are such that they tend to lower the level of the American wage worker. Above all we should not admit any man of an unworthy type, any man of whom we can say that he will be a bad citizen, or that his children will detract from instead of adding to the sum of the good citizenship of this country." This is not something new. Operation Wetback was conducted by no less than president Dwight Eisenhower in 1954 after the surge in illegal migration during the Truman administration during WW II. There was a similar sense then that the administration had taken up removal of migrants seriously and there were situations where illegal  migrants were loaded onto trucks, yet there was also a sense that there were problems with illegal migration surge that needed to be fixed including homelessness, strain on services, safety on the streets, lack of integration in culture and language. A pause means less population growth with declining population growth in the US. The natural population growth from births/deaths was 1.9 million in 2000, down to 1.1 million in 2017 and in 2025 was 519,000. At some point it will be declining, yet a pause is needed to get the citizenship education, the integration, the economic participation, the cultural side, strain on public services, to get this right. Another facet of this is its political context but all sides should think about the Nation and not politicize the issue. Outmigration to southern states and mountain states from California was 230,00, from New York 137,000, from 3 states, New Jersey, New York and Massachusetts about 30,000-40,000 in 2025. As a result the southern and mountain states mostly Republican may add 6-8 Congressional seats by 2028 or 2030.   ...
